Local Recurrency Theory (LR) holds that recurrent loops of neural activity localized to the visual cortex are necessary and sufficient for visual consciousness (if certain background conditions obtain). LR’s popularity has recently waned in favor of theories holding that higher-level types of processing are necessary for consciousness (for example, the Global Neuronal Workspace Theory and Higher-order Theory). This has been in part because of empirical evidence thought to disconfirm LR. However, these competing theories now face challenges of their own, (...) often coming in the form of evidence showing that higher-level brain areas (that is, in the prefrontal cortex) are probably not essential for consciousness. Given growing challenges to LR's competitors, it would be timely to re-assess the prospects for LR. This article carries out such an investigation, first laying out the theory precisely, then going on to survey the evidence presented against it. What will be found is that none of the evidence necessarily undermines LR, but instead just fosters its theoretical enrichment. The overall conclusion: LR remains among our most promising neuroscientific theories of visual consciousness. (shrink)

Local theories of consciousness state that one is conscious of a feature if it is adequately represented and processed in sensory brain areas, given some background conditions. We challenge the core prediction of local theories based on long-lasting postdictive effects demonstrating that features can be represented for hundreds of milliseconds in perceptual areas without being consciously perceived. Unlike previous empirical data aimed against local theories, localists cannot explain these effects away by conjecturing that subjects are phenomenally conscious (...) of features that they cannot report. In this chapter, we discuss a selection of current views of the neural correlates of consciousness (NCC). We focus on the different predictions they make, in particular with respect to the role of prefrontal cortex (PFC) during visual experiences, which is an area of critical interest and some source of contention. Our discussion of these views focuses on the level of functional anatomy, rather than at the neuronal circuitry level. We take this approach because we currently understand more about experimental (...) evidence at this coarse level and because these results are appropriate for arbitrating between current theoretical frameworks. We discuss the Two-Visual-Systems Hypothesis (Milner & Goodale 1995; 2006), Local Recurrency (Lamme 2010; Lamme 2006), Higher Order (Lau 2008; Lau & Rosenthal 2011) and Global Workspace theories (Baars 1997; Baars 2005; Dehaene & Naccache 2001; Dehaene 2014). Despite the apparent stark differences between conscious and unconscious perceptual processing, available evidence suggests that their neural substrates must be largely shared. This indicates that the difference in neural activity between conscious and unconscious perceptual processing is likely to be subtle and highly specialized. We argue that current experimental evidence about the involvement of specific activity in prefrontal cortex supports the higher order neural theory of consciousness. In consequence, imaging techniques that focus only on marked differences between conscious and unconscious level of activity are likely to be insensitive to the relevant neural activity patterns that underlie conscious experiences. Finally, it follows from the evidence we discuss that the functional advantages of conscious over unconscious perceptual processing may be more limited than commonly thought. (shrink)

Here we clarify its position on several issues, and distinguish it from other views such as the global The higher-order theory (HOT) of consciousness has often been misunderstood by critics. Here we clarify its position on several issues, and distinguish it from other views such as the global workspace theory (GWT) and early sensory models (e.g. first-order local recurrency theories). For example, HOT has been criticized for over-intellectualizing consciousness. We (...) show that while higher-order states are cognitively assembled, the requirements are actually considerably less than often presumed. In this sense HOT may be viewed as an intermediate position between GWT and early sensory views. Also, we clarify that most proponents of HOT do not stipulate consciousness as equivalent to metacognition or confidence. Further, compared to other existing theories, HOT can arguably account better for complex everyday experiences, such as of emotions and episodic memories. This makes HOT particularly useful as a framework for conceptualizing pathological mental states. (shrink)

As a first stab, call a property recurrent if it can be possessed by more than one object, and nonrecurrent if it can be possessed by at most one object. The question whether Aristotle holds that there are nonrecurrent properties has spawned a lively and ongoing debate among commentators over the last forty-five years. One source of textual evidence in the Categories, drawn on in this debate, is Aristotle’s claim that certain properties are inseparable from what they are in. Here (...) the point of contention is whether this commits Aristotle to holding that these properties are inseparable from individuals, since it is commonly held that a property is nonrecurrent, if it is inseparable from an individual. I argue that this evidence is neutral on the question whether there are nonrecurrent properties in Aristotle. One of my aims here is to disentangle the question of recurrence from local issues of individuality and universality in the Categories. But another aim is to turn from the textual considerations, which have dominated the debate, to broader methodological considerations. It is a shared assumption among all those who look to textual evidence from the Categories, so to decide whether Aristotle believes there are nonrecurrent properties, that in this work Aristotle is engaged in a project where the question of recurrence is relevant. I argue that Aristotle’s concerns in the Categories are disjoint from the question of recurrence, and so this shared assumption is false. (shrink)

