    When states perpetrate injustices, do their individual citizens develop liabilities to repair such wrongdoings? Most existing accounts of citizens’ liabilities for state-perpetrated injustices, whilst applicable across certain democratic contexts, struggle to provide robust accounts of the grounds and nature of liabilities for citizens in non-democratic contexts. This problematically leaves a lacuna when it comes to the responsibilities and appropriate responses of citizens in these states.
