We dwell in a world of physical things. When it comes to the environments that we live in, we usually become oriented to the place, and eventually feel at home in it. Facing death during war and pandemic are times of extreme disorientation, and we sometimes exhibit an impulse to flee. It is no wonder that in those desperate times, some with means and ability consider fleeing to a safer place. But are we morally obliged to act in ways that (...) would ask us to sacrifice our deepest personal commitments and projects for others to meet their commitments and projects? It is argued here that fleeing Bosnia and Herzegovina during wartime, like what happened in the 90s, and fleeing a city during a pandemic may be morally decent actions. However, it is also an issue of political decency and fractured friendships. In cases or war and pandemic, returning home to contribute to the well-being of those they left behind may be morally and politically decent, but the fractured friendships may contribute to normative ambiguity. Why would anyone trust them again and regard them as a loyal friend? Perhaps reestablishing those trusting friendships may require those who remained behind to do what is supererogatory, i.e., doing more than can reasonably be asked of them, which in this case amounts to forgiving those who fled and giving them a second chance by welcoming them back home. The world's political and military leaders are under increasing pressure to intervene in the affairs of sovereign nations. Although the sovereignty of states and the corollary principle of nonintervention have been part of the foundation of international law, there is some latitude for states, as well as collective security organizations, to intervene in another state's domestic and foreign affairs, thus making sovereignty and the principle less than absolute. In this paper I first sketch a reasonable foundation for sovereignty of states (...) and the principle of nonintervention. Second, I offer a decision-making procedure for justified intervention. Finally, I argue that there is an important difference between the strategic argument and the humanitarian argument, a difference that may have profound implications for the future use of the latter argument by our political leaders. Although hypointellectuals have long been a part of our cultural landscape, it is in post-conflict societies, such as those in Bosnia and Kosovo, that there has arisen a strong need for a different breed of intellectual, one who is more than simply a social critic, an educator, a person of action, and a compassionate individual. Enter the non-partisan intellectual—the hyperintellectual. It is the hyperintellectual, whose non-partisanship is manifested through a reciprocating critique and defense of both the nationalist enterprise and strong (...) interventionism of the International Community, who strives to create a climate of understanding and to enlarge the moral space so as to reduce the divisiveness between opposing parties. It is in this way that the hyperintellectual acts as a catalyst for the creation of a democratic culture within the civil societies of Bosnia and Kosovo. (shrink)

The post-conflict societies of Bosnia and Kosovo continue to be plagued by the deleterious effects of ethno-nationalism and ethnic enclaves. Unfortunately, this mix impedes both democracy and peace building within these Balkan countries. One way to promote such building is for these enclaves to collapse, thereby allowing multiethnic societies to develop. This essay proposes that enclaves be dealt with physically by ridding them of those evocative objects that help to create and maintain enclaves. By getting physical in this way, however, (...) we find ourselves in a dilemma, caught on the horns of legality and expediency. Yet there is a promising path between the horns that involves civic design. This essay offers a physicalist theory of managing these impediments to democracy and peace building, beginning with four hypotheses, followed by an abstraction and mathematization in the form of a matrix, a dilemma arising from these hypotheses, and possible solutions. Riječ “intelektualac” francuskog je porijekla, nastala krajem 19. vijeka. Stvorena tokom afere Dreyfus, uglavnom se odnosi na one mislioce koji su spremni da interveniraju u javnom forumu, čak i ako to znači da sebe izlažu riziku (Le Sueur 2001:2). Teoretičari kao što su Edward Said, Paul Ricoeur, Jean-Paul Sartre i Michael Waltzer dali su doprinos diskusiji o intelektualcima: intelektualca Said vidi kao kritički nastrojenog autsajdera, Ricoeur kao političkog edukatora, Sartre kao čovjeka od akcije, a Waltzer kao brižnog insajdera. Opisati intelektualca (...) na ovaj način, pak, ne spominje prostor unutar kojeg intelektualac djeluje, tj. građansko društvo. Upravo se u takvom prostoru ljudskog udruživanja i odnosnih mreža može promovirati kultura dijaloga, tolerancije, umjerenosti i uzajamno korisnog rješavanja sukoba, upravo onakva kultura kakva otjelotvorava stavove i vrijednosti demokratizacije. Mada intelektualac, onakav kakav je gore opisan, igra značajnu ulogu u održavanju dobro razvijenih demokratskih društava, u postkonfliktnim društvima, kakva su i kosovsko i bosanskohercegovačko, pojavljuje se potreba za intelektualcem koji je više od pukog kritičara društva, edukatora, čovjeka od akcije i saosjećajnog pojedinca. I tu na scenu stupa hiperintelektualac. Najupečatljivija karakteristika hiperintelektualca je možda upravo stepen u kojem se intelektualac bavi društvenom kritikom, političkim obrazovanjem, akcijom i “insajderizmom”, ne kao ideolog, već kao nestranačka fi