The human factor in information systems is a large vulnerability when implementing cybersecurity, and many approaches, including technical and policy driven solutions, seek to mitigate this vulnerability. Decisions to apply technical or policy solutions must consider how an individual’s values and moral stance influence their responses to these implementations. Our research aims to evaluate how individuals prioritise different ethical principles when making cybersecurity sensitive decisions and how much perceived choice they have when doing so. Further, we sought to use participants’ (...) responses to cybersecurity scenarios to create profiles that describe their values and individual factors including personality. Participants (n = 193) in our study responded to five different ethically sensitive cybersecurity scenarios in random order, selecting their action in that scenario and rating and ranking of the ethical principles (i.e., Beneficence, Non-Maleficence, Justice, Autonomy, Explicability) behind that action. Using participants’ demographics, personality, values, and cyber hygiene practices, we created profiles using machine learning to predict participants’ choices and the principle of most importance to them across scenarios. Further, we found that, generalising, for our participants Autonomy was the most important ethical principle in our scenarios, followed by Justice. Our study also suggests that participants felt they had some agency in their decision making and they were able to weigh up different ethical principles. (shrink)

Critics have often misunderstood the higher-order theory (HOT) of consciousness. Here we clarify its position on several issues, and distinguish it from other views such as the global The higher-order theory (HOT) of consciousness has often been misunderstood by critics. Here we clarify its position on several issues, and distinguish it from other views such as the global workspace theory (GWT) and early sensory models (e.g. first-order local recurrency theories). For example, HOT has been criticized for over-intellectualizing consciousness. We show (...) that while higher-order states are cognitively assembled, the requirements are actually considerably less than often presumed. In this sense HOT may be viewed as an intermediate position between GWT and early sensory views. Also, we clarify that most proponents of HOT do not stipulate consciousness as equivalent to metacognition or confidence. Further, compared to other existing theories, HOT can arguably account better for complex everyday experiences, such as of emotions and episodic memories. This makes HOT particularly useful as a framework for conceptualizing pathological mental states. (shrink)

Emotional states of consciousness, or what are typically called emotional feelings, are traditionally viewed as being innately programed in subcortical areas of the brain, and are often treated as different from cognitive states of consciousness, such as those related to the perception of external stimuli. We argue that conscious experiences, regardless of their content, arise from one system in the brain. On this view, what differs in emotional and non-emotional states is the kind of inputs that are processed by a (...) general cortical network of cognition, a network essential for conscious experiences. Although subcortical circuits are not directly responsible for conscious feelings, they provide non-conscious inputs that coalesce with other kinds of neural signals in the cognitive assembly of conscious emotional experiences. In building the case for this proposal, we defend a modified version of what is known as the higher-order theory of consciousness. (shrink)

Birch et. al. see their model as incompatible with higher-order-thought (HOT) theories of consciousness, on which a state is conscious if one is in some suitable way aware of that state. They see higher-order (HO) awareness as an “extra ingredient”. But since Birch et al go on to say that “[t]his is not the place for a detailed discussion of HOT theories,” they don’t address why they take HO awareness to be an extra ingredient or why HOT theorists are convinced (...) that it’s needed. In the interesting and thought-provoking article Grazziano and colleagues argue for their Attention Schema Theory (AST) of consciousness. They present AST as a unification of Global Workspace Theory (GWT), Illusionism, and the Higher-Order Thought (HOT) theory. We argue it is a mistake to equate 'subjective experience,' ad related terms, with dualism. They simply denote experience. Also, as presented, AST does not accurately capture the essence of HOT for two reasons. HOT is presented as a version of strong illusionism, which it (...) isn't, and HOT requires that one be aware of one's mental life, and postulates that his consists in a re-representation of what is occurring at at the lower-order levels. However, the authors deny that AST involves re-representing visual stimuli. We close by proposing an alternative unification: GWT and AST provide crucial accounts of how lower-order states are assembled and maintained, but higher-order theory provides the account of subjective experience. The Global Forum on Bioethics in Research (GFBR) served as a global platform for debate on ethical issues in international health research between 1999 and 2008, bringing together research ethics experts, researchers, policy makers and community members from developing and developed countries. In total, nine GFBR meetings were held on six continents. Work is currently underway to revive the GFBR. This paper describes the purpose and history of the GFBR and presents key elements for its reinstatement, future functioning and sustainability. (...) Joseph HenryWoodger (1894–1981) was one of the foremost theoretical biologists of the twentieth century. Starting out his career as an experimental embryologist and cytologist, Woodger became increasingly interested in the conceptual foundations of biology. Eventually, he abandoned all empirical research so that he could devote himself fully to studying the structure of biological theories. Perhaps his major accomplishment was the 500-page treatise 'Biological Principles: A Critical Study' (1929), which systematically investigated the epistemological basis of biological knowledge through an analysis (...) of its central concepts. Today, he is mostly remembered for his audacious monograph 'The Axiomatic Method in Biology' (1937), which remains the most ambitious attempt to reformulate the propositions of biology (especially genetics, embryology, and taxonomy) using the tools of symbolic logic and pure mathematics. Woodger is also known for establishing the Theoretical Biology Club, and for introducing the ‘Bauplan’ concept into Anglophone biology. The insect Terpandrus Woodgeri (Woodger’s Gumleaf Katydid) is named in his honour. (shrink)

