According to a tradition reaching back to Plato, questions about the nature of knowledge are to be answered by offering an analysis in terms of truth, belief, justification, and other factors presumed to be in some sense more basic than knowledge itself. In light of the apparent failure of this approach, knowledge first philosophy instead takes knowledge as the starting point in epistemology and related areas of the philosophies of language and mind. Knowledge cannot be analyzed in the traditional sense, (...) but this does not make it mysterious or unimportant. On the contrary, we are freed to use our grasp of what knowledge is to elucidate the nature of belief, justification, evidence, the speech act of assertion, and the demands on action and practical reasoning, and to treat knowledge as a purely mental state in its own right. Knowledge First? offers the first overview and critical evaluation of knowledge first philosophy as a whole. (shrink)

Recent work has argued that belief is weak: the level of rational credence required for belief is relatively low. That literature has contrasted belief with assertion, arguing that the latter requires an epistemic state much stronger than (weak) belief---perhaps knowledge or even certainty. We argue that this is wrong: assertion is just as weak as belief. We first present a variety of new arguments for this, and then show that the standard arguments for stronger norms are not convincing. Finally, we (...) sketch an alternative picture on which the fundamental norm of assertion is to say what you believe, but both belief and assertion are weak. To help make sense of this, we propose that both belief and assertion involve navigating a tradeoff between accuracy and informativity, and so it can makes sense to believe/say something you only have weak evidence for, if it is informative enough. Surprisingly little has been written about hedged assertion. Linguists often focus on semantic or syntactic theorizing about, for example, grammatical evidentials or epistemic modals, but pay far less attention to what hedging does at the level of action. By contrast, philosophers have focused extensively on normative issues regarding what epistemic position is required for proper assertion, yet they have almost exclusively considered unqualified declaratives. This essay considers the linguistic and normative issues side-by-side. We aim to bring some order and clarity (...) to thinking about hedging, so as to illuminate aspects of interest to both linguists and philosophers. In particular, we consider three broad questions. 1) The structural question: when one hedges, what is the speaker’s commitment weakened from? 2) The functional question: what is the best way to understand how a hedge weakens? And 3) the taxonomic question: are hedged assertions genuine assertions, another speech act, or what? (shrink)

The book develops and synthesises two main ideas: contextualism about knowledge ascriptions and a knowledge-first approach to epistemology. The theme of the book is that these two ideas fit together much better than it's widely thought they do. Not only are they not competitors: they each have something important to offer the other.

Hope, in its propositional construction "I hope that p," is compatible with a stated chance for the speaker that not-p. On fallibilist construals of knowledge, knowledge is compatible with a chance of being wrong, such that one can know that p even though there is an epistemic chance for one that not-p. But self-ascriptions of propositional hope that p seem to be incompatible, in some sense, with self-ascriptions of knowing whether p. Data from conjoining hope self-ascription with outright assertions, with (...) first- and third-person knowledge ascriptions, and with factive predicates suggest a problem: when combined with a plausible principle on the rationality of hope, they suggest that fallibilism is false. By contrast, the infallibilist about knowledge can straightforwardly explain why knowledge would be incompatible with hope, and can offer a simple and unified explanation of all the linguistic data introduced here. This suggests that fallibilists bear an explanatory burden which has been hitherto overlooked. (shrink)

Assertion is governed by an epistemic norm requiring knowledge. This idea has been hotly debated in recent years, garnering attention in epistemology, philosophy of language, and linguistics. This chapter presents and extends the main arguments in favor of the knowledge norm, from faulty conjunctions, several conversational patterns, judgments of permission, excuse, and blame, and from showing how. This paper defends a new norm of assertion: Assert that p only if you are in a position to know that p. We test the norm by judging its performance in explaining three phenomena that appear jointly inexplicable at first: Moorean paradoxes, lottery propositions, and selfless assertions. The norm succeeds by tethering unassertability to unknowability while untethering belief from assertion. The PtK‐norm foregrounds the public nature of assertion as a practice that can be other‐regarding, allowing asserters to act in the (...) best interests of their audience when psychological pressures would otherwise prevent them from communicating the knowable truth. Assertion is widely regarded as an act associated with an epistemic position. To assert is to represent oneself as occupying this position and/or to be required to occupy this position. Within this approach, the most common view is that assertion is strong: the associated position is knowledge or certainty. But recent challenges to this common view present new data that are argued to be better explained by assertion being weak. Old data widely taken to support assertion being strong has also (...) been challenged. This paper examines such challenges and finds them wanting. Far from diminishing the case for strong assertion, carefully considering new and old data reveals that assertion is as strong as ever. (shrink)

