Philosophers of information, according to Luciano Floridi (The philosophy of information. Oxford University Press, Oxford, 2010, p 32), study how information should be “adequately created, processed, managed, and used.” A small number of epistemologists have employed the concept of information as a cornerstone of their theoretical framework. How this concept can be used to make sense of seemingly intractable epistemological problems, however, has not been widely explored. This paper examines Fred Dretske’s information-based epistemology, in particular his response to radical epistemological (...) skepticism. We discuss the relationship between information, evidence and knowledge in relation to the problem of skepticism and the options available to an information-based epistemology for dealing with it. In this chapter I identify three problems affecting the plausibility of group privacy and argue in favour of their resolution. The first problem concerns the nature of the groups in question. I shall argue that groups are neither discovered nor invented, but designed by the level of abstraction (LoA) at which a specific analysis of a social system is developed. Their design is therefore justified insofar as the purpose, guiding the choice of the LoA, is justified. This should remove the (...) objection that groups cannot have a right to privacy because groups are mere artefacts (there are no groups, only individuals) or that, even if there are groups, it is too difficult to deal with them. The second problem concerns the possibility of attributing rights to groups. I shall argue that the same logic of attribution of a right to individuals may be used to attribute a right to a group, provided one modifies the LoA and now treats the whole group itself as an individual. This should remove the objection that, even if groups exist and are manageable, they cannot be treated as holders of rights. The third problem concerns the possibility of attributing a right to privacy to groups. I shall argue that sometimes it is the group and only the group, not its members, that is correctly identified as the correct holder of a right to privacy. This should remove the objection that privacy, as a group right, is a right held not by a group as a group but rather by the group’s members severally. The solutions of the three problems supports the thesis that an interpretation of privacy in terms of a protection of the information that constitutes an individual—both in terms of a single person and in terms of a group—is better suited than other interpretations to make sense of group privacy. We address an argument by Floridi (Synthese 168(1):151–178, 2009; 2011a), to the effect that digital and analogue are not features of reality, only of modes of presentation of reality. One can therefore have an informational ontology, like Floridi’s Informational Structural Realism, without commitment to a supposedly digital or analogue world. After introducing the topic in Sect. 1, in Sect. 2 we explain what the proposition expressed by the title of our paper means. In Sect. 3, we describe Floridi’s argument. In (...) the following three sections, we raise three difficulties for it, (i) an objection from intuitions: Floridi’s view is not supported by the intuitions embedded in the scientific views he exploits (Sect. 4); (ii) an objection from mereology: the view is incompatible with the world’s having parts (Sect. 5); (iii) an objection from counting: the view entails that the question of how many things there are doesn’t make sense (Sect. 6). In Sect. 7, we outline two possible ways out for Floridi’s position. Such ways out involve tampering with the logical properties of identity, and this may be bothersome enough. Thus, Floridi’s modus ponens will be our (and most ontologists’) modus tollens. (shrink)

This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

The anti-exceptionalist debate brought into play the problem of what are the relevant data for logical theories and how such data affects the validities accepted by a logical theory. In the present paper, I depart from Laudan's reticulated model of science to analyze one aspect of this problem, namely of the role of logical data within the process of revision of logical theories. For this, I argue that the ubiquitous nature of logical data is responsible for the proliferation of several (...) distinct methodologies for logical theories. The resulting picture is coherent with the Laudanean view that agreement and disagreement between scientific theories take place at different levels. From this perspective, one is able to articulate other kinds of divergence that considers not only the inferential aspects of a given logical theory, but also the epistemic aims and the methodological choices that drive its development. While today there is much discussion about the ethics of artificial intelligence, less work has been done on the philosophical nature of AI. Drawing on Bergson and Ricoeur, this paper proposes to use the concepts of time, process, and narrative to conceptualize AI and its normatively relevant impact on human lives and society. Distinguishing between a number of different ways in which AI and time are related, the paper explores what it means to understand AI as narrative, as process, or (...) as the emergent outcome of processes and narratives. It pays particular attention to what it calls the “narrator” and “time machine” roles of AI and the normative implications of these roles. It argues that AI processes and narratives shape our time and link past, present, and future in particular ways that are ethically and politically significant. (shrink)

