Despre analogia existentă între aspectele epistemologice şi metodologice ale activităţii serviciilor de informaţii şi unele discipline ştiinţifice, pledând pentru o abordare mai ştiinţifică a procesului de culegere şi analiză de informaţii din cadrul ciclului de informaţii. Afirm că în prezent aspectele teoretice, ontologice şi epistemologice, în activitatea multor servicii de informaţii, sunt subestimate, determinând înţelegere incompletă a fenomenelor actuale şi creând confuzie în colaborarea inter-instituţională. După o scurtă Introducere, care include o istorie a evoluţiei conceptului de serviciu de informaţii după (...) al doilea război mondial, în Activitatea de informaţii definesc obiectivele şi organizarea serviciilor de informaţii, modelul de bază al acestor organizaţii (ciclul informaţional), şi aspectele relevante ale culegerii de informaţii şi analizei de informaţii. În secţiunea Ontologia evidenţiez aspectele ontologice şi entităţile care ameninţă şi sunt ameninţate. Secţiunea Epistemologie include aspecte specifice activităţii de informaţii, cu analiza principalului model (Singer) folosit în mod tradiţional, şi expun o posibilă abordare epistemologică prin prisma conceptului de cunoaştere tacită dezvoltat de omul de ştiinţă Michael Polanyi. Având în vedere complexitatea sistemelor inteligenței artificiale (și în general cele de informații), se pot defini mai multe modele și metodologii pentru a gestiona această complexitate, în special în fazele de proiectare și dezvoltare, cum ar fi dezvoltare de software agilă, cascadă sau spirală, (...) prototipare rapidă și incrementală. Informational theories of semantic content have been recently gaining prominence in the debate on the notion of mental representation. In this paper we examine new-wave informational theories which have a special focus on cognitive science. In particular, we argue that these theories face four important difficulties: they do not fully solve the problem of error, fall prey to the wrong distality attribution problem, have serious difficulties accounting for ambiguous and redundant representations and fail to deliver a metasemantic theory (...) of representation. Furthermore, we argue that these difficulties derive from their exclusive reliance on the notion of information, so we suggest that pure informational accounts should be complemented with functional approaches. Over the last few decades, multiple studies have examined the understanding of participants in clinical research. They show variable and often poor understanding of key elements of disclosure, such as expected risks and the experimental nature of treatments. Did the participants in these studies give valid consent? According to the standard view of informed consent they did not. The standard view holds that the recipient of consent has a duty to disclose certain information to the profferer of consent because valid (...) consent requires that information to be understood. The contents of the understanding and disclosure requirements are therefore conceptually linked. In this paper, we argue that the standard view is mistaken. The disclosure and understanding requirements have distinct grounds tied to two different ways in which a token of consent can be rendered invalid. Analysis of these grounds allows us to derive the contents of the two requirements. It also implies that it is sometimes permissible to enroll willing participants who have not understood everything that they ought to be told about their clinical trials. (shrink)

Trials with highly unfavourable risk–benefit ratios for participants, like HIV cure trials, raise questions about the quality of the consent of research participants. Why, it may be asked, would a person with HIV who is doing well on antiretroviral therapy be willing to jeopardise his health by enrolling in such a trial? We distinguish three concerns: first, how information is communicated to potential participants; second, participants’ motivations for enrolling in potentially high risk research with no prospect of direct benefit; and (...) third, participants’ understanding of the details of the trials in which they enrol. We argue that the communication concern is relevant to the validity of informed consent and the quality of decision making, that the motivation concern does not identify a genuine problem with either the validity of consent or the quality of decision making and that the understanding concern may not be relevant to the validity of consent but is relevant to the quality of decision making. In doing so, we derive guidance points for researchers recruiting and enrolling participants into their HIV cure trials, as well as the research ethics committees reviewing proposed studies. Much work in MKM depends on the application of formal logic to mathematics. However, much mathematical knowledge is informal. Luckily, formal logic only represents one tradition in logic, specifically the modeling of inference in terms of logical form. Many inferences cannot be captured in this manner. The study of such inferences is still within the domain of logic, and is sometimes called informal logic. Gaining information can be modelled as a narrowing of epistemic space . Intuitively, becoming informed that such-and-such is the case rules out certain scenarios or would-be possibilities. Chalmers’s account of epistemic space treats it as a space of a priori possibility and so has trouble in dealing with the information which we intuitively feel can be gained from logical inference. I propose a more inclusive notion of epistemic space, based on Priest’s notion of open worlds yet which contains only those (...) epistemic scenarios which are not obviously impossible. Whether something is obvious is not always a determinate matter and so the resulting picture is of an epistemic space with fuzzy boundaries. (shrink)

