The interview with economist William Baumol, published in 2003 in weekly Respekt, deals with alternative activities for talented individuals. If they can't pursue productive activities (technological innovations) they go for rent-seeking activities or activities with negligible social return (e.g. chess). I also present a thesis, that if there is no sophisticated alternative activities, the talent may be redirected into pathological ones: psychopathy, neurosis, paranoia, psychosis... This paper aims to address the question of how one ought to choose when one is uncertain about what outcomes will result from one’s choices, but when one can nevertheless assign probabilities to the different possible outcomes. These choices are commonly referred to as choices (or decisions) under risk. I assume in this paper that one ought to make instrumentally rational choices—more precisely, one ought to adopt suitable means to one’s morally permissible ends. Expected utility (EU) theory is generally accepted (...) as a normative theory of rational choice under risk, or, more specifically, as a theory of instrumental rationality. According to EU theory, when faced with a decision under risk, one ought to rank one’s options (from least to most choiceworthy) according to their EU and one ought to choose whichever option carries the greatest EU (or one of them in the event that several alternatives are tied). The EU of an option is a probability-weighted sum of each of its possible utilities. In this paper, I argue that EU theory is not the correct theory of instrumental rationality. In its place, I argue for a new theory of instrumental rationality, namely expected comparative utility (ECU) theory. I first show that for any choice option, a, and for any state of the world, G, the measure of the choiceworthiness of a in G is the comparative utility of a in G—that is, the difference in utility, in G, between a and whichever alternative to a carries the greatest utility in G. On the basis of this principle, I then argue, roughly speaking, that for any agent, S, faced with any decision under risk, S ought to rank her options (in terms of how choiceworthy they are) according to their ECU and S ought to choose whichever option carries the greatest ECU (or one of them in the event that several alternatives are tied). For any option, a, a’s ECU is a probability‐weighted sum of a’s comparative utilities across the various possible states of the world. In this paper, I show that in some commonplace decisions under risk, ECU theory delivers different verdicts from those of EU theory. (shrink)

Leading digital platform providers such as Google and Uber construct marketplaces in which algorithms set prices. The efficiency-maximising free market credentials of this approach are touted by the companies involved and by legislators, policy makers and marketers. They have also taken root in the public imagination. In this article we challenge this understanding of algorithmically constructed marketplaces. We do so by returning to Hayek’s (1945) classic defence of the price mechanism, and by arguing that algorithmically-mediated price mechanisms do not, and (...) probably cannot, accumulate and signal that same kinds of knowledge that Hayek felt were essential to effective market governance. Indeed, we argue that algorithmically-constructed marketplaces are closer to, though distinct from, the central planning model that Hayek critiqued. Regardless of how you feel about Hayek’s argument, this has important consequences for how we respond to the rise of algorithmic governance tools in both markets and elsewhere. (shrink)

I argue that much current thinking on externalities—at least among “lay political economists” (but even, on occasion, among professional economists)—is saddled with two analytical errors. The first is what I call coextensivism: the conflation of public goods and externalities. The second error is what I call externality profligacy: the conflation of economic and “social” externalities. The principal dangers presented by these two “dogmas on externalities” are that, while in their grips, we are under-disposed to seek negotiated, market-based solutions (of a (...) broadly Coasean nature) to challenges posed by economic externalities, and over-disposed to seek coercive, state-based solutions (of a broadly Pigouvian nature) to challenges posed by social externalities. The failure to effectively confront major challenges facing humanity, most importantly, the global ecological crisis, it is argued, is due to the failure of those analysing the root causes of these challenges to engage with and invoke political philosophy to find a way out, and concomitantly, the failure of ethical and political philosophers to effectively engage with the deep assumptions, power structures and dynamics actually operative in the current world-order. It is claimed that this is due to a tacit acceptance (...) of a cultural dualism manifest in the opposition between the sciences and the humanities, with the humanities having been marginalized by the sciences. To overcome this dualism and marginalization of the humanities, and to defend communitarian ethical and political philosophy in a way that both challenges mainstream thinking and engages with the world as it is, with the potential to inspire and orient people for effective action, it is shown how communitarian ethical and political philosophy can be defended and developed through ecology incorporating the notion of ecopoiesis. It is shown how this can serve to create an effective counter-hegemonic culture, integrated as a dialogic grand narrative, uniting and orienting people to create a multi-polar world-order as an ecological civilization. In this chapter I systematically distinguish a variety of ways to relationalize economics, and focus on a certain approach to relationalizing normative economics in the light of communal values salient in the African philosophical tradition. I start by distinguishing four major ways to relationalize empirical economics, viz., in terms of its ontologies, methods, explanations, and predictions, and also three major ways to relationalize normative economics, in regards to means taken towards ends, decision-procedures used to specify ends, and ends themselves. Then, (...) in the rest of the chapter I address what would be involved in relationalizing the ends of economic choices, given certain ideals of communal relationship characteristically prized by sub-Saharan philosophers, particularly southern African adherents to ubuntu. I advance communal answers to the two large questions of what an economy should distribute and how to engage with stakeholders, and suggest that the implications will be found plausible by many open-minded enquirers around the world. Although this chapter is a work of ethical philosophy, it is meant to be of broad interest to scholars in economics. (shrink)

