This paper presents the design, development, and potential impact of Echoes of Union Depot, a virtual reality (VR) game aimed at promoting historic preservation and raising public awareness about El Paso's Union Depot, a building listed on the National Register of Historic Places Inventory. The game leverages the immersive capabilities of VR technology and 360° images to engage players in exploring the site's rich history and architectural evolution. Players assume the role of a time-traveling detective, guiding lost spirits to (...) resolve their past and move on. The paper outlines the development process, highlighting the use of 360° panoramic images and 3D Vista Virtual Tour Pro software to create an accessible and user-friendly experience that fosters historic preservation awareness and cultural appreciation. The study also discusses limitations and areas for future research, including expanding the scope to include other heritage sites, working with historians and cultural consultants for accurate representations, and evaluating the game's effectiveness in promoting awareness and fostering a sense of community pride. Urban centers are grappling with significant challenges in managing domestic waste due to increasing population density and consumption patterns. Common issues include irregular waste collection, inadequate waste segregation, and limited recycling initiatives. These shortcomings often stem from insufficient communication between residents and waste management authorities, as well as a general lack of public awareness regarding proper waste disposal methods. This paper proposes a comprehensive web-based platform aimed at enhancing domestic waste management practices. The system allows users to schedule waste (...) collection, promotes awareness through educational resources on waste segregation and recycling, and provides a mechanism for reporting concerns such as missed pickups or improper disposal. By facilitating better interaction between communities and waste management services, this solution addresses existing inefficiencies and encourages responsible waste management behaviors. Preliminary feedback indicates that users have engaged more actively with waste management processes, suggesting that digital intervention can lead to improved community participation and better environmental outcomes. Technological progress has brought about the emergence of machines that have the capacity to take human lives without human control. These represent an unprecedented threat to humankind. This paper starts from the example of chemical weapons, now banned worldwide by the Geneva protocol, to illustrate how technological development initially aimed at the benefit of humankind has, ultimately, produced what is now called the “Weaponization of Artificial Intelligence (AI)”. Autonomous Weapon Systems (AWS) fail the so-called discrimination principle, yet, the wider (...) class='Hi'>public is largely unaware of this problem. Given that ongoing scientific research on AWS, performed in the military sector, is generally not made available to the public domain, many of the viewpoints on this subject, expressed across different media, invoke common sense rather than scientific evidence. Yet, the implications of a potential weaponization of our work as scientists, especially in the field of AI, are reaching further than some may think. The potential consequences of a deployment of AWS for citizen stakeholders are incommensurable, and it is time to raise awareness in the public domain of the kind of potential threats identified, and to encourage legal policies ensuring that these threats will not materialize. Today, the Internet is a rich source of study materials, and Google Scholar offers free access to a large number of scientific articles. There are excellent research publications available in many more databases. Students have the option of easily copying the material. Reusing, paraphrasing, patchwriting, and ghostwriting without citing the original documents are plagiarism. Plagiarism is increasing in academics, particularly in research. This study aims to study the awareness of plagiarism and to analyze the reasons for plagiarism. The study samples (...) are the student teachers in India. For this study, we used a survey method, and the author prepared a questionnaire to collect data from the student teachers. Study respondents are the student teachers of the Regional Institute of Education Mysore; Purposive sampling was used to select samples. The total number of study respondents is 207. The findings of the study revealed that over 70 per cent of respondents mentioned reasons for plagiarism as lack of relevant literature studying, lack of preparation and time, difficulty checking every piece of work, do not know the manual citation style, lack of knowledge about bibliographic management software and also they stated that getting easily available materials on the internet is also a reason for plagiarism. The study recommends that teachers teach or conduct awareness programs on plagiarism, avoiding plagiarism, citation style, and software. (shrink)

Background: Several countries have recently changed their model of consent for organ donation from opt-in to opt-out. We undertook a systematic review to determine public knowledge and attitudes towards these models in Europe. Methods: Six databases were explored between 1 January 2008 and 15 December 2017. We selected empirical studies addressing either knowledge or attitudes towards the systems of consent for deceased organ donation by lay people in Europe, including students. Study selection, data extraction, and quality assessment were conducted (...) by two or more reviewers independently. Findings: Awareness of the consent model was lower in opt-out countries than in opt-in countries. A majority of the public agrees with opt-in, regardless of the law in their own country. There are ambivalent attitudes regarding the opt-out system. The public tend to prefer opt-in and mandatory choice over opt-out when several options are offered. Interpretation: The assumption that people in opt-out countries are aware of the legal requirements to be excluded from the pool of potential donors is not supported by the results of this review. This is a concern, since ignorance hinders people's autonomy regarding organ donation decision-making. Higher awareness of consent model in opt-in countries may reflect greater efforts to inform the public through campaigns to motivate donation. Legal moves towards opt-out are at odds with people's expressed preferences. This study emphasizes the importance of enhancing food safety and hygiene practices among sidewalk vendors to safeguard public health in Balayan Public Market. Employing a mixed-methods approach, with both quantitative and qualitative components, a diverse sample of 55 consumers, 5 sidewalk vendors, and 5 market administrators was selected using a combination of purposive and random sampling techniques under non-probability sampling. Microbial investigations were conducted during both the initial sampling and testing phase (A) and subsequent sampling and testing phase (...) (B) on popular street food items at Lipa Quality Control Inc., including chicken nuggets, chicken nugget sauce (sweet and vinegar), Isaw, Isaw sauce, Proben, Proben sauce, Calamares, Calamares Vinegar