The article provides a critical assessment of The Central Bank of the Russian Federation policy in response to the sanctions of the US, the EU, the UK, Switzerland, Japan, South Korea and a number of other countries. The effect of sanctions on the Russian economy and its financial market is viewed through the prism of credit, interest rate, and currency risk, and the risk of a decline in business activity. Special attention is paid to the inflationary component (...) and inflationary expectations of the Russian Federation, as well as to the forecasts for a decline in business activity in Russia. A critical assessment is given to the actions of the Central Bank of the Russian Federation and the economic bloc of the government of the Russian Federation as a whole in response to the sanctions of the civilized world, which disable the normal existence of the economy and the main purpose of which is not to destroy the economy of the Russian Federation but to ensure the end of hostilities on the European continent. The results of our study will be useful to everyone who studies the problems of the effect of economic sanctions on the resource-based economy and the processes of stimulating political decisions by economic methods. The article analyses the impact of the sanctions of civilized countries on the Russian economy. Particular attention is paid to sectoral sanctions on the markets of oil and oil products, in the banking and financial sectors, as well as on the market of transport services. The authors analysed the prospects for expanding sanctions on the oil market for Russia in the context of setting a maximum price for the export of Russian oil by the main buyers. Conclusions are (...) drawn not only about the impact of sanctions on Russian oil production, but also about a possible decrease in prices for oil and other energy resources in the region. The authors positively assessed the US and EU anti-Russian sanctions in the financial sector. The impact of sanctions on the Russian banking system, insurance, and stock markets was studied. Particular attention was paid to the impact of disconnecting the banking system of the Russian Federation from the international payment system SWIFT. The authors also focused on the gradual division of the Russian economy under the influence of sanctions and trends in the energy market into the energy sector and the rest. It was found that the most affected by the sanctions were air transportation, mechanical engineering, and ferrous metallurgy sectors. Conclusions are drawn about the need to continue sanctions pressure on the Russian economy. High energy prices during the 200 days of the war with Ukraine allowed the Russian Federation to subsidize economic sectors that suffered from the war at the expense of the energy sector. A market reduction of the oil prices or their correction with the help of the sanctions policy should cause significant and irreversible damage to the Russian economy. (shrink)

Arlie Hochschild glosses the practice of women migrants in poor nations who leave their families behind for extended periods of time to do carework in other wealthier countries as a “global heart transplant” from poor to wealthy nations. Thus she signals the idea of an injustice between nations and a moral harm for the individuals in the practice. Yet the nature of the harm needs a clear articulation. When we posit a sufficiently nuanced “right to care,” we locate the harm (...) to central relationships of the migrant women. The “right to (give and receive) care” we develop uses a concept of a relational self drawn from an ethics of care. The harm is situated in the broken relationships, which in turn have a serious impact on a person’s sense of equal dignity and self-respect, particularly since the sacrifice of central relationships of the migrant woman allows others (mostly women) to maintain these same relationships. Since the disintegration of the USSR Eurasia has gained a new geopolitical and strategic significance. Fifteen Countries emerged as a result of disintegration, among which only the Russian Federation was the successor state. The post-soviet era especially the era of the 1990s was a political and economic trauma for the Russian Federation and the post-soviet space. But Eurasianists were well aware of the American unilateralism and American ‘Grand Chessboard strategy” that was solely aimed at encircling (...) class='Hi'>Russian geography. With these concerns, the Eurasianists advised the Russian political and military elites to initiate the Eurasian Union Project. This paper briefly sketches the Russian historical Eurasian dream, which deeply rooted in Russian imperial history, and discusses the importance of Eurasian philosophy for the political and economic stability of Russia-Eurasia. The paper also illustrates the challenges and opportunities for Eurasian integration and for the establishment of multipolar world order. Moreover, the paper also briefly outlines the geopolitical rationale behind the Eurasian project as a key objective of contemporary Russian foreign policy and geopolitics. (shrink)

