An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Further legal analysis is required to ensure this checklist complies with relevant domestic laws. (shrink)

In 2035 global egg demand will have risen 50% from 1985. Because we are not able to tell in the egg whether it will become a male or female chick, billons of one day-old male chicks will be killed. International research initiatives are underway in this area, and governments encourage the development of an alternative with the goal of eliminating the culling of day-old male chicks. The Netherlands holds an exceptional position in the European egg trade, but is also the (...) only country in the European Union where the downside of the egg sector, the practice of killing day-old male chicks, is a recurrent subject of societal debate. ‘Preventing the killing of young animals’ and ‘in ovo sex determination’ are the two alternative approaches available to solve this problem. It is clear that both approaches solve the problem of killing day-old male chicks, either by keeping them alive or by preventing them from living, but they also raise a lot of new animal welfare-related dilemmas. A thorough analysis was undertaken of these dilemmas and the results are presented in this article. The analysis resulted in an ethical framework based on the two main approaches in bioethics: a consequentialist approach and a deontological approach. This ethical framework was used to develop an online survey administered to ascertain Dutch public opinion about these alternative approaches. The results show that neither alternative will be fully accepted, or accepted by more than half of Dutch society. However, the survey does provide an insight into the motives that are important for people’s choice: food safety and a good treatment of animals. Irrespective of the approach chosen, these values should be safeguarded and communicated clearly. (shrink)

The Rachels–Temkin spectrum arguments against the transitivity of better than involve good or bad experiences, lives, or outcomes that vary along multiple dimensions—e.g., duration and intensity of pleasure or pain. This paper presents variations on these arguments involving combinations of good and bad experiences, which have even more radical implications than the violation of transitivity. These variations force opponents of transitivity to conclude that something good is worse than something that isn’t good, on pain of rejecting the good altogether. In recent years, the idea has been gaining ground that our traditional conceptions of knowledge and cognition are unduly limiting, in that they privilege what goes on inside the ‘skin and skull’ of an individual reasoner. Instead, it has been argued, knowledge and cognition need to be understood as embodied, situated, and extended. Whether these various interrelations and dependencies are ‘merely’ causal, or are in a more fundamental sense constitutive of knowledge and cognition, is as much a matter of controversy (...) as the degree to which they pose a challenge to ‘traditional’ conceptions of cognition, knowledge and the mind. In this paper we argue that when the idea of ‘extendedness’ is applied to a core concept in epistemology and the philosophy of science—namely, scientific evidence—things appear to be on a much surer footing. The evidential status of data gathered through extended processes—including its utility as justification or warrant—do not seem to be weakened by virtue of being extended, but instead are often strengthened because of it. Indeed, it is often precisely by virtue of this extendedness that scientific evidence grounds knowledge claims, which individuals may subsequently ascribe to themselves. The functional equivalence between machine-based gathering, filtering, and processing of data and human interpretation and assessment is the crucial factor in deciding whether evidence has been gathered, rather than the distinction between intra- and extracranial processes or individual and social processes. To prioritize biological processes here, and to assert the superiority of human cognitive capacities seems both arbitrary and unwarranted with respect to gathering evidence, and ultimately would lead to an unattractive skepticism about many of the methods used in science to gather evidence. In other words, conceiving of scientific evidence as ‘impersonal’ not only better captures the character of evidence-gathering in practice, but also makes sense of a large amount of evidence-gathering that ‘personal’ accounts fail to either acknowledge or accurately describe. Whilst we suggest it is likely that all internally-distributed evidence-gathering processes are merely contingently internal processes, a significant number of externally-distributed evidence-gathering processes are necessarily externally-distributed. The policy of earmarked paternity leave aims to promote mothers’ position in the labor market and fathers’ relationship with their child. Critics argue that the policy prevents parents from pursuing their own ideas about what is best for them. This provides reason to consider whether the policy is paternalistic or, in other ways, disrespectful of parental autonomy. I argue that the state implicates itself in the gender inequalities that result from parents’ unequal parental leave agreements when the state financially facilitates (...) such agreements. This argument for earmarked paternity leave is not disrespectful of parental autonomy. (shrink)