Sauce, Kwek- Kwek, and Kwek-Kwek sauce. The findings reveal that “Isaw and Chicken Nuggets Sauce (Sweet)” had a result of “Too Numerous To Count (TNTC),” indicating an extraordinarily high bacteria count. This underscores the imperative need to raise awareness and provide targeted guidance to sidewalk vendors regarding essential food handling, storage, and sanitation practices. Therefore, a sanitary action plan is developed to promote community engagement, educational initiatives, and regulatory support, enhancing food safety practices among sidewalk vendors and ensuring a safer and healthier food environment. This paper takes up the question of how videographic public announcements (VPAs)---i.e. videos that a wide swath of the public sees and knows that everyone else can see too--- have functioned to mobilize people politically, and how the presence of deepfakes in our information environment stands to change the dynamics of this mobilization. Existing work by Regina Rini, Don Fallis and others has focused on the ways that deepfakes might interrupt our acquisition of first-order knowledge through videos. But (...) I point out that even where every audience member takes a video to be veridical, where first-order knowledge acquisition is secure, an audience aware of deepfakes in their environment will not acquire higher order knowledge in the way that has erstwhile been characteristic for audiences of VPAs. Engaging with ideas from the literatures on public announcement logic, common knowledge, and convention, I enumerate a variety of ways in which we should expect this absence of higher order knowledge to throw up barriers to political mobilization. I go on to apply my analysis of VPAs to the mechanisms by which an uptick in publicly available videos of police brutality over the last decade, mediated by camera phones and social media, was responsible for the largest mass protests in US history in summer 2020. This makes vivid the stakes of the transformation in our mobilizing environment that I've claimed deepfakes effect: where we lose the common-knowledge-generating effects of VPAs, there are fresh obstacles to this sort of mass mobilization. The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Can past agents deliberately influence our historical awareness by designing objects’ appearances and sending them to us down the stream of time? We know they have certainly tried to do so by raising monuments. But according to an influential narrative, the efforts of these "monumentalists" are destined to fail: no monument can keep a legacy alive in perpetuity. In this article, I argue that this narrative misrepresents the nature of the monumentalists’ mission, and I set out to show that monumentality (...) should be understood as a means of addressing what I term “art-historical awareness.” This mode of historical awareness attends to artifacts’ appearances in search of visual manifestations of relevance that can survive the loss of context. Those who raise monuments aim to produce such artifacts, or what amount to intentional art-historical documents, and they do so in order to overcome the tension between the monuments’ nature as public art and their commemorative function. By visually manifesting a transcendent relevance, monuments ideally appeal to both present and distant audiences, insofar as these audiences are able to appreciate the monuments’ potential to sustain at least a semblance of relevance beyond their immediate contexts. Rapid urbanization in Vietnam significantly impacts the environment and human well-being. Public parks are crucial for enhancing social and environmental sustainability in urban areas, yet their establishment and expansion require substantial funding. This study investigates the factors influencing Vietnamese urban residents’ willingness to donate to planting projects in public parks, utilizing the Bayesian Mindsponge Framework (BMF), which combines Mindsponge Theory’s informational entropy-based notion of value with Bayesian analysis. Analyzing data from 535 residents in major Vietnamese cities, we found (...) that while men visit public parks more frequently, they are less willing to donate to planting projects. Older residents visit parks more often and are more willing to donate, while higher-income individuals show greater willingness to donate. Most motivations—such as relaxation, physical activities, nature enjoyment, socializing, and family time—are positively linked to park visit frequency and indirectly to donation willingness. However, only relaxation and enjoyment of nature are directly associated with willingness to donate. Interestingly, higher education levels and visiting parks for children’s educational activities are associated with lower donation willingness. These findings hint at the possible existence of the free-riding problem, gender inequality, ineffective environmental education, and lack of awareness of public parks’ natural value, as well as opportunities to cultivate an eco-surplus culture through nature interactions in public parks. A surge in post-publication activity related to editing, including by technical editors and copyeditors, is worthy of some discussion. One of these issues involves the issue of 'tortured phrases', which are bizarre terms and phrases in academic papers that replace standard English expressions or jargon. This phenomenon may reveal an attempt to avoid the detection of textual similarity or to masquerade plagiarism, and yet remain undetected by editors, peer reviewers and text editors. Potentially thousands of cases have already been discovered (...) and reported publicly on the post-publication platform PubPeer. In this opinion paper, 35 cases from ranked scholarly journals are presented, mainly the fields of materials, computer and engineering sciences. Historic preservation, which is a vital act for conveying people’s understanding of the past, such as events, ideas, and places to the future, allows people to preserve history for future generations. Additionally, since the historic properties are currently concentrated in urban areas, an urban-oriented approach will contribute to the issue. Hence, public awareness is a key factor that paves the way for this conservation. Public history, a history with a public audience and special methods of representation, can (...) serve society in this regard. Historical video games, which get their game objectives from the past, can be considered a form of public history, raising people’s awareness and letting them gain historical experience. While plenty of studies focused on this content with various approaches, this study takes the topic under consideration with a player-oriented focus. The research uses the Steam video game digital distribution service database to explore the existing historical games based on their genre, player scale, dimension, VR compatibility attributes, and player rating. The database includes 1,148 games published between 2002 and 2022, filtered as historical by Steam tags and sorted by player review. For the data collection, the study uses the Octoparse web scraping tool for data extraction, and for the data analysis, it uses RapidMiner Studio data mining software. The study aims to provide a framework applicable to the development of commercially playable historical video games contributing to heritage preservation by raising