The purpose of this article is to compare several street typologies (distributed from center to suburb) in Tirana, Albania while taking into consideration pedestrian behavior on these pathways. The streets "Myslym Shyri," "Bllok," "Kombinat" (an extension of Kavaja's Street), and "Ana Komnena" (formerly "Fusha e Aviacionit") will be the primary focus of this study. The following variables will be taken into account such as pedestrian behaviors, street identity, dissatisfaction, walking distance when shifting to another zone, effects of greenery on (...) pedestrians, time spent, points of interest, frequency, pavement quality, preferred walking periods, gathering places, utilization of benches, ambulant sellers, impact of vegetation and greenery, water basins, preference for public transportation, and road signs. Direct observations and a questionnaire will be used to determine the accurate information. The study should provide recommendations as guidance for municipalities and stakeholders to better understand the behavior of pedestrians in Tirana’s context. The streets that pedestrians frequent the most include the "Bllok" area and "Myslym Shyri" Street. The pedestrian resident population on "Myslym Shyri" street, which is dominated by people of all ages, including children, youth, and the elderly, has a slight advantage over the "Bllok" neighborhood. Furthermore, there is a wide variety of urban elements on Ana Komnena Street (formerly known as "Fusha e Aviacionit"). Meanwhile, the pedestrians on Kombinati’s street suffer a little bit more because of the traffic congestion and vehicle pollution. (shrink)

SUMMARY The research focuses on the three main political parties in Albania, namely Socialist Party, Democratic Party and Socialist Movement for Integration. Its objectives are to measure the Intra-Party Democracy(IPD) in the Albanian political parties and to explore the meaning that party members attach to it. The IPD is understood and broken down into categories and sub-categories so that parties in particular and all interested actors in the field of political parties and democracy could understand, which component of IPD (...) parties are performing better and where they are performing worse. IPD is measured against two dimensions: inclusiveness and decentralization. Inclusiveness denotes the extent to which party members have the right to express their opinions and participate in the decision-making process. With decentralization is understood the process which makes possible the decentralization of the decision-making process from the highest national party level to party sub-national levels and party members. In a decentralized party, subnational party units enjoy a certain level of autonomy from the party in the center. The analysis is based on both primary and secondary data. Content analysis of party statutes particularly focuses on measuring IPD, while focus groups with party members and interviews with high-ranking officials of the political parties are used to explore the meaning that party members have on IPD, as well as validate content analysis findings. The main findings are: -/- Content Analysis of Party Statutes: Parties do have rules that govern their internal life, however these rules need to be improved in order to strengthen IPD. Especially problematic were the provisions for the role of the executive committee and party president, which provide these two institutions, especially the leader of the party with powers that don’t hold him/her accountable to the party members and middle level organs. Furthermore, members were not sufficiently involved in the procedures of candidate nominations for MPs, in the election of the national Executive and Executive Committee and in the election of the Party President. The analysis also finds that voting procedures are not sufficiently at place to allow members express their will and participate in the decision-making process and that members are not or little consulted in terms of programmatic issues. The analysis of the relationship between the national and subnational levels of party organization revealed that the center of the party has accumulated power to the detriment of the subnational units which enjoy little autonomy in the decision-making process. -/- Focus Groups and Interviews: The study finds that party members linked system-level democracy with IPD and that they have a very clear understanding if IPD: what it is and how it could be achieved. They linked IPD with the structure and organization of the party, seeing it as an important instrument that allows for decentralization of power and integration of rank and file into the decision-making process. The party members considered the statute as an important educational political tool and invoked it whenever disputes rose or decisions had to be taken. They linked IPD with the electoral system and considered that closed list proportional was a system that strengthened the power in the hands of the few at the party top executive level and weakened IPD. The aim of the paper is to explore the discourse strategies of the Party of Labor of Albania to eliminate its enemies in the early years of establishing communism in the country. The contention is that PLA and its leaders made possible the elimination of thousands of people by normalizing the process. The enemies of the party were declared enemies of the people and as such, they had to disappear in one way or another, so that the integrity of (...) the body politics could be preserved. The class enemy was considered a parasite that should be eliminated in the name of social prophylaxis. By using discourse analyses the paper will investigate the discursive strategies followed by the communist party and its leader when addressing the class enemy. Speeches of Enver Hoxha in Party Congresses, Plenums, and gatherings with people will be analyzed. Only by normalizing the process of elimination of everyone who was depicted as an enemy, did the communist party make possible the elimination of thousands of people. Normalization is understood as the standardization of the procedure so that everyone knew in advance what would happen if someone had to be declared an enemy of the people. The paper will analyze the vocabulary used to portray the class enemy and his/her destiny in specific cases. The study has analyzed the speeches given to justify the elimination of Patër Anton Harapi, Lef Nosi, Maliq Bej Bushat, dom Lazër Shantoja, dom Ndre Zadeja, and the sabotage group of the Maliqi swamp. One of the main problems of Albania since the overthrow of the communist dictatorship and the beginning of the transition in 1991 has been the consolidation of a functional constitutional democracy. Having a functional and applicable constitutional order by all institutions and mechanisms has been a significant challenge for Albania. Political parties are one of these mechanisms or vital elements in maintaining and improving the constitutional order in Albania. In democratic regimes, political parties continue to be the (...) most important bridge between the state and the mass of society. Political parties are the institutions that hold the position of a political leader in society, and democratic states cannot survive if they do not have political parties that fulfil their functions in consolidating, preserving, and improving democracy. The object of this study will be political parties in Albania and their role in the consolidation or not of the constitutional order during the period of democratic transition. Globalisation has brought immense changes to the national and international economic structure. The digital revolution and ICT expansion positively impacted the sharing economy development. In this regard, the most avant-garde countries in sharing economy seem to be the advanced countries. However, transitory countries such as Albania are making satisfactory progress as well. While being part of some global cases of sharing economy, Albania is also experiencing domestic incentives related with. The sectors involved in sharing economy are affiliated to (...) different domains, including agriculture, tourism, healthcare, transportation, etc. Albania strongly embraced technology because of its relatively young population and the flexible education system adopting to the market needs. The Albanian government is doing well on the promotion and usage of public platforms, which are supportive of the sharing concept. Although not specifically for the sharing economy, the government of Albania has released some useful strategic plans to embed the necessary instruments and infrastructure to digitalisation. However, there is more to do for sharing economy in specific terms. The collaboration of three actors, businesses-academia-government, would bring to the Albanian market new capacities and additional added values. (shrink)