The repugnant conclusion poses a conundrum in population ethics that has evaded satisfactory solution for four decades. In this article, I show that the repugnant conclusion can be avoided without sacrificing any moral intuitions. The resulting framework satisfies Parfit's requirements for `theory X'. This is achieved using non-Archimedean orders, which admit the possibility of pairs of goods for which no amount of one is better than a single unit of the other. I show that with minimal assumptions, not only are (...) such goods sensible, they are compulsory. I show that utilitarianism and expected utility theory in their canonical forms are not in general suitable in this setting, and using these tools naively can lead to ethical errors that are arbitrarily serious. Multi-dimensional lexicographic expected utility representations may be required. I use fuzzy sets to show that there needn't be a clear boundary separating goods that are not Archimedean equivalent. This may be unavoidable due to intrinsic physical limits on the ability to discriminate between different goods arising from e.g. quantum mechanics. Limited discriminatory power causes preferences to be non-transitive, which can resolve problems related to so-called `fanaticism' and `recklessness' wherein `rational' decision-makers counterintuitively prefer arbitrary long shot bets to a guaranteed lesser outcome. Abstract: Ensuring the proactive detection of transaction risks is paramount for financial institutions, particularly in the context of managing credit scores. In this study, we compare different machine learning algorithms to effectively and efficiently. The algorithms used in this study were: MLogisticRegressionCV, ExtraTreeClassifier,LGBMClassifier,AdaBoostClassifier, GradientBoostingClassifier,Perceptron,RandomForestClassifier,KNeighborsClassifier,BaggingClassifier, DecisionTreeClassifier, CalibratedClassifierCV, LabelPropagation, Deep Learning. The dataset was collected from Kaggle depository. It consists of 164 rows and 8 columns. The best classifier with unbalanced dataset was the LogisticRegressionCV. The Accuracy 100.0%, precession 100.0%,Recall100.0% and the F1-score (...) 100.0%. However, the best classifier with balanced dataset was the LogisticRegressionCV. The first purpose of this series of articles is to introduce case studies on how current AI models can be used in the development of a possible theory of quantum gravity, their limitations, and the role the researcher has in steering the development in the right direction, even highlighting the errors, weaknesses and strengths of the whole process. The second is to introduce the new Presentist Fragmentalist ontology as a framework and use it for developing theories of quantum gravity and (...) speculate on achieving a TOE. We emphasize it is necessary for the researcher to check everything in these articles for themselves. While there are many good ideas in this series of papers, the AI is known to make even arithmetic and algebraic mistakes. To select just five apparently good ideas, there is a causal interaction tensor Cαβγδ(F1, F2) that encodes the causal relationship and the strength of the (possibly non-local) interaction between two fragments of reality (formed by each quantum system). There is a quantitative prediction for a testable table-top experiment. There is an explanation of how spacetime emerges from the fragments and their interactions. There is an explicit account of the double-slit experiment. And there is an explanation how this theory accommodates dark matter and dark energy simultaneously. We explore ideas, equations they lead to, concrete calculations, and give corrections along the way. While these are generally morally right within this framework they must be checked by the researcher. Given this caveat, we believe we have made significant progress with the PF interpretation in developing a theory of quantum gravity and pointing out a possible path to a TOE. (shrink)

In Michel de Certeau’s Invention of the Everyday, improvisational community dance function as a catalyst for the subversive art of the oppressed, via its ancient Greek virtue/power of mētis, being “foxlike.” And in de Certeau’s The Possession of Loudun, this foxlike dance moves to the stage, as an improv chorus that disrupts the events at Loudon when reimagined as a tetralogy of plays at City Dionysia. More precisely, Loudun’s tetralogy could be interpreted as a series of three tragedies and one (...) comedy, the latter of which involves the chorine nuns’ channeling of anomie into a proto-feminist transfiguration. More precisely, the tactical prowess of the nuns’ chorus leader, namely the prioress Jeanne des Anges, elevates her to the status of an angelic prophet, which in de Certeau’s theatrical dancing critique makes her the Loudun tetralogy’s Dionysian, foxlike mage. Adrian Piper argues that the Humean conception can be made to work only if it is placed in the context of a wider and genuinely universal conception of the self, whose origins are to be found in Kant’s Critique of Pure Reason. This conception comprises the basic canons of classical logic, which provide both a model of motivation and a model of rationality. These supply necessary conditions