Objective: The use of neoadjuvant chemotherapy (NACT) in breast cancer is increasing. The management of locally advanced breast cancer differs due to the approach of the center to which the patient applied and the approach of the following physician. From this point of view, we aimed to evaluate the real life data of our region. -/- Methods: The study included 106 patients treated with neoadjuvant chemotherapy in the medical oncology clinic of two different university hospitals. Association between clinicopathological features and (...) pathological complete response (pCR) were analyzed. -/- Results: The pCR rate was higher in patients with negative hormone receptors and this difference was statistically significant (p:0.000). The rate of obtaining pCR increased as the NACT duration increased, and this increase was statistically significant. The mean NACT duration applied to the patients with pCR was 5.48 ± 0.22 months, and the mean NACT duration for those who could not obtain pCR was 5.01 ± 0.1 months (p:0.041). The recurrence rate of patients with pCR was 11.1%, while the recurrence rate of patients who could not obtain pCR was 31.6% (p:0.04). -/- Conclusions: Pathological response to chemotherapy is an important factor in determining prognosis. There appears to be a need for new biomarkers that allow the prediction of pCR and long-term outcomes. (shrink)

Among the various functions of museums are the notions that they attract, entertain and arose curiosity in visitors, which leads to questioning thus promoting learning. This 21st century shows many new needs and preoccupations of contemporary society relating to museums. Although there are many, access to museums, professionalism, the nature of museums, issues of collection and management are all highlighted as being particularly significant. Running across all these issues is the recurrent theme of the relationship between a museum and tourism. (...) Therefore, the main objective of the study was to assess the condition of the Ethnographic Museum (Fetewrari Belay Ethnographic House) in Aksum and its contribution to tourism development. For the methodology, a descriptive research design inculcating quantitative and qualitative aspects was used. Samples were drawn from tourism service providers, targeted professionals, church and local community representatives and visitors by applying both probability and non-probability sampling methods. Finally, the major findings of the study show that the Ethnographic Museum of Aksum is the custodian of immense private heritage, inter alia the building, clothes, crosses, pottery, wood items, clay items, artifacts, and gifts to the Afterari, etc. The museum also has excellent tourism potential, however because of its mismanagement and lack of promotion from both the owner and the concerned tourism bodies it is not visited as much as it could be. In this paper, we introduce and defend the recurrent model for understanding bodily spatial phenomenology. While Longo, Azañón and Haggard (2010) propose a bottom-up model, Bermúdez (2017) emphasizes the top-down aspect of the information processing loop. We argue that both are only half of the story. Section 1 intro- duces what the issues are. Section 2 starts by explaining why the top- down, descending direction is necessary with the illustration from the ‘body-based tactile rescaling’ paradigm (de Vignemont, Ehrsson and Haggard, (...) 2005). It then argues that the bottom-up, ascending direction is also necessary, and substantiates this view with recent research on skin space and tactile field (Haggard et al., 2017). Section 3 discusses the model’s application to body ownership and bodily self-representation. Implications also extend to topics such as sense modality individuation (Macpherson, 2011), the constancy- based view of perception (Burge, 2010), and the perception/cognition divide (Firestone and Scholl, 2016). The terms “patriotism” and “nationalism” are distinguished historically, conceptually, and geographically. Historically, patriotism is shown to have roots in the classical republican tradition of political thought, according to which citizens should give priority to the common good of their political or civic, as distinct from national, community. Conceptually, it is argued that patriotism is best understood as a political philosophy, an account of the form or forms of dialogue that citizens should engage in when responding to their conflicts, whereas nationalism (...) is a political ideology, an account of the kinds of things that citizens should be saying within those dialogues, in particular, when they take the form of negotiation. Patriotism, then, is that political philosophy which endorses the maxim “conversation first, negotiation second, force third,” since conversation between citizens has the best prospects for realizing and developing the common good. Nationalism, by contrast, is the ideology of those who, when it comes to political negotiations, give the greatest weight to the needs of their national community. Finally, regarding geography, patriotism is shown to be concerned with the jurisdiction of the state, whereas nationalism emphasizes the permanent and sharply demarcated territory where the national community is located. The chapter then concludes with the recommendation that we all need to affirm a global patriotism, alongside the more local forms. (shrink)

