The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way of (...) SS realization. The structure of SME’s innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds. The services sector strategic development unites a multitude of economic and managerial aspects and is one of the most important problems of economic management. Many researches devoted to this industry study are available. Most of them are performed in the traditional aspect of the voluminous calendar approach to strategic management, characteristic of the national scientific school. Such an approach seems archaic, forming false strategic benchmarks. The services sector is of special scientific interest in this context due to the fact that (...) the social production structure to the services development model attraction in many countries suggests transition to postindustrial economy type where the services sector is a system-supporting sector of the economy. Actively influencing the economy, the services sector in the developed countries dominates in the GDP formation, primary capital accumulation, labor, households final consumption and, finally, citizens comfort of living. However, a clear understanding of the services sector as a hyper-sector permeating all spheres of human activity has not yet been fully developed, although interest in this issue continues to grow among many authors. Roman Catholic and Eastern Orthodox theologians claim that the unique event of Christ’s sacrifice on Calvary is present in Eucharistic liturgies. A popular explanatory strategy for this miraculous presence suggests that due to its supernatural character the Eucharist “conquers time,” transcends its boundaries, and allows for temporal coincidence of two chronologically distant events. I discuss the four main approaches within this strategy that can be discovered in contemporary theological writings. The first approach implies a time travel of the Calvary event. (...) The second suggests the time travel of Eucharistic participants. The third eliminates the chronological distance by relocating one of the events into a timeless reality. The fourth assumes multilocation of the event across time. I argue that each of these approaches is untenable on philosophical or theological grounds. (shrink)
Článek se zabývá způsobem, jakým vnímá vztah vědecké metody a demokracie Karl Popper. Toto sepětí je jedním ze základních atributů Popperova myšlení. Pro jeho pochopení je třeba zasadit Poppera do historického kontextu vývoje liberálního myšlení a poukázat na možné souvislosti se Schumpeterovou redefinicí demokracie. Výchozím bodem je však interpretace základních episte- mologických předpokladů Popperova myšlení - konceptů provizornosti vědeckého poznání a ratio negativa. Primárním cílem článku je kontextualizace těchto předpokladů s politologickými a sociologickými důsledky. Ty lze spatřovat nejen s odmítnutím (...) positivismu a esencialismu, ale také v Popperově preferenci volebních a stranických systémů. Na závěr je rozpracována problematika kritického racionalismu, hodnot a otevřené společnosti na základě možných námitek vůči Popperově teorii. (shrink)
Studie má za cíl představit strukturu Hayekova evolucionismu. Argumentace postupuje v několika krocích: Východiskem je historicko- systematická expozice způsobu, jakým evoluční teorie ovlivnila Hayekovu filosofii, především s ohledem na periodizaci vývoje jeho myšlení a systematické odlišení explanans a explanandum v rámci jeho teorie vědy. Dále je rozebírán způsob, jakým Hayek rozvíjí svoji metodologii vědy. V této souvislosti je argumentováno ve prospěch teze, že Hayekovo pojetí metodologického dualismu je důsledkem ovlivnění evoluční teorií. Zároveň je evoluční teorie představena jako nástroj vysvětlení, konkrétně (...) pak tzv. vysvětlení vzorce. Následně je představeno Hayekovo pojetí společnosti v kontextu kulturní evoluce. Společnost je interpretována jako řád jednání a je kladen důraz na Hayekovo vnímání společnosti jako řádu vyvíjejícího se společně s lidskou myslí. Na základě těchto předpokladů je v poslední části rozvinuto Hayekovo pojetí mysli. Toto pojetí vychází z konekcionistické pozice. Dále argumentuji proti tradičnímu pohledu na Hayekovu filosofii jako rozvíjení Kantovy filosofie. Závěr rekapituluje základní body Hayekova evolucionismu. (shrink)

My book is about the human creativity being a source of progress, and cycling of evolution caused by platitude and triviality of once high-reaching idealism. In essence the book presents an original perception of human history, based on Christian values as vital coordinates system. I hope this book will revive the interest to the Russian school of thoughts and to humanism in general.
