The relationship between politics and economic knowledge is contested. One general view claims that economics should be devoid of politics because of its corrupting effects, while another view posits the converse – that politics can be distorted by the impact of economic knowledge. Both views hold that the solution is to remove the influence of the one on the other. I construe these two broad views as variations on the same contamination thesis, the idea that politics and economics are separate (...) domains and so should not contaminate one another. I suggest that this thesis is a version of the political/non-political distinction required by the ubiquitous ideal of a self-governing community, and that it therefore exhibits the limitations intrinsic to this ideal. The remedial possibilities of Michel Foucault's investigations into governmentality are then briefly explored. (shrink)

What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing European crisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order (...) and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises. The book draws on and adds to the rich ’crises literature’ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined. What does it mean to act politically? This paper contributes an answer to this question by looking at the role that necessity plays in the political theory of Carl Schmitt. It argues that necessity, whether in the form of existential danger or absolute values, does not affect the sovereign decision, which must be free from normative determinations if it is to be a decision in Schmitt’s sense at all. The paper then provides a reading of Schmitt in line with Weber’s (...) ethics of responsibility, according to which the political actor decides not arbitrarily and irresponsibly, but actively assumes responsibility for the decisions he takes. This article traces the semantics of ?life? and ?vitality? in Carl Schmitt up to the 1930s. It shows that Schmitt deploys these vitalist elements against the modern ?spirit of technicity? in his attempt to combat the lack of substantial ideas in modern politics. However, Schmitt himself cannot escape a fundamental political relativism. There remains an unstable tension at the heart of his thought between the quest for substance and the quest for order. The latter is relativist because it is a (...) quest for order as such, any order. Although Schmitt's semantics of life and vitality is not drawn from a biological register, it adopted a völkisch meaning in 1933. Anti-Semitism becomes a form of life and racial homogeneity fills in for substance. The article concludes that, while there are good reasons for criticizing the modern ?spirit of technicity,? Schmitt's critical model is fundamentally flawed. (shrink)

Considering the enormous outpouring of scholarly work on Schmitt over the last two decades, the absence of an adequate treatment in English of Schmitt's concept of history and the problem of secularization is quite surprising. After all, it is Schmitt himself who claims that “all human beings who plan and attempt to unite the masses behind their plans engage in some form of philosophy of history,” such that the attempt to make sense of Schmitt's program remains incomplete without a serious (...) treatment of his philosophy of history. This article is an attempt to address this problem by means of his exchange with Hans Blumenberg who, more than any other critic of Schmitt, was privy to the political intentions behind Schmitt's metaphorical use of theology. While their discussion is extensive and wide-ranging, I focus here on their diverging philosophies of history, precisely that aspect that is most relevant to gaining a more expansive understanding of Schmitt's arguments, and indeed the relationship between political thought and historical thought. ExcerptCarl Schmitt's Hamlet or Hecuba (1956) is a peculiar text. For one, it stands out as the only detailed interpretation of a literary work that Schmitt ever produced. This is not to deny Schmitt's overall erudition and familiarity with Western literature nor his particular interest in the intricate relationship between aesthetics and politics, all of which can be traced throughout his writings from the 1910s to the 1950s. ABSTRACT This article examines the prominent Japanese postwar thinker Maruyama Masao’s critical engagement with his contemporary German legal theorist Carl Schmitt. Maruyama engaged with Schmitt’s decisionistic notion of “the political” and sovereignty since he found it useful in addressing the pathological elements of Japanese political culture, namely, the widespread political passivity and fatalistic ethos of the Japanese public. In his view, such a “decision-avoiding” political culture, which had contributed to the rise of fascism in interwar and wartime Japan, posed a (...) fundamental threat to the viability of Japan’s postwar democracy. Although Maruyama objected to Schmitt’s authoritarian theory of political leadership, he nevertheless believed Schmitt provided important insights into the key concepts of modern politics, such as political agency and the constituent power of the people. In his efforts to foster political subjectivity and liberal individuality in postwar Japan, Maruyama attempted to strike a balance between two extremes: Schmittian normless decisionism, on the one hand, and a politically naïve liberal constitutionalism, on the other. I conclude by suggesting that the hitherto overlooked intellectual affinity between Maruyama and one of the leading Weimar-era constitutional theorists—Hermann Heller—can enrich our understanding of Maruyama’s unceasing effort to formulate and insist on the imperative role of political subjectivity and liberal individuality in consolidating liberal democracy in postwar Japan. The article focuses on the problem of constitutional symbolism in functionally differentiated societies and its relevance to legal, political, and moral systems. The first part analyses differences between the three systems and their constitutional context. The second part concentrates on the moral symbolic function of modern constitutions and its temporal dimension. It shows that the “good/bad” moral code of constitutions draws on expressive symbolism and transforms it into evaluative symbolism and dogma of morality. The final part analyses the prospective character (...) of modern constitution‐making and its symbolic selectivity regarding the past. The paper concludes by emphasising the systemic pluralisation effect of constitution‐making and the impossibility of constituting systems of “pure” law, morality, and politics. (shrink)