This article examines the ambivalence in the concept of libidinal economy, which we identify in the philosophies of Jean-François Lyotard and Samo Tomšič; they both offer radically different conceptions of libidinal economy. Although emerging from very contrasting perspectives, both theories consider the relationship between desire, the unconscious, and the capitalist economy. After defining these two approaches, we compare them, while marking differences, similarities, influences, and sociopolitical presumptions. Also, we propose a few indicative concepts, which should help to contextualize the identity (...) of the concept of libidinal economy. After critically discussing both theories, we suggest three paradoxes in Lyotard’s approach as well as some weaknesses in Tomšič’s project. It turns out that the concept of libidinal economy is a productive theoretical tool to explore the relationship between philosophy and psychoanalysis, as well as the split in the materialist tradition. Based on that, we claim that the ambivalence of the concept of libidinal economy is a part of much more complex philosophical-historical conflict. (shrink)

Human civilization is very clearly reaching a point of critical mass when it comes to technology and how it transforms culture and the economics that is therefore driven forward. The conversation around the practical aspects of generative artificial intelligence (Chat GPT, Q Star, Bard, Claude, Genesis, Firefly, and others) and their ethical implications is massively trending. The political conversations around it are slow to catch up but will soon take over once the general public feels their impact, which is likely (...) to happen in the next two to three years. -/- What is not being spoken of is the need for new economic models that can integrate the enormous and continuous shifts in trade that will occur, as we continue to implement more efficient manufacturing and logistics. Things like 3D printing in hub regions, the automation of transportation, augmented and virtual reality, and new creativity-based industries will all disrupt capital markets as well as social systems due to what we could call "meta-scarcity", which is to say, "the scarcity of scarcity"; In effect, we will lack the scarcity to maintain predictive power over the future. This is because when technology is capable of optimizing for creativity, people come up with new demands, and when new demands are supplied as quickly as they arise, no one is capable of knowing what kind of trends the market will take, yet it is necessary to try as public discussion could beneficially shape the economic landscape. Many philosophers appeal to the “fallacy of approximation”, or “problem of second best”. However, despite the pervasiveness of such appeals, there has been only a single attempt to provide a systematic account of what the fallacy is. We identify the shortcomings of this account and propose a better one in its place. Our account not only captures all the contexts in which approximation-based reasoning occurs but also systematically explains the several different ways in which it can be in error.

In the current “second reception” of Althusser, the concept of the capitalist mode of production as explored in Reading Capital and On the Reproduction of Capitalism has been relatively underdiscussed. The concept, however, remains an important component of larger discussions in Marxist theory. This paper rereads Althusser and Balibar’s early contributions to the concept of the mode of production alongside Marx and contemporary thinkers such as Jairus Banaji. In so doing, preliminary connections are made between Althusser’s second reception and important (...) recent interdisciplinary work on subsumption and heterogenous development. (shrink)

Human-sciences research often focuses on social problems to create tools for solving them. Yet, in using common prejudices in gathering and sorting data on their subjects, they risk propagating those same prejudices. This article proposes that a major subject matter of human sciences is human concepts themselves. Concepts about “what we are,” individually and as a species, are deeply embedded, if not essential. It concludes that for greater precision, practitioners in human sciences must take maximum advantage of this characteristic of (...) the subject, making individuals’ concepts about what they consider themselves to be integral criteria of data gathering and sorting. The phenomenon of weakness of will – not doing what we perceive as the best action – is not recognized by neoclassical economics due to the axiomatic assumptions of the revealed preference theory (RPT) that people do what is best for them. However, present bias shows that people have different preferences over time. As they cannot be compared by the utility measurements, economists need to normatively decide between selves (short- versus long-term preferences). A problem is that neoclassical economists perceive RPT (...) as value-free and incorporate present bias within the economic framework. The axiomatic assumption that people do what is best for them leads to theoretical and practical dilemmas. This work examines weakness of will to resolve some shortcomings of RPT. The concept of intention is used to provide multiple self conception with the framework to decide between selves, which had not been done before. The paper concludes that individuals should not always follow their revealed preferences (desires) but the intentions (reason) because the latter indicates what people really want. (shrink)