In this paper, I describe and motivate a new species of mathematical structuralism, which I call Instrumental Nominalism about Set-Theoretic Structuralism. As the name suggests, this approach takes standard Set-Theoretic Structuralism of the sort championed by Bourbaki and removes its ontological commitments by taking an instrumental nominalist approach to that ontology of the sort described by Joseph Melia and Gideon Rosen. I argue that this avoids all of the problems that plague other versions of structuralism.

Jason Springs’s Healthy Conflict in Contemporary American Society is a masterful attempt to practice productive conflict and democratic dialogue in the face of static antagonisms and deep‐seated divisions. In my response, I underscore Springs’s insistence on mediating between the moral imagination of Richard Rorty and the prophetic critique of Cornel West. For the author of Healthy Conflict, any hope in the survival of democracy relies on balancing critique of domination with constructive proposals for a more just and equitable world. (...) On the one hand, Springs rejects any strong distinction between moral imagination and socio‐political critique; in fact, he argues for their intertwinement, especially in the work of West. At the same time, there are moments when he suggests an opposition between expanding the moral imagination and engaging in the critical enterprise, especially as he identifies the limits in Foucault regarding normativity and democratic struggle. I respond to this slippage by arguing that Foucault, and critical theory more broadly, open up possibilities for rethinking ethics, politics, and our relationship to the violence that sustains the order of things. This article reviews and criticizes Joseph Heath’s market failures approach (MFA) to business ethics. Our criticism is organized into three sections. First, we argue that, even under the ideal assumptions of perfect competition, when markets generate Pareto-efficient distributions, Heath’s approach does not rule out significant harms. Second, we show that, under nonideal conditions, the MFA is either too demanding, if efficiency is to be attained, or not sufficiently demanding, if the goal of Pareto efficiency is abandoned. Finally, we argue (...) that Heath’s appeal to regulations and specific moral requirements as a remedy for market failures is unlikely to safeguard efficiency and exposes a number of general worries regarding the moral force of the MFA. We end this article with a constructive suggestion on how to adjust the MFA to avoid these problems while preserving its contractualist and Paretian spirit. (shrink)