In this essay, we suggest practical ways to shift the framing of crisis standards of care toward disability justice. We elaborate on the vision statement provided in the 2010 Institute of Medicine (National Academy of Medicine) “Summary of Guidance for Establishing Crisis Standards of Care for Use in Disaster Situations,” which emphasizes fairness; equitable processes; community and provider engagement, education, and communication; and the rule of law. We argue that interpreting these elements through disability justice entails a commitment to both (...) distributive and recognitive justice. The disability rights movement's demand “Nothing about us, without us” requires substantive inclusion of disabled people in decision‐making related to their interests, including in crisis planning before, during, and after a pandemic like Covid‐19. The article is devoted to one of the crucial aspects of sustainable development, with the example of analyzing the possibilities for the development of environmental education in the Russian Federation. The article analyzes the possibilities of the current Russian Federal State Educational Standard for general and higher education in implementing the ideas of education in the interests of sustainable development. The methodological principles and philosophical foundations of environmental education are considered to designate the worldview guideline of ecological (...) thinking. The tasks of the state educational policy of the Russian Federation in the field of environmental education and the implementation of the concept of sustainable development are considered. The article describes the representation of the concept of sustainable development in the state policy of the Russian Federation, in the field of environmental education in the requirements of the Federal State Educational Standard for various subject areas and training courses related to the topic of environmental development in school and university education. The strategic goal of environmental education in Russia is the formation and development of an environmental outlook among students of all ages, which is based on scientific knowledge, environmental culture, and ethics. Deliberate violation of basic citizen‘s rights, compulsory acquisition of property, government-funded racket, misuse of mass media to scarify and to disinform the peoples belong to the diabolic methods of self-constituted disposers. All this lawlessness has led to exorbitant corruption, mass poverty, economic (...) stagnation, and escalation of crimes. At the beginning of the Russian Federation’s attack on Ukraine in February 2022, the European Union put up massive resistance, but due to its sudden overload, it was unable to deal with the situation adequately. It was in a state of paralysis for some time. Therefore, five explanatory models for the Russian actions are presented: an offensive, a defensive, a situational, a socio-cultural, and an ideological-historical one. It is then shown that the German term Gewalt, which combines (...) the English terms violence, power, and force ontologically, is best suited to summarize and describe all these models. It is also shown that Gewalt is a neutral, fundamental human concept that can be described as one of the basic driving forces of man. By piercing society, Gewalt constitutes an impulse, a motivation that stimulates and fuels the individual and society in toto. This leads to what we call Progressus, which depends on four variables – group desire, potential means of violence and force, group aims and objectives, as well as group comparison and evaluation. Progressus is inherent in all persons and in all societies. It can be analyzed and managed in a variety of different ways. Combined with the foundation of Gewalt, seen as neutral agent in varying levels of intensity, Progressus forms a matrix for efficient analysis to describe positive and frictional interaction, establishes social relations from friendship up to war; and this between individuals, groups and/or states. How this is possibly implemented in practice is described at the end using an example from the previously presented explanatory models. (shrink)

Following the theater of war between the US-led NATO—Ukraine alliance and the Russian Federation, the 3rd World War situations intended to expand between Bangladesh and Myanmar. This doctrinal paper has been presented through codification of situations of the post-seizure war-fighting battles surviving cold and silent conflicts in Parbatya, Chittagong Hill Tracts, in order to deliver the seized nation onto a free pathway. Press release. -/- The ebook entitled, Einstein’s Revolution: A Study of Theory-Unification, gives students of physics and philosophy, and general readers, an epistemological insight into the genesis of Einstein’s special relativity and its further unification with other theories, that ended well by the construction of general relativity. The book was developed by Rinat Nugayev who graduated from Kazan State University relativity department and got his M.Sci at Moscow State University department of philosophy of science and Ph.D at Moscow Institute of (...) Philosophy, Russian Academy of Science. He has forty years of philosophy of science and relativistic astrophysics teaching and research experience evincing in more than 200 papers in the scientific journals of Russia, Ukraine, Belorussia, USA, Great Britain, Germany, Spain, Italy, Sweden, Switzerland, Netherlands, Canada, Denmark, Poland, Romania, France, Greece, Japan and some other countries, and 8 monographs. Revolutions in physics all embody theoretical unification. Hence the overall aim of the present book is to unfold Einstein’s unificationist modus operandi, the hallmarks of actual Einstein’s methodology of unification that engendered his 1905 special relativity, as well as his 1915 general relativity. To achieve the object, a lucid epistemic model is exposed aimed at an analysis of the reasons for mature theory change in science (chapter1). According to the model, scientific revolutions were not due to fanciful