(Version 2.4) I have argued elsewhere for ascribing an error theory about all normative and evaluative judgements to Nietzsche. Such a nihilism brings with it a puzzle: how could we—or at least the select few of us being addressed by Nietzsche—continue in the face of this nihilism? This is a philosophical puzzle and so, defeasibly, an interpretive puzzle. If there is no theory it would make sense for Nietzsche to have about how the select few could go on, then this (...) is some evidence against the proposed interpretation of him as a nihilist. I defended the interpretation by arguing that Nietzsche’s declarations about creating values point to a practice of generating honest evaluative illusions. Such honest evaluative illusions are tricky things, though, and, precisely because they are honest, one might worry that they lack the motivational power of genuine evaluative belief. Can they truly play the role that evaluative beliefs play in our psychological economies? I suspect that Nietzsche does not want the honest illusions to play exactly the role that evaluative beliefs played. The cheerfulness, the playfulness, the lightness that Nietzsche hopes for are, I have suggested, a function of the shift from belief to pretence, from illusion to honest illusion. The question, nonetheless, is whether the resulting picture is too light. Can I go through life merely acting, as a critic might put it? My suggestion in this essay will be that the thought of eternal recurrence is meant to add weight to the lightness of acting—“acting”, obviously, in both the here relevant senses of the word. Standard compositionality is the doctrine that the semantic content of a compound expression is a function of the semantic contents of the contentful component expressions. In 1954 Hilary Putnam proposed that standard compositionality be replaced by a stricter version according to which even sentences that are synonymously isomorphic (in the sense of Alonzo Church) are not strictly synonymous unless they have the same logical form. On Putnam’s proposal, the semantic content of a compound expression is a function of: (i) the (...) contentful component expressions; and (ii) the expression’s logical form. Kit Fine recently expanded and modified Putnam’s idea into a sweeping theory in philosophy of language and philosophy of mind. The present paper is a detailed critique of Fine’s “semantic relationism.” Fine’s notion of coordination is explained in terms of the familiar pragmatic phenomenon of recognition. A serious error in Fine’s formal disproof of standard Millianism is exposed. It is demonstrated furthermore that Church’s original criticism of Putnam’s proposal can be extended to Fine’s semantic relationism. Finally, it is also demonstrated that the positive position Fine proffers to supplant standard Millianism is in fact exactly equivalent to standard Millianism, so that Fine’s overall position not only does not displace standard Millianism but is in fact inconsistent. The relationship between attention and consciousness is one that is crucial for understanding perception and different types of conscious experience, and we commend this analysis of the topic by Pitts, Lutsyshyna, and Hillyard (2018). We have also examined this relationship closely (e.g., Montemayor & Haladjian, 2015) and would like to point out a few potential contradictions in the Pitts et al. paper that require clarification, particularly in the attempt to reconcile aspects of recurrent processing theory (RPT) with global neuronal workspace (...) theory (GNWT). Kit Fine has replied to my criticism of a technical objection he had given to the version of Millianism that I advocate. Fine evidently objects to my use of classical existential instantiation in an object-theoretic rendering of his meta-proof. Fine’s reply appears to involve both an egregious misreading of my criticism and a significant logical error. I argue that my rendering is unimpeachable, that the issue over my use of classical EI is a red herring, and that Fine’s original argument (...) commits the straw-man fallacy. I argue further that contrary to Fine’s gratuitous attribution, what Kripke’s Pierre lacks and a typical bilingual has is not knowledge of a “manifest-making” premise, but the capacity to recognize London when it is differently designated. Fine’s argument refutes a preposterous theory no one advocates while leaving standard Millianism unscathed. The failure of his argument threatens to render Fine’s central notion of “coordination” redundant or empty. (shrink)

I critically examine Nietzsche’s argument in The Will to Power that all the detailed events of the world are repeating infinite times (on account of the merely finite possible arrangements of forces that constitute the world and the inevitability with which any arrangement of force must bring about its successors). Nietzsche celebrated this recurrence because of the power of belief in it to bring about a revaluation of values focused wholly on the value of one’s endlessly repeating life. Belief (...) in recurrence would bring joy to those who had achieved excellence in this life and crush those who had not. I point out, however, that this significance of recurrence must be spoiled by the consideration that within each of the long cycles of recurrence there would have to be, as well, countless variations of this life. And I consider the issue of personal identity within such recurrences. Is it the same person or merely resembling but distinct persons in the recurrences or the variations? If it is the same person in precise recurrences, should the subjectively identical experience be thought of as really additional for that person? (shrink)

