The task of designing effective economic and political institutions requires substantial foresight. The designer must anticipate not only the behavior of individual actors, but also how that behavior will aggregate. Rising complexity brought about by increases in speeds of adaptation, diversity, connectedness, and interdependence make institutional design all the more challenging. Given the focus on equilibria, the extant literature on mechanism design might appear incapable of coping with this complexity. Yet, I suggest that a deeper engagement with the origins of (...) the mechanism-design framework reveals insights that may help us design robust, adaptive institutions that can harness complexity. Our goal is to investigate the biological correlates of the first-person experience of time or phenomenal time. ‘Time’ differs in various domains, such as (i) physical time (e.g., clock time), (ii) biological time, such as the suprachiasmatic nucleus, and (iii) the perceptual rate of time. One psychophysical-measure of the perceptual rate is the critical flicker frequency (CFF), in which a flashing light is perceived as unchanging. Focusing on the inability to detect change, as in CFF, may give us insight into (...) phenomenal time. CFF varies from 24 Hz for dim light and 60 Hz in bright light and is lower for colored lights. We propose that problem of the phenomenal time can be addressed using two contrasting but complementary approaches (inability to detect changes vs. ability to detect changes): (1) The soliton-catalytic model that entails invariant quantum coherent state for temporal frequencies (TFs) >= CFF, where flickering light is perceived as unchanging, similar to a Bose-Einstein condensate (BEC). (2) Temporal frequency tuned mechanisms model, which starts with ability to detect changes for TFs < CFF and then their sensitivities decreases to zero at CFF. For a subject who has CFF of 60 Hz, the duration of one cycle or time-period of the flickering light is approximately 16.7 ms. Phenomenal time may be quantized into ‘subjective occasions of experience’ (SE), which arise out of the interaction of the individual with situation (environment). Pioneering work examining the complex interaction of neurons suggests the possibility that macroscopic quantum states similar to a BEC may also occur in the brain (Davia, 2006; Freeman & Vitiello, 2006; Georgiev, 2004; Vimal & Davia, 2008) . Cognitive ecology is the study of cognitive phenomena in context. In particular, it points to the web of mutual dependence among the elements of a cognitive ecosystem. At least three fields were taking a deeply ecological approach to cognition 30 years ago: Gibson’s ecological psychology, Bateson’s ecology of mind, and Soviet cultural-historical activity theory. The ideas developed in those projects have now found a place in modern views of embodied, situated, distributed cognition. As cognitive theory continues to shift from units (...) of analysis defined by inherent properties of the elements to units defined in terms of dynamic patterns of correlation across elements, the study of cognitive ecosystems will become an increasingly important part of cognitive science. Both the irreducible complexity of biological phenomena and the aim of a universalized biology (life-as-it-could-be) have lead to a deep methodological shift in the study of life; represented by the appearance of ALife, with its claim that computational modelling is the main tool for studying the general principles of biological phenomenology. However this methodological shift implies important questions concerning the aesthetic, engineering and specially the epistemological status of computational models in scientific research: halfway between the well established categories of theory (...) and experiment. ALife models become powerful epistemic artefacts allowing the simulation of emergent phenomena, the interaction between different levels of organization and the integration of different causal factors in the very same manipulable object. The use of computational models in ALife can be classified in four main categories depending on their position between theoretical and empirical practices: generic, conceptual, functional and mechanistic. For each of these categories we analyse their epistemic value and select paradigmatic examples that illustrate how ALife models can be fruitfully inserted in the study of life. (shrink)

This article relates the emergence of a group of faculty researchers utilizing complexity science approaches. The narrative emerges from three projects combining research into complexity, communities, and technologies. Details of how the research was initiated, and the nature and quality of the conversational method, are provided. In addition, theoretical concepts that were consciously applied and others that arose through insights from the data as it was collected are discussed. Although this is like most real narratives, a never-ending story, it concludes (...) with a presentation of some of the ideas that separate complexity-informed research from other paradigms. The paper argues for the necessity of building up a philosophy of the internet and proposes a version of it, an ‘Aristotelian’ philosophy of the internet. First, a