creation of new ideas ‘ex nihilo’, but rather to the long-term processes of the reconciliation, interpenetration and intertwinement of ‘old’ research traditions preceding such breaks .Accordingly, origins of scientific revolutions lie not in a clash of fundamental theories with facts, but of “old” mature research traditions with each other, leading to contradictions that can only be attenuated in a more general theoretical approach. In chapter 2 it is contended that Einstein’s ingenious approach to special relativity creation, substantially distinguishing him from Lorentz’s and Poincaré’s invaluable impacts, turns to be a milestone of maxwellian electrodynamics, statistical mechanics and thermodynamics reconciliation design. Special relativity turns out to be grounded on Einstein’s breakthrough 1905 light quantum hypothesis. Eventually the author amends the received view on the general relativity genesis by stressing that the main reason for Einstein’s victory over the rival programmes of Abraham and Nordström was a unificationist character of Einstein’s research programme (chapter 3). Conditions for recognition of religion or belief (RoRB) continued to deteriorate around the world from June 2021 to June 2022. Authoritarian regimes bent on controlling religious activity maintained a foothold in Africa, Asia and parts of Central and South America. The liberties enshrined in the European Convention on Human Rights are at serious threat by the Russian Federation's invasion of Ukraine. While in Afghanistan, the Taliban's reclamation of power after twenty years of being kept at bay likely signals (...) a new generation of Afghan boys and girls who will not see their fundamental human rights upheld by the very institutions that are supposed to protect them.​ -/- The Religious Recognition Project considers the topic of how countries register religious groups and activities is one of the foremost issues in the modern world when it comes to respecting and protecting freedom of religion or belief (FoRB). The majority of countries and territories (58% or 137 out of 235 studied) either continue to make government registration mandatory for religious groups or provide no registration procedures at all. -/- An even greater majority of countries have established onerous registration procedures, the consequences of which, whether by intention or not, include the disenfranchisement of belief communities, the deregistration or denial of registered status for minority or "untraditional" religious groups, and the state's maintenance of control over the religious and philosophical lives of citizens. In essence, issues of registration remain a harbinger of worse violations of FoRB to come so if a focus is placed on dismantling these misused recognition and registration systems, it is possible that we could see a brighter future for FoRB conditions in countries worst effected by this issue. Introduction. Taking into account the priorities of the state policy in the field of economic and innovative development of the Perm region, assessment of the regional potential of the digital economy, the strategic importance of economic activities implemented by SMEs for the economy of the region and the country as a whole, the actual impact of the norms on the instruments of development of small and medium-sized enterprises in the Perm region is assessed. The purpose of this study is to (...) improve the regional regulatory platform of tools for the development of small and medium-sized businesses in the Perm region in order to gain the status of an investment-attractive region in the digital economy of the Russian Federation, taking into account the Strategy of the information society in the Russian Federation, which will ultimately contribute to the development of e-business in the Perm region, rehabilitation and competitiveness of the economy of the Perm region in the global market. Methodology. The General methodological basis of the study was the dialectical- materialistic method of cognition of legal reality, which allowed to study the tools of development of small and medium-sized businesses in the Perm region in their development, to consider the problems of tools for the integrated development of small and medium-sized businesses in the Perm region, taking into account the changed socio-economic conditions in inseparable unity with other related tools relevant to the needs of digitalization of society. Such universal scientific methods as analysis and synthesis of doctrinal and normative materials were used in the work. In addition, special legal methods were used: the method of legal modeling, which allows to design possible legal situations using digital tools for the development of small and medium- sized businesses in the Perm region; the method of systematic interpretation used in assessing the actual impact of regional norms on the tools of development of small and medium-sized businesses in the Perm region. Results. The article proposes a new tool for the development of SMEs as a regional electronic platform for the promotion of goods, works and services of SMEs in the Perm region. Attention is paid to the level of digital literacy of SMEs and consumers of their goods, works and services: the conclusion about the lack of digital competence. Conclusion. It is necessary to improve the regional regulatory platform taking into account economic trends: it is important to introduce digital competencies everywhere, including at the professional level in relation to SMEs in the Perm region, in order to increase the business activity of young people and other representatives of the working population. As for the actual introduction of new tools for the development of small and medium-sized businesses in the Perm region, we propose that the regional legislator develop a new electronic information platform at the expense of the regional budget to promote goods, works and services sold by SMEs in the Perm region. We believe that the measures proposed by us to enhance the economic activity of SMEs can be perceived by other regions. (shrink)