The Austrian School seems to remain outside the debate on the realism of economic models. In principle, given the association of the term “model” with the Chicago School, and also for understanding that Hayek had critized the model of perfect competition as unrealistic. Even though in previous opportunities we showed how the theory of market as a process could be understood as the model of the Austrian School, and that Hayek’s criticism to the model of perfect competition was not so (...) much of unrealistic, but that it was wrongly stated (Zanotti & Borella, 2015), and we developed the ontological foundation of the model in Hayek’s thought (Borella, 2019), in this paper we will show how it is posible to compare pattern predictions with models, and how in this sense, the Austrian School, also seems to get near, even without sufficiently noticing it, to the discussion on models in economics and their realism. Наведено фактори, які заважають або сприяють введенню системи соціальної відповідальності у закладах охорони здоров’я на поточному етапі медичної реформи в Україні. Виокремлені складові, критерії та коефіцієнти ефективності соціальної відповідальності закладу охорони здоров’я. Запропоновано схему механізму управління соціальною відповідальністю закладу охорони здоров’я. Виділені можливі напрямки впровадження програм соціальної відповідальності та очікувані результати. -/- Authors research questions of formation of the management system of social (...) responsibility of health care institution. The theoretical approaches to definition of social responsibility are classified, it is given factors that hinder or facilitate the implementation of social responsibility in health care institutions on current stage of medical reform in Ukraine. Constituents, criteria, and effectiveness coefficients of social responsibility of health care institutions are outlined. It is offered the scheme of management system mechanism of social responsibility of health care institutions. An intuitively appealing argument for pluralism in economics can be made on the grounds that schools of economic thought complement one another. Let us call this the complementarity-based argument for pluralism (CAP). The concepts of complementarity, pluralism, and school of thought are scrutinized in this paper to evaluate this argument. I argue that the complementarity of schools is relative to scientific goals, which implies that discussing complementarity of schools of economic thought requires discussing the goals of economic research. I also (...) distinguish weak from strong complementarity and show that some alleged complementarity relations between schools are weak and thus provide little support for CAP. However, if strong complementarity relations, relative to a valuable goal, can be demonstrated to exist between specific schools, this is a strong reason for pluralism about those schools. Finally, I provide suggestions on how to distinguish strong from weak complementarity. (shrink)

This paper identifies a new source of differences in religiosity: the type of future tense marking in language. We argue that the rewards and punishments that incentivize religious behaviour are more effective for speakers of languages without inflectional future tense. Consistent with this prediction, we show that speakers of languages without inflectional future tense are more likely to be religious and to take up the short-term costs associated with religiosity. What is likely to drive this behaviour, according to our results, (...) is the relatively greater appeal of the religious rewards to these individuals. Our analysis is based on within-country regressions comparing individuals with identical observable characteristics who speak a different language. (shrink)

Polanyi’s concept of “embeddedness” has been the subject of debate. Various authors have argued that it reveals a contradiction. They contend that Polanyi states that all economies are always embedded, while simultaneously maintaining that the modern market economy is exceptional because it is disembedded. Others claim that there is no contradiction in Polanyi’s thought but that he is merely describing a contradiction of the market economy. In this text, I argue that both sides fail to discern two different concepts: “institutedness” (...) and “embeddedness.” “Institutedness” denotes the idea that economic behavior is always dependent on and the result of certain forms of social organization. In turn, the distinction between embeddedness and disembeddedness is inspired by the Aristotelian distinction between natural and unnatural economic behavior. This distinction refers to the finality of economic behavior: is it directed at the thriving of an ethical community or is it instead directed at wealth acquisition as an end in itself? I argue that both institutedness and (dis)embeddedness fulfill a crucial, though different, role in Polanyi’s critique of market capitalism. I conclude by giving a preliminary outline of what could be the implications for a (neo-)Polanyian political economy of my analysis. (shrink)

