Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. United Nations’ Sustainable Development Goals 4 Quality Education has highlighted major challenges for all nations to ensure inclusive and equitable quality access to education, facilities for children, and young adults. The SDG4 is even more important for developing nations as receiving proper education or vocational training, especially in science and technology, means a foundational step in improving other aspects of their citizens’ lives. However, the extant scientific literature about STEM education still lacks focus on developing countries, even more so in (...) the rural area. Using a dataset of 4967 observations of junior high school students from a rural area in a transition economy, the article employs the Bayesian approach to identify the interaction between gender, socioeconomic status, and students’ STEM academic achievements. The results report gender has little association with STEM academic achievements; however, female students (αa_Sex[2] = 2.83) appear to have achieved better results than their male counterparts (αa_Sex[1] = 2.68). Families with better economic status, parents with a high level of education (βb(EduMot) = 0.07), or non-manual jobs (αa_SexPJ[4] = 3.25) are found to be correlated with better study results. On the contrary, students with zero (βb(OnlyChi) = -0.14) or more than two siblings (βb(NumberofChi) = -0.01) are correlated with lower study results compared to those with only one sibling. These results imply the importance of providing women with opportunities for better education. Policymakers should also consider maintaining family size so the parents can provide their resources to each child equally. (shrink)

Folklore has a critical role as a cultural transmitter, all the while being a socially accepted medium for the expressions of culturally contradicting wishes and conducts. In this study of Vietnamese folktales, through the use of Bayesian multilevel modeling and the Markov chain Monte Carlo technique, we offer empirical evidence for how the interplay between religious teachings (Confucianism, Buddhism, and Taoism) and deviant behaviors (lying and violence) could affect a folktale’s outcome. The findings indicate that characters who lie and/or commit (...) violent acts tend to have bad endings, as intuition would dictate, but when they are associated with any of the above Three Teachings, the final endings may vary. Positive outcomes are seen in cases where characters associated with Confucianism lie and characters associated with Buddhism act violently. The results supplement the worldwide literature on discrepancies between folklore and real-life conduct, as well as on the contradictory human behaviors vis-à-vis religious teachings. Overall, the study highlights the complexity of human decision-making, especially beyond the folklore realm. (shrink)

As a generation of ‘digital natives,’ secondary students who were born from 2002 to 2010 have various approaches to acquiring digital knowledge. Digital literacy and resilience are crucial for them to navigate the digital world as much as the real world; however, these remain under-researched subjects, especially in developing countries. In Vietnam, the education system has put considerable effort into teaching students these skills to promote quality education as part of the United Nations-defined Sustainable Development Goal 4 (SDG4). This issue (...) has proven especially salient amid the COVID−19 pandemic lockdowns, which had obliged most schools to switch to online forms of teaching. This study, which utilizes a dataset of 1061 Vietnamese students taken from the United Nations Educational, Scientific, and Cultural Organization (UNESCO)’s “Digital Kids Asia Pacific (DKAP)” project, employs Bayesian statistics to explore the relationship between the students’ background and their digital abilities. Results show that economic status and parents’ level of education are positively correlated with digital literacy. Students from urban schools have only a slightly higher level of digital literacy than their rural counterparts, suggesting that school location may not be a defining explanatory element in the variation of digital literacy and resilience among Vietnamese students. Students’ digital literacy and, especially resilience, also have associations with their gender. Moreover, as students are digitally literate, they are more likely to be digitally resilient. Following SDG4, i.e., Quality Education, it is advisable for schools, and especially parents, to seriously invest in creating a safe, educational environment to enhance digital literacy among students. The objective of this paper is to examine the role of the banking system in the growth of the Vietnamese economy in the process of the transition that started in the early 1990s. An ARDL approach-based multivariate regression technique is applied to shed light on the impact on the growth of banking development, which is measured by broad money and bank credit. The empirical findings confirm a positive long-term effect of banking development on growth, reflecting the important role of the (...) banking system in a typical bank-based financial system in mobilizing and supplying capital to the economy, thus contributing to growth throughout the process of economic transition. The empirical findings also indicate a nonlinear effect and a diminishing marginal effect of banking development in the sub-period 2007–2020. The thresholds for the two measures of banking development are estimated to be around 107% and 101% of the GDP, respectively. This finding suggests that bank credit expansion needs to be closely controlled to be adaptive to the capital-absorptive capacity of the economy. To a certain extent, this finding is also an indicator of the ongoing extensive growth model adopted in Vietnam, which relies heavily on the quantity of invested capital. (shrink)

Being a parent advocate of the rights of children with autism, I have witnessed how the Vietnamese news media perpetuate misrepresentation, misinformation and disinformation about autism. As the first media study of its kind in Vietnam, this thesis set out to describe, interpret and explain the issue of misrepresentation, misinformation and disinformation about autism in the Vietnamese online news media between 2006 and 2016.