The goal of the article is to consider one of the urgent issues of modern school, i. e. education in the contextof multiculturalism. In the article there are compared the concepts of “multicultural education” in the USA and “polycultural education” in Russian Federation. Meanwhile it is noted that conceptual structure of modernpolycultural education is going through a syncretic phase, which means that inventory and concretization of concepts appearing in the papers on this topic are indispensable.

The relevance of this research has been caused by the return of “war” as a central subject of thought to the attention of European thinkers. The complexity of this subject requires special attention to the methodological aspects of its cognition. The purpose of our research is to find effective epistemological means for transferring the immediate experience of war into the sphere of rational thinking and knowledge because this article focuses on the analysis of the specifics of thinking about war in (...) one’s own country. The results of the study show that thinking about the war “from the inside of war” differs from the “external view” as it is built on personally experienced feelings. This article argues that the immediate experience of war is not an obstacle for the process of cognition but, on the contrary, is a prerequisite for having a close view of the factual reality of war. Also, this research argues that for the thinker of a country waging a just defensive war, a true interpretation of the reality of war is an effective means of countering the enemy. This article proposes the use of Heinrich Rickert’s theory of the ordering of the chaos of sensations through concept formation and the further systematization of the formed concepts. This is because this theory is one of the means of transferring the experience of war into the sphere of rational thinking. Furthermore, this article demonstrates the application of this theory when dealing with the feeling of encountering evil. The concept of three modes of evil (factual, active, and passive) is proposed, and its applicability for characterizing Russia’s military actions against Ukraine is demonstrated. In addition, the idea of collective and personal responsibility of the citizens of the Russian Federation for the war their state unleashed against Ukraine was elaborated through the means of philosophy. In particular, the applicability of Karl Jaspers’ theory regarding the political, moral, and metaphysical guilt of the aggressor nation is shown in relation to the people of contemporary Russia. Throughout this review, two types of toleration of war by Russian citizens are distinguished. Also, three conclusions were drawn from the obtained results. First, thinking about war in one’s country make one capable of taking into consideration data that researchers “outside the war” do not have. Secondly, the main methodological difficulty of thinking about the war in one’s own country is the search for a reliable means of transferring the sensations from experience into a rational and clearly articulated system of concepts. Thirdly, using the methodological tools of H. Rickert and K. Jaspers, one can effectively start to research complex aspects of this war such as the essence of the actions committed by the invaders and the question of their guilt. (shrink)