This article proposes a new interpretation of mutual information. We examine three extant interpretations of MI by reduction in doubt, by reduction in uncertainty, and by divergence. We argue that the first two are inconsistent with the epistemic value of information assumed in many applications of MI: the greater is the amount of information we acquire, the better is our epistemic position, other things being equal. The third interpretation is consistent with EVI, but it is faced with the problem of (...) measure sensitivity and fails to justify the use of MI in giving definitive answers to questions of information. We propose a fourth interpretation of MI by reduction in expected inaccuracy, where inaccuracy is measured by a strictly proper monotonic scoring rule. Information was a frequently used concept in many fields of investigation. However, this concept is still not really understood, when it is referred for instance to consciousness and its informational structure. In this paper it is followed the concept of information from philosophical to physics perspective, showing especially how this concept could be extended to matter in general and to the living in particular, as a result of the intimate interaction between matter and information, the human body appearing as (...) a bipolar informed-matter structure. It is detailed on this way how this concept could be referred to consciousness, and an informational modeling of consciousness as an informational system of the human body is presented. Based on the anatomic architecture of the organism and on the inference of the specific information concepts, it is shown that the informational system of the human body could be described by seven informational subsystems, which are reflected in consciousness as corresponding cognitive centers. These results are able to explain the main properties of consciousness, both the cognitive and extra-cognitive properties of the mind, like that observed during the near-death experiences and other similar phenomena. Moreover, the results of such a modeling are compared with the existing empirical concepts and models on the energetic architecture of the organism, showing their relevance for the understanding of consciousness. Unlike its friendly cousin the placebo effect, the nocebo effect (the effect of expecting a negative outcome) has been almost ignored. Epistemic and ethical confusions related to its existence have gone all but unnoticed. Contrary to what is often asserted, adverse events following from taking placebo interventions are not necessarily nocebo effects; they could have arisen due to natural history. Meanwhile, ethical informed consent (in clinical trials and clinical practice) has centred almost exclusively on the need to inform patients about (...) intervention risks with patients to preserve their autonomy. Researchers have failed to consider the harm caused by the way in which the information is conveyed. In this paper, I argue that the magnitude of nocebo effects must be measured using control groups consisting of untreated patients. And, because the nocebo effect can produce harm, the principle of non-maleficence must be taken into account alongside autonomy when obtaining (ethical) informed consent and communicating intervention risks with patients. This report reviews what quantum physics and information theory have to tell us about the age-old question, How come existence? No escape is evident from four conclusions: (1) The world cannot be a giant machine, ruled by any preestablished continuum physical law. (2) There is no such thing at the microscopic level as space or time or spacetime continuum. (3) The familiar probability function or functional, and wave equation or functional wave equation, of standard quantum theory provide mere continuum idealizations (...) and by reason of this circumstance conceal the information-theoretic source from which they derive. (4) No element in the description of physics shows itself as closer to primordial than the elementary quantum phenomenon, that is, the elementary device-intermediated act of posing a yes-no physical question and eliciting an answer or, in brief, the elementary act of observer-participancy. Otherwise stated, every physical quantity, every it, derives its ultimate significance from bits, binary yes-or-no indications, a conclusion which we epitomize in the phrase, it from bit. (shrink)

Integrated Information Theory (IIT) identifies consciousness with having a maximum amount of integrated information. But a thing’s having the maximum amount of anything cannot be intrinsic to it, for that depends on how that thing compares to certain other things. IIT’s consciousness, then, is not intrinsic. A mereological argument elaborates this consequence: IIT implies that one physical system can be conscious while a physical duplicate of it is not conscious. Thus, by a common and reasonable conception of intrinsicality, IIT’s consciousness (...) is not intrinsic. It is then argued that to avoid the implication that consciousness is not intrinsic, IIT must abandon its Exclusion Postulate, which prohibits overlapping conscious systems. Indeed, theories of consciousness that attribute consciousness to physical systems, should embrace the view that some conscious systems overlap. A discussion of the admittedly counterintuitive nature of this solution, along with some medical and neuroscientific realities that would seem to support it, is included. (shrink)