public awareness in the context of public history. Normative political theorists have been growing more and more aware of the many difficult questions raised by the discretionary power inevitably left to public administrators. This article aims to advance a novel normative principle, called ‘principle of restraint’, regulating reform of established administrative agencies. I argue that the ability of public administrators to exercise their power in accordance with the requirements of public reason is protected by an attitude of restraint on the part of potential reformers. Specifically, (...) they should refrain from any reform of an administrative agency that involves a switch to a considerably more loosely interconnected system of values underlying the work of that agency. To illustrate the importance of the principle of restraint, I examine a case from British health policy, showing that a recent reform of the National Institute for Health and Care Excellence well exemplifies the serious problems brought by any violation of that principle. This paper investigates the local implementation of Malaysian public GAP standard called MyGAP by examining its effectiveness in raising the awareness and improving the pesticide use practices of participant smallscale farmers toward better food safety and quality assurance. For this objective, 19 MyGAP certified and 57 uncertified durian farms in the state of Pahang, Malaysia were surveyed. The research found that certified farm managers have a much better understanding of the basic intent of the policy than uncertified farms, reflecting (...) the individually oriented interests and motivations of participant farmers in the national scheme. Their interests in and assessment of the merits of the scheme are found to concentrate in economic realms rather than in the original policy goal of food safety and quality assurance. As regards pesticide use practices, certified farms showed a much better performance than uncertified farms in record keeping and pesticide use and management. There remains a question, however, whether it is due to the farming practices improved through MyGAP adoption or due to the participation of farms already well-performing prior to MyGAP adoption. After tracing the historical origin of philosophy cafés, as part of the worldwide philosophical practice movement, this article explains how the Hong Kong Philosophy Café was founded and describes a typical meeting. During its first year of existence, an Executive Committee was formed, which oversaw the setting up of eight different branches over the next ten years. Following sections that describe the work of the Executive Committee and the distinctive features of eight different branches, the article concludes with a summary (...) of the current situation and reflections on how recent developments in social media are likely to affect the way such public meetings are organized, as well as their continued impact on the social and political engagement of Hong Kong citizens. The orbital space environment is home to natural and artificial satellites, debris, and space weather phenomena. As the population of orbital objects grows so do the potential hazards to astronauts, space infrastructure and spaceflight capability. Orbital debris, in particular, is a universal concern. This and other hazards can be minimized by improving global space situational awareness (SSA). By sharing more data and increasing observational coverage of the space environment we stand to achieve that goal, thereby making spaceflight safer and expanding (...) our knowledge of near-Earth space. To facilitate data-sharing interoperability among distinct orbital debris and space object catalogs, and SSA information systems, I proposed ontology in (Rovetto, 2015) and (Rovetto and Kelso, 2016). I continue this effort toward formal representations and models of the overall domain that may serve to improve peaceful SSA and increase our scientific knowledge. This paper explains the project concept introduced in those publications, summarizing efforts to date as well as the research field of ontology development and engineering. I describe concepts for an ontological framework for the orbital space environment, near-Earth space environment and SSA domain. An ontological framework is conceived as a part of a potential international information system. The purpose of such a system is to consolidate, analyze and reason over various sources and types of orbital and SSA data toward the mutually beneficial goals of safer space navigation and scientific research. Recent internationals findings on the limitations of orbital data, in addition to existing publications on collaborative SSA, demonstrate both the overlap with this project and the need for data-sharing and integration. Peer review process helps in evaluating and validating of research that is published in the journals. U.S. Office of Research Integrity reported that data fraudulence was found to be involved in 94% cases of misconduct from 228 identified articles between 1994–2012. If fraud in published article are significantly as high as reported, the question arise in mind, were these articles peer reviewed? Another report said that the reviewers failed to detect 16 cases of fabricated article of Jan Hendrick Schon. Superficial (...) peer reviewing process does not reveals suspicion of misconduct. Lack of knowledge of systemic review process not only demolish the academic integrity in publication but also loss the trust of the people of the institution, the nation, and the world. The aim of this review article is to aware stakeholders specially novice reviewers about the peer review system. Due to the tremendous progress in technology and the methods used in its application to facilitate and refine human's life, Intelligent Tutoring System was created to contribute in this era. In this study, the Intelligent Tutoring System was adopted as a platform in linking the complex Technological fields for obtaining information smoothly, and highlighting the importance of water issues and in the Gaza strip. In the light of the absence and inability of the formal education system to raise awareness of (...) the water crisis and its consequences on the daily life of the Gazans, the current Intelligent Tutoring System (ITS) has been utilized to disseminate knowledge and enhance awareness of water problems. The ITS aims to embrace a new water conservation practices and ensure the sustainability of fresh water. Basically the software of the tutoring system is used to create a program which could be easily used by the public population and specialists in the water field. The resulting program was fed with plenty of information about the current local water status and its related problems which are considerably useful for anyone interested to raise his/her level of knowledge and awareness about the local water status in addition to the researchers by reducing their dependency on human sources. The ITS system was presented to two groups of people: The first one consists of specialized water experts and the other consists of master student enrolled in Institute of Water and Environment in Al-Azhar University in Gaza who are interested in water problems. Both groups were requested to use the final version of the system and give their feedback by filling a questionnaire, and