The development of the science of poverty has largely been driven by the need to define more precisely what poverty is, as well as to provide theoretical and empirical criteria for identifying those who suffer from it. This thesis focuses on a notable response to these and related questions: the conception and measure of poverty by the British sociologist Peter Townsend. Townsend defines poverty as relative deprivation caused by lack of resources. This conception, along with his corresponding cut-off measure, constitutes (...) some of the key components of his theory of poverty. The theory discusses what poverty is, its causes, and how it can be eradicated, and is detailed in Poverty in the United Kingdom: A Survey of Household Resources and Standards of Living (1979), his magnum opus. The primary aim of this thesis is to interpret the theory from Townsend’s adherence to the value-free ideal. He pursued this ideal in response to what he perceived as the pervasive and deleterious influence of moral and political values on measures, theories, and policies on poverty throughout its scientific and political history. I argue that to be free from such influence, Townsend aimed to be as guided by epistemic values as possible, which resulted in a systematic theory of poverty. -/- The thesis is structured as follows: In Chapter 1, I situate Townsend’s conception and measurement of poverty within the context of both the recent history of scientific poverty lines and the most important approaches to measuring the phenomenon. Chapter 2 discusses the systematic nature of the theory, including its role as a middle-range theory that bridges broad-range theories with empirical data. This connection is achieved through several elements: a conception of poverty; hypotheses and anthropological observations related to the elements of the conception; measures to test these hypotheses; an explanation of poverty; and reports on how the research was conducted. Furthermore, Townsend’s theory aligns with Bradburn et al.’s (2017) measurement theory, which asserts that a good measure must include a conception of the relevant phenomenon, a representation, and procedures to gather data. Additionally, all three components must be supported by arguments showing that they fit together properly. -/- In the remaining chapters, I present and discuss the main elements of the theory: his conception of poverty as relative deprivation caused by lack of resources, along with the related hypotheses and observations (Chapter 3); the representations of this conception and the procedures for data collection, processing, as well as ensuring their reliability (Chapter 4); and the explanation of poverty (Chapter 5). I conclude by presenting what Townsend considered the “policy prescriptions” of his theory. Despite its potential shortcomings, I also argue that Townsend’s theory fulfills an important epistemic value: fruitfulness. (shrink)

We propose a methodology for normative evaluation when preferences are context-dependent. We offer a precise definition of context-dependence and formulate a normative criterion of self-determination, according to which one situation is better than another if individuals are aware of more potential contexts of a choice problem. We provide two interpretations of our normative approach: an extension of Sugden’s opportunity criterion and an application of Sen’s positional views in his theory of justice. Our proposition is consistent with Muldoon’s and Gaus’ approaches (...) of public reason in social contract theory, which account for the diversity of perspectives in non-ideal worlds. (shrink)

Dans cet article, nous établissons d’une part que l’usage du concept de capabilité comme une simple « métrique » du développement humain est une vision réductrice de la proposition intellectuelle de Sen. D’autre part, nous montrons qu’il est vain d’attendre de la part de Sen une théorie de la justice en termes de droits à certaines capabilités. Notre démonstration passe par deux types d’arguments : 1) en reprenant l’hypothèse standard et originelle de la capabilité comme ensemble de vecteurs de fonctionnements (...) accessibles ( e.g., Sen 1987), nous mettons en évidence quatre implications théoriques de l’approche de Sen que la perspective du « welfarisme formel » (Fleurbaey 2003 ; D’Aspremont 2011) ne permet pas de saisir ; 2) nous confortons cette lecture en examinant l’hypothèse – sous-explorée jusque là – de la capabilité comme « pouvoir effectif » d’agir dans le sens de résultats que l’on valorise (Sen 2008, 2010). Dans les deux cas, il s’agit de montrer que la capabilité pour Sen est bien autre chose qu’une « métrique » de l’avantage personnel et de confirmer l’idée que Sen n’est pas un théoricien des capabilités tel que l’attendent la plupart des commentateurs (Baujard et Gilardone 2017). De surcroît, la seconde hypothèse amène à intégrer d’emblée la question de l’obligation morale dans le concept de capabilité. Dès lors, la capabilité non seulement n’est pas une métrique de l’avantage personnel, mais elle n’est même plus une représentation de l’avantage personnel. C’est ici qu’apparaît selon nous la véritable révolution conceptuelle de Sen qui, contrairement à ce que Ricœur (2004) avait cru lire, ne se trouve pas dans le couple droit-capabilité, mais dans le couple responsabilité-capabilité. Finalement, il ressort que Sen partage l’idée des tenants d’une économie de la personne (Ballet et al. 2014) selon laquelle une théorie de la justice en termes de droits à certaines capabilités resterait prisonnière d’une vision purement fonctionnelle de la liberté. Surtout, la mise en lumière de ce couple responsabilité-capabilité ouvre des perspectives nouvelles pour appréhender la liberté et la rationalité des personnes, au cœur notamment des questions de justice et de choix collectif. Le présent article revient sur le dernier ouvrage de Thomas Piketty, Capital et idéologie (2019). Nous commençons par inscrire l’ouvrage dans l’argument développé par l’auteur dans ses précédents ouvrages, avant d’en souligner un certain nombre de limites. Nous questionnons d’abord la manière dont Piketty pense le capitalisme, avant d’en venir à sa théorie de l’idéologie. Enfin, nous tenterons de définir les contours et limites du projet de dépassement du capitalisme de Piketty, c’est-à-dire sa vision d’une société juste, d’un « socialisme (...) participatif », développée au dernier chapitre de l’ouvrage.