The article examines the process of formation inventory of the enterprise and determines the optimal volume of commodity resources for sale. A generalization of author’s approaches to the formation and evaluation of inventories of the enterprise is carried out. The marketing-logistic approach was applied for the purpose of distribution groups of commodity resources due to the risk of non-fulfillment the order for the supply of goods of the enterprise. In order to ensure an effective process of commodity provision of the (...) enterprises, the costs associated with the formation of inventories are determined. The formalized scheme of the formation commodity provision and the process of optimization inventory of the enterprise is offered. The analysis the structure of the company’s inventory is carried out, the volume of goods turnover is defined, the stocks are grouped for various clustering characteristics. To conduct the study, statistical information was used on commodity resources of the enterprises, statistical methods (grouping, structure analysis, estimation of dynamic series), tools for assessing the efficiency of inventory use, HML-FMR clustering were used. The necessity of using XYZ and ABC analysis is indicated in order to obtain more reliable results and forecast values of the product support of the enterprise. Economic-mathematical modeling is applied and graphically shown the difference in the formation of commodity resources by various features of HML-FMR clustering. The calculations allow the enterprise to determine the optimal amount of commodity resources in accordance with the needs of consumers and their solvent demand, to plan financial resources for the formation of inventories, to develop assortment policy in accordance with demand for products and their implementation. The results of calculations the volume of merchandising of the enterprise, taking into account the HML-FMR clustering affect the formation of final financial performance of the enterprise — income and profits. El concepto de desarrollo humano del Programa de las Naciones Unidas para el Desarrollo (PNUD) surge en 1990 como una crítica a la consideración de la economía como el fin último de los esfuerzos del desarrollo. En la visión del PNUD, la economía es considerada un fin relativo, es decir, un fin y un medio para el desarrollo humano. Al considerar, por su parte, el fin del desarrollo humano, este es identificado con el ensanchamiento de las opciones y libertades de (...) que gozan los individuos. En este sentido, este concepto de desarrollo humano hace alusión a una práctica política más que a un entendimiento ético-ontológico del ser humano, evitando referirse a desarrollo humano entendido como un desarrollo del ser humano. Este artículo explora los antecedentes del concepto del desarrollo humano del PNUD y los fines que consideran estos enfoques previos. Se observa que la consideración subjetivista del PNUD proviene de la teoría de Amartya Sen, quien queda sujeto a la crítica objetivista de Martha Nussbaum al no considera un fin objetivo para los asuntos humanos, crítica que puede de igual manera aplicarse al concepto de desarrollo humano del PNUD. Ecological economics is an interdisciplinary science that is primarily concerned with developing interventions to achieve sustainable ecological and economic systems. While ecological economists have, over the last few decades, made various empirical, theoretical, and conceptual advancements, there is one concept in particular that remains subject to confusion: critical natural capital. While critical natural capital denotes parts of the environment that are essential for the continued existence of our species, the meaning of terms commonly associated with this concept, such as ‘non-substitutable’ (...) and ‘impossible to substitute,’ require a clearer formulation then they tend to receive. With the help of equations and graphs, this article develops new definite account of critical natural capital that makes explicit what it means for objective environmental conditions to be essential for continued existence. The second main part of this article turns to the question of formally modeling the priority of conserving critical natural capital. While some ecological economists have maintained that, beyond a certain threshold, critical natural capital possesses absolute infinite value, absolute infinite utility models encounter significant problems. This article shows that a relative infinite utility model provides a better way to model the priority of conserving critical natural capital. (shrink)

O escritor A. J. Jacobs (2018) decidiu agradecer todas os envolvidas na preparação de seu cafezinho diário; isso o levou a uma jornada épica para contatar milhares de pessoas, desde a barista que lhe vendia o expresso matinal, passando por designers e inventores, até os agricultores que plantaram e colheram o grão em outro continente. Não existe um único indivíduo ou grupo responsável pelo seu café: é preciso um mundo para produzi-lo; é resultado de uma cadeia produtiva, uma rede decentralizada (...) que envolve diversos serviços espalhados internacionalmente – e todas essas pessoas, por sua vez, consomem outros produtos, com outras cadeias. Como este livro. Contraste esse exemplo com a anedota do diplomata soviético que, visitando Londres, fica maravilhado com as padarias – e então pergunta pelo encarregado da distribuição de pães na cidade (Harari, 2016, p. 372). Para seu espanto, os economistas ingleses respondem que ninguém tem esse cargo: o fornecimento de pães é resultado de um agregado de decisões individuais, em que cada fornecedor de matéria-prima (como farinha, sal, fermento) e serviços (transporte, padaria, limpeza) regula sua oferta a partir do que espera que os consumidores querem consumir – e o quanto estes estão dispostos a pagar. É o caso clássico do funcionamento de uma economia de mercado – em contraste com uma economia de comando, onde um grupo de pessoas, conscientemente, toma decisões sobre produção e distribuição. Esses exemplos ressaltam as “vantagens” dos mercados; pode ser tentador pensar, a partir deles, que todos os bens e serviços deveriam ser fornecidos dessa forma, porque isso maximiza a liberdade individual ou tende a 553 levar ao bem-estar coletivo, e que o melhor a fazer é evitar interferências nesse sistema – ideias associadas ao liberalismo econômico, uma teoria política e econômica que tem por patrono Adam Smith (o primeiro economista clássico). No entanto, mesmo economistas liberais reconhecem que há falhas de mercado (como bens públicos e monopólios129). Voltemos a A. J. Jacobs, o qual frisa seu agradecimento ao serviço de fornecimento de água, um “milagre moderno”: ao longo da história, a imensa maioria das pessoas não teve acesso a água encanada – mesmo hoje, 2 bilhões de pessoas ainda carecem de condições sanitárias adequadas (água e esgoto), o que causa doenças que matam 829 mil por ano (WHO, 2015). É um problema que não pode ser resolvido só por mercados, nem por associações filantrópicas; na maior parte do mundo, é um serviço público, geralmente fornecido ou regulado por estados – e sua ausência decorre de falhas de governo. In recent years, there has been an increasing interest in thedevelopment of ontologically well-founded conceptual models for Information Systems in areas such as Service Management, Accounting Information Systems and Financial Reporting. Economic exchanges are central phenomena in these areas. For this reason, they occupy a prominent position in modelling frameworks such as the REA (Resource-EventAction) ISO Standard as well as the FIBO (Financial Industry BusinessOntology). In this paper, we begin a well-founded ontological analysisof economic exchanges inspired by a recent ontological (...) view on the nature of economic transactions. According to this view, what counts asan economic transaction is based on an agreement on the actions thatthe agents are committed to perform. The agreement is in turn based on convergent preferences about the course of action to bring about. This view enables a unified treatment of economic exchanges, regardless the object of the transaction, and complies with the view that all economictransactions are about services. In this paper, we start developing our analysis in the framework of the Unified Foundational Ontology (UFO). (shrink)