One of the pressing challenges we face today—in a post-Westphalian order and post-Bretton Woods world —is how to design the right kind of MAS that can take full advantage of the socio-economic and political progress made so far, while dealing successfully with the new global challenges that are undermining the best legacy of that very progress. This is the topic of the article. In it, I argue that in order to design the right kind of MAS, we need to design (...) the right kind of norms that constitute them; in order to design the right kind of constitutive norms, we need to identify and adopt the right kind of principles of normative design; toleration is one of those principles; unfortunately, its role as a foundation for the design of norms has been undermined by the “paradox of toleration”; however, the paradox can be solved; so toleration can be re-instated as the right kind of foundational principle for the design of the right kind of norms that can constitute the right kind of MAS that can operate across cultures, societies and states, to help us to tackle the new global challenges facing us. Ever since the hard problem of consciousness (Chalmers, 1996, 1995) first entered the scene in the debate over consciousness many have taken it to show the limitations of a scientific or naturalist explanation of consciousness. The hard problem is the problem of explaining why there is any experience associated with certain physical processes, that is, why there is anything it is like associated with such physical processes? The character of one’s experience doesn’t seem to be entailed by physical processes and (...) so an explanation which can overcome such a worry must (1) explain how physical processes give rise to experience (explain the entailment), (2) give an explanation which doesn’t rely on such physical processes, or (3) show why the hard problem is misguided in some sense. Recently, a rather ambitious and novel theory of consciousness has entered the scene – Integrated Information Theory (IIT) of Consciousness (Oizumi et al., 2014; Tononi, 2008; Tononi et al., 2016) – and proposes that consciousness is the result of a specific type of information processing, what those developing the theory call integrated information. The central aim of this dissertation is to philosophically investigate IIT and see whether it has the ability to overcome the hard problem and related worries. I then aim to use this philosophical investigation to answer a set of related questions which guide this dissertation, which are the following: Is it possible to give an information-theoretic explanation of consciousness? What would the nature of such an explanation be and would it result in a novel metaphysics of consciousness? In this dissertation, I begin in chapter one by first setting up the hard problem and related arguments against the backdrop of IIT (Mindt, 2017). I show that given a certain understanding of structural and dynamical properties IIT fails to overcome the hard problem of consciousness. I go on in chapter two to argue that a deflationary account of causation is the best view for IIT to overcome the causal exclusion problem (Baxendale and Mindt, 2018). In chapter three, I explain IIT’s account of how the qualitative character of our experience arises (qualia) and what view of intentionality (the directedness of our mental states) IIT advocates. I then move on in chapter four to show why the hard problem mischaracterizes structural and dynamical properties and misses important nuances that may shed light on giving a naturalized explanation of consciousness. In the last and fifth chapter, I outline a sketch of a novel metaphysics of consciousness that takes the conjunction of Neutral Monism and Information-Theoretic Structural Realism to give what I call Information-Theoretic Neutral-Structuralism. This paper connects information with computation and cognition via concept of agents that appear at variety of levels of organization of physical/chemical/cognitive systems – from elementary particles to atoms, molecules, life-like chemical systems, to cognitive systems starting with living cells, up to organisms and ecologies. In order to obtain this generalized framework, concepts of information, computation and cognition are generalized. In this framework, nature can be seen as informational structure with computational dynamics, where an (info-computational) agent is needed for the (...) potential information of the world to actualize. Starting from the definition of information as the difference in one physical system that makes a difference in another physical system – which combines Bateson and Hewitt’s definitions, the argument is advanced for natural computation as a computational model of the dynamics of the physical world, where information processing is constantly going on, on a variety of levels of organization. This setting helps us to elucidate the relationships between computation, information, agency and cognition, within the common conceptual framework, with special relevance for biology and robotics. In discussions regarding models of cognition, the very mention of “computationalism” often incites reactions against the insufficiency of the Turing machine model, its abstractness, determinism, the lack of naturalist foundations, triviality and the absence of clarity. None of those objections, however, concerns models based on natural computation or computing nature, where the model of computation is broader than symbol manipulation or conventional models of computation. Computing nature consists of physical structures that form layered computational architecture, with computation processes ranging from (...) quantum to chemical, biological/cognitive and social-level computation. It is argued that, on the lower levels of information processing in the brain, finite automata or Turing machines may still be adequate models, while, on the higher levels of whole-brain information processing, natural computing models are necessary. A layered computational architecture of the mind based on the intrinsic computing of physical systems avoids objections against early versions of computationalism in the form of abstract symbols manipulation. Free online services have become an essential part of onlife experience in the digital society. And yet, such digital gifts can be argued to represent a modern-day Trojan horse. This paper advances the theory that, far from being “free”, the digital gift economy disempowers and disenfranchises users, eroding privacy and promoting inequality. It concludes that what is needed to improve the situation is better taxation and stricter regulation of the advertising industry.

