Since 1984, the idea of health equity has proliferated throughout public health discourse with little mainstream critique for its variability and distance from its original articulation signifying social transformation and a commitment to social justice. In the years since health equity’s emergence and proliferation, it has taken on a seemingly endless range of invocations and deployments, but it most often translates into proactive and apolitical discourse and practice. In Margaret Whitehead’s influential characterization, achieving health equity requires determining what is inequitable (...) by examining and judging the causes of inequalities in the context of what is going on in the rest of society. However, it also remains unclear how or if public health actors examine and judge the causes of health inequality. In this article, we take the concept of health equity itself as an object of study and consider the ways in which its widespread deployment has entailed a considerable emptying of its semantic and political content. We point toward equity’s own discursive productivity as well as the quantifying imperative embedded within evidentiary norms that govern knowledge making, and performance management regimes that govern public health practices. Under current conditions of knowledge making and performance evaluation, a range of legitimate action and inaction is produced at the same time that more socially transformative action is legitimately curtailed—not merely by politics, but by the rules of the field in which public health actors work. Ultimately, meaningful progress on a normative ethical idea like health equity will require both substantial philosophical content and an analysis of what is going on in the rest of society. In this paper we investigate how different discourses on frugal innovation are articulated, and how the dynamics between these different discourses have led to a certain dominant understanding of frugal innovation today. We analyse the dynamic interactions between three discourses on frugal innovation: innovations for the poor, grassroots innovations by the poor, and more recently co-creating frugal innovations with the poor. We argue that this latter discourse is articulated as a hegemonic project as it is designed to accommodate demands from (...) both business and poor communities. We draw on Laclau and Mouffe’s concepts of ‘chain of difference’, ‘empty signifier’ and ‘floating signifier’ to explain the advent of the hegemonic discourse on co-creating innovations with the poor. We show how a floating signifier with radical potential, frugal innovation, has been hijacked and co-opted in a hegemonic project that has leveraged powerful ambiguous signifiers, with co-creation acting as an empty signifier. To clarify what is problematic in this hegemonic intervention, we expose how contemporary frugal innovation discourse contributes to a project of governing and exploiting rather than helping the poor, in ways that benefit formal economic actors while further worsening global inequalities. The paper assumes that education is part of the process of discursive construction of society. The theoretical framework on which this argument is based includes Ernesto Laclau’s theory of the “ontological impossibility and political necessity of society”, and the role discourse and empty signifiers play in the establishment of political identities. Laclau’s theory is supplemented here by ideas of Derrida, Lacan, Žižek and Marx, and by other traits in contemporary semiotics that relate to the notion of “the void” in semantic (...) systems. My claim is that empty signifiers, crucial to the production of the totality of society, are discursively produced, among others, in pedagogical debates. This is illustrated by one historical example (Rouuseau), which gives ground for more contemporary analyses, and on the basis of the present economic discourse of educating and the idea of “knowledge society”. The main conclusion is that education, in contemporary discourse of learning, becomes a neurotic symptom of the lack of overt domination in social relations. (shrink)

Does the recent success of Podemos and Syriza herald a new era of inclusive, egalitarian left populism? Because leaders of both parties are former students of Ernesto Laclau and cite his account of populism as guiding their political practice, this essay considers whether his theory supports hope for a new kind of populism. For Laclau, the essence of populism is an “empty signifier” that provides a means by which anyone can identify with the people as a whole. However, the concept (...) of the empty signifier is not as neutral as he assumes. As I show by analyzing the role of race in his theory, some subjects are constituted in a way that prevents their unmediated identification with the people. Consequently, Laclau’s view should be read as symptomatic of the problems with populist logic if its adherents are to avoid reproducing its exclusions and practice a more inclusive politics. This paper unpacks ambiguities in the field of interdisciplinarity studies, explores where they come from and how they inhibit consolidation of the field. The paper takes its point of departure in two central fault lines in the literature: the relationship between interdisciplinarity and disciplinarity and the question of whether integration is a necessary prerequisite for interdisciplinarity. Opposite positions on the fault lines are drawn out to identify sources of ambiguities, and to examine whether the positions are irreconcilable - or disagreements (...) that may continue to coexist in a consolidated field. It is argued that if we envisage a consolidated field of IDS, there is a need to develop common ground which calls for scholars of ID to be more explicit about the meanings they ascribe to ID than we see today when the sliding between the epistemological and political dimensions of the field may go unnoticed. It is suggested that whereas ambiguity may be unwanted in the epistemological dimension, it may be quite useful in the political dimension. A systematic comparison of opposite positions offers a common frame of reference for a more productive dialogue between different positions. The analysis shows that as to integration, the difference between opposite positions can be reconciled, whereas in the relation between interdisciplinarity and disciplinarity, the positions are antagonistic and logically exclude each other. The analysis suggests that it is the premise of integration that creates the conditions of possibility for “relabelling” interdisciplinarity and for using the “silo” for disciplines. (shrink)