The parliamentary elections in Albania took place on 25th March 2021 and they were won by the Socialist Party. Even though elections took place during the pandemic, the pandemics itself had a minor impact on the process. With the exception of making compulsory a two-week quarantine for those entering the country and thus making it impossible for the Albanian emigrants to cast their vote, the election campaign was organized similarly with the preceding campaigns without concerns for social distancing. The (...) real change which eventually influenced the campaign was the change in the electoral law from closed to open list. For the first time, the party and the party candidates pursued different strategies. In addition to the official campaign, there was an underground campaign with vote buying and exercise of influence which aimed and achieved to transfer vote from the top of the top of the list to candidates in the middle or even lower part of the list. This made it possible to observe and understand the internal conflicts within the parties. (shrink)

The purpose of this article is to highlight the clientelistic strategies and informal practices that the ruling political parties in Albania use during the elections to ensure an unfair advantage in their favour over the opposition challengers. One of the main characteristics of the political developments of the transition period in Albania since 1991 has been the flourishing of informal practices and clientelist networks of political parties within state structures, which has produced an extreme politicization of these institutions. These strategies that in general terms we label as “clientelistic” and that have been used to a large extent by the incumbent political parties have had a direct negative impact on the conduct of free and fair elections in Albania by distorting their main goal: to reflect the will of the people. This is because such clientelist strategies, together with the informal practices/mechanisms that accompany them, have influenced the creation of an unlevelled playing field, and have produced a hyperincumbency advantage in the electoral contests between political parties in Albania. The case of the recent elections held in Albania on 25 April 2021 will be the empirical case of this study, in which are evidenced the electoral containment strategies and practices that the ruling political party used to provide an unfair advantage in its favour and to secure its grip on power. This paper aims to analyse the relationship that exists between state capture, party patronage, and the conduct of electoral processes in the settings of post-communist countries, of which Albania is one. A characteristic of the political developments of the transition period in many post-communist countries has been the phenomenon of state capture, which has occurred mainly through the endemic party patronage and politicization of state institutions. The phenomenon of state capture by the ruling political parties has had a negative (...) conditional impact on the conduct of competitive, free and fair elections in these countries, leading to distrust regarding the credibility and integrity of the process. This study argues that phenomena such as state capture and extensive party patronage as informal practices/mechanisms in the hands of the ruling political parties affect the creation of a skewed playing field and the production of hyper-incumbency advantages in holding electoral contests between political parties, making the possibility of political power rotations difficult. Albania, in the case of its last parliamentary elections, held on 25th April 2021, constitutes the case study (Section IV) to which the theoretical framework of the paper is applied, by identifying the informal practices and methods through state capture that the ruling political party used to provide structural, institutional, and financial advantages in its favour regarding elections. The main argument of this paper is that the legal regulation of lobbying is an important factor for disciplining/curbing the undue (illicit) influence of different interest groups on the political-making process, especially in countries with post-communist and nonconsolidated democracies such as Albania. In three decades of political and economic transition from a one-party communist system to a democratic one and towards a market economy, the democratization of Albania has faced various problems, which have often led to a loss (...) of public confidence in the political class and apathy of citizens towards the political system. In many cases, this has come as a result of the perception or even the disclosure by the media and the public of corruption scandals, political clientelism, or undue influences in the decision-making processes in Albania. Surely, it can be said that political scandals of trading or exercising illicit influences on public officials can affect, as numerous cases have shown, every democratic political system in the world. However, they are more likely to occur in new democracies (post-communist) countries that face weak state structures and a legal environment that is not yet well consolidated and where a culture of informality exists alongside written rules and laws. For this purpose, that of disciplining and controlling the influences that specific interests exert on the decision-making process of governments, legislatures, or other regulatory agencies, a good part of European countries have considered undertaking legal regulatory initiatives for lobbying activity in their environments. Small and medium enterprises (SMEs) in Albania, similar to other markets, operate in complex, fast-paced and unpredictable environments due to their size and nature. In our contemporary knowledge-based economy, business is constantly changing, and SMEs are thus continually faced with the challenge to find new and innovative ways to improve and adapt to the rapid transformations. As a result, there is a growing interest and necessity for SMEs to explore and adapt new and innovative mechanisms for better decision making, (...) which will then lead to improved performance and competitiveness. Digitalization of SMEs with the use of Business Intelligence (BI) and Knowledge Management (KM) systems is one such innovative instrument open to SMEs for a better performance and increased competitiveness. The research for this doctoral thesis is then set precisely in this configuration whereby: on one hand the current level of adoption and use of advanced ICTs and technological innovation within SMEs, or business digitalization as will be coined later, is relatively limited due to a variety of factors; and on the other hand ICTs themselves as technological systems or tools as well as part of business landscape, i.e. ICT as a sector, are a major driver of innovation, modernization and growth for the Albanian economy. This doctoral thesis addresses the gap in the current state of research regarding the development, adoption and use of advanced ICTs systems, i.e. business digitalization, within SMEs. In addition, the research for the doctoral thesis expands the challenge to the impact of business digitalization on performance of SMEs in Albania. Clearly, SMEs have been selected as the central ground of research not only to contribute towards filling a research gap in management and ICTs studies in Albania, but also because of the central role that SMEs play in Albanian economy and their future potential in the digital world. The results show that business digitalization impacts positively the overall performance of SMEs in Albania. Size, age and location of the SME dominate performance and are related to the business digitalisation more than strategy. Also, the entrepreneurial characteristics of the owner – manager also impact the digitalization. Having a clear business plan was also found to be important when it comes to using BI. SMEs in Albania are a vital part of the national economy and the research shows that there is growing interest in ICTs, digitalisation, BI and KM, but innovation is still at relatively low levels due to financial and human resources, which are limited. However, the research highlights that SMEs are very flexible and easy to adopt to change and when this is combined with a visionary owner- manager they tend to move towards business digitalisation. Another finding of this study is that digitalisation have lead SMEs to reconsider and re-conceptualise their business models attempting to move towards innovations that impact performance. Also, the concept of business model innovations is also gaining ground in SMEs in Albania. Findings show that the use of BI and other digitalisation processes is mainly driven by strategic and innovation related motives that are internal to the company and the owner-manager. The use of BI as a result of external technological factors also plays a role. Analysis of the findings show that the use of BI and digitalisation have a positive impact on business performance. The findings of this research paper have practical implications for the SMEs sector in Albania not only in providing an assessment of the current use of BI, but also in exploring the benefits and potential usage of BI as a necessary activity for deriving improved performance. Findings of this research can be used by owners-managers to better understand how firms can engage with digitalisation and BI and how their adoption and implementation affect business performance. Another implication for business sector is that digitally mature companies have better performance and thus derive more revenue and become more competitive. Finally, the research shows that digitization has a variety of dimensions and can be understood differently by different SMEs, owner-managers and staff, but it is a major contributor to business performance. Future research is needed to explore further the role of digitalisation processes in SMEs in Albania particularly related to enabling and hindering factors. In addition, further research is needed regarding the business model innovations, particularly in terms of human and organizational factors. The overwhelming majority of Albania’s urban population is located in Tirana, a city with a very dynamic socio-spatial reality, resulting as an entry point for people from various origins, including multicultural rural societies, and has significant concentrations of finance and other economic activities. Urban areas demonstrate the dynamics that impact society from many angles, including those related to technology, economics, demographics, and culture, via a diverse and changed perspective. Since 1991, there has been a growing separation between classes, genders, (...) and regions, as well as between individuals and vulnerable groups, due to a lack of social protection and governmental measures for these groups and individuals, and the unrestricted power of the free market. Today, there is a noticeable improvement in the real pattern of social group concentration. This paper focuses on various divisions of social groupings in Tirana, how they are reflected in the city’s everyday life, and how they trend to the fragmentation of contemporary urban regions. In order to comprehend the change over time and transition patterns of Tirana from sites of production to places of consumption, the process method is modified by concentrating on the main stakeholders. The background of enhancing cities’ mobility and competitiveness demonstrates the interaction between different social groups and different living patterns in Tirana. The study also shows the socio-spatial pattern of the new city. The significant level of social fragmentation in Tirana is evident from analysis that only investigated a certain percentage of the city’s social groupings. Albania is part of the emerging economies of the Western Balkan region. Polis University is one of the pioneering institutions in the field of architecture, built environment, and city sciences that represents innovative methodologies and concepts for educational and scientific purposes. Nowadays, many constructions in Albania involve a wide range of different materials. The building envelope is one of the main elements that provide protection from the outside environment but also the required thermal comfort for the inhabitants. The (...) necessary balance must be archived between energy efficiency and the durability of buildings. This paper will focus on the thermal performance and materials composition of two different types of masonry walls, a constituent part of Polis University's main building. The study will be based on an experiment using specific instruments to diagnose these typologies of wall composition. The results are further analyzed and compared. Specific instruments such as the thermal camera (Testo 882), U-value(Testo 435-2), and “Silverline Digital Moisture Meter” (from POLIS Energy lab) are engaged. The collected data are further interpreted through graphs, tables, and diagrams for both cases. It is observed that ventilated facades perform much better than standard facades, therefore their usage is strongly recommended. (shrink)