Asserting is the act of claiming that something is the case—for instance, that oranges are citruses, or that there is a traffic congestion on Brooklyn Bridge (at some time). We make assertions to share information, coordinate our actions, defend arguments, and communicate our beliefs and desires. Because of its central role in communication, assertion has been investigated in several disciplines. Linguists, philosophers of language, and logicians rely heavily on the notion of assertion in theorizing about meaning, truth and inference. -/- (...) This essay uses a puzzle about assertion and time to explore the pragmatics, semantics, and epistemology of future discourse. The puzzle concerns cases in which a subject is in a position to say, at an initial time t, that it will be that ϕ, but is not in a position to say, at a later time t′, that it is or was that ϕ, despite not losing or gaining any relevant evidence between t and t′. We consider a number of (...) approaches to the puzzle and defend the view that subjects in these cases lose knowledge simply by moving through time. (shrink)

This book is about the norms of the speech act of assertion. This is a topic of lively contemporary debate primarily carried out in epistemology and philosophy of language. Suppose that you ask me what time an upcoming meeting starts, and I say, “4 p.m.” I’ve just asserted that the meeting starts at 4 p.m. Whenever we make claims like this, we’re asserting. The central question here is whether we need to know what we say, and, relatedly, whether what we (...) assert must be true. If the meeting is really at 3:30 p.m., you’ll be late, and probably rather upset that I told you the wrong time. In some sense, it seems like I’m on the hook for having said something false. This sense that I’ve done something wrong suggests that there are certain standards of evaluating assertions: a way of distinguishing between good and bad, appropriate and inappropriate. We call these standards norms. And so the debate about what, if any, norms govern the linguistic practice of assertion is known as the norms of assertion debate. When one’s assertion satisfies the norm, we say that the assertion is warranted. -/- Various philosophers have typically focused their views of the norms of assertion on articulating the level of epistemic support required for properly asserting. Some argue, for example, that one must know what one asserts. Others argue that one merely needs to justifiably believe what one asserts–an epistemic standing weaker than knowledge. The purpose of this book is to defend what I propose as the central norm governing our practice of assertion, which I call the Supportive Reasons Norm. Here’s what it looks like: -/- One may assert that p only if: One has supportive reasons for p, The relevant conventional and pragmatic elements of the context are present, and One asserts that p at least in part because the assertion that p satisfies and. -/- In rough outline, the standards for warrantedly asserting shift with changes in context, although knowledge is never required for warrantedly asserting. In fact, in some special contexts, speakers may warrantedly lie. This latter feature particularly sets apart my view from others in the debate. What makes it the case that an utterance constitutes an illocutionary act of a given kind? This is the central question of speech-act theory. Answers to it—i.e., theories of speech acts—have proliferated. Our main goal in this chapter is to clarify the logical space into which these different theories fit. -/- We begin, in Section 1, by dividing theories of speech acts into five families, each distinguished from the others by its account of the key ingredients in illocutionary acts. Are (...) speech acts fundamentally a matter of convention or intention? Or should we instead think of them in terms of the psychological states they express, in terms of the effects that it is their function to produce, or in terms of the norms that govern them? In Section 2, we take up the highly influential idea that speech acts can be understood in terms of their effects on a conversation’s context or “score”. Part of why this idea has been so useful is that it allows speech-act theorists from the five families to engage at a level of abstraction that elides their foundational disagreements. In Section 3, we investigate some of the motivations for the traditional distinction between propositional content and illocutionary force, and some of the ways in which this distinction has been undermined by recent work. In Section 4, we survey some of the ways in which speech-act theory has been applied to issues outside semantics and pragmatics, narrowly construed. (shrink)

Expert testimony figures in recent debates over how best to understand the norm of assertion and the domain-specific epistemic expectations placed on testifiers. Cases of experts asserting with only isolated second-hand knowledge (Lackey 2011, 2013) have been used to shed light on whether knowledge is sufficient for epistemically permissible assertion. I argue that relying on such cases of expert testimony introduces several problems concerning how we understand expert knowledge, and the sharing of such knowledge through testimony. Refinements are needed to (...) clarify exactly what principles are being tested by such cases; but once refined, such cases raise more questions than they answer. (shrink)

What is the relationship between lying, belief, and knowledge? Prominent accounts of lying define it in terms of belief, namely telling someone something one believes to be false, often with the intent to deceive. This paper develops a novel account of lying by deriving evaluative dimensions of responsibility from the knowledge norm of assertion. Lies are best understood as special cases of vicious assertion; lying is the anti-paradigm of proper assertion. This enables an account of lying in terms of knowledge: (...) roughly, lying is telling someone something you know ain't so. (shrink)