both for the coherence and integrity of the self and also for unified agency. (...) The Kantian conception solves certain intractable problems in decision theory by integrating it into classical predicate logic, and provides answers to longstanding controversies in metaethics concerning moral motivation, rational final ends, and moral justification that the Humean conception engenders. A comprehensible model is proposed aimed at an analysis of the reasons for theory change in science. According to the model the origins of scientific revolutions lie not in a clash of fundamental theories with facts, but of “old” fundamental theories with each other, leading to contradictions that can only be eliminated in a more general theory. The model is illustrated with reference to physics in the early 20th century, the three “old” theories in this case being Maxwellian electrodynamics, statistical (...) mechanics and thermodynamics. Mental explanations of behaviour are physical explanations of a special kind. Mental events are physical events. Mental explanations of physical behaviour are not mysterious, they designate events with physical causal powers. Mentalistic terms differ from physicalistic ones in the way they specify events: the former cite extrinsic properties, the latter intrinsic properties. The nature of explanation in general is discussed, and a naturalistic view of intentionality is proposed. The article presents the interdisciplinary approach of Edwin Hutchins, analyzing his conception of distributed cognition as probably the most important and lasting contribution of anthropology to the repertoire of theoretical tools in cognitive science. At the same time, this conception resulted in one of the most interesting relationships between cognitive science and social sciences. These relationships are made possible by the assumptions of Hutchins’ conception, which directly contribute to interdisciplinary collaboration. His account of distributed cognition has enormous potential, allowing the (...) integration of research into cognitive and social processes. In an earlier discussion, I argued that Kant's moral theory satisfies some of the basic criteria for being a genuine theory: it includes testable hypotheses, nomological higher-and lower-level laws, theoretical constructs, internal principles, and bridge principles. I tried to show that Kant's moral theory is an ideal, descriptive deductive-nomological theory that explains the behavior of a fully rational being and generates testable hypotheses about the moral behavior of actual agents whom we initially assume to conform to its theoretical constructs. I (...) argued that the moral "ought" is best understood as the "ought" of tentative prediction expressed in the range of uses of the German sollen; and that the degree to which such a theory is well-confirmed is a function of the degree to which we actually judge individual human agents, on a case-by-case basis, to be motivated by rationality, stupidity, or moral corruption in their actions. I assume that a similar case could be made for other major contenders, such as Utilitarianism or Aristotelianism. But there still remains unanswered the question of which of these theories is the best among the available alternatives. To answer this question, further criteria of selection must be invoked. Among these are structural elegance and explanatory simplicity, but even these do not exhaust the desiderata for an adequate moral theory. More pressing in the case of moral theory is the requirement that the theory enable us to understand all the available data of moral experience; that the theory be sufficiently inclusive that in the formulation of its descriptive laws and practical principles, it be capable of identifying as morally significant all the behavior to which moral praise, condemnation, or acquittal is a relevant and appropriate response. I want to examine the implications of a metaphysical thesis which is presupposed in various objections to Rawls' theory of justice.Although their criticisms differ in many respects, they concur in employing what I shall refer to as the continuity thesis. This consists of the following claims conjointly: (1) The parties in the original position (henceforth the OP) are, and know themselves to be, fully mature persons who will be among the members of the well-ordered society (henceforth the WOS) which is (...) generated by their choice of principles of justice. (2) The OP is a conscious event among others, integrated (compatibly with the constraints on knowledge and motivation imposed on the parties) into the regular continuity of experience that comprises each of their ongoing constitutes lives. (3) The parties in the OP thus are, and regard themselves as, psychologically continuing persons, partially determined in personality and interests by prior experiences, capable of recollection and regret concerning the past, anticipation and apprehensiveness regarding the future, and so on. Although the continuity thesis as stated above is not at odds with any of the conditions that define the OP, its exegetical validity is a matter for discussion. I shall be concerned to argue that if it is indeed contained in or a consequence of Rawls' theory, then it casts into doubt the capacity of the OP to generate or justify any principles of justice at all. On the other