Hospitals must have adequate lighting so that medical personnel can do their duties and attend to the requirements of patients and visitors. A comfortable recuperation environment may be created with the aid of good lighting. The relationship between daylighting and artificial lighting and their role in the design process will be mentioned. Specific areas of the hospital will be under adequate lighting analysis. The areas taken into consideration are entrance and waiting areas, circulation areas, operating theatres and clean rooms, wards (...) and bedrooms, ancillary areas, restaurant and kitchen, and exterior lighting. Some of these areas are also analyzed regarding the case study of the Military Hospital (University Trauma Hospital) of Tirana Albania. The purpose of this paper is to compare different lighting standards, the EU standards, and the Albanian ones. Solutions can be provided for lighting systems, starting from luminaries and lamps, to lighting controls and lighting management systems, from the early stage of design. Cities and towns are expanding and thriving as a result of urbanization, which also significantly changes the local climate. One of the most significant phenomena associated with urbanization is the Urban Heat Island (UHI) effect. This phenomenon is increasingly being studied worldwide. The paper aims to investigate the UHI phenomenon in the metropolitan area of Tirana, Albania. It analyses the impact of the UHI on four specific locations in Tirana, its causes and mitigation measures, as well as variations in (...) surface temperature, CO2 emissions, and relative humidity. The regions are measured and observed using a specific instrument such as the Testo 435. Considering the mean surface temperature variations between urban and rural regions ranging from 28.4°C to 33.7 °C, CO2 emissions from 302.9 ppm to 416.2 ppm, and relative humidity from 34.1% to 41.2%, it is found that the UHI impact in Tirana is significant. The lack of green spaces, high building density, urban patterns, building materials used, transport, and energy use are the main contributors to the UHI in central Tirana. Increasing green spaces, using reflective materials, and promoting sustainable urban design are some of the mitigation techniques suggested to reduce the UHI effect in Tirana. (shrink)

The aim of this paper is to explore the connection between stateness (and its constituent attributes) and democracy by conceiving the effective state as an independent variable and a prerequisite for the success of a well-functioning democracy. Such a conditioning relationship between the state and the regime has often been subject to being neglected among many scholars of democratization, who have not considered the state as an important explanatory or at least obstructive variable for the success of democratization. This paper (...) argues that the existence of an effective and legitimate state is essential to build a well-functioning democracy. Herein, the variable of stateness is analysed in terms of four attributes: that of monopoly on the legitimate use of force; citizenship agreement; infrastructure capacity of the state; and law enforcement capacity. Acoustic pollution is one of the main pollutants nowadays but it is not considered of great importance in the construction field, despite some studies showing that most of acoustic pollution is produced by buildings under construction and roads with high traffic. The aim of the paper is to compare the noise levels at different time of the day in two different buildings which have different characteristics and different construction materials. The goal is to understand how well sound isolated civil buildings (...) are and how engineers have calculated the noise levels based on the specific area. The buildings are located at “Zogu Zi”, Tirana, Albania. The case study area is an area that consistently harvests noise from heavy traffic. The impact of the noise and the sound insulation materials in the wellbeing of the inhabitance is going to be analyzed too. The aim of this paper is displaying a comparative study on the actual noise levels generated by this area. Is it about energy?! This paper consists of the analysis of the construction of the Fierza's dam, built on the Drin river bed in 1978. During the study of the dam construction scheme and later during the design of the projects, various problems were taken into account, such as the geological conditions of the area where the hydropower plants were erected, the construction materials, the most suitable solution for the type of dam, the auxiliary works, their construction, sequence and time. (...) For centuries, the world's water resources have been developed to benefit mankind. The construction of dams in order to create reservoirs has served many purposes. These are some common uses such as water supply, hydroelectric power, flood control, irrigation, and navigation. The dams are also used to regulate the flow of water in rivers. Water can be released from the reservoir during drier seasons to support wildlife and the environment downstream, and to provide a resource for human uses. Dams have long been viewed as a symbol of human ingenuity and among them is the Fierza's dam, one of the greatest achievements in Albania. During the period of the construction of the dam, Albania was in difficulty to finance the design and the implementation of such works that envisaged large dams. Regardless of everything, the small state of Albania managed to build magnificent hydropower works with great economic value and a high technical and scientific level, such as Fierza's hydropower plant. This paper aims to show the importance of the construction of Fierza's dam in the production of energy in the country with an annual average output of 1,330 GWh. Also, the importance of Fierza, besides energy production, relates to the capacity of its lake, which regulates the annual inflows, increasing the efficient use throughout the cascade. (shrink)