Shankara’s Advaita Vedanta has been very influential in India, both as a well-articulated philosophical system and a weighty theological position. However, Advaita’s supposedly dismissive attitude toward the world always remained its Achilles’ heel. Thinkers whose sympathies lie firmly with Advaita are at pains to give a philosophically satisfactory explanation of the ontological status of the world. Philosophers of science turned to historical case studies in part in response to Thomas Kuhn's insistence that such studies can transform the philosophy of science. In this issue Joseph Pitt argues that the power of case studies to instruct us about scientific methodology and epistemology depends on prior philosophical commitments, without which case studies are not philosophically useful. Here I reply to Pitt, demonstrating that case studies, properly deployed, illustrate styles of scientific work and modes of argumentation that are (...) not well handled by currently standard philosophical analyses. I illustrate these claims with exemplary findings from case studies dealing with exploratory experimentation and with interdisciplinary cooperation across sciences to yield multiple independent means of access to theoretical entities. The latter cases provide examples of ways that scientists support claims about theoretical entities that are not available in work performed within a single discipline. They also illustrate means of correcting systematic biases that stem from the commitments of each discipline taken separately. These findings illustrate the transformative power of case study methods, allow us to escape from the horns of Pitt's "dilemma of case studies," and vindicate some of the post-Kuhn uses to which case studies have been put. The writings of Joseph Henry Woodger (1894–1981) are often taken to exemplify everything that was wrongheaded, misguided, and just plain wrong with early twentieth-century philosophy of biology. Over the years, commentators have said of Woodger: (a) that he was a fervent logical empiricist who tried to impose the explanatory gold standards of physics onto biology, (b) that his philosophical work was completely disconnected from biological science, (c) that he possessed no scientific or philosophical credentials, and (d) that his work (...) was disparaged – if not altogether ignored – by the biologists and philosophers of his era. In this paper, we provide the first systematic examination of Woodger’s oeuvre, and use it to demonstrate that the four preceding claims are false. We argue that Woodger’s ideas have exerted an important influence on biology and philosophy, and submit that the current consensus on his legacy stems from a highly selective reading of his works. By rehabilitating Woodger, we hope to show that there is no good reason to continue to disregard the numerous contributions to the philosophy of biology produced in the decades prior to the professionalization of the discipline. Richard Baxter, one of the most famous Puritans of the seventeenth century, is generally known as a writer of practical and devotional literature. But he also excelled in knowledge of medieval and early modern scholastic theology, and was conversant with a wide variety of seventeenth-century philosophies. Baxter was among the early English polemicists to write against the mechanical philosophy of René Descartes and Pierre Gassendi in the years immediately following the establishment of the Royal Society. At the same time, (...) he was friends with Robert Boyle and Matthew Hale, corresponded with Joseph Glanvill, and engaged in philosophical controversy with Henry More. In this book, David Sytsma presents a chronological and thematic account of Baxter's relation to the people and concepts involved in the rise of mechanical philosophy in late-seventeenth-century England. -/- Drawing on largely unexamined works, including Baxter's Methodus Theologiae Christianae (1681) and manuscript treatises and correspondence, Sytsma discusses Baxter's response to mechanical philosophers on the nature of substance, laws of motion, the soul, and ethics. Analysis of these topics is framed by a consideration of the growth of Christian Epicureanism in England, Baxter's overall approach to reason and philosophy, and his attempt to understand creation as an analogical reflection of God's power, wisdom, and goodness, understood as vestigia Trinitatis. Baxter's views on reason, analogical knowledge of God, and vestigia Trinitatis draw on medieval precedents and directly inform a largely hostile, though partially accommodating, response to mechanical philosophy. In a remarkable and utterly original work of philosophical history, Richard Allen revivifies David Hartley's Observations on Man, his Frame, his Duty, and his Expectations (1749). Though it includes a detailed and richly annotated chronology, this is not a straight intellectual biography, attentive as it might be to the intricacies of Hartley's Cambridge contacts, or the mundane rituals of his medical practice, or the internal development of the doctrine of association of ideas. Instead Allen brings Hartley's book, a psychological (...) epic with a mystical finale, sympathetically to life in a generous and ambitious historical gesture of mutual recognition. Late 20th-century readers "are in a better position to understand Hartley's work" than were earlier sympathizers like Joseph Priestley and John Stuart Mill; and in turn, Allen argues that "Hartley has something to say to us" about just how rich and strange a full mechanistic psychology might be. In this essay, I look at some extraordinary actors who never got their due—actors who had distinguished careers, but never won an Academy Award for acting. I review the work of: Joseph Cotten; Orson Welles; Edward G. Robinson; Cary Grant; James Mason; Richard Burton; Claude Rains; Alan Ladd: Robert Mitchum; and Fred MacMurray. In each case, I explore the actor’s best work, what made his acting outstanding, and offer possible explanations why he was not so honored.