hand, if the continuity thesis is viewed as dispensable and unnecessary to the Rawlsian enterprise, then Rawls is correct in maintaining the irrelevance of the question of personal identity to the construction of his moral theory. In this case, the contract-theoretic, instrumentalist justification for the two principles of justice (henceforth the 2PJ) needs to be supplanted by a modified conception of wide reflective equilibrium. The considerations that form the bulk of this discussion then may be understood as providing a rationale for Rawls' recent revisions in the model of justification on which his theory of justice rests, and for his increasing emphasis on us as moral mediators between the OP and the WOS. Now I want to consider the question of whether or not, given the textual evidence, anything like the continuity thesis is stated or implied by Rawls, and what problems for his theory, if any, turn on a positive or negative answer to this question. -/- . Arguments pro and contra convergent realism - underdetermination of theory by observational evidence and pessimistic meta-induction from past falsity- are considered. It is argued that, to meet the counter-arguments challenge, convergent realism should be considerably changed with a help of modification of the propositions from this meta-programme’s “hard core” and “protecting belt”. The model of scientific revolution genesis and structure, extracted from Einstein’s revolution and considered in my previous publications, is applied to the Copernican one . According to the model, Einstein’s revolution origins can be understood due to occurrence and partial resolution of the contradictions between main rival classical physics research programmes : newtonian mechanics, maxwellian electrodynamics, thermodynamics and Boltzmann’s statistical mechanics. In general the growth of knowledge consists in interaction, interpenetration and even unification of different scientific research programmes. It is (...) argued that the Copernican revolution also happened due to realization of a certain dualism – now between mathematical astronomy and Aristotelian qualitative physics in Ptolemy’s cosmology and the corresponding efforts to eliminate it. The works of Copernicus, Galileo, Kepler and Newton all were the stages of the mathematics descendance from skies to earth and reciprocal extrapolation of earth physics on divine phenomena. The aim of this paper is to make a step towards a complete description of Special Relativity genesis and acceptance, bringing some light on the intertheoretic relations between Special Relativity and other physical theories of the day. I’ll try to demonstrate that Special Relativity and the Early Quantum Theory were created within the same programme of statistical mechanics, thermodynamics and Maxwellian electrodynamics reconciliation, i.e. elimination of the contradictions between the consequences of this theories. The approach proposed enables to explain why (...) classical mechanics and classical electrodynamics were “refuted” almost simultaneously or, in terms more suitable for the present discussion, why did the quantum and the relativistic revolutions both took place at the beginning of the 20-th century. I ‘ll argue that the quantum and the relativistic revolutions were simultaneous since they had common origin - the clash between the fundamental theories of the second half of the 19-th century that constituted the “body” of Classical Physics. The revolution’ s most dramatic turning point was Einstein’s 1905 light quantum paper, that laid the foundations of the Old Quantum Theory and influenced the fate of special theory of relativity too. Hence, the following two main interrelated theses are defended.(1)Einstein’s special relativity 1905 paper can be considered as a subprogramme of a general research programme that had its pivot in the quantum; (2) One of the reasons of Einstein’s victory over Lorentz consists in the following: special relativity theory superseded Lorentz’s theory when the general programme imposed itself, and, in so doing, made the ether concept untenable. -/- Key words: A.Einstein; H.Lorentz; I.Yu.Kobzarev; context of discovery; context of justification . Genesis of the early quantum theory represented by Planck’s 1897-1906 papers is considered. It is shown that the first quantum theoretical schemes were constructed as crossbreed ones composed from ideal models and laws of Maxwellian electrodynamics, Newtonian mechanics, statistical mechanics and thermodynamics. Ludwig Boltzmann’s ideas and technique appeared to be crucial. Deriving black-body radiation law Max Planck had to take the experimental evidence into account. It forced him not to deduce from phenomena but to use more theory instead. The experiments (...) forced Planck to apply the statistical technique to radiation in increasing portions. Planck’s theories in no way were generalizations of existing experimental results. They represented the stages of an ambitious programme of Maxwellian electrodynamics and statistical mechanics reconciliation. (shrink)

Value dimensions of mature theory change in science are considered. It is argued that the interaction of the values of the cross-theories constitutes the major mechanism of theory change in this dimension. Examples from history of science describing the details of the mechanism are given.