The success of the atheistic hiddenness argument depends on the “consciousness constraint” it imposes on the divine-human loving relationship: namely, that this relationship requires human conscious awareness of being in the relationship with God. I challenge the truth of this proposition by introducing the concept of a physical relationship with God that is not subject to this constraint. I argue, first, that a physical relationship with God is metaphysically possible; second, that its plausibility is supported by natural theology; and third, (...) that a perfectly loving God would prefer physical relationships with human beings over consciousness-constrained relationships, because a perfectly loving God would prefer to preserve the integrity of human freedom of participation and allow inclusion of all people regardless of their natural cognitive capabilities. I also offer an interpretation of apparent divine hiddenness in the light of the idea of God’s openness for physical relationships. (shrink)
The Greek model of the Trinity, based on the Theological Orations of Gregory of Nazianzus, treats the Trinitarian relations as connections between the Father and the two other persons: the Son and the Holy Spirit. The two relations have to be heteronymous, and have to be interpreted from the extreme realistic position. The Latin Trinitarian model, based on Boethius’ De Trinitate, treats relations as three subsistent persons. The relations have to be unidirectional: from the Father to the Son, and from (...) both of them to the Holy Spirit. Both models are adequate and effective, but incompatible. One of the consequences of this incompatibility is the problem of filioque: the introduction of an additional relation of procession into the Greek model as well as the exclusion of this relation from the Latin model result in the inadequacy of the models. From the point of view of the complementability of a model, the Greek model allows introduction of new elements, while the Latin model does not. The soteriological consequences are such that the Greek model welcomes a human person to establish a unique relation with the person of the Father, which leads to the theosis of a creature. The Latin model requires the saving relation to be established with the whole Trinity, and theosis is not supported. (shrink)
The article is devoted to the topic of "traces of the past” interpretation; its relevance is due to both the need to improve the training of history majors and the aggravation of the fight against falsifications of history (primarily domestic). The aim of the research is to analyze the correlation of humanitarian, social and technological components in the methodology of teaching historical disciplines. The comparative method was chosen as a key method. The work uses the method of hypotheses, content analysis (...) of the source base, and experience in studying University teaching practice. Identifying the prerequisites for “incorrect" interpretation of historical events, the author compares legal, forensic and philosophical approaches. (shrink)
The article highlights the problem of studying historical time in terms of aesthetics and social ethics. The essence of history, according to the author, is not so much in retrospection or reflection, but in the gap between feeling and awareness. Guided by the apophatic method, the author analyzes the historiosophical views of domestic and foreign scholars and comes to the conclusion that the Soviet paradigm is true, where the only vector of human development is the liberation of labor in the (...) name of creating a bright future for the sake of all people and for everyone -/- . The article analyzes the phenomenon of ownership in its legal, economic, political and philosophical perspectives. Ownership is considered as an opportunity and as a guarantee of sustainable development. Comparative context is used to identify the specificity of the bourgeois model of owners’ power (social state) and the domestic concept of power-ownership (including socialist state). The author draws conclusions about ways to overcome the competition between the state and the market for the human resource and proposes to explore the ideological provision (...) of power-ownership in order to appreciate its progressive potential and predilection in relation to the liberal model of social development . The article is devoted to the study of ideological and philosophical components correlation in the worldview formation. According to the author, it is fundamentally important to take for understanding Russian history and culture not speculative, but ideological coordinates as the basis. Ideology as a professed philosophy is incomparably higher than any palliative abstraction. It is necessary not to lower culture to the level of the masses, but to elevate a person to the level of culture, impossible without a cult.
The article provides an analysis of the views of Russian thinkers on historical progress; the concepts of freedom-opportunity, freedom-necessity, time and space are explored. Comparing the western and domestic approaches to the formation of the so-called "national idea", the author formulates his own hypothesis of progress, based on the creativity of the Person as conciliar unity.
This paper is devoted to some generalizations of explanatory potential of connectionist approaches to theoretical problems of the philosophy of mind. Are considered both strong, and weaknesses of neural network models. Connectionism has close methodological ties with modern neurosciences and neurophilosophy. And this fact strengthens its positions, in terms of empirical naturalistic approaches. However, at the same time this direction inherits weaknesses of computational approach, and in this case all system of anticomputational critical arguments becomes applicable to the connectionst models (...) of mind. The last developments in the field of deep learning gave rich empirical material for cognitive sciences. Multilayered networks, mathematical models of associative dynamics of learning, self-organizing neuronets and all that allow to explain the principles of human conceptual organizing and after this to emulate these processes in computer systems. At all engineering achievements of this technology there is a traditional criticism from representatives of cognitive psychology who cannot accept a thesis about learning ability of a neuronet on the basis of redistribution of scales. Process of learning of natural intelligence, according to cognitive models, happens due to attraction of knowledge broadcast in a symbolical form (mental representations, concepts) at the expense of the systems of output knowledge expressed in the propositional contents. Some philosophical aspects of «neural metaphor» in modern cognitive sciences create the problem