This paper introduces unknown manuscripts to researchers, which contain records of a philosophical course (1691/2–1692/3) and theological courses (1693/4–1696/7) taught in Kyiv-Mohyla College by Stephan Jaworsky. The manuscripts are kept in the National Library of the Russian Federation in Saint-Petersburg. It has been found out that these records were made by a student Basil Holenkowsky by name, who ended his life under the name of Barlaam as an Archimandrite of the monastery on Kiy-island in Onega lake in 1722. (...) The study of his biography allows to clear up some codicological features of the manuscripts when and where they were bound and the history of the manuscripts when and how they got into the National Library of the Russian Federation. A new analysis of sources, even of those already known to historians, also may support an interpretation of facts of life of this person and his acts not only within the framework of the traditional historiography of the 19th century, but also as a concsious choice of a person who followed pragmatic considerations. On the other hand, the brought to light manuscripts allow not only to argue when Holenkowsky attended the Kyiv College but also to assume hypothetically when he could enter the college, who were his fellow-students, and how that could have affected his future. The manuscripts from Petersburg contain signs of the dates and authorship of these courses inside, which are not found in other known records. If one compares these manuscripts with other records of these courses, they can note that the record of the philosophy course is complete, while the one of theology doesn’t contain some parts of the course taught during the forth year. That can be interpreted as a sign of Holenkowsky’s not having attended the forth year of this course. (shrink)

The conceptual model of United Nations reform - "UN 3.0" includes the General Program of Action on UN Reform, consisting of two stages. The first stage for 2020-2025 envisages the transformation of the main organs of the UN - the General Assembly and the Security Council with measures to improve the effectiveness of the management system, address the "veto problem", problem of financing, improve staff work and administrative and financial control, strengthen UN media, improvement of work with the global civil (...) society. The General Assembly is converted into the General All-Parliamentary Assembly of the UN. In the structure of the Assembly, the Council for Law is being established, which coordinates the activities of UN structures in the field of law. To coordinate the activities of the UN in the field of human rights and civil society, ethical issues, the General all-parliamentary Assembly creates the Council on ethics, human rights and civil society and transforms the Committee on information into the Council on public information and communication with civil society. The structure of the Council includes all UN media. The reform of the UN Security Council is carried out in three sub-stages. At the 1st sub-stage (2020-2021) the Security Council is transformed into the Council of Existential Security (CES). The membership of the CES is increased to 25 member countries, of which five countries have the right of the unconditional (absolute, eternal) veto: Great Britain, France, China, Russian Federation, USA. The General All-Parliamentary Assembly elects 15 new permanent members of the Council of Existential Security with the right of the conditional (limited) veto: Argentina, Australia, Brazil, Canada, Egypt, Germany, India, Indonesia, Italy, Mexico, South Africa, Nigeria, Pakistan , Turkey, Japan (if they fulfill the mandatory restrictive conditions). At this sub-stage, the CES elects also five non-permanent members with the right of a conditional (limited) veto when they meet the mandatory restrictive conditions, with a rotation period of 2 years from geographical regions (or regional unions): Africa, Latin America and the Caribbean, Asia and the Pacific Ocean (2 places), Eastern Europe. On the second sub-stage (2022-2023), subject to the effective activity of the CES of the enlarged composition and compliance with mandatory restrictive conditions, new permanent members of the "Existential Security Council" are elected with the right of a conditional (limited) veto: Iran, Spain, Poland, Saudi Arabia. Members of the CES may be regional unions, whose member countries are not represented in the CES, but still have one vote with the right of a conditional (limited) veto. -/- Two essential levels of the veto: 1. Unconditional (absolute, eternal) veto is the historical right of veto of the five permanent members of the Council of Existential Security - Great Britain, China, Russia, USA, France; 2. Сonditional (limited) veto is the veto of other permanent and non-permanent members of the Council of Existential Security. The right of veto is a unique international school for the achievement of consensus, a school of high democracy for Humanity, a reliable guarantee of the viability of the UN structure. The Council for Existential Security centralises the management of the UN subsidiary bodies with the expansion of their security functions: the Military Staff Committee, the Counter-Terrorism Committee, the Committee for the Prevention of the Spread of Nuclear, Chemical and Biological Weapons, the Sanctions Committees and other committees. On the basis of the decision of the Council of Existential Security, the General All-Parliamentary Assembly creates permanent contingents of UN peacekeeping and counter-terrorism forces. In addition, two Centers are being created in the structure of the Council for Existential Security: the World Center for the Elimination of the Effects of Technogenic and Natural Disasters with branches on all continents and the World Center for the Analysis of Existential Risks and the Overall Security Strategy. The Center is developing the Programs of research and monitoring of global existential threats and risks. In order to increase the level of legitimacy and authority of the Secretary General of the United Nations, the Rules of procedure for elections to this post are changing. Each member country of the Council for Existential Security represents one of the most authoritative candidates for election to the post of Secretary General at the session of the General All-Parliamentary Assembly, with the possibility of nominating candidates from other countries, including those not members of the Council for Existential Security. Elections are held in two rounds during one day of the session of the Assembly. The Legal Committee of the UN General Assembly is developing a Program for the Reform of the Judicial System of the United Nations, which takes into account the proposals of the previous international discussion and determines the scope and terms of the reform of the courts. In accordance with the Program of Action on UN Reform for 2020-2025, reforms are under way in the structure of the Economic and Social Council. The central task of the reform is to strengthen the coordinating role of ECOSOC in the entire system of UN-related specialized agencies, funds and programs related to the Council. The key task of the UN reform is the solution of the financing problem. A unified "UN Open Budget "Solidarity XXI" is being created, including the financing of peacekeeping operations and other expenses. Each country, a member of the United Nations, lists in an established period, once a year, an Existential contribution - the Earth Tax. The Earth Tax for each UN member state is established on the basis of four scales of calculation: Scale I - for 5 permanent members of the Council of Existential Security, who have the right of absolute (absolute) veto; Scale II - for the permanent members of the SEB, who have the right to a conditional (limited) veto; Scale III - for non-permanent members of the SEB, who have the right to a conditional (limited) veto; Scale IV - for all other UN member countries. The program of action on UN reform includes a set of measures to ensure transparent work of the International Civil Service Commission with the involvement of the UN media. To strengthen control functions in the sphere of personnel policy, administrative and financial management, the General All-Parliamentary Assembly of the United Nations establishes the Permanent Commission on Ethics and Administrative and Financial Control. All members of the Commission, members of the Committees and auditors are independent in their activities from the leadership of the United Nations, its funds and programs. The General All-Parliamentary Assembly completes the first stage of the Program of Action on UN Reform in 2025 and, following an open discussion, introduces a single language of international communication - Esperanto and approves it as the official language of the United Nations. With a view to more effective work of the central UN governing bodies in the face of increasing existential threats and risks, reducing the current expenses for the maintenance of the central bodies of the UN, the Council for Existential Security and the General All-Parliamentary Assembly decide on the relocation of the UN headquarters to Iceland. The UN building complex in New York is transferred to preferential use of non-governmental organizations, which contribute to the implementation of the goals of the United Nations. At the second stage of the UN reform in the period 2026-2028, additional necessary transformations are being made in the UN system. At the end of the first stage of the reform, taking into account the reforms carried out by the main organs of the United Nations and the internal improvement of the work of all its structures, the United Nations Program of Action for the years 2026-2028 is being developed. The application of modern technologies with artificial intelligence (AI) in all spheres of human life is growing exponentially alongside concern for its controllability. The lack of public, state, and international control over AI technologies creates large-scale risks of using such software and hardware that (un)intentionally harm humanity. The events of recent month and years, specifically regarding the Russian Federation’s war against its democratic neighbour Ukraine and other international conflicts of note, support the thesis that the uncontrolled use of (...) AI, especially in the military sphere, may lead to deliberate disregard for the moral standards of controlled AI or the spontaneous emergence of aggressive autonomous AI. The development of legal regulation for the use of technologies with AI is prolonged concerning the rapid development of these artefacts, which simultaneously cover all areas of public relations. Therefore, control over the creation and use of AI should be carried out not only by purely technical regulation (e.g., technical standards and conformance assessments, corporate and developer regulations, requirements enforced through industry-wide ethical codes); but also by comprehensive legislation and intergovernmental oversight bodies that codify and enforce specific changes in the rights and duties of legal persons. This article shall present the “Morality Problem” and “Intentionality Problem” of AI, and reflect upon various lacunae that arise when implementing AI for military purposes. (shrink)