The host of the growth of knowledge hallmarks, concocted by various philosophy of science models , is contemplated. It is enunciated that the most appropriate one is provided by methodology of scientific research programmes. Some salient drawbacks of the model, caused by the ambivalence of its basic notions, e.g. of the notions of ‘empirical content of a theory’, ‘progressive’ and ‘regressive’ ‘problemshifts’ can be mitigated by enriching the Lakatosian model with Nancy Cartwright’s results. The author tries to keep it in mind applying his scientific revolution model according to which the growth of knowledge consists in interaction, interpenetration and even unification of different scientific research programmes. A brief account of epistemological models that try to unfold the intertheoretic context of theory change is proposed. It is stated that all of them has a host of drawbacks, the most salient one being the lack of adequate description of the research traditions interaction process. The epistemological model of mature theory change, eliminating the drawback, is contemplated and illustrated.

Indian and Classical Greek philosophical traditions both recommend that we structure our lives around the performance of certain kinds of actions as daily and regular habits. Under some circumstances and for some individuals, this means merely doing what comes naturally. For others, it requires varying degrees of self-control. For yet others, adhering to these practices is impossible or unimportant, beyond the scope of their interests or abilities. I want to take issue with one familiar answer to the question of why (...) this is, and to suggest a different one. (shrink)

Nancy Cartwright’s arguments in favor of the phenomenological laws and against the fundamental ones are discussed. I support and strengthen her criticism of the standard covering-law account but I am skeptical in respect to her radical conclusion that the laws of physics lie. Arguments in favor of the opposite stance are based on V.S. Stepin’s analysis of mature theory structure. A mature theory-change model presented here demonstrates how the fundamental laws of physics can be confronted with experience. This study explores the employee retention strategies implemented by administrators in educational institutions, focusing on Immaculate Conception College of Balayan, Inc. The qualitative case study involved 10 participants, including administrators and employees selected based on stable tenure and appropriate qualifications. Recognition and incentives emerged as the primary retention strategy, significantly influencing employee satisfaction and fostering a sense of belonging. Recommendations emphasize the importance of recognizing and providing incentives as core strategies for administrators in educational settings, recognizing their role in creating a positive work environment and promoting sustained employee commitment. This essay attempts to render intelligible (you will pardon the pun) Kant's peculiar claims about the intelligible at A 539/B 567 – A 541/B 569 in the first Critique, in which he asserts that (1) ... [t]his acting subject would now, in conformity with his intelligible character, stand under no temporal conditions, because time is only a condition of appearances, but not of things in themselves. In him no action would begin or cease. Consequently it would not be subjected to (...) the law of all determination of everything alterable in time: everything which happens finds its causes in the appearances (of the previous state). In a word, his causality, in so far as it is intellectual, would not stand in the series of empirical conditions which the event in the world of sense makes necessary. An apparent incommensurability of two leading gravitational paradigms (metric and nonmetric) is considered. It is conjectured that the application of neutral language of A.P. Lightman, D.L. Lee and Kip S. Thorne (“The Foundation of Theory of Gravitational Theories”. Phys. Rev. D 1973, vol.7, pp.3563-3572) can help to solve the theory –choice problem in principle. The aim of this discussion is twofold.* First, I shall scrutinize certain prevailing rationales for enlisting for military service and show that these justifications are inadequate to meet the military’s recruiting needs. Larger numbers of enlistees who are fully equipped, both in technical skills and morale, for combat readiness are in great demand, but the arguments used to recruit potential enlistees are self-defeating. The methodology of Scientific Research Programmes created by Imre Lakatos is applied to draw an outline of a programme invented to comprehend Hawking’s discovery of black-hole evaporation.