The article addresses the problem of how semantic information can be upgraded to knowledge. The introductory section explains the technical terminology and the relevant background. Section 2 argues that, for semantic information to be upgraded to knowledge, it is necessary and sufficient to be embedded in a network of questions and answers that correctly accounts for it. Section 3 shows that an information flow network of type A fulfils such a requirement, by warranting that the erotetic deficit, characterising the target (...) semantic information t by default, is correctly satisfied by the information flow of correct answers provided by an informational source s. Section 4 illustrates some of the major advantages of such a Network Theory of Account (NTA) and clears the ground of a few potential difficulties. Section 5 clarifies why NTA and an informational analysis of knowledge, according to which knowledge is accounted semantic information, is not subject to Gettier-type counterexamples. I present and defend a novel version of the homeostatic property cluster account of natural kinds. The core of the proposal is a development of the notion of co-occurrence, central to the HPC account, along information-theoretic lines. The resulting theory retains all the appealing features of the original formulation, while increasing its explanatory power, and formal perspicuity. I showcase the theory by applying it to the problem of reconciling the thesis that biological species are natural kinds with the fact that (...) many such species are polymorphic. (shrink)

In this essay we discuss recent attempts to analyse the notion of representation, as it is employed in cognitive science, in purely informational terms. In particular, we argue that recent informational theories cannot accommodate the existence of metarepresentations. Since metarepresentations play a central role in the explanation of many cognitive abilities, this is a serious shortcoming of these proposals.