field which demands comprehensive understanding, the first step towards which is taken in this work. In this article the linguistic processes of consciousness are discussed at the informational and semantic levels. The key question is devoted to the distinction between the information, meaning and sense in the physical, logico-semantic and historic levels of brain and consciousness. The principal point runs that the human linguistic process of sense producing takes the variety and indistinctness in the cultural presupposition. The modern theories of philosophy of mind relying on the theories of Soviet psychological school propose some new solutions (...) in the pragmatic questions of the semantic noncomputability. The article deals with a pivotal conceptual distinction employed in philosophical discussions about global justice. Cosmopolitans claim that arguing from the perspective of moral cosmopolitanism does not necessarily entail defending a global coercive political authority, or a "world-state", and suggest that ambitious political and economic (social) goals implied in moral cosmopolitanism may be achieved via some kind of non-hierarchical, dispersed and/or decentralised institutional arrangements. I argue that insofar as moral cosmopolitans retain "strong" moral claims, this is an untenable position, and (...) that the goals of cosmopolitan justice, as explicated by its major proponents, require nothing less than a global state-like entity with coercive powers. My background ambition is to supplement some existing works questioning the notion of "governance without government" with an argument that goes right to the conceptual heart of cosmopolitan thought. To embed my central theoretical argument in real-world developments, I draw on some recent scholarship regarding the nature of international organizations, European Union, or transnational democratization. Finally I suggest that only after curbing moral aspirations in the first place can a more self-consciously moderate position be constructed, one that will carry practical and feasible implications for institutional design. The main claim of this chapter is that planetary defense against asteroids cannot be implemented under a decentralized model of democratic global governance, as espoused elsewhere in this book. All relevant indices point to the necessity of establishing a centralized global political authority with legitimate coercive powers. It remains to be seen, however, whether such a political system can be in any recognizable sense democratic. It seems unconvincing that planetary-wide physical-threat, all-comprehensive macrosecuritization, coupled with deep transformations of international law, global (...) centralization of core decision-making powers, de-stigmatization of nuclear weapons and the like can proceed, succeed, and be implemented in a non-hierarchical international system where planetary defense constitutes only one regime among many, and where states basically remain the decisive actors. Although rationally and scientifically robust, the project suffers from oversimplification, as well as naivety with respect to how both international and domestic politics works. Among other topics, this chapter discusses problems associated with the rule of law and constituent powers, political representation and sources of legitimacy, conditions of multilevel collective action, or limits of theoretical idealization. The general message is that the planetary defense community needs to be more aware of the social and political context of its own enterprise. (shrink)
Employing the framework of conflicting goals in democracy promotion as departure point, the paper addresses the issue of arms exports to non-democratic countries as an important research topic which points to a reconsideration of certain fundamental conceptual and normative commitments underpinning democracy promotion. Empirically, we remind of the lingering hypocrisy of Western arms exporters, knowing that exports to non-democratic countries often hinder or block democratisation. This is not easily circumvented, because of the many conflicting objectives both internal and external to (...) democracy promotion itself. Yet democracy and human rights promotion remain, ethically and pragmatically, important policy goals. Noting that the self-evident character of the state-based liberal democratic model is being increasingly questioned in the literature, we then critically explore a radical if surprisingly natural alternative vision: Namely that if the commitment to democracy and human rights is to be genuine, only global democracy remains a viable way of resolving the many dilemmas, as it aspires to deal both with regulating arms exports and building of accountable decision-making structures. Although we ultimately reject the globalist solution and lean towards a less radical constructivist approach, we endorse the underlying rationale, namely that democracy promotion needs to sincerely embrace normative democratic theory. The core of a Trinitarian model is the internal layout of intra-Trinitarian relations. Depending on different metaphysical interpretations of the nature of the relations, various patristic authors have produced different and oftentimes incompatible Trinitarian models, and, consequently, conflicting expositions of the doctrine of the Trinity. In order to elucidate the differences in their Trinitarian theologies, I demonstrate the divergence in their understanding of the divine relations using the contemporary philosophical taxonomy of relations. I analyze the models of Basil of Caesarea, (...) Gregory Nazianzen, and Boethius, and their attempted synthesis by Thomas Aquinas. Each of the patristic Trinitarian models, in spite of being fully orthodox, uses completely different types of relations, which makes them incompatible. One of the results of this incompatibility is the problem of the filioque, which cannot be resolved without addressing the metaphysics of relations. (shrink)

I argue that evidentialist ethics of belief requires believing in every promise, because any promise always has sufficient evidence. In order to combine evidentialism with ethics of belief, I distinguish two belief-like propositional attitudes. The first is categorical belief, which I call “opinion,” the second is quantitative belief, which I call “credence.” I accept doxastic voluntarism about opinions, and doxastic involuntarism about credences. Opinion has two values—affirmative and negative—and the subject has control over which one to choose. Credence can have (...) any value between 0 and 1; it is formed solely on the basis of the available evidence, and the subject has no control over it. The requirement of evidentialist ethics of belief is that one should have opinion that p when his credence that p is between 0.5 and 1, and opinion that ¬p when the credence is below 0.5. My main argument has two premises. The first premise is that if one accepts a promise, then his credence that “the promise will be fulfilled” is higher than 0.5. The second premise claims that nothing can decrease that credence. The main explanation for the second premise is that any potential evidence against the fulfillment of the promise turns out to be evidence against its validity, not the evidence against the propositional content of the credence. The final conclusion is that if an evidentialist accepts a promise, then he should always have the opinion that “the promise will be fulfilled,” i.e., always believe in the promise. (shrink)