This article presents information about facades, their thermal insulating role in buildings in Albania. The façade in construction is one of the necessary factors to ensure a longer life of the buildings and indoor thermal comfort. Façade systems are composed of different materials, which provide a protective effect during the life of the building. The article will focus on the characteristic materials used in Albania for the construction of facades and the main materials used from the year 2000 (...) up to today. The article will be informative, statistical, and comparative in order to draw conclusions. Nowadays building facades are again becoming one of the main subjects of discussion, undoubtedly due to the increasing importance of the building envelope in relation to energy consumption. In the 90s, minimal attention was paid to the efficiency and quality of facades; everything was done strictly in relation to residency requirements. But, during this last decade, Albania experienced a construction boom, with a series of good new buildings, which are accompanied by progress in the architectural style and in the techniques of building materials usage. However, the advantages of façade systems in construction are not only to make the building long-lasting. The function of facades always undergoes changes and advances over time, in terms of their impact on the temperature fluctuations inside the building or energy storage. (shrink)

The city of Kruja (Albania)contains three types of dwellings that date back to different periods of time: the historic ones, the socialist ones, the modern ones. This paper has to deal only with the historic building's typology. The questionnaire that is applied will be considered for the development of mathematical regression based on specific data for this category. Variation between the relevant variables of the questionnaire is fairly or inverse-linked with a certain percentage of influence. The aim of this (...) study is to have better insights into the important role of building occupancy, people's lifestyle, economic level, and the quality of life of the residents in the inner medieval citadel, the physics characteristics, and the energy efficiency of the historical dwellings. The variables such as the number of residents, quality of life, the surface of the dwellings, heating instruments and time spent in the dwelling, current living conditions, monthly bills, level of satisfaction, restoration, and building improvements, interact with each other with probabilities with different positive or negative percentages. This study explores the entry of new and small parties into the party system in Albania, focusing on the period from 1990 to 2017. It is a comprehensive exploration of the Albanian political landscape from 1991 to 2017, focusing on the role of electoral systems and how they influence party politics. The study underscores the necessity for strong, stable political parties in a thriving democracy and investigates how the electoral system either facilitates or hinders the representation of small and (...) new parties. It investigates the influence of institutional factors, as well as the challenges and strategies related to political survival that these parties face. The analysis reveals how the two-round majority system typically fosters a two-party system, whereas a proportional system can lead to a more fragmented party landscape, often necessitating coalitions for effective governance. The impact of these dynamics was observed during several key periods in Albanian political history, noting the consequences of changes in the electoral system on the party system. The paper also highlights how major parties often manipulate the electoral system, through practices such as gerrymandering, to their own advantage, leading to potential distortions in representation. Furthermore, it presents the challenges for new and small parties, emphasizing the importance of financial support and media coverage for their survival and competitive performance. (shrink)

This paper presents information about the moisture content and temperature level of brick walls in Tirana, Albania. The buildings whose walls have been studied were built in two different eras, throughout the twentieth century, and in more recent times. Given that during the second half of the twentieth century, Albania has been isolated from most of Europe and the West, and consequently the new architectural ideologies of the time, have not had the proper implementation there, the paper focuses (...) on the characteristic types of bricks used in Albania, the functions for which they are used, and their effectiveness in achieving comfort (thermal, moisture content control) during the two time periods mentioned above. Depending on the functions bricks perform in the walls studied in this paper, the walls are separated into two main groups: Walls in which bricks have structural role (red silicate brick walls, white silicate brick walls) and walls in which bricks do not have structural role (concrete block walls, holed brick walls). For all the types of bricks mentioned above, indoor moisture content and temperature measurements have been performed in all four cardinal directions. For the walls in which the bricks have a structural function, moisture measurements have been performed in all the facades of the buildings, because moisture in the bricks of these types of buildings, being a very important factor, directly affects the structural performance of the elements. The aim of the paper is to show the differences in moisture and temperature levels of the walls of these buildings, depending on the engineering and architectural techniques used during the building process, the use of insulation, and the masonry composition. Gjirokastra’s buildings occupy a special place in the housing typology of Albanian popular dwellings in the feudal period. The “popular tower" is linked with its defensive character, therefore in many cases, it takes the name of a castle or defensive tower. This paper takes into consideration a typical example of the historical fortified dwelling in a well-known city of Albania, Gjirokastra. The methodology used in order to improve the way of thinking, the way of implementing, and the way of (...) designing future dwellings is very related to the historical attitude of the dwelling. Based on the historical documentation, of the fortified dwelling a real analysis is performed according to the logic of modulations. The purpose of this paper is to create a methodology for future generations of architects in order to better engage in the design process, respecting the valuable architectural history. The modern dwellings of Gjirokastra historical-urban context must adopt the historical architectural elements, the historical manners of construction, the typical construction materials, the operational mode, and people’s lifestyle, in order to preserve the city's historical values via a modern touch. The focus of the paper is the comparison between the two composite aluminum panels, respectively Alpolic and Durabond. The paper is going to explore their reaction when interacting with Tirana`s climatological factors and their tension strength through an experiment, in order to find out which panel displays the best performance. The construction urge is constantly evolving, especially in Tirana mostly because it is the main industrial and economical district of Albania. It is distinguished that innovative technology is being used (...) in facades of the new buildings. One of the features that finds massive use in façade coating in the city is the application of ventilated facades equipped with external aluminum composite panels. This paper is going to deal with two buildings with different typologies of external coating, including the different types of aluminum panels. The analysis will focus on identifying each panel property such as tension strength; their respond to various external factors; their thermal conductivity; and their manufacturing companies which have been selected and produced. This paper determines the acoustic properties of external wall building materials composition. Noise pollution is one of the main pollutants nowadays but it is not considered of great importance in the construction field, despite some studies showing that greater acoustic pollution is produced by buildings under construction. The study consists of analysing two different types of buildings equipped with a different type of external masonry composition in terms of building materials. The buildings are located at “21 Dhjetori” street, Tirana, (...) class='Hi'>Albania. Furthermore, the case study area is treated as an area that consistently harvests noise. The impact of noise pollution on the existing building materials is going to be analyzed. Those milestones will provide information regarding the noise levels, a comparison of the actual level of noise production (outdoor and indoor areas), sound transmission, and sound diminution, as well as the implementation of acoustic materials in order to improve the quality of life of the inhabitants. The selected area has the highest norms of acoustic pollution in the city according to the studies implemented by Determination of acoustic properties of building materials is an important task gaining higher importance due to the demand for suitable construction materials, located in places with high levels of noise and places with heavy traffic, such as in urban areas. The aim of this paper is to display a comparative study of the actual noise levels generated by this area. The aim of this paper is to analyse the people behaviour in different age buildings and different buildings typology. In the city of Kruja (Albania) exists mostly three types of buildings: the historical ones (medieval), the socialist ones (which belongs to the former communist regime) and the modern buildings. Each of them has different social and physics characteristics, different energy exchange and different building materials. The influence of all these characteristics in the exchange of energy and how they reflect (...) in changing the lifestyle of Kruja’s people is going to be analysed. A questionnaire will be undertaken to understand the way of life of Kruja’s people and to draw conclusions. A comparative analysis between all these typology of buildings will be undertaken in order to understand better the behaviour of Kruja’s people lifestyle living in these buildings. Although the conditions are not good, people tend to get a high level of place attachment and loyalty to the building they are living. The biggest energy consumers are the historical buildings and socialist ones; although the bills of the electricity are smaller than the third category they consume alternative energies and have major problems with thermal bridges. The most unfriendly categories are the socialist buildings. They prefer not to socialize much in comparison with the other two categories. (shrink)