One widely used method for allocating health care resources involves the use of cost-effectiveness analysis (CEA) to rank treatments in terms of quality-adjusted life-years (QALYs) gained. CEA has been criticized for discriminating against people with disabilities by valuing their lives less than those of non-disabled people. Avoiding discrimination seems to lead to the ’QALY trap’: we cannot value saving lives equally and still value raising quality of life. This paper reviews existing responses to the QALY trap and argues that all (...) are problematic. Instead, we argue that adopting a moderate form of prioritarianism avoids the QALY trap and disability discrimination. (shrink)

Efforts by governments, firms, and patients to deliver pioneering drugs for critical health needs face a challenge of diminishing efficiency in developing those medicines. While multi-sectoral collaborations involving firms, researchers, patients, and policymakers are widely recognized as crucial for countering this decline, existing incentives to engage in drug development predominantly target drug manufacturers and thereby do little to stimulate collaborative innovation. In this mini review, we consider the unexplored potential within pharmaceutical regulations to create novel incentives to encourage a diverse (...) set of actors from the public and private spheres to engage in the kind of collaborative knowledge exchange requisite for fostering enhanced innovation in early drug development. We reflect on a decade of Responsible Research and Innovation (RRI) as a discourse emerging from the European Commission (EC) 10 years ago. We discuss the foundations for RRI, its emergence during the Seventh Framework programme and its subsequent evolution during Horizon 2020. We discuss how an original vision for RRI became framed around five so-called ‘keys’: gender, open access, science communication, ethics and public engagement. We consider the prospects for RRI within the context of the EC’s Open Science agenda (...) and Horizon Europe programme, before closing with some reflections on the contribution RRI has made to debates concerning the relationship between science, innovation and society over the last decade. Any intermediate propositional logic can be extended to a calculus with epsilon- and tau-operators and critical formulas. For classical logic, this results in Hilbert’s $\varepsilon $ -calculus. The first and second $\varepsilon $ -theorems for classical logic establish conservativity of the $\varepsilon $ -calculus over its classical base logic. It is well known that the second $\varepsilon $ -theorem fails for the intuitionistic $\varepsilon $ -calculus, as prenexation is impossible. The paper investigates the effect of adding critical $\varepsilon $ - (...) and $\tau $ -formulas and using the translation of quantifiers into $\varepsilon $ - and $\tau $ -terms to intermediate logics. It is shown that conservativity over the propositional base logic also holds for such intermediate ${\varepsilon \tau }$ -calculi. The “extended” first $\varepsilon $ -theorem holds if the base logic is finite-valued Gödel–Dummett logic, and fails otherwise, but holds for certain provable formulas in infinite-valued Gödel logic. The second $\varepsilon $ -theorem also holds for finite-valued first-order Gödel logics. The methods used to prove the extended first $\varepsilon $ -theorem for infinite-valued Gödel logic suggest applications to theories of arithmetic. (shrink)

Most models of generational succession in sexually reproducing populations necessarily move back and forth between genic and genotypic spaces. We show that transitions between and within these spaces are usually hidden by unstated assumptions about processes in these spaces. We also examine a widely endorsed claim regarding the mathematical equivalence of kin-, group-, individual-, and allelic-selection models made by Lee Dugatkin and Kern Reeve. The situated potentials for action between material things in the world and the interactional processes thereby afforded need to be seen as not only constituting the possibility of agency, but thereby also comprising it. Eo ipso, agency must be de-fused from any local, "contained" subject and be understood as a situational property in which subjects and objects can both participate. Any technological artifact should thus be understood as a complex of agential capacities that function relative to any number of social (...) and material factors. Keeping in mind that we are co-constituted by webs of relations involving increasingly complex collections of artefacts, networks, niches, and communities of practice, our investigation will be guided by interrogating the functional potential of a thing that in the last fifteen years has seamlessly worked its way into the everyday life of millions of human agents. This "thing," the smartphone, is merely a nodal point in a highly complex network. Recognizing this massive "collective," we nevertheless want to show some of the ways in which something as seemingly mundane as a smartphone can reflexively alter the range of actions available to a cognitive agent (Latour 1994). Specifically, we hope to shed light on some of the social-cognitive consequences of technological mediation by looking at the complementary, if not mutually implied, domains of memory and knowledge. What kind of entities are works of art from an ontological point of view? This question has become canonical in the framework of analytic philosophy. One way of answering the puzzle seemed to be conclusive. It is the hypothesis that all, or the majority of artworks can be identified with types embedded into tokens. To begin with, I will survey how the type-token distinction transitioned from semiotics to ontology. Secondly, I will consider how some contemporary art forms contributed to questioning (...) this approach to the ontology of artworks. Lastly, I will suggest how the nature of types and tokens should be reassessed in order to properly describe artworks in their historical and socially construed nature. (shrink)

This chapter takes the form of a discussion between the editors of this volume and Joseph Agassi, regarding the relationship between methodological individualism and institutional individualism. The focus is on Agassi’s interpretation of traditional methodological individualism in terms of psychologism; the role of institutions and structural factors in social explanation; Popper’s theory of World 3; the application of Weber’s interpretative approach—Verstehen—to typical ways of thinking and acting; and the Austrian School of economics.