Alvin Plantinga has played a pivotal role in bringing theological questions and ideas into the broad philosophical, predominantly non-theistic community. His “Advice to Christian Philosophers” (1983) was the turning point in the history of philosophical theology. In his “Advice” Plantinga talks about how best to be a Christian in philosophy. He suggests that Christian intellectuals should become more autonomous from the rest of philosophical world, display more unity, and express greater Christian self-confidence. These advices, however, are addressed not to just (...) any intellectual of a Christian affiliation. He addresses them to those 1) who have graduated from a conservative Christian college, 2) who have obtained a PhD in philosophy, and 3) who continue their career as professional philosophers. That means that the person should be well acquainted with the traditional Christian doctrine and practice, should be well versed in the contemporary analytic philosophy, and should be an acknowledged member of the established philosophical community. It would be a mistake to apply Plantinga’s “Advice” to a person who does not meet all of the three requirements. The present day situation in Russia is such that there is a dramatic shortfall of those intellectuals who satisfy all of the three Plantinga’s requirements. It is still premature for Russian Christian philosophers to become autonomous from the rest of the philosophical community, to establish Christian philosophical clusters, and to display Christian self-confidence in the face of the non-theistic majority. Philosophical theology in Russia is currently in its “pre-Plantingan” phase. In order to improve this situation I suggest reversing Plantinga’s advices into their opposites. Russian Christian philosophers ought to learn how to operate within the broad philosophical community. They should familiarize themselves with the contemporary analytic philosophy and its methods, and they should become acknowledged members of the established professional circles. Then, and only then, philosophical theology in Russia can enter its post-Plantingan era. (shrink)
The appropriationist approach to history of philosophy is often accused of being antihistorical and thus unreliable. The appropriationists are only concerned with their own philosophical problems, and they make discriminating use of the historical data as far as it serves their needs. Its rival, the contextualist approach, claims to be an honest, dedicated and reliable treatment of history. The contextualists are willing to make use of the tedious methodology of Classical studies as long as it promises to uncover the true (...) historical data. In this paper I present a case where the contextualists have failed to surpass their rival appropriationists in their quest for veracity. The case is the debate about Aristotle’s De Interpretatione 9, which took place in 1950-1980s. In this debate the contextualists were unable to offer any other results except for those which have already been suggested by the appropriationists. In addition I demonstrate how the contextualists selectively used the arsenal of Classical methodology not to uncover the truth, but to justify their own preconceived interpretations. (shrink)
Religious people are expected to believe in their religious creeds faithfully and firmly. How can one acquire such belief? In order to answer that question, I propose a model for all belief-like propositional attitudes. The model differentiates, firstly, between voluntary and involuntary, and, secondly, between categorical and quantitative belief-like attitudes. The whole variety of belief-like attitudes is then reduced into two main groups. The first group combines all voluntary and categorical attitudes, and the second group combines all involuntary and quantitative (...) attitudes. The resultant first-group attitude is called “judgment,” and the second-group attitude—“confidence.” Thus, judgment is the generic voluntary categorical propositional attitude, which can have only two values: “true” or “false.” Confidence is the generic involuntary quantitative attitude, which can have any value between “certainly false” and “certainly true.” A religious person can form the creedal judgment simply by her act of will, while her confidence depends upon the actual content of her doxastic system. However, a person can indirectly increase her confidence in the creedal statement via relevant factors that control her doxastic system. Such factors include corroboration, desirability, and ethicality of the proposition, and also its centrality and entrenchment in the doxastic system. I suggest several practical guidelines for increasing the relevant factors. I claim that the suggested model and the practical guidelines for acquiring the “faithful and firm belief” can be used not only within the religious context, but can also be applied to any propositional beliefs. The idea of a responsible cosmopolitan state (RCS) represents a recent attempt to reconcile the utopianism of cosmopolitan political theory and the practical constraints arising from the current realities of politics among territorial and largely self-interested states. I show in the chapter that the neorealist and/or geopolitical challenge rests on a misconception about what cosmopolitanism is meant to provide, because immediate practical advice is only a part of what normative political theory may bring to the table. Besides the notion of (...) self-interest which can be interpreted in different ways, it is mainly the action-modifying role of norms (especially international/supranational law) which may gradually change the game. Since the sustenance of state capacities is often preconditioned by events which take place beyond state borders, shared rules of conduct allow for more effective coordination in cases where collective action is required. Although the idea of a RCS primarily targets foreign policy priorities of smaller/weaker states (not-great-powers), it may turn out that collective action problems arising from empirical realities of the 21st century increasingly put great powers under pressure to accept such self-imposed constraints and comply with them. In the final part of the paper, however, I explain why this ‘cosmopolitan optimism’ needs to be aware of its own limitations, singling out the problems of internal motivation of actors in world politics and the deeper meaning of sovereignty which precludes an easy switch to the language of dispersed, pooled, or relational sovereignty. I conclude by arguing that if we are to take cosmopolitan ideals seriously, the RCS most likely represents a transitional stage on the route towards a centralised global political authority. (shrink)