Universities and funders in many countries have been using Journal Impact Factor (JIF) as an indicator for research and grant assessment despite its controversial nature as a statistical representation of scientific quality. This study investigates how the changes of JIF over the years can affect its role in research evaluation and science management by using JIF data from annual Journal Citation Reports (JCR) to illustrate the changes. The descriptive statistics find out an increase in the median JIF for the top (...) 50 journals in the JCR, from 29.300 in 2017 to 33.162 in 2019. Moreover, on average, elite journal families have up to 27 journals in the top 50. In the group of journals with a JIF of lower than 1, the proportion has shrunk by 14.53% in the 2015–2019 period. The findings suggest a potential ‘JIF bubble period’ that science policymaker, university, public fund managers, and other stakeholders should pay more attention to JIF as a criterion for quality assessment to ensure more efficient science management. The expanding integration of artificial intelligence (AI) in various aspects of society makes the infosphere around us increasingly complex. Humanity already faces many obstacles trying to have a better understanding of our own minds, but now we have to continue finding ways to make sense of the minds of AI. The issue of AI’s capability to have independent thinking is of special attention. When dealing with such an unfamiliar concept, people may rely on existing human properties, such as survival desire, (...) to make assessments. Employing information-processing-based Bayesian Mindsponge Framework (BMF) analytics on a dataset of 266 residents in the United States, we found that the more people believe that an AI agent seeks continued functioning, the more they believe in that AI agent’s capability of having a mind of its own. Moreover, we also found that the above association becomes stronger if a person is more familiar with personally interacting with AI. This suggests a directional pattern of value reinforcement in perceptions of AI. As the information processing of AI becomes even more sophisticated in the future, it will be much harder to set clear boundaries about what it means to have an autonomous mind. (shrink)

This pаpеr prоvidеs thе first еmpiricаl еvidеncе оn thе еxistеncе оf nеgаtivе spillоvеr еffеcts frоm childrеn еxpоsеd tо cоrpоrаl punishmеnt in thе hоmе (CPH). Wе find thаt intеrаctiоns with pееrs suffеring frоm CPH dеprеss аchiеvеmеnt in bоth mаth аnd lаnguаgе аmоng Viеtnаmеsе fifth grаdеrs. Spеcificаlly, а оnе stаndаrd dеviаtiоn incrеаsе in thе Pееrs’ Viоlеncе Indеx is аssоciаtеd with а rеductiоn in thе mаth аnd thе lаnguаgе tеst scоrеs by 0.11 аnd 0.14 stаndаrd dеviаtiоns, rеspеctivеly. Background: The COVID-19 pandemic, alongside the restrictive measures implemented for its control, may considerably affect people’s lives particularly vulnerable persons such as children, elderly and people with underlying diseases. This study aimed to assess the well-being of Vietnamese people after COVID-19 lockdown measures were lifted and life gradually returned to normal in Vietnam. Methods: An online survey was organized from 21 st to 25 th April 2020 among Vietnamese residents aged 18 and over. Data were collected concerning the participants’ health (...) status, COVID-19 preventive behaviour, and consequences of the preventive measures. The WHO-5 Well-Being Index was used to score participants’ well-being. Results: A total of 1922 responses were analyzed (mean age was 31 years; range: 18-76). Factors associated with a high well-being score included older age, eating healthy food, practising physical exercise, working from home, and adherence to the COVID-19 preventive measures. Female participants, persons worried about their relatives’ health, and smokers were more likely to have a low well-being score. Conclusions: The Vietnamese people continued to follow COVID-19 preventive measures even after the lockdown was lifted. Most respondents scored high on the well-being scale. However, the emergence of a new COVID-19 outbreak with an epicenter in Da Nang city is expected to increase public anxiety and mental health problems. It is clear that together with preventive measures, developing strategies to guarantee the well-being of the Vietnamese people’s is equally important. (shrink)