Da Gintis ein leitender Ökonom ist und ich einige seiner früheren Bücher mit Interesse gelesen habe, erwartete ich einige weitere Einblicke in das Verhalten. Leider, macht er die toten Hände der Gruppenauswahl und Phänomenologie in die Herzstücke seiner Verhaltenstheorien, und das macht die Arbeit weitgehend ungültig. Schlimmer noch, da er hier ein so schlechtes Urteilsvermögen an den Tag stellt, stellt er all seine bisherigen Arbeiten in Frage. Der Versuch, die Gruppenauswahl seiner Freunde in Harvard, Nowak und Wilson wiederzubeleben, vor ein (...) paar Jahren war einer der größten Skandale in der Biologie in den letzten zehn Jahren, und ich habe die traurige Geschichte in meinem Artikel "Altruismus, Jesus und das Ende der Welt – wie die Templeton Foundation kaufte eine Harvard-Professur und angegriffen Evolution, Rationalität und Zivilisation -- Eine Rezension von E.O. Wilson 'The Social Conquest of Earth' (2012) und Nowak und Highfield 'SuperCooperators' (2012). Im Gegensatz zu Nowak scheint Gintis nicht durch religiösen Fanatismus motiviert zu sein, sondern durch den starken Wunsch, eine Alternative zu den düsteren Realitäten der menschlichen Natur zu schaffen, die durch das (nahezu universelle) Unverständnis der grundlegenden menschlichen Biologie und des leeren Schiefers von Verhaltenswissenschaftlern, anderen Akademikern und der breiten Öffentlichkeit leicht gemacht wird. Gintis greift zu Recht (wie schon oft zuvor) Ökonomen, Soziologen und andere Verhaltensforscher an, weil sie keinen kohärenten Rahmen haben, um Verhalten zu beschreiben. Natürlich ist das Notwendige, um Das Verhalten zu verstehen, evolutionär. Leider bietet er selbst keine selbst (nach seinen vielen Kritikern und ich stimme zu), und der Versuch, die faule Leiche der Gruppenauswahl auf alle wirtschaftlichen und psychologischen Theorien zu transplantieren, die er in seiner jahrzehntelangen Arbeit erzeugt hat, macht nur sein gesamtes Projekt ungültig. Obwohl Gintis sich tapfer bemüht, die Genetik zu verstehen und zu erklären, wie Wilson und Nowak, ist er weit davon entfernt, ein Experte zu sein, und wie sie blendet ihn die Mathematik nur für die biologischen Unmöglichkeiten, und das ist natürlich die Norm in der Wissenschaft. Wie Wittgenstein auf der ersten Seite von Kultur und Wert bekannte: "Es gibt keine religiöse Konfession, in der der Missbrauch metaphysischer Ausdrücke für so viel Sünde verantwortlich war wie in der Mathematik." Es war immer glasklar, dass ein Gen, das Verhalten verursacht, das seine eigene Frequenz verringert, nicht bestehen kann, aber dies ist der Kern des Begriffs der Gruppenauswahl. Darüber hinaus ist bekannt und oft gezeigt, dass Gruppenauswahl nur auf inklusive Fitness reduziert (Verwandtise), die, wie Dawkins festgestellt hat, ist nur ein weiterer Name für evolution durch natürliche Selektion. Wie Wilson arbeitet Gintis seit etwa 50 Jahren in dieser Arena und hat sie immer noch nicht begriffen, aber nach dem Skandal hat es nur 3 Tage gedauert, bis ich die relevanteste professionelle Arbeit gefunden, gelesen und verstanden habe, wie in meinem Artikel beschrieben. Es ist ein Irrsinn zu erkennen, dass Gintis und Wilson nicht in der Lage waren, dies in fast einem halben Jahrhundert zu erreichen. Ich diskusere die Fehler der Gruppenauswahl und Phänomenologie, die in der Wissenschaft die Norm sind, als Sonderfälle des nahezu universellen Versagens, die menschliche Natur zu verstehen, die Amerika und die Welt zerstören. Wer aus der modernen zweisystems-Sichteinen umfassenden, aktuellen Rahmen für menschliches Verhalten wünscht, kann mein Buch "The Logical Structure of Philosophy, Psychology, Mindand Language in Ludwig Wittgenstein and John Searle' 2nd ed (2019) konsultieren. Depuis Gintis est un économiste senior et j’ai lu certains de ses livres précédents avec intérêt, je m’attendais à un peu plus de perspicacité dans le comportement. Lipsey and Lancaster's "general theory of second best" is widely thought to have significant implications for applied theorizing about the institutions and policies that most effectively implement abstract normative principles. It is also widely thought to have little significance for theorizing about which abstract normative principles we ought to implement. Contrary to this conventional wisdom, I show how the second-best theorem can be extended to myriad domains beyond applied normative theorizing, and in particular to more abstract theorizing about the normative (...) principles we should aim to implement. I start by separating the mathematical model used to prove the second-best theorem from its familiar economic interpretation. I then develop an alternative normative-theoretic interpretation of the model, which yields a novel second best theorem for idealistic normative theory. My method for developing this interpretation provides a template for developing additional interpretations that can extend the reach of the second-best theorem beyond normative theoretical domains. I also show how, within any domain, the implications of the second-best theorem are more specific than is typically thought. I conclude with some brief remarks on the value of mathematical models for conceptual exploration. (shrink)