then the averages of the answered questions were measured for each group. Access to students’ perspectives on substance abuse is essential for effective youth intervention projects development. This study aimed to explore students’ perspectives on abuse of drugs and alcohol with probable development of student-led intervention strategies. The study was conducted at public universities in Zambia. Student’s perspectives on drugs and alcohol abuse were documented using a mixed method design that employed purposive and snowball sampling to select 200 respondents to questionnaires and 10 to in-depth interviews. A humanistic theory approach was (...) applied in the interpretation and analysis of the data collected. The findings showed that cannabis (30%) and codeine contained in Benylin (17%) were commonly abused. Further findings showed that students’ academic pressure was the leading cause of substance abuse (27%), followed by peer pressure (20%). Students knew that abuse of drugs and alcohol led to low academic performance, violence and theft, risks of contracting sexually transmitted infections (STIs), and other social maladjustments. The study recommends that institutions of learning increase student-led awareness campaigns, security surveillance on campus, and collaboration with government drug enforcement agencies. Institutions of learning should involve students in the planning of programmes to deal with drug and alcohol abuse. Contribution: The study will inform amendment of drug and alcohol abuse policies in institutions of learning. The study will contribute towards the UNESCO O3 PLUS project goal of making campuses safe and inclusive, and overall, the Sustainable Development Goal 3 and 4. The study serves as basis for scholars in the field of biblical theology engaged with justice, health and human development. The article is a contribution to the research project Biblical Theology and Hermeneutics. In this commentary upon the article “Mindfulness in Global Health: Critical Analysis and Agenda”, we articulate how scal-ing mindfulness technologies as multilevel public health interventions requires the framework of embodied cognition for a scientific articulation of the nuanced dynamics of mindfulness as a therapeutic technology. Embodied cognition contends that the body and bodily activity in the world are constitutive facets of mind. Mindfulness understood in terms of its embod-ied, enacted, extended, and embedded dimensions describes a broad set of contemplative (...) practices that utilize the circular structure of embodiment to intervene in the complex feedback structure of the mind–body system, influencing cycles of organismic self-regulation and enactments of self-world perception. We contend that to advance the discussion, initiated by Oman, about mindfulness in public health, attention must be given to reconceiving mind–body linkages, the nature of awareness, and the vital role of non-conceptual direct experience in mindfulness interventions. This provides grounds for reconceiving mindfulness as a skillful mode of embodied social cognition and for recognizing diverse cross-cultural contemplative technologies as useful for adapting mindfulness-based interventions to specific populations needs. We also arrive at a novel model of the decentering skills fostered through mindfulness via non-conceptual attention to the processes underlying cognition. It also models mindfulness-based exposure therapy, understood not behaviorally, but through insights generated via intentionally orienting towards internal representation in order to uncover habituated patterns by which we enact both self and world perception. In this way, we may better articulate the nature of mindfulness and thus its effective application to population-scale problems. (shrink)

Uncertainty is recognized as a key issue in water resources research, amongst other sciences. Discussions of uncertainty typically focus on tools and techniques applied within an analysis, e.g. uncertainty quantification and model validation. But uncertainty is also addressed outside the analysis, in writing scientific publications. The language that authors use conveys their perspective of the role of uncertainty when interpreting a claim —what we call here “framing” the uncertainty. This article promotes awareness of uncertainty framing in four ways. 1) It (...) proposes a typology of eighteen uncertainty frames, addressing five questions about uncertainty. 2) It describes the context in which uncertainty framing occurs. This is an interdisciplinary topic, involving philosophy of science, science studies, linguistics, rhetoric, and argumentation. 3) We analyze the use of uncertainty frames in a sample of 177 abstracts from the Water Resources Research journal in 2015. This helped develop and tentatively verify the typology, and provides a snapshot of current practice. 4) Provocative recommendations promote adjustments for a more influential, dynamic science. Current practice in uncertainty framing might be described as carefully-considered incremental science. In addition to uncertainty quantification and degree of belief (present in ~5% of abstracts), uncertainty is addressed by a combination of limiting scope, deferring to further work (~25%) and indicating evidence is sufficient (~40%) – or uncertainty is completely ignored (~8%). There is a need for public debate within our discipline to decide in what context different uncertainty frames are appropriate. This study was conducted by an academic research team at PRINCESS NOURAH BINT ABDULRAHMAN UNIVERSITY with the purpose of promoting the levels of healthy, value and ethical awareness among the students to limit the effects of covid-19. The study applied the descriptive, analytic survey approach to document the conceptions 0f the public education instructors throughout KSA concerning their role in raising the cognitive aspects and healthy and ethical skills for encountering coronavirus pandemic (COVID-19). The study population included all the (...) instructors of public education (male & female) in all the Kingdom governorates with its both public and private sectors amounting (525,610) instructors as per the MINISTRY OF EDUCAYION statistics for the school year (1441 H ) . The sample contained 357 instructors (male& female). For this purpose, the researchers designed a questionnaire. The study concluded that there is a high level of conceptions of the instructors about their cognitive skills, healthy and ethical responsibility for providing awareness about coronavirus pandemic (COVID-19) . The debate about the ethical implications of Artificial Intelligence dates from the 1960s :741–742, 1960; Wiener in Cybernetics: or control and communication in the animal and the machine, MIT Press, New York, 1961). However, in recent years symbolic AI has been complemented and sometimes replaced by Neural Networks and Machine Learning techniques. This has vastly increased its potential utility and impact on society, with the consequence that the ethical debate has gone mainstream. Such a debate has primarily focused on principles—the (...) ‘what’ of AI ethics —rather than on practices, the ‘how.’ Awareness of the potential issues is increasing at a fast rate, but the AI community’s ability to take action to mitigate the associated risks is still at its infancy. Our intention in presenting this research is to contribute to closing the gap between principles and practices by constructing a typology that may help practically-minded developers apply ethics at each stage of the Machine Learning development pipeline, and to signal to researchers where further work is needed. The focus is exclusively on Machine Learning, but it is hoped that the results of this research may be easily applicable to other branches of AI. The article outlines the research method for creating this typology, the initial findings, and provides a summary of future research needs. (shrink)