A better understanding of the factors that mitigate the consequences of nutrition-related hazards and encourage resilience is required to prevent against or improve poor development outcomes. This study included a review of the literature. Dietary adequacy is essential for growth and development, but current data suggests that nutrition supplements alone is insufficient to generate resilience to defend against, alleviate, and recover from nutritional stressors, as well as to promote healthy development. It is vital to combine nutrition therapy with stimulation and (...) responsive care. Combined nutrition and psychosocial stimulation treatments may be successful in promoting protective factors and mitigating risks for impaired cognitive, motor, social, and affective functioning, hence assisting children in adapting to adversity. Starting with the first international publication of Le Van Thiem (Lê Văn Thiêm) in 1947, modern mathematics in Vietnam is a longstanding research field. However, what is known about its development usually comes from discrete essays such as anecdotes or interviews of renowned mathematicians. We introduce SciMath—a database on publications of Vietnamese mathematicians. To ensure this database covers as many publications as possible, data entries are manually collected from scientists’ publication records, journals’ websites, universities, and research institutions. Collected data went (...) through various verification steps to ensure data quality and minimize errors. At the time of this report, the database covered 8372 publications, profiles of 1566 Vietnamese, and 1492 foreign authors since 1947. We found a growing capability in mathematics research in Vietnam in various aspects: scientific output, publications on influential journals, or collaboration. The database and preliminary results were presented to the Scientific Council of Vietnam Institute for Advanced Study in Mathematics (VIASM) on November 13th, 2020. (shrink)

Ở quy mô toàn cầu, giao thông vận tải là hoạt động tạo ra lượng khí thải nhà kính lớn thứ nhì trong tất cả các lĩnh vực, chiếm 16,52% tổng lượng khí thải nhà kính toàn cầu vào năm 2019, chỉ sau các hoạt động sản xuất điện và nhiệt, chiếm khoảng 31%.

Văn hóa thặng dư sinh thái là tập hợp các thái độ, giá trị, niềm tin và hành vi bảo vệ và tôn tạo môi trường được chia sẻ bởi một cộng đồng nhằm giảm tác động tiêu cực của con người tới môi trường, giúp bảo tồn và phục hồi thiên nhiên [1]. Gần đây, bài nghiên cứu xuất bản trên tạp chí Environmental Humanities của tác giả Schneider-Mayerson đã thu hút được sự quan tâm của đông đảo học giới, chính giới và các nhóm hoạt động xã hội vì môi trường sống toàn cầu [1]. Cụ thể, tác giả tìm tòi trong địa hạt “climate fiction” – tức là thể loại văn học không giấu chủ đích, nhằm vào nội dung trực diện đối với vấn nạn khủng hoảng khí hậu – (...) đang bùng nổ về số lượng tác phẩm trong thập niên đầu thế kỷ 21 (gọi tắt là cli-fi). Thường khi nghe qua phần đông cho rằng, thể loại tác phẩm này sẽ có tác động sinh thái-chính trị tích cực thông qua trang bị cơ sở thông tin cho độc giả nhận biết tương lai khí hậu và thuyết phục về mức độ ảnh hưởng khẩn cấp của biến đổi khí hậu. Hai nhiệm vụ quan trọng nhất của một trường đại học nghiên cứu là truyền thụ kiến thức (giảng dạy) và sáng tạo tri thức (nghiên cứu), trong đó nhiệm vụ sáng tạo tri thức là cốt lõi. Các trường đại học nghiên cứu thường là nơi nảy sinh các tư tưởng, hệ tiên đề, từ đó thiết lập những nền móng căn bản của các ngành khoa học. Chính vì vậy, các trường đại học nghiên cứu có vai trò (...) nòng cốt trong hệ thống giáo dục đại học của mỗi quốc gia. Mục tiêu bài viết nhằm đề xuất một số kiến nghị để xây dựng nhóm nghiên cứu mạnh trong điều kiện tương thích của từng trường, góp phần đạt được mục tiêu và nâng cao chất lượng đào tạo, nghiên cứu của khối ngành khoa học xã hội. Quản lý lưu vực sông đóng một vai trò quan trọng trong việc bảo tồn và tăng cường nguồn tài nguyên nước, phục hồi chức năng của đất, duy trì nguồn thức ăn và bảo vệ môi trường xung quanh. Tuy nhiên, sự tăng trưởng kinh tế và công nghiệp gần đây, cùng với việc mở rộng các khu đô thị, đã khiến các nguồn tài nguyên thiên nhiên, bao gồm cả tài nguyên nước, gặp nhiều ảnh hưởng tiêu cực (...) và gây tổn hại cho các dịch vụ hệ sinh thái quan trọng. Quá trình hội nhập kinh tế quốc tế của Việt Nam đã trở thành xu thế tất yếu và đang diễn ra ngày càng sâu rộng về nội dung và quy mô trên nhiều lĩnh vực, được bắt đầu từ năm 1986 khi Đại hội Đảng lần thứ VI mở đường cho công cuộc đổi mới nền kinh tế một cách toàn diện. Theo đó, Việt Nam gia nhập khối ASEAN năm 1995, tham gia vào khu vực mậu dịch tự (...) do ASEAN (AFTA) năm 1996, gia nhập APEC năm 1998, ký Hiệp định Thương mại Việt Nam- Hoa Kỳ năm 2000 và ký kết nhiều hiệp định thương mại, đầu tư khác. Năm 2007, Việt Nam chính thức trở thành thành viên của Tổ chức thương mại thế giới WTO, là dấu mốc quan trọng trong sự nghiệp công nghiệp hoá, hiện đại hoá đất nước, bắt đầu quá trình hội nhập sâu rộng với thị trường quốc tế nói chung và trong lĩnh vực ngân hàng nói riêng. This study develops the approach by Minh & Khanh [1] to the classic Barro and Sala-i-Martin method [2], [3] named “expanded Barro regression method”, and applies this approach in analyzing the convergence of provincial per capita GDP in Vietnam over the period of 1991-2007. Different aspects of provincial convergence are considered in this paper. The estimated result on conver-gence from our model is compared to other models.