This article has to do with the idea that reincarnation can be compatible with physicalism because the basic awareness of a person will exist in and as another person in a future life. It contends that the underlying process of awareness can cease in one life then begin in another, even if the two processes are not the same. I refer to this process as "recurrence." The paper analyzes dynamic epistemic logic from a topological perspective. The main contribution consists of a framework in which dynamic epistemic logic satisfies the requirements for being a topological dynamical system thus interfacing discrete dynamic logics with continuous mappings of dynamical systems. The setting is based on a notion of logical convergence, demonstratively equivalent with convergence in Stone topology. Presented is a flexible, parametrized family of metrics inducing the latter, used as an analytical aid. We show maps induced by action (...) model transformations continuous with respect to the Stone topology and present results on the recurrent behavior of said maps. (shrink)

One of the crucial technologies in person-computer communication systems, Speech Emotion Recognition (SER) technology, permits machines to correctly recognize emotions and greater understand users' intent and human-computer interlinkage. The main objective of the SER is to improve the human-machine interface. It is also used to observe a person's psychological condition by lie detectors. Automatic Speech Emotion Recognition(SER) is vital in the person-computer interface, but SER has challenges for accurate recognition. (...) In this work to resolve the above problem, automatic Speech enhancement shows that deep learning techniques effectively eliminate background noise. Using Deep leaning models for four states were created: happy, sad, angry, and intoxicated. Recurrent Neural Network (RNN) algorithm used to reduce the possibility of over fitting by randomly omitting neurons in the hidden layers. The proposed RNN method could be implemented in personal assistant systems to give better and more appropriate state-based interactions between humans. One of the central topics in semantic theory over the last few decades concerns the nature of local contexts. Recently, theorists have tried to develop general, non-stipulative accounts of local contexts (Schlenker, 2009; Ingason, 2016; Mandelkern & Romoli, 2017a). In this paper, we contribute to this literature by drawing attention to the local contexts of subclausal expressions. More specifically, we focus on the local contexts of quantificational determiners, e.g. `all', `both', etc. Our central tool for probing (...) the local contexts of subclausal elements is the principle Maximize Presupposition! (Percus, 2006; Singh, 2011). The empirical basis of our investigation concerns some data discussed by Anvari (2018b), e.g. the fact that sentences such as `All of the two presidential candidates are crooked' are unacceptable. In order to explain this, we suggest that the local context of determiners needs to contain the information carried by their restrictor. However, no existing non-stipulative account predicts this. Consequently, we think that the local contexts of subclausal expressions will likely have to be stipulated. This result has important consequences for debates in semantics and pragmatics, e.g. those around the so-called "explanatory problem" for dynamic semantics (Soames, 1982; Heim, 1990; Schlenker, 2009). A norm of local expert deference says that your credence in an arbitrary proposition A, given that the expert's probability for A is n, should be n. A norm of global expert deference says that your credence in A, given that the expert's entire probability function is E, should be E(A). Gaifman (1988) taught us that these two norms are not equivalent. Stalnaker (2019) conjectures that Gaifman's example is "a loophole". Here, I substantiate Stalnaker's suspicions by providing characterisation theorems (...) which tell us precisely when the norms give different advice. They tell us that, in a good sense, Gaifman's example is the only case where the two norms differ. I suggest that the lesson of the theorems is that Bayesian epistemologists need not concern themselves with the differences between these two kinds of norms. While they are not strictly speaking equivalent, they are equivalent for all philosophical purposes. (shrink)

The “local food” movement has been growing since at least the mid- twentieth century with the founding of the Rodale Institute. Since then, local food has increasingly become a goal of food systems. Today, books and articles on local food have become commonplace, with popular authors such as Barbara Kingsolver1 and Michael Pollan2 espousing the virtues of eating locally. Additionally, local food initiatives, such as the “farm- tofork,” “Buying Local,” and “Slow Food” have gained a (...) strong international following with clearly visible impacts on the food industry and policy. The numbers of local farmers’ markets, community- supported agriculture projects, and community gardens have been on the rise steadily since 1994. (shrink)