There is a striking contrast between the significance of Harold Hotelling’s contribution to industrial economics and the fact that his location model was invalid, unrealistic and non-robust. It is difficult to make sense of the explanatory value of Hotelling’s model based on philosophical accounts that emphasize logical validity, representational adequacy, and robustness as determinants of explanatory value. However, these accounts are misleading because they overlook the context within which the explanatory value added of a model is apprehensible. Utilitarianism, it has been said, is not sensitive to the distribution of welfare. In making risky decisions for others there are multiple sensitivities at work. I present examples of risky decision-making involving drug allocations, charitable giving, breast-cancer screening and C-sections. In each of these examples there is a different sensitivity at work that pulls away from the utilitarian prescription. Instances of saving fewer people at a greater risk to many is more complex because there are two distributional sensitivities at work (...) that pull in opposite directions from the utilitarian calculus. I discuss objections to these sensitivities and conclude with some reflections on the value of formal modelling in thinking about societal risk. (shrink)

In economics, thought experiments are frequently justified by the difficulty of conducting controlled experiments. They serve several functions, such as establishing causal facts, isolating tendencies, and allowing inferences from models to reality. In this paper, I argue that thought experiments served a further function in economics: facilitating the quantitative definition and measurement of the theoretical concept of utility, thereby bridging the gap between theory and statistical data. I support my argument by a case study, the “hypothetical experiments” of the Norwegian (...) economist Ragnar Frisch (1895-1973). Frisch aimed to eliminate introspection and a subjective concept of utility from economic reasoning. At the same time, he sought behavioral foundations for economic theory that enabled quantitative reasoning. By using thought experiments to justify his set of choice axioms and facilitating the operationalization of utility, Frisch circumvented the problem of observing utility via actual experiments without eliminating the concept of utility from economic theory altogether. As such, these experiments helped Frisch to empirically support the theory’s most important results, such as the laws of demand and supply, without the input of new empirical findings. I suggest that Frisch’s experiments fulfill the main characteristics of thought experiments. (shrink)

This paper discusses some ethically relevant aspects of William Nordhaus’s contribution to climate change policy evaluation. Nordhaus's approach can shed light on one—but only one—dimension of the climate change problem. His boldest claims notwithstanding, there is nothing particularly "optimal" about the temperature increases associated with his most famous modeling choices.