Kruja is a middle-range city located in the center of Albania. The city of Kruja dates back to its existence from the V-VI century and extends to the city around the VI and IX centuries. It becomes the first capital of Albania in the XI-th century, specifically in 1190. This paper is going to deal with only two groups of buildings that are an integral part of the historical city of Kruja, the historical dwellings (XVIII century) and the (...) socialist ones (1960-1985). This paper aims to analyze through linear regressions the relation between two parameters: moisture content and temperature of the indoor walls and floors of the historic and socialist buildings in the city of Kruja. Three types of historic dwelling and three types of socialist apartments have been analyzed, relatively uniformly oriented. The measurements with specific instruments are done on the same day, for three hours. The degree of reactivity is different for both groups of buildings. The historical buildings are more sensitive to temperature rise. They respond invers to it (as the temperature rise, the level of the moisture content decreases), with a higher coefficient than socialist ones, and appear to be more efficient in reducing the level of the moisture, despite the average moisture content being higher. This paper takes into consideration also the analysis of the materials of the construction for both categories. If the level of moisture is reduced, the buildings will be improved and the quality of life indicators of the inhabitance will be improved too. (shrink)

Socialist buildings in the city of Kruja (Albania) date back after the Second World War between the years 1945-1990. These buildings were built during the time of the socialist Albanian dictatorship and the totalitarian communist regime. A questionnaire with 30 questions was conducted and 14 people were interviewed. The interviewed residents belong to a certain area of the city of Kruja. Based on the results obtained, diagrams have been conceived and mathematical regression models have been developed which will serve (...) as a base for drawing conclusions. The purpose of this study is to find a relationship that specifies the role of the inhabitants, the role of the dwellings, the physical-mechanical characteristics, and their energy efficiency, in order to improve the living conditions of the inhabitants. The independent variables interact with each other assuming positive or negative values depending on the probabilistic mathematical regression, giving different results based on the calculated data. The variables that co-exist among them are living space, quality of life, time spent at home, social interaction of residents, dwelling humidity level, dwelling orientation, satisfaction level of the inhabitants, dwelling improvements demand, and monthly electricity bills. The incorporation of thermal insulation materials into building walls is a novel strategy for reducing heating and cooling energy consumption. Nowadays, the issues of energy production, consumption, and energy storage have become global problems. Furthermore, the thermal insulation of buildings increases the thermal comfort of residential premises in order to save energy. The use of several kinds of thermal insulation materials is required in the construction sector. This paper compares the thermal and moisture performance of two different types of walls. (...) The buildings taken under consideration are located in two different Tirana neighborhoods, close to each other sharing similar climate parameters. Depending on the presence of thermal insulation, two types of walls were taken into consideration. A wall in which thermal insulation is not present and a wall with a ventilated façade system, are considered. Thermal insulation in the second case is made with rock mineral cotton. In order to obtain the most accurate results, pertinent temperature and humidity, measurements were made at several spots along the walls. The comparative analysis was performed using special measuring instruments. The temperature and moisture level in the internal walls and the temperatures of the external walls, at various spots on the walls, were taken into consideration, along with the layers of the relevant walls in both cases. The aim of this paper is to experimentally study the thermal performance of walls with various types of thermal insulation, including the ventilated façade system, as well as walls without thermal insulation. The purpose of the study is also to show how the technical and architectural methods utilized during construction affect the moisture and temperature fluctuations of the perimeter walls. (shrink)

The foundation of a building connects the main body superstructure to the ground. Every form of foundation and footing have a unique application in a given location for a certain weather condition. Understanding the foundation work is crucial for carrying out building activities. Due to the variety of structures they support, foundations are frequently built in different subsoil conditions and are exposed to static loads. The proper evaluation of soil-bearing capacity is fundamental to the construction of various buildings. One of (...) the quick, easy, and affordable ways to determine soil carrying capacity is the plate load test. The effect of subsoil conditions on the test results is assessed and analyzed in thorough parametric investigations. An overview of axial static and dynamic plate load testing will be given in this study. This article presents detailed processes and schematics. In an effort to highlight the differences and shared characteristics of the results, computational test results of the static load plate test and the dynamic load plate test are contrasted. A load cell, a steel plate, a hydraulic actuator mounted on a big truck to apply a load, a load cell to measure the load, and one or more linear variable displacement transformers to measure the vertical displacements make up the test setup. The maximum thrust load that should be applied to a fixed or stationary actuator when it is not moving is known as a "static load depending on the actuator's static load capacity, we can determine what a safe load is. The maximum thrust load that should be applied to the actuator while it is moving is known as a dynamic load. Dynamic load capacity refers to how much force an actuator can exert when driven and extending or retracting. With each method's benefits and drawbacks considered, it can be determined that using them in various situations and agreeing to the confrontation of these tests for the purpose of comparing results is the best course of action in order to have a base that satisfies the construction standards. This paper is going to deal with water absorption in different types of wood such as: pine, oak, beech, and fir. The amount of water absorbed by these types of wood is known as water absorption and it is determined using the material's initial state and after their immersion in water. The major goal of this study is to explain the effects of water absorption in hardwood materials and to demonstrate the changes that will take place in them over the (...) course of 48 hours. Water can be absorbed by wood in a variety of ways, as a liquid, or as an atmospheric vapor. Despite the fact that wood can absorb other liquids and gases, water is the most important. Because of its hygroscopicity, wood, whether as part of a living tree or as a material, always contains moisture. The experiment will be focused on the selection of different types of wood (most popular in the Albanian context), analyzing their water absorption and moisture level. The wooden samples will be submerged in water for 24 and 48 hours in order to obtain the appropriate results. Their moisture level and water level due to capillarity will be analyzed too. The purpose of the study is to follow the behavior of wooden frames in different environments. (shrink)