For Humean atomists, cosmic contents supervene on a spatiotemporal mosaic of modally insulated, freely recombinable local qualities. One piecemeal subspecies of Humean atomism promises more than global supervenience—somehow or other—on a separable base; it constrains how exactly elemental inputs yield everything else. Roughly, the distribution of basic local qualities across elements in one part of our cosmos metaphysically suffices for the complete local physical state of that part: anything sharing this part’s basic elemental decoration should share its (...) more complete contents, regardless of what may be happening elsewhere. On a non-piecemeal alternative, derivative contents can be recognizably local to, or manifest within, one part of our cosmos while reflecting some more global elemental base. To develop this alternative, non-piecemeal Humeans can borrow inspiration from some critics of Humean supervenience, who already distinguish a broader notion of locality from strict Humean intrinsicality. In this paper, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This paper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if we distinguish between (...) different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

In this paper I examine the relation between modern transhumanism and Nietzsche’s philosophy of the superhuman. Following Loeb, I argue that transhumanists cannot claim affinity to Nietzsche’s philosophy until they incorporate the doctrine of eternal recurrence to their project of technological enhancement. This doctrine liberates us from resentment against time by teaching us reconciliation with time and something higher than all reconciliation. Unlike Loeb, however, I claim that this “something higher” is not a new skill (prospective memory), but rather (...) a love for the past in the form of loving that aspect of it that is still with us, namely, the will to power itself, which is the engine of all life. Love of the past is thus equivalent to love of life. Since human beings are conscious incarnations of the will to power, in our case, love of life manifests itself as love of our humanity or love for that aspect of ourselves that connects us to each other, for we recognize it to be the same in all of us. Thus, learning this kind of love enables us to joyfully coordinate our wills in the pursuit of Zarathustra’s superhuman ideal without turning it into a destructive mockery of itself. While learning this kind of love would facilitate a joyful version of transhumanism, I conclude by suggesting that it is unlikely to be achieved through technological interventions of the sort envisioned by transhumanists. Instead, it requires the kind of participatory pedagogical program that Nietzsche thought his Zarathustra would fulfill. (shrink)

Many advocate practices of ‘local food’ or ‘locavorism’ as a partial solution to the injustices and unsustainability of contemporary food systems. I think that there is much to be said in favor of local food movements, but these virtues are insufficient to immunize locavorism from criticism. In particular, three duties of international ethics—beneficence, repair and fairness—may provide reasons for constraining the developed world’s permissible pursuit of local food. A complete account of why (and how) the fulfillment of (...) these duties constrains locavorism will require extensive empirical evidence about the relationship between agricultural demand-led industrialization, international trade (rules), and local food practices. In this paper I can only gesture at some of this evidence and, for that reason, my policy prescriptions are merely provisional. Instead, the upshot of this paper is that advocates of locavorism ought to be attentive to the empirical-dependence of the moral permissibility of their projects. As local food ‘scales up’—and comes to be embraced as a goal of political communities—these concerns should receive even greater attention. (shrink)

In (Weaver 2021), I showed that Boltzmann’s H-theorem does not face a significant threat from the reversibility paradox. I argue that my defense of the H-theorem against that paradox can be used yet again for the purposes of resolving the recurrence paradox without having to endorse heavy-duty statistical assumptions outside of the hypothesis of molecular chaos. As in (Weaver 2021), lessons from the history and foundations of physics reveal precisely how such resolution is achieved.

Local food projects are steadily becoming a part of contemporary food systems and take on many forms. They are typically analyzed using an ethical, or sociopolitical, lens. Food focused initiatives can be understood as strategies to achieve ethical change in food systems and, as such, ethics play a guiding role. But local food is also a social movement and, thus social and political theories provide unique insights during analysis. This paper begins with the position that ontology should play (...) a more prominent part in the analysis of local food movements, as this lens could provide unique insights into basic commitments guiding such initiatives. The paper presents the argument that ontological analyses are imperative for fully understanding local food movements. It then provides an overview of the justice frameworks and ontological orientations that guide two dominant types of initiatives: Those committed to increasing food security and those committed to food sovereignty. The paper ends with the argument that food sovereignty projects are revolutionary, not only because they challenge us to change industrial food practices, but also because they are built on a radical new political ontology, and co-constitutive food-focused orientation, that forms the foundation for alternative social and political structures. Marcelo Fischborn discusses the significance of neuroscience for debates about free will. Although he concedes that, to date, Libet-style experiments have failed to threaten “libertarian free will”, he argues that, in principle, neuroscience and psychology could do so by supporting local determinism. We argue that, in principle, Libet-style experiments cannot succeed in disproving or even establishing serious doubt about libertarian free will. First, we contend that “local determination”, as Fischborn outlines it, is not a coherent concept. Moreover, determinism (...) is unlikely to be established by neuroscience in any form that should trouble compatibilists or libertarians—that is, anyone who thinks we might have free will. We conclude that, in principle, neuroscience will not be able undermine libertarian free will and explain why these conclusions support a coherent compatibilist notion of causal sourcehood. (shrink)