The paper considers the gap that exists between between normative and empirical theories of democracy. Empirical theories usually stop in their aspirations where normative theories get off the ground, that is, they take the model of liberal democracy as their normative horizont. This is a confusing situation especially with regard to the possibilities of enhancing the quality of existing liberal democracies. We argue that a simple recalibration of democracy indexes, so as to include normatively more demanding considerations, is impossible, due (...) to certain recurring features of normative models. We conclude that if we want to be serious about bridging the gap, concessions should be made both sides. (shrink)
The atheistic Hiddenness Argument contains a controversial premise that a perfectly loving God would love every single person. J. L. Schellenberg, the author of the Argument, claims that this premise is necessarily true. However, many ancient theologians would disagree with the truth of this premise. In this paper, I provide evidence of the variety of alternative theological views from antiquity concerning the proper object of perfect divine love. The list of alternatives includes 1) the whole humanity as a collective subject, (...) 2) humanity as a universal, 3) divine image reflected in human beings, 4) the community of the faithful, 5) a chosen people. Based on the disagreement between Schellenberg and the ancient theologians concerning the proper object of perfect divine love, I argue that the aforementioned premise of the hiddenness argument, even if true, is not necessarily true. Therefore, the key premise of the hiddenness argument turns out to be without support, and the Argument turns out to be unsound. (shrink)
In the last fifteen years or so, political philosophers have been increasingly busy nurturing their latest darling, global justice (hereinafter GJ). There are many reasons why justice, the centrepiece of much political theorising since the 1970s, has spilled beyond the confines of the (nation-)state – from certain inherent features of prominent philosophical accounts of justice to the seemingly morally arbitrary nature of state borders to the perceived or assumed effects of globalisation. In any case, the previously rather scattered reflections on (...) the global dimension on justice-related topics have now moulded into a respected academic enterprise, generating a vast body of mutually interconnected research. Under the broad umbrella of GJ, a wealth of specific problems and/or issue areas have surfaced; for the purposes of the present essay, it is useful to note that the primarily normative discussion about justice in the transnational realm (i.e. what is right/wrong and what should be done about it) extends to questions of methodological, epistemological as well as ontological kind which are of wider interest to political philosophy as such. One reason for such a broadened perspective is that two of the three titles (Brooks and Brock) appeared in print four and five years ago, respectively, and Brock’s and Ypi’s volumes have already received wide critical attention from within the field. It makes therefore sense to step back and evaluate the respective contributions with the benefit of hindsight, and also perhaps more critically than has been the case with the majority of heretofore published reactions. This is facilitated by the different approaches employed in the respective books, stemming in one case (Brooks) from its genre, and from different authorial aims and modes of explication in the other two cases. The article represents a contribution to the discussions about the basis, motives, and goals of European integration, which were stimulated by the recent “normative turn” in EU studies. My aim in this the article is threefold: By addressing the issue of internal legitimacy of EU decision-making, I wish to show that the European Union is in need of a public “story” of European integration; however, a closer analysis suggests that there is much normative disagreement on values and principles that are (...) supposed to define such “Europeanness”. This is also relevant for the role of Europe on the scene of international or global politics, where the EU aspires to become a leading actor, or is supposed to do so by cosmopolitan-minded authors. Lastly, the text defends the usefulness of the traditional conceptual apparatus of political theory, which which has – in relation to the European integration – in recent times come under attack. Libertarian philosophy asserts that only the initiation of physical force against persons or property, or the threat thereof, is inherently illegitimate. A corollary to this assertion is that all forms of speech, including fraudulent advertising, are not invasive and therefore should be considered legitimate. On the other hand, fraudulent advertising can be viewed as implicit theft under the theory of contract: if a seller accepts money knowing that his product does not have some of its advertised characteristics, he acquires the (...) property title to the customer’s money without voluntary consent, which is theft. The balance between these two logical extensions of property rights—the right of free speech and the right of contract—lies somewhere in the area of communication philosophy, and can be explained through understanding the role of communication in human interactions. Advertising is a form of communication that may convey important information about the conditions of the proposed contract. These conditions are expressed in particular words that may have different meanings in different circumstances. Therefore to determine whether a particular example or “misinterpretation” is mere sophistry or a type of fraud, the judicial system has to approach each issue on a case-by-case basis. The border between legal and illegal should be determined by precedents and by expectations based on commonly accepted definitions of terms—what people commonly understand by the words and other forms of communication they use. In this article we address the question of individual identity and its place – or rather omission – in contemporary discussions about