This paper connects information with computation and cognition via concept of agents that appear at variety of levels of organization of physical/chemical/cognitive systems – from elementary particles to atoms, molecules, life-like chemical systems, to cognitive systems starting with living cells, up to organisms and ecologies. In order to obtain this generalized framework, concepts of information, computation and cognition are generalized. In this framework, nature can be seen as informational structure with computational dynamics, where an (info-computational) agent is needed for (...) the potential information of the world to actualize. Starting from the definition of information as the difference in one physical system that makes a difference in another physical system – which combines Bateson and Hewitt’s definitions, the argument is advanced for natural computation as a computational model of the dynamics of the physical world, where information processing is constantly going on, on a variety of levels of organization. This setting helps us to elucidate the relationships between computation, information, agency and cognition, within the common conceptual framework, with special relevance for biology and robotics. When involved in a disagreement, a common reaction is to tell oneself that, given that the information about one’s own epistemic standing is clearly superior in both amount and quality to the information about one’s opponent’s epistemic standing, one is justified in one’s confidence that one’s view is correct. In line with this natural reaction to disagreement, some contributors to the debate on its epistemic significance have claimed that one can stick to one’s guns by relying in part on information (...) about one’s first-order evidence and the functioning of one’s cognitive capacities. In this article, I argue that such a manoeuvre to settle controversies encounters the problem that both disputants can make use of it, the problem that one may be wrong about one’s current conscious experience, and the problem that it is a live possibility that many of one’s beliefs are the product of epistemically distorting factors. I also argue that, even if we grant that personal information is reliable, when it comes to real-life rather than idealized disagreements, the extent of the unpossessed information about one’s opponent’s epistemic standing provides a reason for doubting that personal information can function as a symmetry breaker. Psychopathy is increasingly in the public eye. However, it is yet to be fully and effectively understood. Within the context of the DSM-IV, for example, it is best regarded as a complex family of disorders. The upside is that this family can be tightly related along common dimensions. Characteristic marks of psychopaths include a lack of guilt and remorse for paradigm case immoral actions, leading to the common conception of psychopathy rooted in affective dysfunctions. An adequate portrait of psychopathy is (...) much more complicated, however. Though some neural regions and corresponding functions are commonly indicated, they range across those responsible for action planning and learning, as well as emotional processes. Accordingly, a complete fine-grained map of all neural mechanisms responsible for psychopathy has not been realized, and even if it were, such a map would have limited utility outside of the context of surgical or chemical intervention. The utility of a neural-level understanding of psychopathy is further limited by the fact that it is only applicable in the clinical identification of individual subjects, and the neuro-chemical/biological correction of those subjects after they are positively identified as psychopaths. On the other hand, an information processing model of moral cognition provides for wider-ranging applications. The theoretical and practical implications for such a feasible working model of psychopathic personalities are assessed. Finally, this chapter raises the possibility of directed modification of social-environmental factors discouraging the development of psychopathic personalities in the first place, modifications which are also open to simulation and testing in terms of the same model of moral cognition. Informal political representation—the phenomenon of speaking or acting on behalf of others although one has not been elected or selected to do so by means of a systematized election or selection procedure—plays a crucial role in advancing the interests of groups. Sometimes, those who emerge as informal political representatives (IPRs) do so willingly (voluntary representatives). But, often, people end up being IPRs, either in their private lives or in more public political forums, over their own protests (unwilling representatives) or even (...) without their knowledge (unwitting representatives)—that is, they are conscripted. None of the few theories of informal political representation extant accommodate conscripted IPRs. The account detailed here introduces the phenomenon of conscripted informal political representation and explains its place in a complete theory of informal political representation. Conscripted IPRs can, like their voluntary counterparts, come to have significant power to influence how various audiences regard those for whom the conscripted IPRs speak or act. Upon attaining such power to influence, conscripted IPRs, like their voluntary counterparts, come to have pro tanto duties to those they represent—duties that arise despite IPRs’ unwittingness or unwillingness. Understanding the phenomenon of conscripted informal political representation allows us to surface essential normative questions about informal political representation that are otherwise occluded. In this article, I define and then defend the principle of information closure (pic) against a sceptical objection similar to the one discussed by Dretske in relation to the principle of epistemic closure. If I am successful, given that pic is equivalent to the axiom of distribution and that the latter is one of the conditions that discriminate between normal and non-normal modal logics, a main result of such a defence is that one potentially good reason to look for a (...) formalization of the logic of “ $S$ is informed that $p$ ” among the non-normal modal logics, which reject the axiom, is also removed. This is not to argue that the logic of “ $S$ is informed that $p$ ” should be a normal modal logic, but that it could still be insofar as the objection that it could not be, based on the sceptical objection against pic, has been removed. In other word, I shall argue that the sceptical objection against pic fails, so such an objection provides no ground to abandon the normal modal logic B (also known as KTB) as a formalization of “ $S$ is informed that $p$ ”, which remains plausible insofar as this specific obstacle is concerned. Information-theoretic approaches to formal logic analyse the "common intuitive" concept of propositional implication (or argumental validity) in terms of information content of propositions and sets of propositions: one given proposition implies a second if the former contains all of the information contained by the latter; an argument is valid if the conclusion contains no information beyond that of the premise-set. This paper locates information-theoretic approaches historically, philosophically and pragmatically. Advantages and disadvantages are identified by examining such approaches in themselves and (...) by contrasting them with standard transformation-theoretic approaches. Transformation-theoretic approaches analyse validity (and thus implication) in terms of transformations that map one argument onto another: a given argument is valid if no transformation carries it onto an argument with all true premises and false conclusion. Model-theoretic, set-theoretic, and substitution-theoretic approaches, which dominate current literature, can be construed as transformation-theoretic, as can the so-called possible-worlds approaches. Ontic and epistemic presuppositions of both types of approaches are considered. Attention is given to the question of whether our historically cumulative experience applying logic is better explained from a purely information-theoretic perspective or from a purely transformation-theoretic perspective or whether apparent conflicts between the two types of approaches need to be reconciled in order to forge a new type of approach that recognizes their basic complementarity. This paper articulates an account of causation as a collection of information-theoretic relationships between patterns instantiated in the causal nexus. I draw on Dennett’s account of real patterns to characterize potential causal relata as patterns with specific identification criteria and noise tolerance levels, and actual causal relata as those patterns instantiated at some spatiotemporal location in the rich causal nexus as originally developed by Salmon. I develop a representation framework using phase space to precisely characterize causal relata, including their degree (...) of counterfactual robustness, causal profiles, causal connectivity, and privileged grain size. By doing so, I show how the philosophical notion of causation can be rendered in a format that is amenable for direct application of mathematical techniques from information theory such that the resulting informational measures are causal informational measures. This account provides a metaphysics of causation that supports interventionist semantics and causal modeling and discovery techniques. (shrink)