Little is know about factors that influence the development of public self-consciousness. One potential factor is exposure to audiences: being repeatedly aware of one's object status could create a high disposition to focus on public self-aspects. To explore this hypothesis public self-consciousness was assessed in two groups of subjects: 62 professors and actors (high exposure to audiences) and 39 people without audience experience. Analysis show that significant differences exist for public self-consciousness in men only. Also, history (...) of frequent exposure to audience is significantly but weakly correlated with high public self-consciousness in men. This supports previous observations indicating that self-consciousness seems to develop differently for men and women. (shrink)

In the implementation of an Artificial Intelligence (AI) framework for affirmation of COVID19 in chest radiographs (CXR), as well as distinction outcomes with that of scientists and clinicians alone, or with AI maintain, the research team involved in this project finished their concern and eradicated all infection to the knowledge base (the AI structure, the COVID19 acknowledgment structure, and differentiation results). Elements: Materials and techniques: CXR images from grown-up patients were beautifully obtained from nine new data sources, and an Artificial (...) Intelligence system was modified to separate verified COVID-19 pneumonia from several other bacterial and viral pneumonia as well as non-pneumonia patients. There were 54 experts who neglected their research and were able to freely analyse ambiguous images in a test set. They had the option of receiving help from the AI framework, or being denied it. Technical staff worked alongside and apart from their AI-maintained colleagues. Man-made awareness structure implementation was assessed using the AUROC jurisdiction and the differences in ability and expressiveness of implementation in respect to AI were examined. COVID-19 pneumonia course of action of Discrimination shows an AUROC twisting of 0.96 in the endorsements and 0.83 in the outside test set, which is in contrast to what was originally anticipated In the AUROC, the Artificial Intelligence framework consistently outperformed experts. Specialists, working with Artificial Intelligence, increased their efficiency from 45% to 65% even while disposition decreased from 55% to 60%. Our investigation's fundamental precept is to explain how to translate chest X-rays, which are now done by a machine. • A number of reasons have been offered for Vietnam’s success in containing the COVID-19 pandemic during the first four months of 2020, including Vietnam’s experience in fighting epidemics and its single-party system which allows for timely and aggressive infection control. • Contentions that Vietnam’s measures, being dependent on its particular political and social structures, are not replicable elsewhere is incomplete, if not outright wrong. • Vietnam’s successful pandemic control required a high level of preparedness and a host of coordinated (...) efforts to provide accurate and credible information to the public about epidemic risks and ongoing infection control measures. • A proactive communication strategy was in place from the very beginning, utilizing various platforms such as online news sites, low-cost text messaging, user-friendly apps, local community loudspeakers, and pandemic awareness campaigns. • Open communication ensured public understanding of and support for the government response, thereby facilitating effective government-citizen cooperation. While these models once promoted uniformity, they now neglect vital cultural markers that foster shared identity, fueling competition, isolation, and stigmatization. Such an approach contributes to urban degradation, professional stagnation, drag on GDP, and increased state dependency through expanded social services. Central to this proposal is the inclusion of nine seminal literary works, compiled in the volume Primer to the Greats. These texts are showcased as a potent resource for both the National Curriculum and midlife learners, offering structured engagement with foundational literature that has shaped cultural, intellectual, and linguistic thought. The object of research: The study revolves around KM and service delivery. It ascertains whether KM is a plausible solution to public service delivery challenges. Although the paper is aimed at governments worldwide, it is focusing on South Africa. Investigated problem: While the public service in South Africa has been significantly transformed since apartheid’s end in 1994, the government is now under enormous pressure to deliver and save the public service from further collapse. Recent years have seen (...) an increase in service delivery demonstrations and marches. Many believe the public service delivery mechanisms introduced to circumvent public service delivery challenges have been ineffective. The main scientific results: Despite knowing what must be done, officials have trouble putting their plans, strategies, and policies into action. This is even though service delivery mechanisms were implemented to help them improve service delivery. In fact, only half of the respondents (50.7 %, n=33) were aware of service delivery mechanisms, though 95.4 % (n=62) concurred that KM is a viable solution to improve service delivery. Area of practical use of the research results: Very little research has been conducted on KM as a potential solution to South Africa’s service delivery problems. As a result, this research provides new insights into improving public sector service delivery using KM. Overall, the findings will benefit KM and Public Administration practitioners. (shrink)