The aim of this paper is to make a comparison between different streets typology (with a distribution from center to suburb) specified in Tirana, taking into account the pedestrians' behavior on these streets. This paper will primarily focus on the following streets: “Myslym Shyri” street, “Bllok” area, “Kombinat” area, (an extension of Kavaja’s Street), and also “Ana Komnena” street (former “Fusha e Aviacionit”). The pedestrian actions, likeness, dissatisfaction, walking distance while transferring to another zone, greenery effects on pedestrians, time spent, (...) points of interest, level of frequency, pavement quality, the favorite time for walking, meeting points, benches usage, ambulant sellers, vegetation and greenery impact, water basins, public transport preference, and road signs are some of the topics to be addressed in this paper. Determination of these data will be made by employing a questionnaire and direct observation. The study should provide recommendations as guidance for municipalities and stakeholders to better understand the behavior of pedestrians in Tirana. The “Bllok” area and “Myslym Shyri” Street are the most frequented streets by pedestrians. “Myslym Shyri” street has a slight edge over the “Bllok” area and is populated by different categories of pedestrians involving children, youth, middle ages, and the elderly. Ana Komnena Street (former "Fusha e Aviacionit") is not lacking any urban components. Meanwhile, the pedestrians on Kombinati’s street suffer a little bit more because of the traffic jam and vehicle pollution. (shrink)

The city of Kruja dates back to its existence in the 5th and 6th centuries. In the inner city are preserved great historical, cultural, and architectural values that are inherited from generation to generation. In the city interact and coexist three different typologies of dwellings: historic buildings that belong to the XIII, XIV, XV, XIII, XIX centuries (built using the foundations of previous buildings); socialist buildings dating back to the Second World War until 1990; and modern buildings which were built (...) from 1990 onwards. According to the questionnaires, the creation of mathematical models applied to each category will result in contradictory attitudes but also fairy ones based on different percentages. There are underlined 5 quality of life indicators(questions) from a total of 30 questions of the questionnaire, which are involved in mathematical regression and are statistically significant with a significance level p<5% (with a reliability of 95%), which interact for all three categories of buildings. The quality of life indicators: dwelling area, heating mode during winter, level of dwelling improvement, time spent in the dwelling, and monthly electricity payments, are the main actors who will be compared in order to draw conclusions. According to the statistical calculations trend, it is noted that the socialist buildings category does not directly participate in the debate between historic and modern buildings by means of the quality of life indicators (questions). The paper aims to explore the relationships that exist between party structure, party system, patronage, and the appointments of the political elites. It is focused on the extent to which political parties can control the allocation of jobs as well as find out which are the institutions over whom the political parties can exercise power; the extent to which historical legacies influence patronage patterns; the extent to which party patronage is exercised in a ‘majoritarian’ as opposed to a more ‘consensual’ (...) manner across the spectrum of political parties; and the relationship that exist between the structure of the party, the appointment of political elites and patronage. The conclusion is that the party in public office and its allies in the coalition cabinet control the post of ministers and vice-ministers. While these last ones control the posts of their subordinates, it is hard to understand whether they select the employees from the party pool or from their personal networks. The other finding is that the structure of the party creates strong links between patronage and appointment, these last ones done with the scope of having control over government resources and distribution of resources. On the other hand, the research didn’t prove any link between historical legacies and patronage and party system and patronage. (shrink)

The first signs of historical settlements in Tirana date back to the year 1614. These settlements and their road system belongs to the Ottoman city structure. Nowadays this historic northeast area of Tirana consists of a conglomeration of buildings that date back to different historical periods. A good part of these dwellings are informal ones, which damage the morphology of the area. This paper is considering a genuine historical basis to create an intervention model in this specific area of Tirana. (...) The total surface of the area which is rigorously analyzed is 2.08 ha. Regulatory plans that will be considered for this analysis are the regulatory plans of 1917, 1921, 1937, 1953, 1980, up to today (the existing situation of the city of Tirana). The whole area will be analyzed including the typical road system; the typical structure of the dwellings, and the typical morphology of the area. All dwellings will be filed, according to historical dating situation and the existing situation. The current local general (PPV) plan provides a radical intervention in this area which seriously damages the historical heritage of the city of Tirana. This article aims and focuses on a territorial development model recovering it and not damaging it, (in contradiction with the current regulatory plan). The new model will be clearly detailed (up-to-level plans). The city of Tirana needs historical heritage and historical identity. How can one damage such treasure which the time took care so much to create and preserve? Such allusions are to be spoken out loudly! (shrink)