The paper argues that Information Ethics (IE) can provide a successful approach for coping with the challenges posed by our increasingly globalized reality. After a brief review of some of the most fundamental transformations brought about by the phenomenon of globalization, the article distinguishes between two ways of understanding Global Information Ethics, as an ethics of global communication or as a global-information ethics. It is then argued that cross-cultural, successful interactions among micro and macro agents call for a high level (...) of successful communication, that the latter requires a shared ontology friendly towards the implementation of moral actions, and that this is provided by IE. There follows a brief account of IE and of the ontic trust, the hypothetical pact between all agents and patients presupposed by IE. (shrink)

In this conceptual paper, the traditional conceptualization of sustainable entrepreneurship is challenged because of a fundamental tension between processes involved in sustainable development and processes involved in entrepreneurship: the concept of sustainable business models contains a paradox, because sustainability involves the reduction of information asymmetries, whereas entrepreneurship involves enhanced and secured levels of information asymmetries. We therefore propose a new and integrated theory of sustainable entrepreneurship that overcomes this paradox. The basic argument is that environmental problems have to be conceptualized (...) as wicked problems or sustainability-related ecosystem failures. Because all actors involved in the entrepreneurial process are characterized by their epistemic insufficiency regarding the solving of these problems, the role of information in the sustainable entrepreneurial process changes. On the one hand, the reduction of information asymmetries primarily aims to enable actors to become critical of sustainable entrepreneurs’ actual business models. On the other hand, the epistemic insufficiency of sustainable entrepreneurs guarantees that information asymmetries remain as a source of new sustainable business opportunities. Three further characteristics of sustainable entrepreneurs are distinguished: sustainability and entrepreneurship-related risk-taking; sustainability and entrepreneurship-related self-efficacy; and the development of satisficing and open-ended solutions, together with multiple stakeholders. Taddeo’s recent article, ‘Information Warfare: A Philosophical Perspective’ (Philos. Technol. 25:105–120, 2012) is a useful addition to the literature on information communications technologies (ICTs) and warfare. In this short response, I draw attention to two issues arising from the article. The first concerns the applicability of ‘information warfare’ terminology to current political and military discourse, on account of its relative lack of contemporary usage. Semantic information is usually supposed to satisfy the veridicality thesis: p qualifies as semantic information only if p is true. However, what it means for semantic information to be true is often left implicit, with correspondentist interpretations representing the most popular, default option. The article develops an alternative approach, namely a correctness theory of truth (CTT) for semantic information. This is meant as a contribution not only to the philosophy of information but also to the philosophical debate on the nature (...) of truth. After the introduction, in Sect. 2, semantic information is shown to be translatable into propositional semantic information (i). In Sect. 3, i is polarised into a query (Q) and a result (R), qualified by a specific context, a level of abstraction and a purpose. This polarization is normalised in Sect. 4, where [Q + R] is transformed into a Boolean question and its relative yes/no answer [Q + A]. This completes the reduction of the truth of i to the correctness of A. In Sects. 5 and 6, it is argued that (1) A is the correct answer to Q if and only if (2) A correctly saturates Q by verifying and validating it (in the computer science’s sense of verification and validation ); that (2) is the case if and only if (3) [Q + A] generates an adequate model (m) of the relevant system (s) identified by Q; that (3) is the case if and only if (4) m is a proxy of s (in the computer science’s sense of proxy ) and (5) proximal access to m commutes with the distal access to s (in the category theory’s sense of commutation ); and that (5) is the case if and only if (6) reading/writing (accessing, in the computer science’s technical sense of the term) m enables one to read/write (access) s. Sect. 7 provides some further clarifications about CTT, in the light of semantic paradoxes. Section 8 draws a general conclusion about the nature of CTT as a theory for systems designers not just systems users. The essential difficulty about Computer Ethics' (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of environmental ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is the ethical (...) question asked by IE. The answer is provided by a minimalist theory of deseerts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse. Scholars and policy makers often refer to the “information society”. And yet, it is more accurate to speak of societies, each different, some of which may qualify as information ones at different levels of maturity. Through exploration of the concepts of expectations, education and innovation, this paper explores what it means for an information society to be more or less mature than others, and the impact of this on the ongoing digital revolution.