This paper explores two non-standard supermajority rules in the context of judgment aggregation over multiple logically connected issues. These rules set the supermajority threshold in a local, context sensitive way—partly as a function of the input profile of opinions. To motivate the interest of these rules, I prove two results. First, I characterize each rule in terms of a condition I call ‘Block Preservation’. Block preservation says that if a majority of group members accept a judgment set, then so (...) should the group. Second, I show that one of these rules is, in a precise sense, a judgment aggregation analogue of a rule for connecting qualitative and quantitative belief that has been recently defended by Hannes Leitgeb. The structural analogy is due to the fact that Leitgeb sets thresholds for qualitative beliefs in a local, context sensitive way—partly as a function of the given credence function. (shrink)

We explore how one might respond emotionally to the eternal recurrence. Zarathustra himself serves as our central case study. First we clarify the idea of eternal recurrence and its role in Nietzsche’s philosophy, explaining why the eternal recurrence has the emotional consequences Nietzsche describes when he first introduces the idea in The Gay Science. Roger Penrose is known for his proposals, in collaboration with Stuart Hameroff, for quantum action in the brain. These proposals, which are still recent, have a prior, less known basis, which will be studied in the following work. First, the paper situates the framework from which a mathematical physicist like Penrose proposes to speak about consciousness. Then it shows how he understands the possible relationships between computation and consciousness and what criticism from other authors he endorses, to conclude by explaining (...) how he understands this relationship between consciousness and computation. Then, it focuses on the concept of non-locality so essential to his understanding of consciousness. With some examples, such as impossible objects or aperiodic tiling, the study addresses the concept of non-locality as Penrose understands it, and then shows how far he intends to arrive with that concept of non-locality. Routledge.* This paper describes the case that can be made for a high-dimensional ontology in quantum mechanics based on the virtues of avoiding both nonseparability and non locality.

Scientific realism and anti-realism are most frequently discussed as global theses: theses that apply equally well across the board to all the various sciences. Against this status quo I defend the localist alternative, a methodological stance on scientific realism that approaches debates on realism at the level of individual sciences, rather than at science itself. After identifying the localist view, I provide a number of arguments in its defense, drawing on the diversity and disunity found in the sciences, as well (...) as problems with other approaches (such as basing realism debates on the aim of science). I also show how the view is already at work, explicitly or implicitly, in the work of several philosophers of science. After meeting the objections that localism collapses either into globalism or hyperlocalism, I conclude by sketching what sorts of impacts localism can have in the philosophy of science. (shrink)