This report presents the features of the organisation and the main ideas of the international scientific conference “‘No Right of Sedition’. Kant and the Problem of Revolution in the 18th—21st Century Philosophy.” The conference was held at the Immanuel Kant Baltic Federal University (IKBFU) in Kaliningrad on November 9—10, 2017 and was dedicated to the 100th anniversary of the Russian Revolution. The event was organised by the Academia Kantiana — a research unit on comparative studies on Russian and (...) Western philosophy at the IKBFU’s Institute for the Humanities. The reports presented at the conference focused on the analysis of the phenomenon of revolution from Kant to the present day as well as the conceptions of revolution that appeared around the time of the Russian Revolution in 1917. The report summarises all the presentations and discussions that took place at the confe­rence in accordance with the thematic clusters. The conference confirmed that Kant’s ideas on the state and the revolution are still relevant today. (shrink)

Kuban State Agrarian University is the largest center of science, education and innovation in the South Federal District, and is rated by the Ministry of Education as the best agrarian university in Russia. It is headed by the Kuban State Agrarian Scientific and Educational Association, which includes 29 agrarian organizations, 12 scientific research institutes of the Russian Academy of Agricultural Sciences, and 12 colleges and technical schools of the province.

The article aims to determine how university professors critically perceive and evaluate information when interacting with the media sphere. The study's relevance is due to the insufficient elaboration of Russian teachers' attitude to the information in the media sphere, which is significant in developing students' critical thinking. The study analyzes theoretical sources and documents on critical thinking in the media sphere and the results of processing empirical data obtained from questioning teachers. The main measuring instrument is a questionnaire survey (...) of university professors with various lengths of service. The study involved 76 teachers from Ural Federal University named after the first President of Russia B.N. Yeltsin. Ural State Pedagogical University (Ekaterinburg, Russia). Linguistics University of Nizhny Novgorod (Nizhny Novgorod, Russia). The data obtained from the study of the teachers' attitude to the information content of the media sphere show a predominant critical attitude in assessing the reliability and availability of information on social networking platforms. Higher education curricula are developed based on creating conditions for implementing many professional and universal competencies. In Russia, one of the significant competencies for a modern specialist is business communication in oral and written forms in the Russian language and a foreign language. Therefore, teaching students to write in a foreign language is one of the modern requirements for young specialists’ professional training. This article aimed to study the tools of online communication that are used in teaching foreign languages. (...) The article presents the results of an empirical study and analysis of factors of application of online communication technologies in foreign languages teaching, synchronous and asynchronous means used in online learning, and the advantages of integrating online communication tools into the educational process of teaching a foreign language. The study of the advantages and disadvantages of educational platforms is based on an analysis of information and online communication technologies used in the educational process. Based on the example of teaching a foreign language, the article shows how online communication platforms are involved in the educational process. Furthermore, the teachers’ and students’ opinions are presented on how online platforms are convenient. The survey involved 928 first-year students and 76 foreign language teachers of Volgograd State University (Volgograd), Linguistics University of Nizhny Novgorod (Nizhny Novgorod), Tomsk Polytechnic University (Tomsk), Ural Federal University, named after the first President of Russia B.N. Yeltsin (Ekaterinburg). It was revealed that the integration of online communication tools has positive effects on the formation and development of written communication skills. (shrink)

In Book 10 of the Republic, Plato launches an extensive critique of art, claiming that it can have no legitimate role within the well-ordered state. While his reasons are multifac- eted, Plato’s primary objection to art rests on its status as a mere shadow of a shadow. Such shadows inevitably lead the human mind away from the Good, rather than toward it. How- ever, after voicing his many objections, Plato concedes that if art “has any arguments to show it should (...) have a place in a well-governed city, [he] would gladly welcome it back.” Over two millennia later, the nineteenth-century Russian philosopher Vladimir Solov’ev implicitly responded to this challenge in his Lectures on Godmanhood (1881). Solov’ev cited the phenomenon of art as additional proof in favor of his model of the metaphysical foundations of reality. According to Solov’ev, art is not three steps removed from ultimate reality; rather, an artist creates true art only when he has experienced a vision of the univer- sal and substantial ideas that stand over and above particular things, and then conveys them to the viewer directly, via the artistic medium. Hence, the artist is able to sidestep the in- termediate shadow and produce something that is more than a shadow—a clear reflection of that higher reality. If Solov’ev is correct, the artist should enjoy the elevated status of sage, per- haps even philosopher-king, rather than face exile from Plato’s republic, because the artist both knows the Good and guides the less enlightened toward it. After a brief sketch of the metaphysical grounds for Plato’s critique of art, I provide an analysis of Solov’ev’s ontology, as represented in his Lectures on Godmanhood. Next, I describe Solov’ev’s concept of the three-fold mission of art and its relationship to human nature, drawing both from the Lectures and from The Universal Meaning of Art (1890). Finally, in the last section, I demonstrate how the afore-mentioned account comprises Solov’ev’s robust and successful response to Plato’s challenge, from within a platonic framework. (shrink)

Important achievements were obtained in the fields of mathematics, medicine, chemistry, astronomy, physics, optics, mechanics, zoology, botanic, mineralogy, geography and etc. in the Turkish-Islamic world between the ninth and thirteenth centuries. According to the leading historians of science, scholars living in different parts of the TurkishIslamic world not only surpassed their Greek and Byzantine predecessors. They also paved the way for development of these fields of science for following centuries. It is possible to mention many physicians that left non-erasable marks (...) in the medicine history among these distinguished scholars. One of these names is an Andalusian surgeon-physician called Abul-Qāsim alZahrāwī. He is known for his solid and unique contributions to the surgical world and regarded as the founder of surgery in the TurkishIslamic world. al-Zahrāwī wrote many books. One of these books, called al-Taṣrīf (The Method of Medicine) regarded as a medical encyclopedia has reached until today. The book attracted more attention in the European countries than in the Turkish-Islamic world and had an impact on Europe. Different chapters from the book were translated into languages such as Hebrew, French, English and especially Latin. al-Zahrāwī’s scientific heritage has also been discussed with all its aspects in Russia where scientists in the Turkish-Islamic world have especially been studied. Even though it was translated at a later period than Avicenna’s al-Qānūn fī al-Ṭibb (The Canon of Medicine), al-Taṣrīf was translated into Russian. The aim of this study is to identify Russian studies on Zahrawi and his main work, al-Taṣrīf -within the framework of available opportunitiesand to present prominent ones among these. In conclusion, this article also aims to contribute to the Turkish literature on al-Zahrāwī and al-Taṣrīf. Therefore, the author wishes to assist the relevant ongoing studies and the ones to be conducted in the future in terms of bibliography and material index. (shrink)

Positive social trends around LGBT in Russia has converted into positive political trends, but support for LGBT policies is necessary for a democratic politician.