Năm 2023 là năm cực kỳ thách thức cho hầu hết mọi người, bao gồm đội ngũ chúng tôi. Sự khó khăn của năm 2023 tạo ra một bầu không khí đầy hỗn loạn, bế tắc, và bất ổn. Sự tiến bộ nhanh chóng của các nền tảng Công nghệ Thông tin (CNTT) và ngôn ngữ lập trình đã làm thay đổi hình thái vận động và phát triển của xã hội loài người. Không gian mạng và các tiện ích đi kèm ngày càng được mở rộng, dẫn đến sự chuyển dịch dần từ đời sống trong thế giới thực sang đời sống trong thế giới ảo (còn gọi là không gian mạng hay không gian số). Trong bối (...) cảnh các hoạt động kinh tế và xã hội ngày càng được kết nối tốt hơn thông qua IoT, và sắp tới đây là tiềm năng tích hợp AI vào hầu như mọi mặt của đời sống ở cả thế giới thực và thế giới ảo, thì không chỉ cá nhân, mà cả doanh nghiệp và quốc gia cũng sẽ phải đối mặt với các thách thức chưa từng có tiền lệ đối với rủi ro về an ninh thông tin. Sự mở rộng và phát triển của các Mô hình Xử lý Ngôn ngữ Tự nhiên (Natural Language Processing – NLP) và Mô hình Ngôn ngữ Lớn (Large Language Model – LLM) thể hiện những đặc điểm giống con người về lập luận, nhận thức, sự chú ý và sáng tạo đã giúp con người vượt qua rào cản về khả năng vận hành. Đi kèm với các tiềm năng to lớn của AI là những lỗ hổng bảo mật mới và các rủi ro về an ninh thông tin phức tạp hơn. Khi xã hội vẫn đang cố gắng chuyển mình sang giai đoạn mới để có thể thích ứng với sự biến đổi công nghệ, cuộc cách mạng AI lại tiếp tục diễn ra đòi hỏi chúng ta phải suy nghĩ lại quỹ đạo của quá trình chuyển đổi xã hội vì nó có thể làm trầm trọng hơn các rủi ro an ninh thông tin được trình bày ở trên. Cụ thể, xã hội cần tiến hóa như thế nào để có thể bắt kịp với sự biến đổi mang tính đột phá tạo ra bởi làn sóng công nghệ AI hiện nay? Làm sao để quản lý và tận dụng sức mạnh của chúng trong khi vẫn đảm bảo được an ninh thông tin khi không gian và thời gian sống trong thế giới ảo của chúng ta ngày càng tăng?