Horwich donne une belle analyse de Wittgenstein (W) et est un érudit W de premier plan, mais à mon avis, ils sont tous en deçà d’une pleine appréciation, comme je l’explique longuement dans cet examen et beaucoup d’autres. It is commonly thought that such topics as Impossibility, Incompleteness, Paraconsistency, Undecidability, Randomness, Computability, Paradox, Uncertainty and the Limits of Reason are disparate scientific physical or mathematical issues having little or nothing in common. I suggest that they are largely standard philosophical problems (i.e., language games) which were resolved by Wittgenstein over 80 years ago. -/- Wittgenstein also demonstrated the fatal error in regarding mathematics or language or our behavior in general as a unitary coherent logical ‘system,’ rather than as (...) a motley of pieces assembled by the random processes of natural selection. “Gödel shows us an unclarity in the concept of ‘mathematics’, which is indicated by the fact that mathematics is taken to be a system” and we can say (contra nearly everyone) that is all that Gödel and Chaitin show. Wittgenstein commented many times that ‘truth’ in math means axioms or the theorems derived from axioms, and ‘false’ means that one made a mistake in using the definitions, and this is utterly different from empirical matters where one applies a test. Wittgenstein often noted that to be acceptable as mathematics in the usual sense, it must be useable in other proofs and it must have real world applications, but neither is the case with Godel’s Incompleteness. Since it cannot be proved in a consistent system (here Peano Arithmetic but a much wider arena for Chaitin), it cannot be used in proofs and, unlike all the ‘rest’ of PA it cannot be used in the real world either. As Rodych notes “…Wittgenstein holds that a formal calculus is only a mathematical calculus (i.e., a mathematical language-game) if it has an extra- systemic application in a system of contingent propositions (e.g., in ordinary counting and measuring or in physics) …” Another way to say this is that one needs a warrant to apply our normal use of words like ‘proof’, ‘proposition’, ‘true’, ‘incomplete’, ‘number’, and ‘mathematics’ to a result in the tangle of games created with ‘numbers’ and ‘plus’ and ‘minus’ signs etc., and with -/- ‘Incompleteness’ this warrant is lacking. This article considers two different ways of formulating a desire-satisfaction theory of prudential value. The first version of the theory (the object view) assigns basic prudential value to the state of affairs that is the object of a person’s desire. The second version (the combo view) assigns basic prudential value to the compound state of affairs in which (a) a person desires some state of affairs and (b) this state of affairs obtains. My aims in this article are twofold. First, (...) I aim to highlight that these are not mere notational variants, but in fact have quite different implications, so that this distinction is not one that the theorist of prudential value should ignore. More positively, I argue that the object view is better able to capture what is distinctive and appealing about subjective theories of prudential value, on any plausible account of what the central subjectivist insight is. This paper revisits the conceptual history of the early Frankfurt School’s investigations into the authoritarian character, the set of sadomasochistic character traits that dispose an individual or group to seek their own domination. This research project, which produced Fromm’s Studies on Authority and Family and Horkheimer’s Egoism and Freedom Movements in 1936 and ended in 1939 with Fromm’s expulsion from the Frankfurt School, is generally held to have been a theoretically-unproductive and abortive endeavour. We dispute such a reading by reconstructing (...) the key concepts and methods of this research project, and demonstrating its breadth and coherence. In so doing we illustrate the centrality of Fromm’s contribution to the Frankfurt School early work on authority and indicate that the proper point of origin for those seeking to grasp the Frankfurt School’s research on the authoritarian character is 1930, the year in which Fromm joined the Frankfurt School. In an earlier paper, "Non-conceptual Content and the 'Space of Reasons'", I distinguished two forms of the view that perceptual content is non-conceptual, which I called the 'state view' and the 'content view'. On the latter, but not the former, perceptual states have a different kind of content than do cognitive states. Many have found it puzzling why anyone would want to make this claim and, indeed, what it might mean. This paper attempts to address these questions.