The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way of (...) SS realization. The structure of SME’s innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds. Desde Gintis é um economista sênior e eu li alguns de seus livros anteriores com interesse, eu estava esperando um pouco mais insights sobre o comportamento. Infelizmente, ele faz as mãos mortas de seleção de grupo e fenomenologia para as peças centrais de suas teorias de comportamento, e isso em grande parte invalida o trabalho. Pior, uma vez que ele mostra um julgamento tão ruim aqui, ele chama a questão de todo o seu trabalho anterior. A tentativa de ressuscitar a (...) seleção de grupos por seus amigos em Harvard, Nowak e Wilson, há alguns anos foi um dos maiores escândalos em biologia na última década, e eu tenho narrado a triste história no meu artigo ' altruísmo, Jesus e do fim do mundo-como o Templeton Foundation comprou uma cátedra de Harvard e atacou evolução, racionalidade e civilização-uma revisão de E.O. Wilson 'A Conquista social da Terra' (The Social Conquest of Earth) (2012) e Nowak e Highfield ' SuperCooperators ' (2012). Ao contrário de Nowak, Gintis não parece ser motivado pelo fanatismo religioso, mas pelo forte desejo de gerar uma alternativa para as realidades sombrias da natureza humana, facilitada pela (perto Universal) falta de compreensão da biologia humana e Blank Slateism (tábua rasa) de cientistas comportamentais, outros acadêmicos e o público em geral. Gintis justamente ataca (como ele tem muitas vezes antes) economistas, sociólogos e outros cientistas comportamentais por não ter um quadro coerente para descrever o comportamento. Naturalmente, a estrutura necessária para entender o comportamento é um evolucionário. Infelizmente, ele não consegue fornecer um próprio (de acordo com seus muitos críticos e eu concordo), e a tentativa de transplantar o cadáver podre de seleção de grupo para qualquer teorias econômicas e psicológicas que ele gerou em suas décadas de trabalho, meramente invalida todo o seu projeto. Embora Gintis faz um esforço valente para entender e explicar a genética, como Wilson e Nowak, ele está longe de ser um perito, e como eles, a matemática apenas o cega para as impossibilidades biológicas e, claro, esta é a norma na ciência. Como Wittgenstein famosa observou na primeira página de cultura e valor "não há nenhuma denominação religiosa em que o uso indevido de expressões metafísicas tem sido responsável por tanto pecado como tem em matemática." Sempre foi evidente que um gene que provoca comportamento que diminui a sua própria frequência não pode persistir, mas este é o cerne da noção de seleção de grupo. Além disso, tem sido bem conhecido e muitas vezes demonstrado que a seleção de grupo apenas reduz a aptidão inclusiva (seleção de parentes), que, como observou Dawkins, é apenas um outro nome para a evolução pela seleção natural. Como Wilson, Gintis tem trabalhado nesta arena por cerca de 50 anos e ainda não entendeu, mas depois que o escândalo quebrou, levei apenas 3 dias para encontrar, ler e entender o trabalho profissional mais relevante, como detalhado no meu artigo. É incompreensível para perceber que Gintis e Wilson foram incapazes de realizar isso em quase meio século. Discuto os erros de seleção de grupo e fenomenologia que são a norma na Academia como casos especiais da falha universal perto de entender a natureza humana que estão destruindo a América e o mundo. Some of the challenges in Sanders et al. (this issue) can be aptly illustrated by means of charity nudges, that is, nudges designed to increase charitable donations. These nudges raise many ethical questions. First, Oxfam’s triptychs with suggested donations are designed to increase giving. If successful, do our actions match ex ante or ex post preferences? Does this make a difference to the autonomy of the donor? Second, the Behavioural Insights Team conducted experiments using social networks to nudge people to (...) give more. Do these appeals steer clear of exploiting power relations? Do they respect boundaries of privacy? Third, in an online campaign by Kiva, donors are asked to contribute directly to personalized initiatives. In many cases, the initiative has already been funded and donor money is funnelled to a new cause. Is such a “pre-disbursal” arrangement truthful and true to purpose as a social business model? In this paper we discuss James Buchanan’s contribution in the narrow domain of understanding committee voting under majority rule. We then go on to discuss Charles Plott’s seminal experimental work on the topic that sparked a wave of public choice experimental work. However, given Plott’s claims that Buchanan influenced him significantly, it is puzzling that his work with Morris Fiorina explores a question outside of those which Buchanan and Tullock found interesting. We suggest several ways to resolve this tension. Our (...) chapter concludes by discussing a lacuna in the experimental public choice literature in which Buchanan was particularly interested—logrolling, or vote trading. (shrink)