This study focuses in testing the power of reciprocity and leadership as collective action incentive structures and cooperation economic benefits in explaining collective action initiation in the context of a post-communist transition economy. The paper is based on a structured survey targeting Albanian export-oriented farmers. Different from most previous studies, this paper uses both regression analysis and machine learning procedure which is better suited for analysing non-linear relationships. The empirical findings are at odds with common sense that non-cooperation is the (...) dominant strategy, because the presence of tolerant reciprocators and leadership resources provide promising incentive structures for collective action development. In the second half of the last century, Albanian society adopted a totalitarian way of communist thinking, that could not have spared medical disciplines. Psychiatry was and probably remains a stigmatized field, whose problems almost never were discussed openly. Specialized writings on psychiatry were available and could shed light on the themes and questions of concern. A periodical journal entitled Psychoneurological Works circulated in its print edition, with its first issue of 1959, its tenth issue of 1984 till it ceased (...) publishing some years later. The journal was a mixture of neurological and psychiatric contributions, with the latter reflecting consistent time-related shifts in thematic, terminology, and data exposure. The panegyric and enthusiastic statements served as a good disguise for the immense ailing of patients and the ethical challenges that psychiatrists were facing, while exerting their profession in the time of severe dictatorship, when the disrespect of human being reached its apogee. Assurance of seniors safety can lead to lowering costs of their maintenance as well as the formation of positive attitudes towards old age and cultural openness. The medical profession has been surrounded from mixed feelings of admiration, mysticism, as well as of fear and refusal. Authors and enthusiastic directors have dedicated serials and movies to the physicians’ everyday work, in their ebbs and tides. Albanian cinema produced a score of titles dedicated to the medical profession, with some movies focusing on the physician as the principal role, and some others more peripherally. -/- The physician as a movie character underwent serious changes in the way the directors (...) and scripts defined it, and maybe even in the way the general audience perceived the same. Changes in this modeling of physician’s character were part of the maturation process of the Albanian cinematography that has otherwise been strongly politicized from scholars; this trend could as well, or mainly, be related to the intrinsic alterations of the Albanian society from the immediate post WWII, until the fall of the totalitarian regime. Haci Bektash Veli (d. 1271[?]), considered to be the founder of the Bektashism, is one of the leading representatives of Turkish-Islamic thought and belief traditions. He is a person whose influence continues today, as in the past, not only in Anatolia, but also in many countries such as Azerbaijan, Iraq, Egypt, Bulgaria, Greece, Albania and even Hungary, both as historical personality and with his mythical aspects, and his teachings. Haci Bektash Veli and his influence in the entire Turkish-Islamic world, (...) especially in Anatolia, have caught the attention of the researchers from the fields of History, Language, Literature, Sociology, etc. Since the first studies on Haci Bektash Veli and Bektashism have been revealed, many works have been written in this field in various societies. Moreover, these studies become an independent research area over time. In particular, orientalists, including many turkologists, historians, philologists and experts in Islamic studies, were involved in this field, wondering about Turkish-Islamic world. In other words, many researches about Haci Bektash Veli and Bektashism have been carried out both in our country and abroad; original works and translations, such as articles, encyclopaedia articles, monographs, journal special issues, tribute books, surveys and publications, annuals, bibliographic studies, etc. were published in this field. These studies also found their own expression in the scientific events, such as special national and international congresses, symposiums and conferences. Russian-Soviet researchers, who mostly include turkologists, historians, philologists, ethnologists and experts in Islamic historical researches and have a large expert staff, have focused on the great role and effects of Haci Bektash Veli in the preservation of Turkish-Islamic thought and culture. Correspondingly, the essence and philosophical foundations of Bektashism have also attracted their attention. As a result of this process, that began with curiosity and turned into academic interest, a significant literature in Russian on Haci Bektash Veli and Bektashism has emerged. The aim of this paper is to identify- within the available possibilities- Russian written sources on Haci Bektash Veli and Bektashism, to reveal the prominent studies among them and to present comments and evaluations of Russian researchers and other authors who have written their academic publications in Russian in this field, by using the method of description and evaluation. We should specify that in the paper we followed a chronological order taking into account the dates on which these studies were conducted. Finally, this paper aims to contribute to the literature in Turkish on Haci Bektash Veli and Bektashism. Thus, the author of the paper hopes that the paper will be useful in terms of the directory of sources and materials for the ongoing and future researches in our country. (shrink)

Democratic transitions of Eastern countries brought about the need to shifting from eastern into western paradigms. Transitioning into western models of media, more specifically to the public system of broadcasting became a prerequisite for achieving the EU status for Eastern European transitioning countries. It has been twelve years since Albania entered the process of transformation from being a State TV towards becoming a Public Television. The article aims to provide a theoretical framework of public television networks in western countries (...) pointing to the pertaining relationships with their political systems. Using this methodology, the article evaluates the developmental process of RTSH, and traces the evolution of certain fundamental laws to determine that political elites have not put forth any efforts to reform laws to establish self-regulatory instruments and guarantee the media independence as a self regulated institution. Despite international recommendations and internal pressures for change, the practices in the area of public network television services have served the private interest of political parliamentary forces. Using the Hallin and Mancini comparative models for media, we established that efforts towards reformation, the changes of Albanian public television are not guided towards a liberal democratic model; instead they resemble a Mediterranean or polarized system. Political arbitration in choosing key institutions that ensure self regulation and the direction of public service broadcasting reflects similarities with the Italian model of Lottizzazione.However, the design of hybrid laws whose structures and functions do not serve public interests, but instead ensure the interest of political elites, is not a formula that guarantees public service broadcasting. By choosing to pursue the old trend of TVSH’s broadcasting methods, politics is channeling the future of public service broadcasting towards a polarizing model. The approach that would allow a liberalization of Public Service Broadcasting, demands a political emancipation and consensus on this particular issue. For now, the sings of consensus are nowhere to be seen, and as such the fate of public service broadcasting remains in a pending status. One of the main consequences in this process, remains the under informed public that is a vital element in a viable democracy. In this case, society becomes the victim of an autocratic system, perpetually stuck in a vicious cycle against democratic interest. (shrink)

The use of modular construction technology has emerged as a promising solution to the challenges of the construction industry all over the world. This paper examines the new horizons and opportunities that modular construction technology offers not only in the Albanian context but also in some European countries. The paper provides an overview of the status of Albania's construction market and emphasizes the advantages of modular construction technology, including quicker construction, lower costs, and better quality control. Unfortunately, prefabricated constructions (...) are not very present Albanian construction industry, and it is not given the proper attention due to lack of infrastructure, organizational purposes, and lack of proper experience. The paper also examines the challenges associated with the implementation of modular construction technology in Albania, exploring the history of prefabricated constructions, also including regulatory barriers, lack of awareness, and the need for skilled labor. Finally, the paper concludes by suggesting strategies to overcome these challenges and promote the adoption of modular construction technology in Albania, such as targeted government policies, education and training programs, and partnerships between industry stakeholders. This thesis explores the party system and political parties in the post-communist Albania. The overarching question of the thesis is what kind of party system has developed and what is the structure and organization of the Albanian political parties. The study analyses the period 1991-2013, that is the period between the first and the last general elections. I argue and test that the Albanian party system is stable and that the Albanian political parties are mass clientelist parties with deep (...) territorial penetration. The members of the parties have ceased to paly their traditional roles of the era of mass party and their attachment tot he party is not ideological but aims to ensure material benefits in return for the support provided to the party in elections times. As parties don't have many tools at hand they use their organizational structure to stabilize electorate, which explains the low level of electoral volatility in Albania and as consequence the stability of the party system. The thesis ahs an institutional embedded and a historically structured framework according to which party strategies are shaped by both the institutional context and the historical setting in which parties are created and operate. Following this line of reasoning, the weak societal roots of parties do not allow for party identification or voter alignment; the early access to public funding reduces the incentives of parties to create strong links with the members and society to collect financial resources and; in line with the features of the patrimonial communism which is characterized by clientelism and nepotism, the Albanian political parties develop the same relationships between the higher echelons of the party and the lower strata of the party structure. On the other hand the lack of media access in the early phase of organization and the need to stabilize the electorate, encourage the Albanian political parties to seek a deep territorial penetration which results in the creation of mass clientelist parties. In order to test the hypothesis I have undertaken three steps: a) the analyses of the Effective Number of Parties and Electoral Volatility; b) the internal distribution of power, the role of the membership and the relationship of the organization with society and; c) the identification of financial resources of the political parties. Artistic work during communist regime in Albania has been a strictly controlled area, due to censorship and ideological limitations. However, the creative genius of some individuals was able to transmit religious images in a disguised form, particularly when themes were permissive to ambiguous messages. Depicting child abuse was a taboo for the everyday life, but not when focusing on certain historical periods that were purposefully stigmatized from the state propaganda. Some snapshots and images from the movie ‘Red poppies on (...) the wall’, shot in 1976, will reveal how the director and the working team operated on Christian symbols to showcase their working philosophy. Thus, sketching the abusive environment of an orphanage within the frames of a remote Roman punishment model, did nothing more, rather than confirmed the main concern that was tormenting authors while trying to delimit the events in time. The abused child is a reality beyond time, ideology and religion, and as such artworks dealing with it have their deserved professional space. (shrink)