Vaccination against various diseases has been widely practised for more than a century and on a more limited scale its use in a variety of forms stretches back far longer. During earlier eras disease spread more slowly along shipping lanes on water and traditional transport routes on land. Today, in an era of air transport, contagion spreads far more rapidly. Travelling far more rapidly (indeed instantaneously) is the spread of misinformation that hinders vaccination which can, in the instance of Covid-19, (...) reduce disease impacts, including rates of severe illness and death. This paper explores the ethical issue of informed consent in the context of the contest between personal choice and the greater public welfare. It also makes reference to a number of low, middle and high income countries where vaccine hesitance, and to a lesser extent refusal, has been fed by misinformation on a scale not previously observed but made possible by the proliferation of modern technology. This campaign of ignorance has further undermined trust in governmental health bodies and their attempts to implement quarantine and other measures such as vaccination that had already been damaged by early variations and vacillation in governmental approaches around the globe due in part to a reluctance by some governments to take actions that would have economic repercussions but also by the necessary evolution of their approaches as more became known about the disease and its variants. The paper examines the historical background and the current situation and finds that more must be done to restore or increase trust levels between citizens and governmental authorities, including the dissemination of high quality accurate information in a form relevant to readers/viewers. While potential side-effects of vaccines must be disclosed to ensure informed consent, their incidence should also be clearly communicated (e.g., in vaccine information statements) so that clients/patients are aware that a risk is 1 in 100 or 1in 1000 or 1 in 2 million etc. Governments are urged to learn from their experience and better prepare for inevitable future pandemics to minimise vaccine hesitancy and refusal and maximise its acceptance where evidence is overwhelming as to the benefit to the community. Informed consent is part of the context of efforts to use vaccination to contain or eradicate any disease. Nevertheless, while better information for clients/patients/consumers may reduce vaccine hesitancy/refusal, it is unlikely that it would but eliminate the need for mandating vaccination in some circumstances for the benefit of the broader community, although strict quarantine of those reluctant to accept it is an alternative but one not generally accepted by those reluctant to be vaccinated. The information war is one that needs to be won to increase the voluntary uptake of vaccination in the context of voluntary informed consent. (shrink)

The year 2023 celebrates the 125th anniversary of the birth of Mark Yakovlevich Vygodsky, a famous Soviet mathematician and pedagogue, one of the founders of the Soviet school of the history of mathematics. Not only the scientist's scientific achievements, but also his significant contribution to pedagogical theory and practice, allow us to describe him as a significant scientific figure of the twentieth century. His mathematics textbooks and reference books are reprinted almost annually, so that his ideas continue to influence educational (...) and scientific practice to this day. This article is the second in a series of publications prepared by the author, who is the great-grandson of M.Y. Vygodsky. This research presents previously unpublished scientific results and discoveries concerning the life and work of the scholar. Firstly, based on archival data and family memories, detailed facts about his origins, young years and his development as a scientist are presented. At the same time, a rather complete chronology of M.Y. Vygodsky's scientific activity and personal life is compiled. Secondly, for the first time, a complete list of his main scientific contributions has been prepared, which makes it possible to assess the talent and the scale of his academic achievements. The presented results may be useful for prospective scientific and historical studies. In the modern context, it seems valuable to present a picture of M.Y. Vygodsky's life and work, as he was an interdisciplinary researcher and in this he was ahead of his time. In our changing world, contemporary challenges require the same interdisciplinarity to solve complex problems, and a fresh look at the life and work of a scholar like M.J. Vygodsky can stimulate inspiration in the modern researcher, student, and anyone seeking development and awareness. (shrink)

Destined to accompany the original French text edition of the English article devoted to the history of physics that Pierre Duhem published in 1911 in the Catholic Encyclopedia, this article proposes, firstly, to contextualize this written work by retracing the history of the various Duhemian notes that appeared in this encyclopedia, by addressing the various references to Duhem contained in the Catholic Encyclopedia’s volumes, and by briefly reiterating the main Duhemian publications in progress at the time this text was written. Secondly, taking advantage of the first appearance within these notes of the word “revolution” being used to denote, on one hand, the groundwork for the basic principles of Aristotelian physics established between 1277 and 1377, and, on the other hand, Kepler’s contribution which put an end to the demands of Platonic circularity, this article also offers a terminological research of the use of this term within Duhem’s work. In doing so, it also provides some insight into the reception of Duhem’s ideas within Catholic circles (namely, an increased appreciation of its qualities), and it increases awareness as to the entirely unexpected saliency of the notion of “revolution” within the ongoing historical work of this author. Environmental activism is crucial for raising public awareness and support toward addressing the climate crisis. However, using climate change mitigation as the cause for blockage, vandalism, and harassment activities might be counterproductive and risk causing negative repercussions and declining public support. The paper describes a dataset of metadata of 89 blockage, vandalism, and harassment events happening in recent years. The dataset comprises three main categories: 1) Events, 2) Activists, and 3) Consequences. For researchers interested in environmental activism, climate (...) change, and sustainability, the dataset is helpful in studying the effectiveness and appropriateness of strategies to raise public awareness and support. For researchers in the field of security studies and green criminology, the dataset offers resources to study features and impacts of blockage, vandalism, and harassment events. Abstract: Good governance practices is a cornerstone for a country’s sustainable development whether socially, economically, culturally, morally or spiritually and in both national and international astute. Mostly, the significance of good governance practices is objective for an individual country in respect of economic efficiency and growth. Good governance is conducive to macroeconomic stability, external viability and sustainable development [1]. While the concepts of “governance” and “good governance” are not “new” in development literatures, is still receiving a mounting attention in recent (...) years especially in developing countries including Tanzania. Since independence of Tanganyika by then, and after the union of Tanganyika and Zanzibar, United Republic of Tanzania made many attempts to improve her governance system. It is in this line therefore, this paper aiming to analyze government initiatives in achieving good governance practices in Zanzibar. Using descriptive approach, government institutions in Zanzibar found to implement an outdated good governance policy. However, the initiatives taken so far in adopting good governance practices are stronger and the society has changed as a result of their realization which is due to those initiatives taken by the government in achieving good governance practices. This study was conducted in selected departments under President’s Office, Justice, Constitutional Affairs, Public