Hope is an attitude with a distinctive epistemological dimension: it is incompatible with knowledge. This chapter examines hope as it relates to knowledge but also to probability and inductive considerations. Such epistemic constraints can make hope either impossible, or, when hope remains possible, they affect how one’s epistemic situation can make hope rational rather than irrational. Such issues are especially relevant to when hopefulness may permissibly figure in practical deliberation over a course of action. So I consider cases of second-order (...) inductive reflection on when one should, or should not, be hopeful for an outcome with which one has a long record of experience: in other words, what is the epistemology behind when one should, if ever, stop hoping for outcomes which have failed one many times in the past? Unlike first-person Moorean sentences, it’s not always awkward to assert, “p, but you don’t know that p.” This can seem puzzling: after all, one can never get one’s audience to know the asserted content by speaking thus. Nevertheless, such assertions can be conversationally useful, for instance, by helping speaker and addressee agree on where to disagree. I will argue that such assertions also make trouble for the growing family of views about the norm of assertion that what licenses proper assertion (...) is not the initiating epistemic position of the speaker but the resulting epistemic position of the audience. The present paper argues that there is a knowledge norm for conversational implicature: one may conversationally implicate p only if one knows p. Linguistic data about the cancellation behavior of implicatures and the ways they are challenged and criticized by speakers is presented to support the thesis. The knowledge norm for implicature is then used to present a new consideration in favor of the KK thesis. It is argued that if implicature and assertion have knowledge norms, then assertion requires not (...) only knowledge but iterated knowledge: knowing that you know that you know that... you know. Such a condition on permissible assertion is argued to be plausible only if the KK thesis is true. (shrink)

I begin by criticizing reductionist knowledge-first epistemology according to which knowledge can be used to reductively analyze other epistemic phenomena. My central concern is that proponents of such an approach commit a similar mistake to the one that they charge their opponents with. This is the mistake of seeking to reductively analyze basic epistemic phenomena in terms of other allegedly more fundamental phenomena. I then turn to non-reductionist brands of knowledge-first epistemology. Specifically, I consider the knowledge norms of assertion and (...) contrast them with an alternative that I have developed elsewhere (Gerken 2011, 2012a, 2013b, 2014, 2015a, 2015c, MS). On the basis of the critical discussion, I question whether a knowledge-first program that is both plausible and distinctive has been identified. On a more positive note, I sketch the contours of an alternative that I label ‘equilibristic epistemology.’ According to this approach, there isn’t a single epistemic phenomenon or concept that is “first.” Rather, there are a number of basic epistemic phenomena that are not reductively analyzable although they may be co-elucidated in a non-reductive manner. This approach preserves some grains of truth in knowledge-first epistemology. For example, it preserves the idea that knowledge can be taken to be explanatorily basic and unanalyzable. However, since no single epistemic phenomenon is first, knowledge is not first. (shrink)

This paper argues that the standard evidence for the knowledge norm of assertion can be extended to provide evidence for a corresponding knowledge norm of blame.

A plausible principle about the felicitous use of indicative conditionals says that there is something strange about asserting an indicative conditional when you know whether its antecedent is true. But in most contexts there is nothing strange at all about asserting indicative conditionals like ‘If Oswald didn’t shoot Kennedy, then someone else did’. This paper argues that the only compelling explanation of these facts requires the resources of contextualism about knowledge.

What is the epistemic position that a scientist must be in vis-à-vis a proposition, p, to be in a good enough epistemic position to assert that p to a fellow scientist within the scientific process? My aim is to provide an answer to this question and, more generally, to connect the epistemological debates about the epistemic norms of assertion to the debates about the nature of the scientific process. The question is important because science is a collaborative enterprise based on (...) a division of labor. It has even been suggested that such collaboration is a part of the scientific method. However, scientific collaboration depends upon communication between scientists—that is, intra-scientific testimony. After distinguishing some different kinds of intra-scientific testimony, I provide a specific proposal for an epistemic norm of assertion that generally governs such testimony. I argue that the proposal aligns with the requirements of three scientific virtues—replicability, revisability, and accountability. The discussion of replicability considers a prominent debate in the social and cognitive sciences. In conclusion, I consider some of the wider questions raised by characterizing scientific collaboration, division of labor, and more generally, scientific method via intra-scientific testimony. Epistemologists focus primarily on cases of knowledge, belief, or credence where the evidence which one possesses, or on which one is relying, plays a fundamental role in the epistemic or normative status of one's doxastic state. Recent work in epistemology goes beyond the evidence one possesses to consider the relevance for such statuses of evidence which one does not possess, particularly when there is a sense in which one should have had some evidence. I focus here on Sanford Goldberg's approach (...) ("Should Have Known," Synthese, forthcoming; and "On the Epistemic Significance of Evidence You Should Have Had," Episteme 2016, this issue); but the discussion will interest anyone working on epistemic defeat. Knowledge is good, ignorance is bad. So it seems, anyway. But in this dissertation, I argue that some ignorance is epistemically valuable. Sometimes, we should suspend judgment even though by believing we would achieve knowledge. In this apology for ignorance (ignorance, that is, of a certain kind), I defend the following four theses: 1) Sometimes, we should continue inquiry in ignorance, even though we are in a position to know the answer, in order to achieve more than mere knowledge (e.g. (...) understanding) while minimizing the effects of confirmation bias. 2) It’s false that we should believe every proposition such that we are guaranteed to be right about it (and even such that we are guaranteed to know it) if we believe it. 3) Being in a position to know is the norm of assertion: importantly, this does not require belief or (thereby) knowledge, and so proper assertion can survive speaker-ignorance. 4) It can be permissible and conversationally useful to tell audiences things that it is logically impossible for them to come to know: Proper assertion can survive (necessary) audience-side ignorance. Cumulatively, this project suggests that, properly understood, ignorance has an important role to play in the good epistemic life. (shrink)