Argues that information, in the animal behaviour or evolutionary context, is correlation/covariation. The alternation of red and green traffic lights is information because it is (quite strictly) correlated with the times when it is safe to drive through the intersection; thus driving in accordance with the lights is adaptive (causative of survival). Daylength is usefully, though less strictly, correlated with the optimal time to breed. At the beginning of 2020, the world was experiencing the Covid-19 pandemic, and Indonesia was no exception. The occurrence of this affects the learning system in Indonesia, the learning system that was originally face-to-face was forced to online form, in this case the teachers are required to provide a creative, efficient and optimal learning system for students. So the purpose of this study is to find out the difference in the average learning result of elementary school students during the pandemic. (...) The method used in this study is quantitative with a posttest-only control group design. The population in this study were grade 4 elementary school students in Majalengka district, Indonesia. There were 64 samples and was taken by purposive sampling. The results of this study are that there are differences in the average student learning results where students who study with the hybrid learning system are higher than the face-to-face learning system. The hybrid learning system is very reliable in the 4.0 era as well as learning during the Covid-19 pandemic. However, for the record, it is necessary to look at the facilities and infrastructure considering that this system relies on technology, it is necessary to understand and be able to control the learning media for both teachers and students so that learning outcomes can be optimal and minimize the occurrence of obstacles. Informing others about the world is often a helpful act. In this paper, I study agents who conduct experiments to gather information about the world, committing in advance to fully disclose the nature of the experiment together with all experimental findings. While this appears to be a benign activity, I characterize a type of exploitative informing that is possible even within this restricted setup. I show how exploitative informants use public experiments to predictably manipulate interlocutors’ beliefs and actions to their (...) own advantage. I discuss epistemic and practical grounds on which it may be permissible for agents to resist acts of exploitative informing, then conclude by discussing implications for epistemic injustice and duties to gather evidence. The incorporation of post-event testimonial information into an agent’s memory representation of the event via constructive memory processes gives rise to the misinformation effect, in which the incorporation of inaccurate testimonial information results in the formation of a false memory belief. While psychological research has focussed primarily on the incorporation of inaccurate information, the incorporation of accurate information raises a particularly interesting epistemological question: do the resulting memory beliefs qualify as knowledge? It is intuitively plausible that they do not, for (...) they appear to be only luckily true. I argue, however, that, despite its intuitive plausibility, this view is mistaken: once we adopt an adequate (modal) conception of epistemic luck and an adequate (adaptive) general approach to memory, it becomes clear that memory beliefs resulting from the incorporation of accurate testimonial information are not in general luckily true. I conclude by sketching some implications of this argument for the psychology of memory, suggesting that the misinformation effect would better be investigated in the context of a broader “information effect”. The paper provides an axiological analysis of the concepts of respect for information and of information dignity from the vantage point provided by Information Ethics and the conceptual paradigm of object-oriented analysis (OOA). The general perspective adopted is that of an ontocentric approach to the philosophy of information ethics, according to which the latter is an expansion of environmental ethics towards a less biologically biased concept of a ‘centre of ethical worth’. The paper attempts to answer the following question: what (...) is the lowest possible common set of attributes which characterises something as intrinsically valuable and an object of respect, and without which something would rightly be considered intrinsically worthless or even positively unworthy and therefore rightly disrespectable in itself? The thesis developed and defended in the paper is that the minimal condition of possibility of an object’s least intrinsic worthiness can be identified with its abstract nature as an information entity. Thus, all entities, interpreted as clusters of information, have a minimal moral worth qua information objects (i.e. qua information), that deserves to be respected. The principles elaborated in the course of the analysis are those of ‘reflective respect’ (A’s respect towards all members of A’s class motivated by A’s respect towards A not qua individual, but qua instantiation of a class of entities), ‘ontic uniformity’ (A’s recognition of A’s membership to the class of information entities) and ‘ontic solidarity’ (A’s recognition of any information entity’s dignity). A discussion of a number of ways that information can be present in a computer program without being explicitly represented.