Service and Good Governance since they have overall mandate of implementing good governance in Zanzibar [2]. The study employed both qualitative and quantitative methods. Qualitative method was used in the form of interviews while quantitative method was used in the form of questionnaires. Findings revealed that, the people of Zanzibar appreciates and have positive attitudes and perceptions towards the initiatives taken by their Government in adopting good governance practices although impediments like availability of an outdated good governance policy, inadequate public awareness on good governance, inadequate good governance budget from central government, poor technology and office politics were mentioned to hindering these initiatives. However, to a great extent the government of Zanzibar succeed in adopting good governance practices in a way that society observes it and practically executes good governance principles. Based on the findings, this study recommends government of Zanzibar to review and updates her good governance policy, allocate enough budget that enables responsible institutions to efficiently and effective implement good governance practices programs and activities which including provision of awareness creation and civic education curricula especially in remote area of the country which will facilitates and speedup the elimination of factors hindering adoption of good governance practices in Zanzibar and Tanzania at large. The word “intolerance” bears almost exclusively negative connotations. It is treated invariably, almost ideologically as a vice. What would it mean to reconceive of intolerance as a virtue—or, at the very least, a positive affect? In this essay, I analyze two complementary archives of positive intolerance: the records of the Prisons Information Group (the GIP) and the writings of one of its members: Michel Foucault. For the GIP, intolerance—as a militant refusal of intolerable material and political conditions—is essential to the (...) prison activist effort. Relatedly, for Foucault, scholarship—as the creative and/or critical act of naming and changing public awareness of intolerable conditions—can be a mode of political intolerance against an oppressive state. When paired together, these two archives trouble the easy severance of theory and practice, suggesting both that prison resistance efforts involve intellectual assessments of the intolerable and that engaged scholarship often doubles as intolerant activism. Both archives, moreover, agree that such intolerant activism is always rooted in personal investments and local struggles. This analysis allows me to suggest that, if the struggle against forces of marginalization and exploitation mobilizes resistant intolerance as a political and intellectual strategy, then intolerance may very well be commendable. Climate change prevention necessitates the communication of transparent and reliable scientific evidence to improve public awareness and support. Felt responsibility is an essential factor influencing human environment-related psychology and behavior. However, the knowledge about the relationship between the felt responsibility and perceived uncertainty of scientific evidence regarding climate change has remained limited. The current study examines factors associated with the perceived uncertainty of scientific evidence (including felt responsibility to act on climate change) among stakeholders of marine and coastal ecosystems (...) in 42 countries. Employing the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 709 stakeholders generated by MaCoBioS—a research project funded by the European Commission Horizon 2020, we reveal several main insights. Stakeholders with lower educational levels, being males and not from high-income countries, are more likely to think scientific evidence regarding how to act on climate change is uncertain. Moreover, people with a higher felt responsibility to act on climate change are also more likely to perceive higher uncertainty of scientific evidence. Based on these findings, we discuss how scientific evidence should be communicated to build the eco-surplus culture and, subsequently, the felt responsibility of stakeholders while inoculating them from climate change misinformation and disinformation. According to F. Adams [this journal, vol. 68, 2018] cognition cannot be realized in plants or bacteria. In his view, plants and bacteria respond to the here-and-now in a hardwired, inflexible manner, and are therefore incapable of cognitive activity. This article takes issue with the pursuit of plant cognition from the perspective of an empirically informed philosophy of plant neurobiology. As we argue, empirical evidence shows, contra Adams, that plant behavior is in many ways analogous to animal behavior. This renders (...) plants suitable to be described as cognitive agents in a non-metaphorical way. Sections two to four review the arguments offered by Adams in light of scientific evidence on plant adaptive behavior, decision-making, anticipation, as well as learning and memory. Section five introduces the ‘phyto-nervous’ system of plants. To conclude, section six resituates the quest for plant cognition into a broader approach in cognitive science, as represented by enactive and ecological schools of thought. Overall, we aim to motivate the idea that plants may be considered genuine cognitive agents. Our hope is to help propel public awareness and discussion of plant intelligence once appropriately stripped of anthropocentric preconceptions of the sort that Adams' position appears to exemplify. Environmental activism is expected to improve society’s well-being and environmental sustainability. Nevertheless, some inappropriate ways of activism, like road blockage, art vandalism, assaults, etc., have been recently conducted and risked causing adverse repercussions, including violence escalation. The current study aims to explore which types of environmental activism are more likely to escalate violence between activists, affected citizens, and police. Bayesian Mindsponge Framework (BMF) analytics was employed to analyze a dataset of 89 blockage, vandalism, and harassment cases in 13 countries in (...) this exploratory study. We discovered that rallies and demonstrations, marches, event disruption, and art vandalism were less likely to escalate violence between protestors, other citizens, and the police. In contrast, road blockades and assaults are more likely to lead to violence escalation. Apart from those, sabotage was found to have an ambiguous relationship with the violence escalation. Based on these results, we suggest that climate activists should be more selective in adopting activism approaches to raise public awareness and support and avoid using tactics that might be counterproductive and reduce public backing, such as road blockage and assaults. Despite the negative impact of art vandalism on violence escalation, we also discussed why art vandalism should not be used since it can curb the effectiveness of artivism, showing misuse of artworks (e.g., paintings, music, films) for environmental activism. The accumulation of potentially toxic elements (PTEs) has raised public awareness due to harmful contamination to both human and marine creatures. This study was designed to determine the concentration of copper (Cu), zinc (Zn), cadmium (Cd), and nickel (Ni) in the intestine, kidney, muscle, gill, and liver tissues of local commercial edible fish, fourfinger threadfin (Eleutheronema tetradactylum), and black pomfret (Parastromateus niger) collected from Morib (M) and Kuala Selangor (KS). Among the studied PTEs, Cu and Zn were essential elements (...) to regulate body metabolism with certain dosages required while Cd and Ni were considered as non-essential elements that posed chronic and carcinogenic risk. The concentration of PTEs in fish tissue samples was analyzed using flame atomic absorption spectrometry (F-AAS). By comparing the concentration of PTEs in fish tissues as a bioindicator, the environmental risk of Morib was more serious than Kuala Selangor because both fish species collected from Morib resulted in a higher PTEs concentration. For an average 62 kg adult with a fish ingestion rate (FIR) of 0.16 kg/person/day in Malaysia, the estimated weekly intake (EWI) of Cd from the consumption of E. tetradactylum (M: 0.0135 mg/kg; KS: 0.0134 mg/kg) and P. niger (M: 0.0140 mg/kg; KS: 0.0132 mg/kg) had exceeded the provisional tolerable weekly intake (Cd: 0.007 mg/kg) established by the Joint FAO/WHO Expert Committee on Food Additives (JECFA) and oral reference dose (ORD) values of Cd (0.001 mg/kg/day) as provided by the United States Environmental Protection Agency (USEPA) regional screening level, thus it posed chronic risks for daily basis consumption. Besides, the value of the carcinogenic risk of Cd (0.7−3 to 0.8−3) and Ni (0.5−3 to 0.6−3) were in between the acceptable range (10−6 to 10−4) of the health index that indicates a relatively low possibility cancer occurrence to the consumers in both Morib and Kuala Selangor. This study recommended FIR to be 0.80 kg/person/day to reduce the possibility of posing chronic and carcinogenic risks while at the same time obtaining the essential nutrients from the fish. Deep Ecology, the Voluntary Human Extinction Movement (VHEMT), and Anti-Civilization Primitivism have frequently been labeled as radical environmental ideologies, owing to their relationship with activities conducted by environmental extremists. Nonetheless, given the serious concerns faced by climate change and biodiversity loss, it is critical to engage with a broad range of perspectives and techniques. Such participation allows us to have access to a greater range of perspectives and a more diverse pool of knowledge, boosting our capacity for creative problem-solving. The (...) purpose of this essay is to reconsider the underlying concepts and principles that drive these theories, as well as to assess their relevance in tackling modern environmental issues. We think that Deep Ecology, the Voluntary Human Extinction Movement (VHEMT), and Anti-Civilization Primitivism should be called "unconventional" or "distinctive" rather than "radical," because they primarily focus on the ontological perspective but do not urge extreme acts. Meanwhile, their distinctiveness helps increase public awareness about environmental issues and promote reflection on and rethinking of the ontological link between mankind and the natural world. The role of the cultural assets as one of the pillars of sustainable development is undeniably of great significance in the cultural sustainability of cities. Indeed, the way users understand and interpret cultural heritage sites would be highly critical to managing cultural organizations properly. It means by improving users’ perception of these sites, it can expect a fair distribution of comprehensive awareness among generations about the values of cultural assets. Past studies in spatial psychology have demonstrated that environmental properties can (...) positively Influence human emotions. On the other hand, using computational–mathematical methods used to examine spatio-visual properties have rarely been compared to human perceptions. This paper examines the impact of spatio-visual properties on human perception as a clever cultural management strategy to promote cultural sustainability. It is discussed how environmental features in general, and visibility in particular, can shape the way users interpret cultural heritage. Results indicate that not only visibility of users’ paths within cultural heritage sites can be an influential factor for the development of users’ perception, but also the visibility of the entrance of these complexes can change their understanding. This means that decision-makers, architects, and managers of the cultural organizations can apply these findings as cultural management framework by defining predefined paths in these sites in the way that they possess high visibility and visible entrance. The article explores the landscape in higher education in which old binary divisions are officially denied yet have been reinvigorated through a mix of conservative and neo-liberal policies. Efforts to resist such pressures can happen at different levels, including, in this case, module design and classroom practice. The rationale for such resistance is considered in relationship to the authors’ political and moral standpoints. Debates within higher education policy circles are invariably reduced to a series of oppositions: theory and practice; training (...) and education; research and teaching. The article seeks to break down such polarities through an exploration of classroom practice. In fact, we argue that such distinctions help to legitimize the existing inequalities in higher education and group-based harms, which characterize the sector. Instead, a case is made for a pedagogy that enables students, particularly those from diverse and disadvantaged backgrounds, to use their experiences, values, etc. to exchange and develop ideas in a group context, thereby providing an important means of collective empowerment (intellectual and practical, both at work and in their private lives). In this process students are encouraged to use ethical theories as tools to explain and underpin their understanding of work-based scenarios. The role of the academic is to facilitate such exchanges and foster new ethical approaches and a public awareness and engagement that goes beyond the classroom. The pedagogic approach, drawing on notions of relational autonomy and narrative methods as well as providing spaces for the co-production of new knowledge, confirms the indivisibility of research and teaching. Life is getting digital more than ever as technology improves. While the Internet is responsible for two percent of global greenhouse gas emissions, it is underestimated as a pollutant. Since public awareness is one of the most important preservation methods, it can contribute to protecting the environment from carbon emissions by raising people's understanding. In this regard, serious games, as a type of gamification transmitting educational content besides entertainment, immerse the player in enjoyment while teaching them a specific topic (...) or enhancing their skills in a field. This study proposes a serious game, taking the digital unseen carbon footprint and its effects on the landscape into the topic. The game considers SDG goals provided by the United Nations Department of Economic and Social Affairs. In this regard, the research uses SDGs 4 and 7 by providing quality education for all and access to sustainable energy by changing people's everyday habits. (shrink)