This article addresses Eric L. Santner’s claim that “there is more political theology in everyday life than we might have ever thought” by analyzing the “theologico-political problem” in the work of three prominent twentieth-century political thinkers—Carl Schmitt, Leo Strauss, and Hannah Arendt. Schmitt, Strauss, and Arendt share a preoccupation with the crisis of modern political liberalism and confront the theologico-political problem in a similar spirit: although their responses differ dramatically, their individual accounts dwell on the absence of incontestable principles in (...) modern society that can justify life-in-common and the persistence of the political order. Their writings thus engage with the question of the place of “the absolute” in the political realm. In particular, Arendt’s indirect approach to the theologico-political problem is crucial to understanding the radicality of a political world in which traditional certainties can no longer be re-established. The theoretical trajectory I present suggests that the dispersion of political theology in everyday life has a specific corollary: modern politics operates within the tragic and paradoxical nature of its unstable and common origins that cannot be incorporated in exceptionalist versions of the body politic. The jurist Carl Schmitt’s views on the total state and race need further clarification as long as the English language edition of his Concept of the Political presents an apologist commentary. The questions are to which degree Schmitt’s works written during the Weimar Republic are tainted with totalitarian and racist ideas and whether Schmitt gave up fundamental principles during Nationalist Socialism. This thesis examines writings by Schmitt between 1913 and 1940 to reconstruct a coherent anti-individualistic legal viewpoint and its arguments. (...) The first part finds that Schmitt undermines the individual rights of the Weimar Constitution. The second part discusses Schmitt’s role as a theorist of totalitarianism. The third part considers Schmitt’s anti-Semitism as underlying motivation for his political theory and analyzes his racism in light of his anti-individualism. Schmitt frequently argues by invoking necessity of history and by justifying some political action as necessary. These arguments should be rejected. (shrink)

This article turns to the issue of political representation that I argue is central to all forms of political thought and practice of the modern period. Taking political representation as its object, I argue that its crisis—that comes to a head in the travails of the Weimar Republic—provided the opportunity for forms of neoliberal representation to displace political representation with purportedly “neutral”, non-partisan and thus “fair” representational tools. In contrast, I seek to develop the idea of “self-representation” with a discussion (...) of paths not chosen at Weimar and via Italianoperaismo’s reflections on “class composition”, which combines collective self-representation with political organization. Representing each member of a collective to another as it develops epistemic and cartographic tools, it constructs group solidarity, organization and the capacity to act as it reclaims the collectivity alienated in modern political forms of representation and excluded from neoliberal ones. The turn of the 1990s saw the emergence of “the political” in feminist theory. Despite there being a number of publications devoted to the theme, the concept itself has remained rather undertheorized. Instead of producing a thoroughly developed concept, it served to create an epistemic community devoted to the political aim of women’s emancipation. In the article, I argue that it would be beneficent for feminist theory to adopt an affirmative stance towards the contingency of politics. This of course poses (...) a challenge to feminist politics, which still operates mainly within the framework of the politics of representation. Nevertheless, Linda Zerilli’s approach, which interprets contingency in an Arendtian vein as the condition of the world-creating and world-building power of feminism as a practice of freedom may prove to be a productive way of approaching the challenging issue of contingency in feminist theory. This article provides a framework for understanding post-truth politics by employing the ideas of Nietzsche and Schmitt. It posits pre-moral and pre-economic guilt and debt, relating human non-self-sufficiency, at the heart of social and political existence and alleges that guilt and debt are the hey bonds that hold human groupings together. Following Schmitt, romantic attitudes to politics are seen as negating this underlying reality, opting instead for escapist fantasy of self-mastery and unlimited creative potential. The author claims that these promises (...) in particular are picked up by post-truth politics, placing the human person and their preconceptions at the heart of the world and handing over to them prime creative power at least as a matter of fantasy. Nevertheless, this escapism merely hides the persistence of guilt and debt. However, despite being an inadequate way of perceiving the world, the post-truth fantasy still constitutes a severe challenge to political bonds. (shrink)
