An e-Government initiative is a long term process that necessitates significant changes to constantly adapt to new challenges. However, e-government initiatives are always at risk of failure if individuals do not accept or embrace the change. This presents a unique challenge for governments implementing e-Government initiatives to understand factors that may influence their readiness for change (RFC). In this work, the current status of the readiness of e-Government initiatives in Dubai, United Arab Emirates (UAE) is investigated. A model of RFC (...) for e-Government is then proposed and applied on several UAE e-Government Initiatives. In doing so, this study builds on previous work of Armenakis and Harris (2002) theory of RFC. This study provides an innovative approach to neutrosophic algebraic structures by introducing a new structure called Neutrosophic Soft Cubic T-ideal (NSCTID), which combines T-ideal (TID) and neutrosophic Soft Cubic Sets (NSCSs) within the framework of PS-Algebra. Within the already-existing neutrosophic cubic structures, the addition of soft sets with the characteristics of TID makes this structure more desirable. The theoretical development of the proposed structure includes the application of fundamental ideas as union, intersection, the Cartesian product, and homomorphism. We also introduce (...) the notions of NSCTID-translation and NSCTID-multiplication to further enhance the structure of NSCTID. By applying the idea of translation and multiplication, we offer improved algorithm for neutrosophic cubic sets to deal with different parameters that are satisying the TID’s distinctive characteristics. Through this thorough research, we offer an elementary understanding of NSCTID and its capabilities, providing the way to new algebraic structures. (shrink)

The study aims to identify the impact of the use of artificial intelligence techniques in improving the outputs of higher education in Business Administrative Colleges in the universities under study that formed the research community. As for the sample, it consisted of (130) academic respondents in these universities under study. The research concluded that there is a statistically significant effect of using artificial intelligence techniques (expert systems, neural networks) in improving the outputs of higher education in Business Administrative Colleges under (...) study. It was found that artificial intelligence technologies contribute to finding graduates who are able to carry out the process of modernization and professional development in various fields of work. These technologies also contribute to improving and developing the skills of graduates in the labor market and providing them with new skills and characteristics to perform their duties. The research recommended increasing interest in the expert systems technology by the universities under study because of its scientific importance in improving the outputs of higher education by reformulating them in the form of programs embraced by computers. In this research, I‟m interested in exploring the question as to whether government appointments on the basis of patronage undermine the delivery of social goods and service and the obligations of and social justice in South Africa. One of the norms of social justice relates to the distribution of goods and services in ways that are just. As Rawls shows in A Theory of Justice, justice is not only the first virtue of society, it is one that should be thought (...) of in terms of fairness — where fairness has to do with skewing society or the principles that govern society in ways that are responsive to the interest and good of all (rather than that of an individual or a select few or particular group). One conclusion that can be drawn from this is that to meet this requirement it is imperative that social institutions are calibrated to be sensitive to justice and with regard to appointments to government positions such appointments are done on the basis of ability to meet such obligation. As part of investigating the above question, I will discuss a number of examples that highlight that certain government appointments in South Africa are done on the basis of party affiliation and not based on skills and qualifications. As such, the most qualified people do not often hold those positions. One consequence of this is the inadequacies and inefficiencies in the distribution of social goods and services that has gradually become the norm in South Africa. (shrink)

The Neutrosophic Precalculus and the Neutrosophic Calculus can be developed in many ways, depending on the types of indeterminacy one has and on the method used to deal with such indeterminacy. This article is innovative since the form of neutrosophic binomial factorial theorem was constructed in addition to its refrains. Two other important theorems were proven with their corollaries, and numerical examples as well. This study examines the impact of Islamic Work Ethic on organizational citizenship behaviors and knowledge-sharing behaviors among university employees in Pakistan. A total of 215 respondents from public sector educational institutions participated in this research. The findings suggest that IWE has a positive effect on OCBs. In other words, individuals with high IWE demonstrate more citizenship behaviors than those with low IWE. The findings also suggest a positive effect of IWE on KSBs. Individuals with high IWE exhibit more KSBs than (...) those with low IWE. The paper also discusses the theoretical and practical implications of these findings. (shrink)

Choice experiment (CE) is a questionnaire based method that the accuracy of research questionnaire determines the validity of the research outcomes. Attribute selection has a prime importance in every CE studies. If respondents do not understand or do not have preference for a certain attribute, the attribute non-attendance problem might happen that biases overall results of the research. Qualitative approaches such as literature review, focus group discussion, and in depth discussion commonly applied in CE researches. However, especially in the developing (...) countries context where ethnical and cultural diversity is a challenge in conducting survey based questionnaires, qualitative methods are not sufficient in selecting attributes. Present study investigates the application of relative importance index (RII) in respondents¡¯ preference for attributes in a modal shift study in Klang Valley, Malaysia. The 5 point Likert scale questions were employed to enhance respondents¡¯ preferences for initial 24 selected attributes. The results of this study showed that from 24 pre-selected attributes, only 18 of them had RII>0.5 and could be included in the final CE design. The results of this study could help researchers to control for unobserved problems in selecting the attributes which could not be discovered through qualitative approaches. -/- . (shrink)