the cosmopolitan extension of liberalism as the dominant political theory. The article is divided into two parts. In the first part we show that if we consistently emphasise the complementarity of the “inner” and “outer” identity of a person, which is essential to liberalism from its very beginnings, then a fundamental flaw in the liberal cosmopolitan project becomes apparent. (...) This is the underestimation of the indispensability of an unambiguously determined public framework which will fix and enforce liberal principles and values in a comprehensible way. Such a framework for liberalism was always the political community and then, above all, the modern state, in which the liberal identity could then be realised. The discussion in this part of the article prepares the ground for an examination, in the second part, of a dilemma which cosmopolitan liberalism must face. In the second part we argue that the attempt to tackle the given problem presents liberals with the following dilemma: either it is necessary to plead for the institution of a global political authority (a “world state”), or to give up the belief that fundamental liberal principles and values can be realised to a global extent. We show, at the same time, that because of the character and ambitions of the cosmopolitan project, the promise of plural identities and multicentred law cannot be relied upon. By way of conclusion we then ask what is the price of the realisation of cosmopolitan liberal ideals. -/- NOTE: This is a two-part article (in Czech). The paper deals with the methodological clash between idealism and anti-idealism in political philosophy, and highlights its importance for public reason (PR) and public justification (PJ) theorising. Upon reviewing the broader context which harks back to Rawls’s notion of a realistic utopia, we focus on two major recent contributions to the debate in the work of David Estlund (the prototypical utopian) and Gerald Gaus (the cautious anti-utopian). While Estlund presents a powerful case on behalf of ideal theorising, claiming that motivational (...) incapacity and other non-ideal features of “human nature” – the so-called bad facts – do not normally refute the desirability of highly utopian theories of justice, we show that Gaus is correct in stressing the importance of feasibility considerations, including empirical knowledge about human societies. Because moral disagreement is to be expected even among cognitively and morally excellent reasoners, we argue that Estlund’s search for Truth about justice must idealise away normative diversity as just another bad fact. This methodological dispute has important ramifications for current debates about PR and PJ as the grounds of liberal legitimacy. Because consensual approaches rely on strong idealisation which results in exclusion of numerous comprehensive doctrines from consideration, we conclude that convergence-based liberal political theory has distinct advantage as regards exploiting normative diversity to the advantage of everyone. The paper critically discusses the dualism in the interpretation of the moral basis of public reason. We argue that in order to maintain the complementarity of both liberal and democratic values within the debate on public reason, the arguments from liberty and from civic friendship cannot be considered in isolation. With regard to the argument from liberty, we contend that because the idea of natural liberty is an indispensable starting point of liberal theory, no explanation of the justification of political (...) power can do without it. In particular, we focus on the requirement of reasonableness and show that we should retain the epistemic aspect of the reasonableness of persons. The main reason for this is to be found in the criterion of reciprocity which provides the deepest justification of the respect for people’s liberty – that is, the liberal aspect of liberal democracy. At the same time, however, we argue that reciprocity also provides the grounds for responding to the criticism that the essentially liberal approach fails to adequately take into consideration the role of political community. Because reciprocity may also be interpreted as being based on civic friendship, it provides the resources to respond to such criticism. It thus supplies the normative background also for the second, democratic pillar of public reason. We then critically examine the newly emerging approach built predominantly on the argument from civic friendship, arguing that by prioritising the civic friendship interpretation and, at times, tending to completely abandon the liberty-based one, it overlooks the indispensability of liberty-based considerations for the criterion of reciprocity. We conclude that in order to adequately capture the common liberal-democratic basis of public reason, both interpretations of reciprocity must be linked within a comprehensive account. (shrink)
Technology offers unique sets of opportunities, from human flourishing to civilization survival, but also challenges, from partial misuse to global apocalypse. Yet technology is shaped by the social environment in which it is developed and used, prompting questions about its desirable governance format. In this context, we look at governance challenges of large technical systems, specifically the peaceful use of high-power lasers in space, in order to propose a conceptual framework for legitimate global governance. Specifically, we adopt a context-based approach (...) to legitimacy to address the trade-offs between effectiveness (output legitimacy) and inclusivity (input legitimacy) in the governance of large technical systems. We show that distinguishing two basic phases of space laser policy which call for different legitimacy criteria helps balance out the trade-offs without sacrificing either effectiveness or inclusivity. Finally, we construe LTSs’ governance as a tool for creating globally networked spaces which may enable coordinated global democratic governance. (shrink)