This paper reviews recent philosophical work on assertion, with a special focus on work exploring the theme of assertion's norm. It concludes with a brief section characterizing several open questions that might profitably be explored from this perspective.

We argue that knowledge is not the norm of belief given that ‘I believe’ is used to hedge. We explore the consequences of this argument for the normative relationship between belief and assertion.

Critical notice of Christoph Kelp and Mona Simion's _Sharing Knowledge: A Functionalist Account of Assertion_.

Linda Zagzebski's "Epistemic Authority" (Oxford University Press, 2012) brings together issues in social epistemology with topics in moral and political philosophy as well as philosophy of religion. In this paper I criticize her discussion of self-trust and rationality, which sets up the main argument of the book; I consider how her view of authority relates to some issues of epistemic authority in testimony; and I raise some concerns about her treatment of religious epistemology and religious authority in particular.

This paper aims to differentiate between lying and irony, typically addressed independently by philosophers and linguists, as well as to discuss the cases when deception co-occurs with, and capitalises on, irony or metaphor. It is argued that the focal distinction can be made with reference to Grice’s first maxim of Quality, whose floutings lead to overt untruthfulness, and whose violations result in covert untruthfulness. Both types of untruthfulness are divided into explicit and implicit subtypes depending on the level of meaning (...) on which they are manifest. Further, it is shown that deception may be based on irony or metaphor, which either promote deceptive implicatures or are deployed covertly. Finally, some argumentation is provided in favour of why these cases of deceiving can be conceptualised as lying. (shrink)

This thesis addresses philosophical problems concerning improper assertions. The first part considers the issue of defining lying: here, against a standard view, I argue that a lie need not intend to deceive the hearer. I define lying as an insincere assertion, and then resort to speech act theory to develop a detailed account of what an assertion is, and what can make it insincere. Even a sincere assertion, however, can be improper (e.g., it can be false, or unwarranted): in the (...) second part of the thesis, I consider these kinds of impropriety. An influential hypothesis maintains that proper assertions must meet a precise epistemic standard, and several philosophers have tried to identify this standard. After reviewing some difficulties for this approach, I provide an innovative solution to some known puzzles concerning the permissibility of false assertions. In my view, assertions purport to aim at truth, but they are not subject to a norm that requires speakers to assert a proposition only if it is true. (shrink)

This paper examines the Gricean view that quality maxims take priority over other conversational maxims. It is shown that Gricean conversational implicatures are routinely inferred from utterances that are recognized to be untruthful. It is argued that this observation falsifies Grice’s original claim that hearers assume that speakers are obeying other maxims only if the speaker is assumed to be obeying quality maxims, and furthermore the related claim that hearers assume that speakers are being cooperative only to the extent that (...) they assume they are being truthful. Recent work in the philosophy of mind and cognitive science (e.g., Clark and Chalmers 1998; Clark 2010a; Clark 2010b; Palermos 2014) can help to explain why certain kinds of assertions—made on the basis of information stored in our gadgets rather than in biological memory—are properly criticisable in light of misleading implicatures, while others are not.

This paper has two aims: it develops and defends a fully-fledged account of the epistemic normativity of conjecture it goes sharply against orthodoxy, in arguing that conjecture is epistemically more demanding than assertion. According to the view defended here, one’s conjecture that p is permissible only if one knows that one has warrant, but not sufficient warrant to believe that p. I argue for my account on three independent grounds: the Bach and Harnish account of the nature of communicative speech (...) acts, the plausible normative relation between assertion and other constatives, and the normativity of belief in conjunction with constatives’ epistemic function.