El argumento central es que el VBBV se constituye como una alternativa a la crisis ambiental y civilizatoria contemporánea que, frente al universalismo abstracto del discurso desarrollista, reivindica un diálogo intercultural para construir relaciones de complementariedad y convivencia entre seres humanos y entre éstos y la naturaleza. Ernesto Laclau’s theory of hegemony interprets in a peculiar way two central concepts of Lacanian psychoanalysis: the signifier and the real. Laclau maintains that signifiers are per se tendentially empty and that there is some constituting impossibility in every social system, that is, some real in the Lacanian sense. This paper levels two criticisms at this interpretation. Firstly, Lacan never employs the concept “empty signifier”: His definition of the signifier as that which represents a subject—and his enjoyment—for another signifier contradicts (...) this emptiness. Secondly, in the place of the impossible, Lacan puts enjoyment. The main political consequence of these two considerations is that the theory of hegemony is mistaken when focusing on the rhetorical debate and forgets that individual political inclinations are based mainly on their enjoyment. Philosophers over the course of the last century, including Edmund Husserl, Chaim Perelman, and Jacques Derrida, have attempted to unravel the tangled relationship between the rational and the reasonable in order to understand how the history of thought progresses. Critical political theorists, including Michel Foucault and Ernesto Laclau have also investigated this issue from a range of perspectives, especially as it relates to the relationship between ideational limits and their transgression and the universal and the particular. This essay compares these (...) perspectives to locate the rational dimensions of the reasonable, and to relate that “meta-reason” to the irrational and unreasonable aspects of identity formation and the unfolding of world history. This symposium explores the value of Poststructuralist (or Political) Discourse Theory (PDT) for the analysis of world politics. PDT was originally developed by the late Argentine political theorist Ernesto Laclau, in early works together with Chantal Mouffe, and has entered the margins of International Relations (IR) in recent years, mainly by bringing in poststructuralist concepts that had previously been ignored by the more critical strands of theorizing. Against this background, the introduction (1) discusses the disconnect between PDT and research on (...) world politics, primarily in IR, as well as PDT’s potential contribution, (2) provides an overview of PDT’s central theoretical tenets, in particular with respect to its social ontology and its theoretical concept of change, and (3) introduces the contributions to the symposium. In my dissertation, I engage in a political history of waste; in particular I look at modern philosophers from the late seventeenth and early eighteenth centuries and the way that waste functions alongside narratives of civilization, progress, and perfection. I analyze the political, pedagogical, and other theories of John Locke, Jean Jacques Rousseau, and Immanuel Kant. I use Julia Kristevaâs concept of abjection to trace the legacies of these philosophers to the continued and continuing practices of wasting life their work (...) supports and maintains. Social contract theory must have its others, those wasted and abjected to limn the boundary of the âclean and properâ civilized order. Locke abjects waste in his theory of property and I link the use of his term âwastelandâ to the wastelanding of Native Americans. As Kristeva says the forgetting, repressing, or disavowal of abjection leads to the return of its repressed in the form of our âapocalypses.â I discuss Rousseauâs treatment of waste and the way it is ambivalently embraced, which I think is a more appropriate treatment of waste. I also compare Emile and Sophieâs education and argue that his education of women makes waste of their lives. Last, I discuss Kantâs theory of waste and race together, arguing that he redeems all waste and that he makes waste of all races except the white race. He assents to the use of people of color as means for the white raceâs ends, rather than treating them as ends in themselves. Thus, I conclude that social contract theories are wasteful of life and lives and that contract theory should be garbaged for a new political principle: to not make waste of life or lives. (shrink)

Theodor W. Adorno’s letter correspondence with Walter Benjamin throughout the decade of the 1930’s entertains the central question concerning the possibility of philosophy in their intellectual milieu. The fate of this possibility for Adorno hinges on Benjamin’s work-in-progress Das Passagen-Werk—a fate that is catastrophically blocked by an uncritical tendency convicted repeatedly by the former as “undialectical.” And yet Adorno obstinately persists in clinging to the canon of a philosophically overdetermined demand he endearingly calls “my Arcades orthodoxy.” The threatening destruction of (...) the aura of this orthodoxy reaches a crisis in Adorno’s ruthless metacritique of Benjamin’s alleged undialectical treatment of aesthetic autonomy in a draft of the Kunstwerk essay, marking a critical wound in the correspondence which the following exposition tracks in the enigmatic changeover in the philosophical exigency of the said orthodoxy from prima philosophia to ultima philosophia. The lingering wound is registered in Adorno’s late philosophical work. (shrink)

The category of political resp. artistic avant-garde – as being progressive, sectarian and dogmatic – is under assault. However, there is no emancipatory politics feasible without any Jacobin element. In order to develop a post-avant-garde democratic strategy everything depends on our ability to establish the paradoxes of a non-teleological progressivism, an empty and relative universalism and an asymmetric particularism. This search for a political stand, which has not yet lost any idea of the New as the empty signifier of Order, (...) may lead us to what Laclau and Mouffe have called »radical and plural democracy«. Such hegemonic pluralism might be the alternative to muddy strategical pragma, clean messianic theory and po-mo happy dispersion. (shrink)