This research article was championed as a way of providing discourses pertaining to the concept of "Critical Realism (CR)" approach, which is amongst many othe forms of competing postmodern philosophical concepts for the engagement of dialogical discourses in the area of established econonetric methodologies for effective policy prescription in the economic science discipline. On the the whole, there is no doubt surrounding the value of empirical endeavours in econometrics to address real world economic problems, but equally so, the heavy weighted (...) use and reliance on mathematical contents as a way of justifying its scientific base seemed to be loosing traction of the intended focus of economics when it comes to confronting real world problems in the domain of social interaction. In this vein, the construction of mixed methods discourse(s), which favour that of CR philosophy is hereby suggested in this article as a way forward in confronting with issues raised by critics of mainstream economics and other professionals in the postmodern era. The article analyzes and presents the results of international experience of integration development in the field of tourism and hospitality, modern and efficient methods of integration in the field of tourism. The effective ways of realization of integration development programs at tourist enterprises and hotel chains are determined. The main objectives of integration processes in the field of tourism are also defined. The analysis of the most famous multinational tour operators and the largest hotel chains in the world in the (...) form of a table and graph is shown. The processes that take place at the expense of integration processes in the tourism business are analyzed and identified. A promising direction for further research is the economic feasibility of the feasibility of international integration in the tourism sector and ways to improve the strategies of integration management. In recent years, there have been many reforms in the field of accounting. In the same time, scientists focus on the leading methods of accounting, financial management and economic opportunities for the additional use of accounting tools to introduce reforms in the field of the accounting of public sector entities. The main goal of this paper is to reveal the leading features of the accounting system of public sector entities and to study the aspects of a new accounting system, which (...) in the future can be implemented into the activities of public sector entities. The paper provides a scientific vision of the accounting reform of public sector entities. Our vision of forming a new accounting system in the public sector is based on the accounting model used in Italy and takes into account the peculiarities of the methodology and accounting organization in accordance with the International Accounting Standards. We highlight the main problems of introducing a new accounting system for public sector entities, based on the International Accounting Standards. In our opinion, this research can form new knowledge in the national literature on the accounting of public sector entities and highlight the main problems that arise while implementing accounting reforms. In addition, our research results can serve as a basis for the implementation of the accounting of public sector entities on the basis of International Accounting Standards for the public sector and the accrual principle. We believe that the main scientific aspects of public sector accounting will be the basis for future reforms based on the implementation of International Accounting Standards in the activities of public sector entities. It is widely recognized that accurately identifying and classifying competitors is a challenge for many companies and entrepreneurs. Nonetheless, it is a paramount activity which provide valuable insights that affect a wide range of strategic decisions. One of the main challenges in competitor identification lies in the complex nature of the competitive relationships that arise in business envi- ronments. These have been extensively investigate over the years, which lead to a plethora of competition theories and frameworks. Still, the concept of (...) competition remains conceptually complex, as none of these approaches properly formalized their assumptions. In this paper, we address this issue by means of an ontological analysis on the notion of competition in general, and of business competition, in particular, leveraging theories from various fields, including Marketing, Strategic Management, Ecology, Psychology and Cognitive Sciences. Our analysis, the first of its kind in the literature, is grounded on the Unified Foundational Ontology (UFO) and allows us to formally characterize why competition arises, as well as to distinguish between three types of business competitive relationships, namely market-level, firm-level and potential competition. The study of the essence of the sustainable tourism, transformation of the modern functions of global tourism, rethinking of its basic principles made it possible to form the conceptual framework of the sustainable tourism. The conditions for promotion of the sustainable tourism to the world market and the factors of impact on its development in the global economy have been determined. The technique for calculation of the tourism sustainability index, taking into account the anthropogenic factor, was improved.

Conocer los mecanismos que operan en el mundo social es tarea fundamental de la economía como ciencia. La transformación del mundo social está vinculada a la reorientación de esta disciplina. Tal es la propuesta de Tony Lawson y la Escuela de Cambridge. Para que la economía sea reorientada ha de ajustarse a los presupuestos ontológicos del Realismo Crítico. En este trabajo se intentará profundizar en la naturaleza de los mecanismos y su relación con la economía como ciencia, y se presentarán (...) dos dificultades en torno a esta noción: a) la posibilidad de una teoría económica de sistemas abiertos, y b) el conocimiento de los mecanismos. Economics, as the volume editors Ivan Boldyrev and Ekaterina Svetlova submit, does not merely describe or explain, but also actively shapes—“performs”—the economy. This is how we may understand the performativity-of-economics thesis: Economists shape markets either directly, through the design of theories and policies based on them; or indirectly, through shaping cognitive infrastructures that economic agents use to make economic calculations, buy, and sell.

Consistindo em um processo ético-jurídico de deliberação coletiva, o que se impõe à manifestação da Vontade Geral como um fenômeno histórico-cultural é a condição de imanência que a caracteriza em um movimento dinâmico-dialético que demanda uma formação econômico-social que possibilite a emergência de valores e práticas, condutas e comportamentos, necessidades e objetivos que, tendo como fundamento o interesse comum, se lhe correspondam, convergindo para uma forma de autodeterminação que guarda possibilidade de promover a superação da alienação das capacidades humanas no (...) contexto das relações socioprodutivas, a saber, a autogestão. Tal experiência social de autodeterminação coletiva, conforme assinala o artigo, envolve tanto a esfera política quanto o âmbito econômico e encerra a noção que implica desde a igualdade substancial até a efetiva participação política, sobrepondo-se ao viés mercadológico da organização econômico-social vigente e à estrutura burocrática corporificada pelo Estado no sistema capitalista. In this paper, I compare the methodology of the Austrian school to two alternative methodologies from the economic mainstream: the ‘orthodox’ and revealed preference methodologies. I argue that Austrian school theorists should stop describing themselves as ‘extreme apriorists’ (or writing suggestively to that effect), and should start giving greater acknowledgement to the importance of empirical work within their research program. The motivation for this dialectical shift is threefold: the approach is more faithful to their actual practices, it better illustrates the (...) underlying similarities between the mainstream and Austrian research paradigms, and it provides a philosophical foundation that is much more plausible in itself.