Evolutionary debunking arguments in ethics aim to use facts about the evolutionary causes of ethical beliefs to undermine their justification. Global Evolutionary Debunking Arguments (GDAs) are arguments made in metaethics that aim to undermine the justification of all ethical beliefs. Local Evolutionary Debunking Arguments (LDAs) are arguments made in first‐order normative ethics that aim to undermine the justification of only some of our ethical beliefs. Guy Kahane, Regina Rini, Folke Tersman, and Katia Vavova argue for skepticism about the possibility (...) of LDAs. They argue that LDAs cannot be successful because they over‐extend in a way that makes them self‐undermining and yield a form of moral skepticism. Despite concerted efforts to nurture SMMEs through a number of methods, including LED initiatives, a high failure rate persists in South Africa. As the quest for a sustainable solution continues, this paper investigates the challenges that SMMEs face in the context of the Bushbuckridge Local Municipality (BLM). The quantitative approach was adopted for data collection. Through the use of a survey questionnaire, data were collected from a sample of fifty owners/managers who were reached through the stratified sampling technique. The (...) study singled out lack of financial assistance, managerial skills, inaccessible global markets as the most dominant challenges to the development of SMMEs apart from the high crime rate and the fear of xenophobia. Lack of technology and insufficient government support received far lesser approval from participants as these were perceived to have less impact on SMMEs growth. Models treating the simple properties of social groups have a common shortcoming. Typically, they focus on the local properties of group members and the features of the world with which group members interact. I consider economic models of bureaucratic corruption, to show that (a) simple properties of groups are often constituted by the properties of the wider population, and (b) even sophisticated models are commonly inadequate to account for many simple social properties. Adequate models and social policies must treat (...) certain factors that are not local to individual members of the group, even if those factors are not causally connected to those individuals. This study aims to describe the cultural strategy of the Buginese people of Pagatan (one of ethnic group in Indonesia) in preserving their local wisdom living in a multicultural society. This research was conducted using qualitative descriptive method through three methods of data collection i.e. in-depth interview, observation and literature involving community leaders and ordinary people as informants. The historical-interpretative method was used to analyze the Data. The findings from this study indicate that the people of Buginese-Pagatan use two (...) strategies to preserve their Buginese identity in a pluralistic society i.e. the strategy of interaction patterns and the use of ethnic symbols. In the strategy of interaction patterns, they implement adaptive and inclusive interaction patterns. This strategy is represented by the mastery and the use of regional languages in addition to the Buginese language, cross-ethnic marriages, and participation in social activities. While in the strategy of using ethnic symbols, they form a distinct identity from the one existing in Sulawesi. This strategy is represented by the use of ethnic symbols such as wearing Bodo clothes, bone cap in the rituals of marriage and moving in new houses, preserving the ancient model of Buginese house for settlement, and forming a new cultural identity called Maccera Tasi. This research has identified local values preserved and held by its people as cultural strategies in building a harmonious society. We believe that the cultural strategies are useful not only to form a united, dignified and civilized local community of Indonesia, but also to serve as a model for other cultures to preserve their local wisdom. Non-locality is one of the great mysteries of quantum mechanics (qm). There is a new realist interpretation of qm on the table whose notion of time incorporates both of McTaggart's A-series and B-series. In this philosophically motivated interpretation there is no fact of the matter as to whether the 'now' of one system is the 'now' of another system, until measurement. But this reproduces the idea that the spins of a Bell pair of electrons do not become definite 'until' measurement. (...) And this almost trivially allows for non-locality. (shrink)

Real-world economies are open-ended dynamic systems consisting of heterogeneous interacting participants. Human participants are decision-makers who strategically take into account the past actions and potential future actions of other participants. All participants are forced to be locally constructive, meaning their actions at any given time must be based on their local states; and participant actions at any given time affect future local states. Taken together, these essential properties imply real-world economies are locally-constructive sequential games. This paper discusses a (...) modeling approach, Agent-based Computational Economics, that permits researchers to study economic systems from this point of view. ACE modeling principles and objectives are first concisely presented and explained. The remainder of the paper then highlights challenging issues and edgier explorations that ACE researchers are currently pursuing. (shrink)

This text intends on putting what may be called a philosophy of marronage1 in conversation with Indigenous thought, particularly by engaging with the thought of Cherokee Nation philosopher Brian Burkhart from his essay “Locality is a Metaphysical Fact.”2 While the topic is treated in detail in Burkhart’s Indigenizing Philosophy through the Land (2019), my engagement with that specific text will be reserved for a separate project. What is of interest to me here is Burkhart’s elaboration of the concept of locality, (...) which refers to an “ontological kinship with the land” that serves as a bulwark against the sedimentation of the coloniality of being in the ontology of the Indigenous subject. I would like to add some nuance to it from the positionality of a subject whose ontological kinship with the land was severed through the kidnapping and enslavement of the ancestors from the African continent. In the process, my intent is to offer an alternate reading of Frantz Fanon (1925–1961) which may allow Fanonian thought to be reconciled with North Native American Indigenous thought, which has typically rejected Fanon’s rejection of a return to ancestral ways. This alternate reading of Fanon shows that a reconnection with ancestral ways, and reconstruction of locality, constitutes only part of the liberation project for Afro-diasporic subjects. (shrink)

A step towards constructing an ethics of international activism is proposed by formulating a series of constraints on what would constitute morally permissible agency in the context that involves delivering services abroad, directly or indirectly. Perhaps surprisingly, in this effort the author makes use of the concept of ‘force multiplier’. This idea and its official applications have explanatory importance in considering the correlation between the post-Cold War phenomenal growth in the number of international non-governmental organizations and the emergence of the (...) US as the sole, unchallenged superpower. Four moral constraints useful for morally assessing international activism are formulated and defended. The final outcome is an argument in favor of an overarching duty for any activist-minded Westerner to go local, while developing nations are urged to closely regulate, even criminalize, activities by international activists and ‘human rights organizations’ on their territory when not in solidarity or in support of local movements. The position defended, urging the normative primacy of local over international activism, also finds support in Immanuel Kant’s Third Definitive Article for A Perpetual Peace. (shrink)