short overview of some recent trends in the internet research is presented. This train of thoughts leads to a proposal of understanding the nature of the internet in the spirit of the Aristotelian philosophy i.e., to conceive “the internet as the internet”, as a totality of its all aspects, as a whole entity. For this purpose, the internet is explained in four – easily distinguishable, but obviously connected – contexts: we regard it as a system of technology, as an element of communication, as a cultural medium and as an independent organism. Based on these investigations we conclude that the internet is the medium of a new mode of human existence created by late modern man; a mode that is built on earlier (i.e., natural, and social) spheres of existence and yet it is markedly different from them. This article maps a controversy in network science over the last 15 years, dividing the field about the epistemic status of a central notion, scale-freeness. The article accounts for the two main disputes, in 2005 and in 2018, as they unfolded in academic publications and on social media. This article analyzes the conflict, and the reasons why it reignited in 2018, to the surprise of many. It is argued that the concept of complex networks is shared by the distinct subcultures (...) of theorists and experimentalists; and that these subcultures have incompatible approaches to knowledge: nomothetic and idiographic. Following Galison, this article contends that network science is a trading zone where theorists and experimentalists can trade knowledge across the epistemic divide. (shrink)

Intelligence on mass media audiences was founded on representative statistical samples, analysed by statisticians at the market departments of media corporations. The techniques for aggregating user data in the age of pervasive and ubiquitous personal media build on large aggregates of information analysed by algorithms that transform data into commodities. While the former technologies were built on socio-economic variables such as age, gender, ethnicity, education, media preferences, Big Data technologies register consumer choice, geographical position, web movement, and behavioural information in (...) technologically complex ways that for most lay people are too abstract to appreciate the full consequences of. The data mined for pattern recognition privileges relational rather than demographic qualities. We argue that the agency of interpretation at the bottom of market decisions within media companies nevertheless introduces a ‘heuristics of the algorithm’, where the data inevitably becomes translated into social categories. In the paper we argue that although the promise of algorithmically generated data is often implemented in automated systems where human agency gets increasingly distanced from the data collected, one can observe a felt need among media users and among industry actors to ‘translate back’ the algorithmically produced relational statistics into ‘traditional’ social parameters. The tenacious social structures within the advertising industries work against the techno-economically driven tendencies within the Big Data economy. (shrink)

The Internet is an important focus of attention for those concerned with issues of extended cognition. In particular, the application of active externalist theorizing to the Internet gives rise to the notion of Internet-extended cognition: the idea that the Internet can form part of an integrated nexus of material elements that serves as the realization base for human mental states and processes. The current review attempts to survey a range of issues and controversies that arise in respect of the notion (...) of Internet-extended cognition. These include the issue of whether the Internet, as a technological system, is able to support real-world cases of cognitive extension. It also includes issues concerning the cognitive and epistemic impacts of the Internet. Finally, the review highlights a range of issues and concerns that have not been the focus of previous philosophical attention. These include issues of ‘network-extended cognitive bloat’, ‘conjoined minds’, and an entirely new form of cognitive extension that goes under the heading of ‘human-extended machine cognition’. Together, these issues serve to highlight the value and importance of Internet-extended cognition to contemporary philosophical debates about the extended mind. In particular, the notion of Internet-extended cognition has the potential to highlight points of philosophical progress that are not easily revealed by the kind of technologically low-grade cases that tend to animate the majority of philosophical discussions in this area. To explore the change of brain connectivity in schizophrenics, the resting-state EEG source functional connections of SCZ and healthy control were investigated in this paper. Different band single-layer networks, multilayer networks, and improved multilayer networks were constructed and their topological attributes were extracted. The topological attributes of SCZ and HC were automatically distinguished using ensemble learning methods called Ensemble Learning based on Trees and Soft voting method, and the effectiveness of different network construction methods