gura. Društvena kritika i političko obrazovanje hiperintelektualca manifestiraju se na nestranački način, tako da se jasno čuje sve što je moguće i napadati i braniti, i sa jedne i sa druge strane. [1] If asked to name career diplomats who have tackled some very difficult international crises, many foreign policy makers would put Richard Holbrooke near the top of the list. Not many negotiators have wielded moral principle, power, and reason as well as Holbrooke. His book on the Bosnia negotiations leading up to the 1995 Dayton Peace Agreement is timely, given the ethnic cleansing that is being carried out in Kosovo, a southern province of Yugoslavia's Serb Republic. Once again we are (...) faced with unrest in the Balkans. We have seen the daily newspaper headlines change from "24 Albanian Men Killed in Kosovo" and "Hopes Fade for New Kosovo Talks" to "NATO Air Campaign Expanded" and "Chinese Embassy Bombed in Belgrade." Although talk of "Bosnian Muslims," "the Bosnian Army" and "Srebrenica' has been replaced with "Kosovars," "the Kosovo Liberation Army," and "Rogovo," two of the main actors in the Bosnia negotiations have returned to put their stamp on the Kosovo negotiations: President Slobodan Milosevic and U.S. envoy Richard Holbrooke. Unfortunately, Holbrooke's words that begin the last paragraph of his book seem to have come true: "There will be other Bosnias in our lives." With that in mind, Holbrooke's book will best he appreciated as a harbinger of things to come in Kosovo and elsewhere. (shrink)

There has been a great deal of talk about the upcoming Queer Festival in Sarajevo. However, the discussion has taken on a bitter tone because some have made much of the fact that the organizers plan to hold the festival during the month of Ramadan. To hold the festival during that time, according to some pious Muslims, is a blasphemous act, one that is rude and disrespectful towards those of the faith. Of course, we must not forget that this festival (...) is following on the heels of another festival, the Sarajevo Film Festival. A few films touched on the subject of homosexuality (LA LEON, 2007), but I do not remember hearing much, if any, disapproval of screening films of the gay and lesbian genre. Perhaps the festival's international acclaim, it not being held during Ramadan, and the genre's thin representation had something to do with the lack of criticism. What I find remarkable about the upcoming festival is not when it will be held, but that it will be held; that members of various sexual communities, including the gay and lesbian community of Sarajevo (and, no doubt, many from the "straight" community), have united to put on a.. No analysis can hope to understand the totality of forces that lend to the stability (or instability) of nations with large minority populations unless it first examines the conditions that (...) led to the Russian defeat in Chechnya. At the center of that problem lies an interesting issue. What aspects of the Russian state, Russian society, and the Russian psyche in the 1990s played a part in the Russian defeat, and what aspects of Chechen history, society, and culture played a part in the Chechen victory? Political realism remains a powerful theoretical framework for thinking about international relations, including the war on terrorism. For Morgenthau and other realists, foreign policy is a matter of national interest defined in terms of power. Some writers view this tenet as weakening, if not severing, realism's link with morality. I take up the contrary view that morality is embedded in realist thought, as well as the possibility of realism being thinly and thickly moralised depending on the moral psychology of the (...) agents. I argue that a prima facie case can be made within a thinly moralised realism for a relatively weak ally like Bosnia to enter the war on terrorism. An inflationary model of morality, however, explains how the moral horror of genocide in an ally's past may lead to a thickened moralised realism such that allied policy-makers question their country's entry into the war. In The Hobbit, J. R. R. Tolkien constructs middle-aged Bilbo Baggins as a sheltered and emotionally immature ‘child’ during the opening chapters before tracing his development into an autonomous, self-aware adult as the tale progresses. This article examines Tolkien’s novel qua bildungsroman through both a literary lens—considering setting, dialogue, and symbolism, among other techniques—and via a psychological framework, emphasizing an Eriksonian conception of development. Additionally, Peter Jackson’s three-part film adaptation of The Hobbit is discussed throughout with ways that Jackson succeeds (...) and fails at portraying Bilbo’s childlike attributes noted. I argue that Tolkien presents a sophisticated account of Bilbo’s childish persona growing into a mature adult worldview, and that Jackson appropriately reflects much, though not all, of this development in his films. Joint attention occurs when two (or more) individuals attend together to some object. It has been identified by psychologists as an early form of our joint engagement, and is thought to provide us with an understanding of other minds that is basic in that sophisticated conceptual resources are not involved. Accordingly, it has also attracted the interest of philosophers. Moreover, a very recent trend in the psychological and philosophical literature on joint attention consists of developing the suggestion that it holds (...) partially in virtue of communication: it is because we share our thoughts or feelings about an object that our individual attention becomes joint.