Necessity and sufficiency are the building blocks of all successful explanations. Yet despite their importance, these notions have been conceptually underdeveloped and inconsistently applied in explainable artificial intelligence (XAI), a fast-growing research area that is so far lacking in firm theoretical foundations. Building on work in logic, probability, and causality, we establish the central role of necessity and sufficiency in XAI, unifying seemingly disparate methods in a single formal framework. We provide a sound and complete algorithm for computing explanatory factors (...) with respect to a given context, and demonstrate its flexibility and competitive performance against state of the art alternatives on various tasks. This article develops an account of local epistemic practices on the basis of case studies from ethnobiology. I argue that current debates about objectivity often stand in the way of a more adequate understanding of local knowledge and ethnobiological practices in general. While local knowledge about the biological world often meets criteria for objectivity in philosophy of science, general debates about the objectivity of local knowledge can also obscure their unique epistemic features. In modification of Ian (...) Hacking’s suggestion to discuss “ground level questions” instead of objectivity, I propose an account that focuses on both epistemic virtues and vices of local epistemic practices. (shrink)

Local miracle compatibilists claim that we are sometimes able to do otherwise than we actually do, even if causal determinism obtains. When we can do otherwise, it will often be true that if we were to do otherwise, then an actual law of nature would not have been a law of nature. Nevertheless, it is a compatibilist principle that we cannot do anything that would be or cause an event that violates the laws of nature. Carl Ginet challenges this (...) nomological principle, arguing that it is not always capable of explaining our inability to do otherwise. In response to this challenge, I point out that this principle is part of a defense against the charge that local miracle compatibilists are committed to outlandish claims. Thus it is not surprising that the principle, by itself, will often fail to explain our inability to do otherwise. I then suggest that in many situations in which we are unable to do otherwise, this can be explained by the compatibilist’s analysis of ability, or his criteria for the truth of ability claims. Thus, the failure of his nomological principle to explain the falsity of certain ability claims is no strike against local miracle compatibilism. (shrink)

This essay distinguishes some significant commonalities and differences between the film-philosophies of Chilean filmmaker Raúl Ruiz (especially in his book Poetics of Cinema) and U.S. philosopher Stanley Cavell. I argue that despite shared senses of the poetics of the film image and certain shared philosophical references, Ruiz and Cavell differed over their conceptions of the model spectator and their relations to autonomous films and worlds from which spectators are excluded (on Cavell's picture) versus fragments out of which the spectator might (...) create their own films and worlds in which a spectator might become included (on Ruiz's picture). I then argue that a striking reconciliation between these perspectives takes place via each's conception of television, since it was precisely the features of the medium and its heteronomous parts that Cavell found bemusing from the perspective of his view of film (and its supposedly autonomous works) that allowed for Ruiz's natural career-long relationship with television and heteronomy, especially in Latin American telenovelas. I thus approach Ruiz's relation to telenovelas via Cavell's understanding of the possibilities of soap operas to explore arguments between different temporalities: "dialectical," narrative time and "undialectical" recurrences of needs and drives. I further explore this possibility with a reading of Ruiz's neglected, late-career Chilean TV series Litoral (2008), focused on the construction of stories by sailors aboard a ghost ship. I argue that the series' treatment of these different temporalities reaches its culmination in the poignant image of a sailor-storyteller stuck within a story of his own creation: a stark rendering of his taking a sideways-on view of the role of his own fantasies in its construction. Nietzsche’s presentation of the eternal recurrence in Gay Science 341 is often viewed as a practical thought experiment meant to radically transform us. But exactly why and how we are supposed to be transformed is not clear. I contend that addressing these issues requires taking a close look at the psychological setting of the passage. The eternal recurrence is presented in our “loneliest loneliness.” I argue that facing the eternal recurrence from a state of profound loneliness both (...) motivates self-transformation and contributes toward helping us succeed at that project. Human sociality can be understood as an organism. Almost all aspects of life can be understood in a phenomenological sense as part of a life system. An appropriate perspective for considering life and interpreting social reality is extremely important in determining direction and orientation for mankind. The aim of this paper is to describe a new methodological point of view discover the natureof social reality in the study culture in Indonesia. In taking a perspective from philosophy, this research endeavors to (...) provide a new perspective in the study of local wisdom in Indonesia. This paper presents a philosophical view on approaching the study of local wisdom (kearifanlokal): first, human social systems are systems of self-reference; second, human sociality is actualized in social systems that are contingent.