It is exhibited that mature scientific economical theory is a set of propositions that describe the relationship between theoretical objects of two types - basic objects and derivative ones. The set of basic objects makes up the aggregate of initial idealizations (the Fundamental Theoretical Scheme or FTS) with no direct reference to experimental data. The derivative theoretical objects are formed from the basic ones according to certain rules. The sets of derivative objects form partial theoretical schemes or PTS. Any mature (...) economics scientific theory grows due to transitions, in order to describe each new experimental situation, from FTS to PTS. What were the reasons of the Copernican Revolution ? How did modern science (created by a bunch of ambitious intellectuals) manage to force out the old one created by Aristotle and Ptolemy, rooted in millennial traditions and strongly supported by the Church? What deep internal causes and strong social movements took part in the genesis, development and victory of modern science? The author comes to a new picture of Copernican Revolution on the basis of the elaborated model of scientific revolutions (...) that takes into account some recent advances in philosophy, sociology and history of science. The model was initially invented to describe Einstein’s Revolution of the XX century beginning. The model considers the growth of knowledge as interaction, interpenetration and unification of the research programmes, springing out of different cultural traditions. Thus, Copernican Revolution appears as a result of revealation and (partial) resolution of the dualism , of the gap between Ptolemy’s mathematical astronomy and Aristotelian qualitative physics. The works of Copernicus, Galileo, Kepler and Newton were all the stages of mathematics descendance from skies to earth and reciprocal extrapolation of earth physics on skies. The model elaborated enables to reassess the role of some social factors crucial for the scientific revolution. It is argued that initially modern science was a result of the development of Christian Weltanschaugung . Later the main support came from the absolute monarchies. In the long run the creators of modern science appeared to be the “apparatchics” of the “regime of truth” built-in state machine. Natural science became a part of ideological state apparatus providing not only scientific education but the internalization of values crucial for the functioning of state. -/- . (shrink)

It is contended that to construct a social theory capable to comprehend the Russian Modernization one has to broaden first and foremost the conceptual basis of research. The basic element lacking in the orthodox Marxist conceptual scheme is the notion of ‘social unconsciousness’. It is demonstrated that Slavoj Zizek’s works represent the most ingenious fusion of post-structuralism, psychoanalysis and Marxism that treats the ability to disclose social contradictions. It is shown that the adequate comprehension of social contradictions system is possible (...) in the light of ideologies grounded on social equality values . They can reveal the main contradiction of Russian social life, i.e. the contradiction between Empire Ambitions of Russian bureaucracy and the interests and values of the ill-structured Civil Society. Maxwellian electrodynamics genesis is considered in the light of the author’s theory change model previously tried on the Copernican and the Einstein revolutions. It is shown that in the case considered a genuine new theory is constructed as a result of the old pre-maxwellian programmes reconciliation: the electrodynamics of Ampere-Weber, the wave theory of Fresnel and Young and Faraday’s programme. The “neutral language” constructed for the comparison of the consequences of the theories from these programmes consisted in the language of (...) hydrodynamics with its rich content of analogous models ranging from the uncompressible fluid up to molecular vortices. The programmes’ meeting led to construction of the whole hierarchy of crossbred objects beginning from the displacement current and up to common hybrids. After that the interpenetration of the pre-maxwellian programmes began that marked the beginning of theoretical schemes of optics and electromagnetism unification. Maxwell’s programme did assimilate some ideas of the Ampere-Weber programme, as well as the presuppositions of the programmes of Fresnel and Faraday; and