Since special relativity and quantum mechanics, information has become a central concept in our description and understanding of physical reality. This statement may be construed in different ways, depending on the meaning we attach to the concept of information, and on our ontological commitments. One distinction is between mind-independent ‘Shannon information’ and a traditional conception of information, connected with meaning and knowledge. Another, orthogonal, distinction is between information considered as a fundamental physical entity, and an ontological agnosticism where physics is (...) about our information of the world rather than about the world itself. Combinations of these lead to various possibilities. I argue that adopting mind-independent information as ontologically fundamental is a hitherto undefended position with important advantages. This position appears similar to Floridi’s informational structural realism, but is fundamentally different. Rather than ‘epistemically indistinguishable differences’, it requires a robust conception of information as consisting of readable and interpretable messages. (shrink)

This paper presents Minimal Information Structural Realism. MISR claims that information is an ontologically and epistemologically objective physical entity1 and is perceived as, but not identical to, organization, form, or structure of nature. There is a relatively significant body of literature claiming that the essential, if not fundamental, element of nature is information. Authors differ on the precise description of information conceived this way. However, they do agree that it would be a forming element in nature, a factor responsible for (...) patterns observed in reality, apprehended through order, organization or structures. To express the fundamental ontological role of information in nature, a new kind of structural realism, or rather information structural realism, is needed. This paper is proposing exactly this in the form of minimal information structural realism. The basic claim of MISR is that information is a foundation of reality and it is perceived or apprehended through patterns or structures. This claim embodies basic intuitions regarding the role of information in nature. MISR is not associated with the structural realism SR of the ontic or epistemic kinds, and is only remotely related to the concept of information structural realism defined by Floridi. (shrink)

In his article Open Problems in the Philosophy of Information [1] Luciano Floridi presented a Philosophy of Information research program in the form of eighteen open problems, covering the following fundamental areas: Information definition, information semantics, intelligence/cognition, informational universe/nature and values/ethics. We revisit Floridi’s program, highlighting some of the major advances, commenting on unsolved problems and rendering the new landscape of the Philosophy of Information (PI) emerging at present. As we analyze the progress of PI we try to situate Floridi’s (...) program in the context of scientific and technological development that have been made last ten years. We emphasize that Philosophy of Information is a huge and vibrant research field, with its origins dating before Open Problems, and its domains extending even outside their scope. In this paper, we have been able only to sketch some of the developments during the past ten years. Our hope is that, even if fragmentary, this review may serve as a contribution to the effort of understanding the present state of the art and the paths of development of Philosophy of Information as seen through the lens of Open Problems.