The article investigates the sceptical challenge from an informationtheoretic perspective. Its main goal is to articulate and defend the view that either informational scepticism is radical, but then it is epistemologically innocuous because redundant; or it is moderate, but then epistemologically beneficial because useful. In order to pursue this cooptation strategy, the article is divided into seven sections. Section 1 sets up the problem. Section 2 introduces Borei numbers as a convenient way to refer uniformly to (the data that (...) individuate) different possible worlds. Section 3 adopts the Hamming distance between Borei numbers as a metric to calculate the distance between possible worlds. In Sects. 4 and 5, radical and moderate informational scepticism are analysed using Borei numbers and Hamming distances, and shown to be either harmless (extreme form) or actually fruitful (moderate form). Section 6 further clarifies the approach by replying to some potential objections. In the conclusion, the Peircean nature of the overall approach is briefly discussed. (shrink)

In this paper, I present an informational approach to the nature of personal identity. In “Plato and the problem of the chariot”, I use Plato’s famous metaphor of the chariot to introduce a specific problem regarding the nature of the self as an informational multiagent system: what keeps the self together as a whole and coherent unity? In “Egology and its two branches” and “Egology as synchronic individualisation”, I outline two branches of the theory of the self: one (...) concerning the individualisation of the self as an entity, the other concerning the identification of such entity. I argue that both presuppose an informational approach, defend the view that the individualisation of the self is logically prior to its identification , and suggest that such individualisation can be provided in informational terms. Hence, in “A reconciling hypothesis: the three membranes model”, I offer an informational individualisation of the self, based on a tripartite model, which can help to solve the problem of the chariot. Once this model of the self is outlined, in “ICTs as technologies of the self” I use it to show how ICTs may be interpreted as technologies of the self. In “The logic of realisation”, I introduce the concept of “realization” (Aristotle’s anagnorisis ) and support the rather Spinozian view according to which, from the perspective of informational structural realism, selves are the final stage in the development of informational structures. The final “Conclusion: from the egology to the ecology of the self” briefly concludes the article with a reference to the purposeful shaping of the self, in a shift from egology to ecology. (shrink)

In Information and Computer Ethics (ICE), and, in fact, in normative and evaluative research of Information Technology (IT) in general, researchers have paid few attentions to the prudential values of IT. Hence, analyses of the prudential values of IT are mostly found in popular discourse. Yet, the analyses of the prudential values of IT are important for answering normative questions about people’s well-being. In this chapter, the author urges researchers in ICE to take the analyses of the prudential values of (...) IT seriously. A serious study of the analyses, he argues, will enrich the research of ICE. But, what are the analyses? The author will distinguish the analyses of the prudential values of IT, i.e. the prudential analysis, from other types of normative and evaluative analysis of IT. Then, the author will explain why prudential analyses are not taken seriously by the researchers in ICE, and argue why they deserve more attentions. After that, he will outline a framework to analyse and evaluate prudential analyses, and he will apply the framework to an actual prudential analysis. Finally, he will briefly conclude this chapter by highlighting the limits of the proposed framework and identifying the directions for future research. (shrink)

In 2013, I've transformed the server side system (aspx / c#) to the client system of a few javascript files (≈400KB) - potentially webassembly, without plugins, 3rd party, css.. The code maximizes the reusage of functions & data applying: 1) Linguistic principle of arbitrariness of the sign: maximizing repetitions 2) multi layer logic from the chess compostion 3) Information Theory: minimizing entropy. The ideas were presented at conferences in Santorini, Adelaide, Geneva, Daejon and virtually.

We propose here to clarify some of the relations existing between information and meaning by showing how meaningful information can be generated by a system submitted to a constraint. We build up definitions and properties for meaningful information, a meaning generator system and the domain of efficiency of a meaning (to cover cases of meaningful information transmission). Basic notions of information processing are used.