the significance of this fact for further methodology of scientific research programmes development is discussed. It is argued that the core of Maxwell’s unification strategy was formed by Kantian epistemology looked through the prism of William Whewell and such representatives of Scottish Enlightenment as Thomas Reid and William Hamilton. All these enabled Maxwell to start to unify not only optics and electromagnetism, but British and continental research traditions as well. Maxwell’s programme did supersede the Ampere-Weber one because Maxwell did put forward as a synthetic principle the idea, that differed from that of Ampere-Weber by its flexible and contra-ontological, strictly epistemological, Kantian character. For Maxwell, ether was not the last building block of physical reality, from which fields and charges should be constructed . “Action at a distance”, “incompressible fluid”, “molecular vortices” were only analogies for Maxwell, capable to direct the researcher on the “right” mathematical relations. From the “representational” point of view all this hydrodynamical models were doomed to failure efforts to describe what can not be described in principle – things in themselves, the “nature” of electrical and magnetic phenomena. On the contrary, Maxwell aimed his programme to find empirically meaningful mathematical relations between the electrodynamics basic objects, i.e. the creation of inter - coordinated electromagnetic field equations system. Namely the application of this epistemology enabled Hermann von Helmholtz and his pupil Heinrich Hertz to arrive at such a version of Maxwell’s theory that served a heuristical basis for the radiowaves discovery. What are the reasons for theory change in science? –To give a sober answer a comprehensible model is proposed based on the works of V.P. Bransky, P. Feyerabend , T.S. Kuhn, I. Lakatos, K.R.Popper, V.S. Scwvyrev, Ya. Smorodinsky, V.S. Stepin, and others. According to model the origins of scientific revolutions lie not in a clash of fundamental theories with facts, but of “old” basic research traditions with each other, leading to contradictions that can only be eliminated in a more general (...) theory. The model is illustrated with reference to physics in the early 20th century, the three “old” research programmes in this case being Maxwellian electrodynamics, statistical mechanics and thermodynamics. The classification system was evaluated using benchmark phishing datasets, and the results demonstrated a significant improvement in detection accuracy and reduced false positives. The proposed model outperformed traditional machine learning algorithms, showing promise for real-world deployment in phishing detection systems. We conclude with suggestions for future improvements, such as incorporating more behavioral data and deploying the system in realtime monitoring applications.

A central question, if not the central question, of philosophy of perception is whether sensory states have a nature similar to thoughts about the world, whether they are essentially representational. According to the content view, at least some of our sensory states are, at their core, representations with contents that are either accurate or inaccurate. Tyler Burge’s Origins of Objectivity is the most sustained and sophisticated defense of the content view to date. His defense of the view is problematic in (...) several ways. Arguably, ethical guidelines and medical laws on medical confidentiality have fallen short of extrapolating the methodology for dealing with potential ethical complexities in its practice. This drawback has made it difficult for physicians to prevent harm from occurring if it has not yet happened, remove harm if it has already taken place, or minimise harm if it is unavoidable. Therefore, this article attempts to outline certain principles in the form of a framework to govern the management of confidential information in (...) light of Islamic legal maxims. This effort is meant to help health workers to deal with conflicting situations, with reasonable care given to those at risk, while maintaining therapeutic trust and professionalism. The notable significance of this framework is that it is structured after identifying the potential harms in the protection and disclosure of medical confidentiality in selected cases from patient's, doctor's and third party's perspectives and addressing each of them with due importance.