The paper focuses on the “spillover thesis” which constitutes a pillar of much of contemporary participatory democratic theory; specifically, we assess the claim that workplace democratization leads to a higher degree of political participation amongst labourers. The paper analyses the thesis as formulated by Carole Pateman, including its later revisions triggered by ambiguous results of empirical studies aiming to (dis)prove it. The spillover thesis is then confronted with important methodological and theoretical critiques, the upshot being that in order to be (...) able to arrive at determinate conclusions, more carefully designed empirical studies are needed. Normatively speaking, however, blame can always be laid on the wider environment of market economy and/or representative democracy, to the effect that the spillover thesis is both difficult to disprove and radically subversive. Given the recent dominance of deliberative democratic theory which incorporates a strong participatory element, we finally discuss whether a recent innovation – namely, the concept of deliberative systems – could be fruitfully employed as a flexible umbrella-type framework for the spillover thesis and the participatory ideals related to it. The paper explicates the stages of the author’s philosophical evolution in the light of Kopnin’s ideas and heritage. Starting from Kopnin’s understanding of dialectical materialism, the author has stated that category transformations of physics has opened from conceptualization of immutability to mutability and then to interaction, evolvement and emergence. He has connected the problem of physical cognition universals with an elaboration of the specific system of tools and methods of identifying, individuating and distinguishing objects from a scientific theory domain. The (...) role of vacuum conception and the idea of existence (actual and potential, observable and nonobservable, virtual and hidden) types were analyzed. In collaboration with S.Crymski heuristic and regulative functions of categories of substance, world as a whole as well as postulates of relativity and absoluteness, and anthropic and self-development principles were singled out. Elaborating Kopnin’s view of scientific theories as a practically effective and relatively true mapping of their domains, the author in collaboration with M. Burgin have originated the unified structure-nominative reconstruction (model) of scientific theory as a knowledge system. According to it, every scientific knowledge system includes hierarchically organized and complex subsystems that partially and separately have been studied by standard, structuralist, operationalist, problem-solving, axiological and other directions of the current philosophy of science. 1) The logico-linguistic subsystem represents and normalizes by means of different, including mathematical, languages and normalizes and logical calculi the knowledge available on objects under study. 2) The model-representing subsystem comprises peculiar to the knowledge system ways of their modeling and understanding. 3) The pragmatic-procedural subsystem contains general and unique to the knowledge system operations, methods, procedures, algorithms and programs. 4) From the viewpoint of the problem-heuristic subsystem, the knowledge system is a unique way of setting and resolving questions, problems, puzzles and tasks of cognition of objects into question. It also includes various heuristics and estimations (truth, consistency, beauty, efficacy, adequacy, heuristicity etc) of components and structures of the knowledge system. 5) The subsystem of links fixes interrelations between above-mentioned components, structures and subsystems of the knowledge system. The structure-nominative reconstruction has been used in the philosophical and comparative case-studies of mathematical, physical, economic, legal, political, pedagogical, social, and sociological theories. It has enlarged the collection of knowledge structures, connected, for instance, with a multitude of theoreticity levels and with an application of numerous mathematical languages. It has deepened the comprehension of relations between the main directions of current philosophy of science. They are interpreted as dealing mainly with isolated subsystems of scientific theory. This reconstruction has disclosed a variety of undetected knowledge structures, associated also, for instance, with principles of symmetry and supersymmetry and with laws of various levels and degrees. In cooperation with the physicist Olexander Gabovich the modified structure-nominative reconstruction is in the processes of development and justification. Ideas and concepts were also in the center of Kopnin’s cognitive activity. The author has suggested and elaborated the triplet model of concepts. According to it, any scientific concept is a dependent on cognitive situation, dynamical, multifunctional state of scientist’s thinking, and available knowledge system. A concept is modeled as being consisted from three interrelated structures. 1) The concept base characterizes objects falling under a concept as well as their properties and relations. In terms of volume and content the logical modeling reveals partially only the concept base. 2) The concept representing part includes structures and means (names, statements, abstract properties, quantitative values of object properties and relations, mathematical equations and their systems, theoretical models etc.) of object representation in the appropriate knowledge system. 3) The linkage unites a structures and procedures that connect components from the abovementioned structures. The partial cases of the triplet model are logical, information, two-tired, standard, exemplar, prototype, knowledge-dependent and other concept models. It has introduced the triplet classification that comprises several hundreds of concept types. Different kinds of fuzziness are distinguished. Even the most precise and exact concepts are fuzzy in some triplet aspect. The notions of relations between real scientific concepts are essentially extended. For example, the definition and strict analysis of such relations between concepts as formalization, quantification, mathematization, generalization, fuzzification, and various kinds of identity are proposed. The concepts «PLANET» and «ELEMENTARY PARTICLE» and some of their metamorphoses were analyzed in triplet terms. The Kopnin’s methodology and epistemology of cognition was being used for creating conception of the philosophy of law as elaborating of understanding, justification, estimating and criticizing legal system. The basic information on the major directions in current Western philosophy of law (legal realism, feminism, criticism, postmodernism, economical analysis of law etc.) is firstly introduced to the Ukrainian audience. The classification of more than fifty directions in modern legal philosophy is suggested. Some results of historical, linguistic, scientometric and philosophic-legal studies of the present state of Ukrainian academic science are given. (shrink)
