Democratic innovations have been widely presented by both academics and practitioners as a potential remedy to the crisis of representative democracy. Many argue that deliberation should play a pivotal role in these innovations, fostering greater citizen participation and political influence. However, it remains unclear how digitalization affects the quality of deliberation—whether digital democratic innovations (DDIs) undermine or enhance deliberation. This paper takes an inductive approach in political theory to critically examine three features of online deliberation that matter for deliberative democracy: (...) scale, transparency, and the facilitation of equality. It argues that the enhancement of equality should be given special attention when designing and implementing deliberative DDIs. Equality is a basic democratic value that is crucial for the intrinsic quality of deliberation. One way of enhancing equality through digital deliberative practices is via AI facilitation, which can assist human facilitators and help mitigate power dynamics, often present in non-digital settings. Business firms play an increasingly influential role in contemporary societies, which has led many scholars to return to the question of the democratisation of corporate governance. However, the possibility of democratic deliberation within firms has received only marginal attention in the current debate. This article fills this gap in the literature by making a normative case for democratic deliberation at the workplace and empirically assessing the deliberative capacity of self-organised teams within business firms. It is based on sixteen in-depth interviews (...) in six German firms which practice various forms of self-organised teamwork. The article argues that self-organised teamwork can create a space for authentic, inclusive, and consequential deliberation by suspending authoritarian control structures within business firms. Finally, the article proposes the consideration of firms not only as necessary parts of a larger deliberative system but also as deliberative systems in themselves. (shrink)

Within democratic theory, electoral competition is typically associated with minimalist and realist views of democracy. In contrast, this article argues for a reinterpretation of electoral competition as an important element of an egalitarian theory of democracy. Current relational egalitarian theories, in focusing on the equalization of individual power-over, present electoral institutions as in tension with equality. Against this view, the article contends that electoral competition can foster equality by incentivizing the equalization of cooperative power. The article develops the normative category (...) of equal opportunity to access cooperative power and shows how it can generate an egalitarian defense of electoral competition. Yet this ideal is not an affirmation of the status quo. Rather, it points to the need to reform electoral systems to make them more competitive and so more likely to foster cooperative power, as well as reforms to provide direct support to associations like unions that equalize cooperative power. Reading Foucault’s work on power and subjectivity alongside “developmentalist” approaches to evolutionary biology, this article endorses poststructuralist critiques of political ideals grounded in the value of subjective agency. Many political theorists embrace such critiques, of course, but those who do are often skeptical of liberal democracy, and even of normative theory itself. By contrast, those who are left to theorize liberal democracy tend to reject or ignore poststructuralist insights, and have continued to employ dubious ontological assumptions regarding human agents. Against (...) both groups, I argue that Foucault’s poststructuralism must be taken seriously, but that it is ultimately consistent with normative theory and liberal democracy. Linking poststructuralist attempts to transcend the dichotomy between agency and structure with recent efforts by evolutionary theorists to dissolve a similarly stubborn opposition between nature and nurture, I develop an anti-essentialist account of human nature and agency that vindicates poststructuralist criticism while enabling a novel defense of liberal democracy. Proponents of political liberalism standardly assume that the citizens of an ideal liberal society would be overwhelmingly reasonable. I argue that this assumption violates political liberalism's own constraints of realism—constraints that are necessary to frame the central problem that political liberalism aims to solve, that is, the problem of reasonable pluralism. To be consistent with these constraints, political liberalism must recognize that, as with reasonable pluralism, widespread support for unreasonable moral and political views is an inevitable feature of any liberal (...) society. I call this the fact of unreasonable pluralism. This fact threatens Rawlsian political liberalism's account of stability because an overlapping consensus cannot stably order a society pervaded by unreasonable views. My argument also raises questions about the coherence of Rawls's conception of ideal theory. (shrink)

Over the last decade, a call for greater “realism” in political theory has challenged the goals and methods that are implicit in much contemporary “normative” theory. However, realists have yet to produce a convincing alternative research program that is “constructive” rather than primarily “critical” in nature. I argue that given their common wariness of a devotion to abstract principles, realists should consider adopting John Dewey’s vision of theoretical expertise as an expansive kind of prediction that engages all of our historical, (...) scientific, and imaginative resources. After demonstrating that realists are in need of such an affirmative vision, I outline Dewey’s original proposal, and elaborate its value in contemporary circumstances as a “predictive” method for political theory that stands between familiar critical and normative approaches. Existing approaches to campaign ethics fail to adequately account for the “arms races” incited by competitive incentives in the absence of effective sanctions for destructive behaviors. By recommending scrupulous devotion to unenforceable norms of honesty, these approaches require ethical candidates either to quit or lose. To better understand the complex dilemmas faced by candidates, therefore, we turn first to the tradition of “adversarial ethics,” which aims to enable ethical participants to compete while preventing the most destructive excesses of competition. As (...) we demonstrate, however, elections present even more difficult challenges than other adversarial contexts, because no centralized regulation is available to halt potential arms races. Turning next to recent scholarship on populism and partisanship, we articulate an alternative framework for campaign ethics, which allows candidates greater room to maneuver in their appeals to democratic populations while nevertheless requiring adherence to norms of social and political pluralism.