Many countries in Eastern Europe, during the 1960–1970s, as well as Albania responded to the growing demand for new houses utilizing the emerging trends for industrialization of the construction process and mass construction of prefabricated residential buildings based on large-panel prefabricated RC elements. During the 1970s large-panel buildings spread throughout the country and became the main type of construction in the Albanian cities such as Shkodër, Tirana, Durrës, Elbasan, Berat, etc. Most of these buildings have five or six stories (...) and comprise different modules, the number of which depends on the urban and architectonic projects. The construction technology of these types of buildings included only the construction of prefabricated reinforced concrete material and did not take into account the energy performance of these structures. Since the moment of construction, only in the last year, several interventions have been made in different cities where a layer of polystyrene has been placed on the external walls of these buildings in order to enhance their thermal insulation. The aim of this paper is to improve the thermal performance of these buildings by introducing a comparison of their initial situation as they are today and how their performance would be if innovative technologies and materials were applied. The study is going to analyse the thermal performance of the existing buildings, by means of the thermal camera in the city of Kamez, located in Tirana, which has been chosen as a key study. Furthermore, the data obtained from the MEEC application are gathered, in order to compare the previous, the existing situation and the proposed intervention. The results may be used by municipalities of different cities, not only in the Albanian context, either where interventions have been made to improve their performance, or for municipalities where thermal regulation policies have not been yet implemented for these types of buildings. The existing situation of the buildings according to the calculations, showed a poor thermal performance, regardless of the fact that they are already equipped with thermal insulation building envelope. They have to be requalified in order to be categorized as a building with high thermal performance. (shrink)

This study is an attempt to analyze the factors that have contributed towards the success of the Democratic Party of Albania. It seeks to introduce new dimensions in measuring the success of a political party. The study rejects the elements of ‘office-holding’ and ‘policy – or performance-based’ measures of success, because they are determined by a complex array of economic, political, social and institutional factors. The concept of “party success” is defined in terms of: ‘breadth’ and ‘durability’. At the (...) same time the study aims at ‘emancipating’ the political parties from the past and macro-institutional factors, to which very often are ascribed the reasons for the perceived failure of politics in Albania. The approach used in this study has regarded the political parties as the real political actors that as such should assume the responsibility for the perceived failures. Neither the lack of political culture, nor the communist system, are the main factors to shape the activity and development of political parties in Albania. Both macro-institutional and historical structural approach has limited explanatory power for the success of the Democratic Party. Its success is a direct consequence of the decisions that the political parties themselves, including Democratic Party as one of the key actors, have taken. The research showed that the Democratic Party of Albania has been successful because and when its elite have been able to craft inclusive ideological programs and because of its extensive penetration in the country, which it owes to its structure as a mass party. The party has established patronage linkages with its sympathizers, the rank and file and militants and consequently has ensured their loyalty and maintained an extensive electoral penetration in country. During the three decades since Albania overthrew the communist dictatorial system and began its democratic changes, the existence of a line of thought in Albanian society has been noted, which tends to explain the behaviour of Albanian politicians during the transition period based on the assumption of a “communist mentality” carried by them. This line of thought has often been dominant and has been reflected in the Albanian media and public space as a form of “main” explanation to show (...) many of the failures that Albanian democracy has faced during these 30 years, the authoritarian behaviour of political elites, the “state capture” by political parties, the crisis of state institutions, etc. Applying the concept of “communist mentality” in the Albanian media and public space and explaining through it (almost) any kind of negative phenomenon, problem, or behaviour that contradicts the idea of democracy or prevents it from developing, is very problematic, therefore it has served as an impetus in undertaking this study. In this paper, a critical approach will be offered to this discourse that has often dominated the Albanian media and public space, questioning whether is this “communist mentality” the determining factor for the behaviour of Albanian politicians and the failures of Albanian democracy or there are other factors that may explain these phenomena. This paper will provide information about the concrete brand produced in the factory for the prefabricated elements and the comparison of the results given by the test of resistance to compression and the results of the test of the hammer impact of the sclerometer. The idea and the need to conduct this study arose for 2 main reasons: first, from the poor results often obtained from sclerometer impact to the elements in the field, despite the compression resistance test with cubic (...) samples taken in the concrete cast and the carrot test directly on the element assembled in the building provides good results. Secondly, to have a connection between the values of the concrete brand resulting from the pressure resistance test with a press performed in the laboratory and the impact test with the sclerometer hammer which is often performed in the field under different conditions. The sclerometer impact tests will be performed on each cube sample before it is broken, in the press, and the sclerometer impact tests will be performed on the concrete elements from which the cube sample was taken on the day that this sample will be destroyed. The predicted results are relatively close values related to the age between14th day and the 28th day of the concrete maturity, as determined by the manual of the sclerometer that the study is going to use, and other values for the other days (1, 3,7,14,28). But in fact, just like in the field tests done before, it is noticed that the results obtained from the blows with the sclerometer hammer are weak. The aim of the paper is to find a logical connection between the results of these 2 types of tests. This study will contain information on the composition of the concrete produced in the IXHEM SHPK factory (ltd) located in Durres-Albania, the brands of concrete on different days for different elements, and the comparison of the results between the 2 methods mentioned above. The persistence of political clientelism or patronage in the Western Balkans is undisputable. Clientelism has been practiced since the earlier stages of transition to democracy from state socialism and continues to be practiced unabated today in Albania, Serbia and FYR Macedonia, three West Balkan countries on which this article will focus.