was compared based on the classification (...) accuracy. The results showed that the classification accuracy was 89.38% for α band network, 82.5% for multilayer network, and 86.88% for improved multilayer network. Comparing patients with SCZ to those with Alzheimer’s disease, the classification accuracy of improved multilayer network was the highest, which was 88.12%. The power spectrum in the α band of SCZ was significantly lower than HC, whereas there was no significant difference between SCZ and AD. This indicated that the improved multilayer network can effectively distinguish SCZ and other groups not only when their power spectrum was significantly different. The results also suggested that the improved multilayer topological attributes were regarded as biological markers in the clinical diagnosis of patients with schizophrenia and even other mental disorders. Personalized Medicine (PM) is an evolving and often missinterpreted concept and no agreement of personalization exist. We examined the PM discourse towards foucauldian archeological and genealogical analysis to understand the meaning of “personalization” in medicine. In the archaeological analysis, the historical evolution is characterized by the coexistence of two epistemologies: the holistic vision and the omic sciences. The genealogical analysis shows how these epistemologies may affect the meaning of “person” and, consequently, the ontology of patients. Additionally, substitutions/confusions of the term (...) PM are related to continuously evolving medical knowledge and new technologies; different etymological roots of “personalization” and “person”; and cultural differences. In conclusion, if the definition of “personalization” in medicine is not clear, patients might get wrong expectations about what is achievable for their health. Therefore, epistemological trends should not be separated as they drive same goals: providing accurate diagnosis and treatments based on large data to predict disease progression. (shrink)

The use of multiple means of determination to “triangulate” on the existence and character of a common phenomenon, object, or result has had a long tradition in science but has seldom been a matter of primary focus. As with many traditions, it is traceable to Aristotle, who valued having multiple explanations of a phenomenon, and it may also be involved in his distinction between special objects of sense and common sensibles. It is implicit though not emphasized in the distinction between (...) primary and secondary qualities from Galileo onward. It is arguably one of several conceptions involved in Whewell’s method of the “consilience of inductions” (Laudan 1971) and is to be found in several places in Peirce. (From M. Brewer and B. This paper approaches web archiving as preservation of digital memory and as a dynamic informational environment with complex problems of harvest, use, access and preservation. It uses a qualitative and exploratory-descriptive approach, identifying web archiving initiatives and promoting a reflection on the ways of defining web information collection, geographical gaps in web archiving and problems regarding uses and rights of this information. Whereas initiatives such as Internet Archive harvest a lot of information from across the web, an imbalance of digital (...) memory exists where many countries do not possess their own web archiving initiatives, and therefore, coverage of information is unequally produced. Recent observations of power-law distributions in the connectivity of complex networks came as a big surprise to researchers steeped in the tradition of random networks. Even more surprising was the discovery that power-law distributions also characterize many biological and social networks. Many attributed a deep significance to this fact, inferring a “universal architecture” of complex systems. Closer examination, however, challenges the assumptions that (1) such distributions are special and (2) they signify a common architecture, independent of the system's specifics. The (...) real surprise, if any, is that power-law distributions are easy to generate, and by a variety of mechanisms. Collaborative forms of work such as extended networks, expert groups, and consortia increasingly structure biomedical activities. They are particularly prominent in the cancer field, where procedures such as multicenter clinical trials have been instrumental in establishing the specialty of oncology, and subfields such as cancer genetics, where bioclinical activities—for example, testing for breast and ovarian cancer genes and follow-up interventions—are predicated on the articulation of a number of tasks performed by new clinical collectives. In this article, we examine the founding (...) and development of a French bioclinical collective—the Groupe Génétique et Cancer —that coordinates and structures the activities of most French actors in cancer genetics and operates simultaneously in the clinical, research, and regulatory domains. To examine the group’s structure and dynamics, the article combines information gathered through traditional fieldwork methods with information elicited from a coauthorship and semantic-network analysis of the publications of GGC members from 1969 to 2001.