The article provides a focused overview of the recent debates in political philosophy on the role of religious arguments (as reasons for action) in liberal democracy, as well as a preliminary defence of a particular approach to the issue. Drawing on Christopher Eberle’s typology, we distinguish three main camps – Justificatory Liberalism, basing its advocacy of a “doctrine of religious restraint” on Rawls’s account of public justification; its Liberal Critics, embracing a wholly permissive position vis-à-vis religious arguments in the public (...) sphere; and New Traditionalism, which assigns priority to the religious rationale. The article deals in more detail with the exchange between the first two camps. Upon considering their strengths and weaknesses, we argue for a more robust “third way” between exclusion from and unqualified inclusion of religious arguments in public debates in liberal democracy. Inspired by the work of Gerald Gaus and Kevin Vallier, we the outline in the closing sections a framework of such “minimal justificatory liberalism” that steers clear of several errors shared by both the defenders and the critics of justificatory liberalism. The paper examines two possible analyses of fictional names within Pavel Tichý’s Transparent Intensional Logic. The first of them is the analysis actually proposed by Tichý in his (1988) book The Foundations of Frege’s Logic. He analysed fictional names in terms of free variables. I will introduce, explain, and assess this analysis. Subsequently, I will explain Tichý’s notion of individual role (office, thing-to-be). On the basis of this notion, I will outline and defend the second analysis of fictional names. (...) Abstract. The aim of this paper is to present a topological method for constructing discretizations (tessellations) of conceptual spaces. The method works for a class of topological spaces that the Russian mathematician Pavel Alexandroff defined more than 80 years ago. Alexandroff spaces, as they are called today, have many interesting properties that distinguish them from other topological spaces. In particular, they exhibit a 1-1 correspondence between their specialization orders and their topological structures. Recently, a special type of Alexandroff spaces (...) was used by Ian Rumfitt to elucidate the logic of vague concepts in a new way. According to his approach, conceptual spaces such as the color spectrum give rise to classical systems of concepts that have the structure of atomic Boolean algebras. More precisely, concepts are represented as regular open regions of an underlying conceptual space endowed with a topological structure. Something is subsumed under a concept iff it is represented by an element of the conceptual space that is maximally close to the prototypical element p that defines that concept. This topological representation of concepts comes along with a representation of the familiar logical connectives of Aristotelian syllogistics in terms of natural settheoretical operations that characterize regular open interpretations of classical Boolean propositional logic. In the last 20 years, conceptual spaces have become a popular tool of dealing with a variety of problems in the fields of cognitive psychology, artificial intelligence, linguistics and philosophy, mainly due to the work of Peter Gärdenfors and his collaborators. By using prototypes and metrics of similarity spaces, one obtains geometrical discretizations of conceptual spaces by so-called Voronoi tessellations. These tessellations are extensionally equivalent to topological tessellations that can be constructed for Alexandroff spaces. Thereby, Rumfitt’s and Gärdenfors’s constructions turn out to be special cases of an approach that works for a more general class of spaces, namely, for weakly scattered Alexandroff spaces. This class of spaces provides a convenient framework for conceptual spaces as used in epistemology and related disciplines in general. Alexandroff spaces are useful for elucidating problems related to the logic of vague concepts, in particular they offer a solution of the Sorites paradox (Rumfitt). Further, they provide a semantics for the logic of clearness (Bobzien) that overcomes certain problems of the concept of higher2 order vagueness. Moreover, these spaces help find a natural place for classical syllogistics in the framework of conceptual spaces. The crucial role of order theory for Alexandroff spaces can be used to refine the all-or-nothing distinction between prototypical and nonprototypical stimuli in favor of a more fine-grained gradual distinction between more-orless prototypical elements of conceptual spaces. The greater conceptual flexibility of the topological approach helps avoid some inherent inadequacies of the geometrical approach, for instance, the so-called “thickness problem” (Douven et al.) and problems of selecting a unique metric for similarity spaces. Finally, it is shown that only the Alexandroff account can deal with an issue that is gaining more and more importance for the theory of conceptual spaces, namely, the role that digital conceptual spaces play in the area of artificial intelligence, computer science and related disciplines. This paper attempts to acquaint Polish readers with the Russian Orthodox philosopher Pavel Florensky’s (1882–1937) thinking on the category of space‑ness, which together with the categories of symbolism and light is one of the key‑words in his theory of aesthetics. The concept of space is, according to Florensky, a criterion for distinguishing art types, although for him it is only a model, which can be used to help form judgments about the world. It is also the basis of being (...) for the artwork itself. Painting and printmaking, among other arts types mentioned by Florensky (poetry, music, theatre, and architecture), have their own particularities in their organization of space. Painting and printmaking are, for Florensky, the truest art forms — art par excellence. The presentation of a threefold interpretation of the category of space‑ness, together with the description and justification of the divisions which are made in art based on these spatial categories by the philosopher is the leitmotiv of this paper. The aim of the paper is to present and discuss the opinions and arguments of the Orthodox thinker from his work Анализ пространственности (и времени) в художественно‑изобразительных произведениях, which has not yet been translated into Polish or English. Recenzní stať antologie David ČENĚK – Tereza PORYBNÁ, Vizuální antropologie – kultura žitá a viděná. Pavel Mervart: Červený Kostelec 2010, 332 s., postihuje vybrané tendence, které formují postavení technických obrazů v soudobých sociálních vědách. Po základním představení antologie a jejím zařazení do kontextu diskuse o vizuálních sociálních vědách se tak článek věnuje zejména třem klíčovým tématům: kritice a návrhům na transformaci subjekt-objektového vztahu; nástupu tzv. participatorních metod; požadavkům na vytváření mimotextových reprezentací a ustavení sdílené antropologie. Stať vždy nejdříve ilustruje, (...) jak jsou tato témata pojednána v recenzované antologii, a následně se snaží nastínit diskusi, která se kolem těchto témat vede v sociálních vědách. Závěrem se věnuje důsledkům, které má pro zvažovaná témata nástup digitalizace a hypermedializace sociálních věd. (shrink)