There has been a movement aiming to teach agents about their privilege by making the information about their privilege as costless as possible. However, some argue that in risk-sensitive frameworks, such as Lara Buchak’s (2013), it can be rational for privileged agents to shield themselves from learning about their privilege, even if the information is costless and relevant. This threatens the efficacy of these information-access efforts in alleviating the problem of elite-group ignorance. In response, I show that even within the (...) same framework, in this case David Kinney and Liam Kofi Bright’s (2021), the rationality of this information avoidance rests on shaky ground in practice. In this framework, whether an agent should avoid information depends on the precise details of (1) how relevant they expect the information to be, (2) their priors about the value of various options, and (3) their risk attitudes. The model suggests that the rationality of elite-group ignorance is a function of structural factors that are pervasive but nonetheless not insurmountable, thus offering a way out of pessimism about elite group education. The dominant approach in privacy theory defines information privacy as some form of control over personal information. In this essay, I argue that the control approach is mistaken, but for different reasons than those offered by its other critics. I claim that information privacy involves the drawing of epistemic boundaries—boundaries between what others should and shouldn’t know about us. While controlling what information others have about us is one strategy we use to draw such boundaries, it is not the only (...) one. We conceal information about ourselves and we reveal it. And since the meaning of information is not self-evident, we also work to shape how others contextualize and interpret the information about us that they have. Information privacy is thus about more than controlling information; it involves the constant work of producing and managing public identities, what I call “social self- authorship.” In the second part of the essay, I argue that thinking about information privacy in terms of social self- authorship helps us see ways that information technology threatens privacy, which the control approach misses. Namely, information technology makes social self- authorship invisible and unnecessary, by making it difficult for us to know when others are forming impressions about us, and by providing them with tools for making assumptions about who we are which obviate the need for our involvement in the process. Informed consent is a central concept for empirical and theoretical research concerning pregnancy management decisions and is often taken to be one of the more fundamental goals of the profession of genetic counseling. Tellingly, this concept has been seen by disability communities as salutary, despite longstanding critiques made by disability activists, advocates, and scholars concerning practices involved in genetic counseling more generally. In this chapter, we show that the widespread faith in informed consent is misleading and can be detrimental to (...) the practice of genetic counseling as guided by concerns of justice and equity. We proceed in two steps. First, we explain how informed consent is flawed as a practical concept. Second, we show how the inadequacy of informed consent illuminates the animating core of disability critiques of genetic counseling: the issue of ableism. We argue that the problem of ableism cannot be solved with informed consent because it is not merely a problem of information, but also of epistemic schemas. We suggest that what we call critically informed consent is better suited to move genetic counseling from being aware of the problem of ableism to becoming actively anti-ableist. (shrink)

A recent study suggests that value and quantum states seem to be governed by the same underlying mechanisms. In our recent book titled "Better economics for the Earth: A lesson from quantum and information theories," specifically Chapter 5, we have proposed an informational entropy-based notion of value, drawing on the granular worldview and primary features of quantum mechanics, Shannon’s information theory, and the mindsponge theory. Specifically, the notion suggests that values are created through the interactions of information. But how (...) do information and its interactions lead to values? This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed various challenges (...) in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The successful implementation of the MIS proved to be an effective solution to the records management challenges faced by the public secondary schools in Sagbayan District, Bohol. (shrink)

The Integrated Information Theory is a leading scientific theory of consciousness, which implies a kind of panpsychism. In this paper, I consider whether IIT is compatible with a particular kind of panpsychism, known as Russellian panpsychism, which purports to avoid the main problems of both physicalism and dualism. I will first show that if IIT were compatible with Russellian panpsychism, it would contribute to solving Russellian panpsychism’s combination problem, which threatens to show that the view does not avoid the main (...) problems of physicalism and dualism after all. I then show that the theories are not compatible as they currently stand, in view of what I call the coarse-graining problem. After I explain the coarse-graining problem, I will offer two possible solutions, each involving a small modification of IIT. Given either of these modifications, IIT and Russellian panpsychism may be fully compatible after all, and jointly enable significant progress on the mind–body problem. (shrink)

It follows, therefore, that the better the quality of the information exchanged, the more likely such societies and their members may prosper. But what is information quality (IQ) exactly? This paper discusses current definitions, problems and approaches to IQ and the question of how we should, and could, evaluate IQ in the future.
