Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. This review seeks to evaluate certain aspects of “healthcare governance” during the Covid 19 pandemic, in particular the damage caused by policies based on unscientific views. Indeed, in addition to a health crisis, the pandemic coincided with a crisis of global governance that undermined scientific medicine, health systems and the communication of scientific data. This was partly driven by scientific denialism, exhibited most prominently by then-US president Donald Trump, with disastrous results in terms of health policy. Here we examine articles (...) appearing in Science, N Engl J Med, Sci Am and Front Public Health that adopt a political stance against such denialism, breaking with their traditional neutrality. The analysis addresses the effects of the pandemic on health systems and the general population, as well as on the ways in which science is produced and applied, together with its contradictions. It looks at how political and economic considerations resulted in inconsistent and contradictory models of scientific development that were to have disastrous effects on citizens’ health. In response to scientific denialism and the damage it can cause, we commend the OECD report entitled PISA 2018 Assessment and Analytical Framework, which highlights the role of education in the development of scientific literacy in the younger generations. We also consider the work of the American Association for the Advancement of Science (AAAS), which recognises and celebrates the value of science in ensuring accessibility to knowledge and scientific endeavour in society. Our analysis suggests that scientific knowledge should be a fundamental tenet, equal to that of individual freedom, of political governance. The abundance of literature on ethical concerns regarding artificial intelligence (AI) highlights the need to systematize, integrate, and categorize existing efforts through a systematic literature review. The article aims to investigate prevalent concerns, proposed solutions, and prominent ethical approaches within the field. Considering 309 articles from the beginning of the publications in this field up until December 2021, this systematic literature review clarifies what the ethical concerns regarding AI are, and it charts them into two groups: (i) ethical concerns that (...) arise from the design of AI and (ii) ethical concerns that arise from human–AI interactions. The analysis of the obtained sample highlights the most recurrent ethical concerns. Finally, it exposes the main proposals of the literature to handle the ethical concerns according to the main ethical approaches. This paper clarifies why bias cannot be completely mitigated in Machine Learning (ML) and proposes an end-to-end methodology to translate the ethical principle of justice and fairness into the practice of ML development as an ongoing agreement with stakeholders. The pro-ethical iterative process presented in the paper aims to challenge asymmetric power dynamics in the fairness decision making within ML design and support ML development teams to identify, mitigate and monitor bias at each step of ML systems development. As information technologies have become synonymous with progress in modern society, several ethical concerns have surfaced about their societal implications. In the past few decades, information technologies have had a value-laden impact on social evolution. However, there is limited agreement on the responsibility of businesses and innovators concerning the ethical aspects of information technologies. There is a need to understand the role of business incentives and attitudes in driving technological progress and to understand how they steer the ethics discourse on (...) technology. In the information technology industry, there is an observed trivialization of ethics supported by a business driven and technology-centric approach to ethics. This trivialization rests on hardened beliefs, ideologies, and arguments which hint at reduced accountability for business and tend to individualize social responsibility. The phenomenon of ethics trivialization needs to be duly addressed to resolve the tensions between business needs and ethical concerns. This paper has identified from literature and conceptually analyzed the beliefs and ideologies underlying ethics trivialization which undermine ethics in business contexts. The paper has attempted to address the business concerns indicated by this phenomenon as well as highlight the weaknesses of its assumptions, rhetoric, and justifications. The aim of this paper is to systematically present the justifications in favor of and against the practice of ethics trivialization in the information technology domain, thereby highlighting the need to develop frameworks for assessment of ethical responsibility, accountability, and democratization of the value trade-offs involved in the design of technologies.