The chapter examines Russian political theorist Aleksandr Dugin’s (b. 1962) challenge to the Western liberal order. Even though Dugin’s project is in many ways a theoretical epitome of Russia’s contemporary attempt to profile itself as a regional great power with a political and cultural identity distinct from the liberal West, Dugin can also be read in a wider context as one of the currently most prominent representatives of the culturally and intellectually oriented international New Right. The chapter introduces Dugin’s (...) role on the Russian right-wing political scene and his international networks, Russian neo-Eurasianism as his ideological footing, and his more recent “fourth political theory” as an attempt to formulate a new ideological alternative to liberalism as well as the two other main twentieth-century ideologies, communism and fascism. Dugin’s fourth ideology, essentially meant as an alternative to a unipolar post–Cold War global hegemony of victorious liberalism, draws inspiration from the German conservative revolutionary movement of the Weimar era. In particular, Martin Heidegger’s philosophy of history, with its thesis of the end of modernity and another beginning of Western thought, and Carl Schmitt’s pluralistic model of geopolitics are highlighted as key elements of Dugin’s eclectic political thought, which is most appropriately characterized as a form of radical conservatism. Throughout history, Eurasia has been central to relations between Europe and Asia. It has been the crossroads of civilizations, contributing to the cultural and ethnic hybridity of the region. However, after the fall of the Ottoman Empire and later the Soviet Union in the twentieth century, Eurasia lost its geostrategic importance in the US-led liberal world order. In the 1920s, a group of Russian emigres described the cultural and ethnic ties among the communities living across the vast Eurasian steppes (...) as Eurasianism. Eurasianists divide the world into two opposing forces with Eurasianism including Russia and the European states favoring integration with it and Atlanticism including the US and European countries supporting an American-led Atlantic order. Today, Russia is an important revisionist power in Eurasia, with huge stakes in the global order and the capability to help forge new relationships in the region. (shrink)

The contrast between Kant’s moral philosophy and Feder’s is not less crucial than the controversy caused by the Göttingen review of the first Critique. One of main targets of Kant’s moral philosophy was Feder’s view, which can be regarded as Kant's main competitor in the contemporary debate. I thus argue that the background provided by the conflict with Feder shows significant distinctive traits of Kant's view, with regard to three fundamental issues. First, I examine how the project of a pure (...) moral philosophy opposes Feder’s empirical investigation into the will, which is in fact one of the targets of Kant's criticism against universal practical philosophy. Second, a central element of Kant’s anti-eudaemonism, the contrast between happiness and self-contentment, is a rejection of the strongly moralized view of happiness that underlies Feder’s eudaemonism. Finally, I examine Tittel's objection that Kant had provided "only a new formula" of morality and Kant's response, which display a fundamental contrast between Kant’s understanding of the aims of moral theory with Feder’s common-sense conception. Social media has become a phenomenon that is changing all spheres of life tremendously. It is affecting the peaceful coexistence of people in the society both positively and negatively. Almost every government throughout the world is reacting in one way or the other to this influence, especially the perceived adverse influence of social media on the peaceful coexistence of people in the society. This paper aims at exploring the interplay between the Federal Government of Nigeria and social media in relation (...) to the peaceful coexistence of people in the country. Public Sphere Theory is used as the theoretical framework. The paper is a follow-up to a study on how Baptist pastors in the Ibadan metropolis are using social media in conflict resolution and promotion of peaceful coexistence among members of their church. It further reviews some existing literatures on the subject matter where the history of social media in Nigeria and some specific effects of social media in relation to peaceful coexistence in Nigeria are explored before exploring the interplay. Some recommendations are given to the Federal Government of Nigeria at the end of the paper. The paper concludes by warning the Federal Government of Nigerian and other governments throughout the world in regulating the use of social media so that the original purpose of the regulation will not be defeated. The article provides an analysis of the views of Russian thinkers on historical progress; the concepts of freedom-opportunity, freedom-necessity, time and space are explored. Comparing the western and domestic approaches to the formation of the so-called "national idea", the author formulates his own hypothesis of progress, based on the creativity of the Person as conciliar unity.

The article outlines the key areas of the charitable and educational activities of the Orthodox Church, which are analyzed during religious reforms in the 19th and early 20th centuries. in Russia. It is shown that at that time the scale of charity aid and the responsibilities of charitable organizations increased; the control over the distribution of aid has improved, the role of the Church in the social protection of the population has increased. The conclusions made in the article allow us (...) to look at a holistic picture of the Church's activities in providing the educational process in Russian church schools during the period under study. It turned out that the concrete activity of the clergy, which was impossible without the proper level of education, placed the clergy in the most literate category of the population. It is the priests, in the absence of a developed education system in Russia, began to introduce primary public education. This article helps to understand and systematize the position of the Church as a spiritual and moral institution that preserves Russia's cultural heritage. Of particular importance is the regional nature of the topic under study, which makes it possible to understand the general and specific relations between the Church and the state. For the international community, the article will be useful as an archival exhibition, which is a rare publication that reveals the relationship between the Orthodox Church and the state in Russia in the 19th and early 20th centuries. The paper takes a close look at Derek Parfit’s example of the Nineteenth Century Russian in 'Reasons and Persons'. Parfit presents it as an example which illustrates the moral consequences of adopting his reductionist view of personal identity in a positive light. I argue that things turn out to be more complex than he envisages, and that it might be far more difficult to live in his world than he allows.

