Comment combler le fossé apparemment infranchissable séparant la science (chargée de comprendre la nature) et la politique (chargée de régler la vie sociale), séparation dont les conséquences - affaires du sang, de l'amiante, de la vache folle... - deviennent de plus en plus catastrophiques? L'écologie politique a prétendu apporter une réponse à ce défi. Mais après de fracassants débuts, elle peine à renouveler la vie publique... Dans ce livre qui fait suite à Nous n'avons jamais été modernes (La Découverte, 1991), (...) Bruno Latour propose une nouvelle façon de considérer l'écologie politique. La nature a toujours constitué l'une des deux moitiés de la vie publique, celle qui rassemble le monde commun que nous partageons tous, l'autre moitié formant ce qu'on appelle la politique, c'est-à-dire le jeu des intérêts et des passions. D'un côté ce qui nous unit, la nature, de l'autre ce qui nous divise, la politique. Et c'est pourquoi il est faux de prétendre que le souci de la nature caractériserait l'écologie politique : car à cause des controverses scientifiques qu'elle suscite, à cause de l'incertitude sur les valeurs qu'elle provoque, elle oblige à abandonner la nature comme mode d'organisation publique. La question devient donc : comment penser enfin la politique sans la nature? Pour Bruno Latour, la solution repose sur une profonde redéfinition à la fois de l'activité scientifique (à réintégrer dans le jeu normal de la société) et de l'activité politique (comprise comme l'élaboration progressive d'un monde commun). Ce sont les conditions et les contraintes de telles redéfinitions qu'il explore avec une grande rigueur dans cet ouvrage important. A la croisée de la philosophie des sciences et de la philosophie politique, ce livre s'adresse à ceux qui s'intéressent à l'écologie, aux controverses scientifiques, au rôle des experts dans les débats publics, et, plus généralement, à ceux qui estiment que la question de la démocratie doit s'étendre aux sciences elles-mêmes. We live in a world of technical systems, designed in accordance with technical disciplines and operated by a personnel trained in those disciplines. This is a unique form of social organization without historical precedent. It overshadows traditional democratic institutions and largely determines our way of life. Technosystem: The Social Life of Reason reconstructs the idea of democracy for this brave new world. The author draws on the tradition of radical social criticism represented by Herbert Marcuse and the Frankfurt School as (...) well as contemporary Science and Technology Studies. The social critics recognized the role of instrumental rationality in modern societies, but they did not analyze any actual technologies in detail, nor did they develop a convincing theory of democratic resistance to the new forms of domination by rational systems. STS has developed methods of analysis for a fine-grained study of technology. Technosystem brings these methods to bear on the resistances emerging in the world described by the radical social critics of the Frankfurt School.--. (shrink)

This paper examines the relationship between identities and the bicycle as portrayed in films. The analysis finds that taking the viewpoint of the bicycle emancipates the bicycle from being subjected to closure, as the constructionists would have it, and thus articulates the differences with which the bicycle can communicate to its rider. The paper examines the bicycle as depicted in three films: Premium Rush (Davis Koepp, 2012), A Sunday in Hell (Jørgen Leth, 1977) and Life on Earth (Abderrahmane Sissako, 1998). (...) It engages with the concept of ‘interpretative flexibility’ and the development of the bicycle, as examined by Wiebe Bijker and others, and argues that the interpretative flexibility of bicycles does not cease just because the high-wheeler was abandoned and the ‘safety’ bicycle was universally accepted. The fight for the role of the bicycle continues and the bicycle is subject to constant transformations in order to reconstruct it according to human needs. Andrew Feenberg’s modified constructivism is applied to re-examine the technical development of the bicycle, claiming that technology is dependent on specific social structures as well as human agency. The paper argues that just as social structures are negotiable and unfixed at any point in time, the bicycle too is never neutral but remains negotiable and unfixed. Consequently, since the bicycle constantly ‘speaks’ back to the user, there is never closure in the technical development of the bicycle. Drawing on the writings of Bruno Latour and the Deleuzian idea of assemblages, the bicycle and its rider are considered as an organic entity that is constantly forged and un-forged. Understanding the rhetoric of the bicycle machine helps the convergence of a bicycle becoming with becoming a rider, marking the bicycle as equal to its rider. Viewed in this way, the hierarchy of agency collapses and a crystallization emerges out of the rider and bicycle entwinement. (shrink)

In this new collection of essays, Andrew Feenberg argues that conflicts over the design and organization of the technical systems that structure our society shape deep choices for the future. A pioneer in the philosophy of technology, Feenberg demonstrates the continuing vitality of the critical theory of the Frankfurt School. He calls into question the anti-technological stance commonly associated with its theoretical legacy and argues that technology contains potentialities that could be developed as the basis for an alternative form of (...) modern society. The technologies, markets, and administrations of today's knowledge society are in crisis. We face recurring disasters in every domain: climate change, energy shortages, economic meltdown. The system is broken, despite everything the technocrats claim to know about science, technology, and economics. These problems are exacerbated by the fact that today powerful technologies have unforeseen effects that disrupt everyday life; the new masters of technology are not restrained by the lessons of experience, and accelerate change to the point where society is (...) in constant turmoil. In Between Reason and Experience, leading philosopher of technology Andrew Feenberg makes a case for the interdependence of reason--scientific knowledge, technical rationality--and experience. Feenberg examines different aspects of the tangled relationship between technology and society from the perspective of critical theory of technology, an approach he has pioneered over the past twenty years. Feenberg points to two examples of democratic interventions into technology: the Internet and the environmental movement. He examines methodological applications of critical theory of technology to the case of the French Minitel computing network and to the relationship between national culture and technology in Japan. Finally, Feenberg considers the philosophies of technology of Heidegger, Habermas, Latour, and Marcuse. This paper examines Andrew Feenberg’s radical democratic politics of technology in relation to the context of Ecuador’s free and open software movement. It considers the articulation of this movement via the government sponsored activist project FLOK Society (Free/Libre Open Knowledge Society). Based on an ethnographic study (2015–16), which included interviews with FLOK Society coordinators, the paper discusses how such government-activist collaborations, may be useful in expanding Feenberg’s notion of technical politics and the nature of representation in the technical sphere. More (...) specifically, the paper looks at the political shaping of technology, in relation to concepts about ‘the Good Life’, or ‘Buen Vivir’ in the case of Ecuador, and its drive toward a knowledge economy, based on the concepts of ‘Buen Conocer’ and ‘Bioconocimiento’ (Good Knowing and Bioknowledge). The paper argues that certain premises held by Feenberg concerning technical politics, democracy and populism in particular may need to be reconsidered in light of developments in Ecuador. (shrink)