Introduction: There is a general agreement among previous studies that gender, merit and catchment area criteria allows for access to university education, but the pattern of these variables over the years has not been proven in these studies. Purpose: This study used a times series approach to evaluate the enrolment patterns in federally owned universities in South-South Zone, Nigeria, based on the gender, merit and catchment area criteria. Methodology: The descriptive survey design was adopted for this study. A purposive sampling (...) technique was adopted to choose three universities based on the generation of their establishment. The evaluation covered from 2010 to 2019 using stationary time-bound data collected from the academic planning units of the institutions through a checklist. Future enrolment forecasts were made to 2031 using the moving average forecasting technique. Results: A gender-based difference in enrolment, in favour of males was recorded between 2010 and 2019; there were notable fluctuations in the enrolment pattern based on the merit criterion from 2010 to 2019; the enrolment pattern in terms of the catchment area criterion was consistent from 2010 – 2019. In terms of the projection, it was predicted that enrolment at the aggregate level would rise continuously across federal universities, but not at the institutional level. more women than men are expected to be enrolled in academic programmes at federal institutions, while at the institutional level, gender-based enrolment can fluctuate. Recommendations/Classroom Implications: Based on these findings, implications are discussed for future enrolment decisions at both the institutional and national levels. (shrink)

There exists a standard view of Kant’s position on global order and this view informs much of current Kantian political theory. This standard view is that Kant advocates a voluntary league of states and rejects the ideal of a federative state of states as dangerous, unrealistic, and conceptually incoherent. This standard interpretation is usually thought to fall victim to three equally standard objections. In this essay, I argue that the standard interpretation is mistaken and that the three standard objections miss (...) their target. Kant does advocate the establishment of a non-coercive league of states, at least in his mature political writings (such as Perpetual Peace and the Metaphysics of Morals), but he does so for different reasons than is usually thought and without rejecting the ideal that a world federation of states eventually be realized. I end by indicating how Kant’s revised view can be made productive for present-day philosophical purposes. (shrink)

This Insight examines the stance the EU should adopt towards the Russian invasion of Ukraine on the basis of the political thought of Immanuel Kant, Thomas Hobbes, and Niccolò Machiavelli. Taking as its starting point Josep Borrell’s comment that “we are too much Kantians and not enough Hobbesians” at the 2022 EU Ambassadors’ Conference, this Insight offers a revisionist interpretation of both Kant and Hobbes while suggesting Machiavelli as a third possible inspiration for EU external action. Although he is (...) often portrayed as a proto-“realist” intent on increasing state power, Hobbes in reality favours stability above all else and would therefore presumably not support a more “aggressive” foreign policy. Kant, on the other hand, has traditionally been seen as more of a philosophical idealist, but his political philosophy in fact supports a more assertive conduct by states in their external relations. Both of these philosophers are thus quite different from how Borrell portrays them. The Insight also introduces the perspective of a third thinker, Machiavelli, whose philosophy suggests that the EU should adopt a pragmatic diplomatic strategy, forging alliances, supplying Ukraine with weapons, and maintaining strong ties with allies. Cyberspeak, the language of cybernetics, or its metalanguage to be more precise, consists of words that are both explaining and describing human/animal and machine forms of control and communication, while in newspeak, words were value-laden, which means they had strong positive or negative connotations connected to their use. For example, a 'spy' could only be a foreign agent, while a Russian one was a 'patriot'. First, it will be shown how there are still remnants of cyberspeak in modern science, (...) pinpointing its cybernetic background and shaping our thoughts without us realizing they had any cybernetic origin whatsoever. Second, it will be investigated how newspeak, as its counterpart, can be analyzed from the theory of speech acts. Third, the current war in Ukraine allowed us a brief analysis of newspeak present in Russian public communication today (Putin's speeches), which will again be connected to their performative aspect. The collective monograph "Ontology of Stative Situations - Linguistic Modeling. A Contrastive Bulgarian-Russian Study" includes research carried out within the project of the same name "Ontology of stative situations – linguistic modeling. A contrastive Bulgarian-Russian study", supported by the "Scientific Research" Fund of the Ministry of Education and Science in Bulgaria (№ КП-06-РУСИЯ / 23) and from the Russian Fund for Fundamental Research (No. 20-512-18005).

The Russian academic theological tradition, scarcely known to the West, was the only milieu wherein the development of philosophy of religion in the pre-revolutionary Russia was under way. Philosophical investigation of the phenomenon of religion was being elaborated in the apologetic context, i.e. in critical analysis of non-theistic conceptions of the origin and essence of religion, and the figure of Friedrich Schleiermacher, with his reduction of religion firstly to cosmic feelings and later to the feeling of the ontological dependence, (...) occupied an invariable place in this analysis. The paper deals with critical comments on Schleiermacher’s Speeches on Religion and Christian Faith made by Victor Kudryavtsev-Platonov and his followers, which are being parsed in turn, as well as with historical links of the later Schleiermacher with phenomenology of religion and typological affinities of the earlier Schleiermacher with the theology of religious pluralism.
