In Canada, there are currently no guidelines at either the federal or provincial level regarding the provision of kidney transplantation services to foreign nationals (FN). Renal transplant centres have, in the past, agreed to put refugee claimants and other FNs on the renal transplant waiting list, in part, because these patients (refugee claimants) had health insurance through the Interim Federal Health Programme to cover the costs of medication and hospital care. However, severe cuts recently made to this programme (...) have forced clinicians to question whether they should continue with transplants for FNs, for financial and ethical reasons. This paper first examines different national policies (eg, in Canada, USA, France and the UK) to map the diversity of approaches regarding transplantation for FNs, and then works through different considerations commonly used to support or oppose the provision of organs to these patients: (1) the organ shortage; (2) the free-rider problem; (3) the risk of becoming a transplant destination; (4) the impact on organ donation rates; (5) physicians’ duties; (6) economic concerns; (7) vulnerability. Using a Canadian case as a focus, and generalising through a review of various national policies, we analyse the arguments for and against transplantation for FNs with a view to bringing clarity to what is a sensitive political and clinical management issue. Status of the national currency of Ukraine exchange rate has been characterized as unstable in recent years. Herewith, the Government has not implemented decisive measures on its stabilization, as a rule, underestimating the importance of the Hryvnia exchange rate stability for the successful economic growth in terms of socio-economic transformations. It should also be noted that in modern conditions among scientific and methodical approaches to the State exchange rate formation mechanisms some uncertainty regarding basic and additional tools for such regulatory (...) activities allocation is still persist. The problem relevance is exacerbated by the lack of effective policy (coordination between the NBU and the Government actions) regarding the national currency stabilization as an indispensable prerequisite for an effective macroeconomic development. These circumstances determine the importance of factors influencing the national currency exchange rate and its regulation tools research, as well as new organizational and economic mechanisms for the national currency exchange rate in Ukraine stabilization identification. In the emerging market economy conditions formation of the efficient State currency exchange-rate regulation system provides an opportunity not only to stabilize its exchange rate in different socio-economic conditions, but to create the basis for improvement the country economic development as a whole. Given this, the issue of effective tools for the national currency exchange-rate regulation by the state determination is of theoretical, practical and methodological significance. In response to the Covid pandemic the Norwegian government put in place the strictest border closures in Norwegian modern history, restricting entry to most foreign nationals. The Prime Minister, Erna Solberg, justified these restrictions with reference to the rise of new Covid variants, and the need to limit visitors to Norway as much as possible. In this paper we critically examine both the justification given for the border closure, and explore the possible adverse effects this closure might bring (...) about. We argue that the recent closures are not morally justified, that they place an unjust burden on transnational citizens and Norwegians with close relations abroad, and that such border closures can have severe impacts for many individuals, on Norway’s international standing and on social cohesion. From the animosity of the Cold War era, the rapprochement in 1972, normalization of relations in 1979, to rising China and the current trade war, the US-China relationship has emerged and been regarded as an important relationship in global politics, and distinctively significant in the shaping of world order. The United States, a fount of modern think tanks, is home to approximately 30% of the total in the world. These think tanks were gradually embedded into American politics and exercise undoubtedly (...) significant influence in the policymaking process, particularly foreign affairs. Hence, as an emerging global power, China has been the subject of US think tanks debate from different perspectives, such as economy, military, and foreign affairs. This study reviews the post-World War II US-China relations, addresses China’s economic and military rise, its territorial claims and provides policy options for balancing cooperation and conflict in each of these matters. Given that the assimilation of perspectives of American think tanks can foster comprehending the perception of the US regarding China’s rise and Washington-Beijing relations, this internet-mediated research based on foreign policy analysis with the principal focus on agency at institutional level takes a systematic approach to discuss China policy debates among the US think tanks. The objective is to offer an overall review of the China policy debate in the US over the past two decades, whereas the chief focus is dedicated to the perceptions of China in American think tanks about the concepts of “China collapse”, “China threat” and “China responsibilities”; furthermore, providing an assessment of the impact of think tanks on China’s most-favored-nation (MFN) treatment, the legislature on permanent normal trade relations (PNTR), and contemporary trade relations between the two countries. The state of national economies development varies and is characterized by many indicators. Economically developed countries are known as doubtless leaders that are in progress and form political stability, social and economics standards, scientific and technical progress and determine future priorities. It is worth mentioning that the progressive development of national economies in conditions of globalization can take place only in case of the increase of their intellectualization level, through saturation of people`s life, economic relations and production by brain activity, (...) knowledge, creativity, innovation, culture, ethical considering of the historical heritage. The main aim of the research is national economies intellectualization evaluating in globalization conditions. In order to gain this aim, the following tasks were defined: to identify existing indices of the national economies intellectualization level evaluation, develop the authors’ methodological approach to the national economies intellectualization level, determine the areas of measurement results application. While conducting the research, systematic approach, the methods of analysis, synthesis, grouping, abstracting, generalization, imaginary experiment and grounding were used. In the modern world, there are a large number of indicators which characterize differences in intellectual state of the national economy. When comparing the state of national economies intellectualization, the problems arise with different number of countries, duplication of indicators, disproportionate number of the components of indicators, various years of publication, etc. Therefore, to ensure comparability, we choose four general indicators – the index of human development, the global innovation index, the global competitiveness index and the knowledge economy index. Using these indices, we do the research and determine the state of national economies intellectualization in the world economy. According to the calculated results, as of 2013, we have divided 190 national economies by level of intellectualization into five groups: countries with the highest (30 countries), high (30 (countries), low (30 countries), the lowest (35 countries) and the countries with uncertain state of intellectualization (65 countries). The leaders in the state of intellectualization are Switzerland, Sweden, The Netherlands, Finland and the USA. The countries with the highest level of intellectualization serve as an example to all other countries of the world. These countries are characterized by developed market economy; a dominant position in the international economy, which allows actively engaging own and imported resources in the economic turnover; the shift of the center of gravity of economic activity into the services sector and the dominance of service economy; the greatest exhaustion of sources and factors of industrial development; advanced post-industrial development. The economic policy of the first group of countries has a decisive influence on the state and dynamics of the global economy, defining the main directions of its scientific and technological development and structural adjustment. The average index of the national economy intellectualization (AINEI), calculated by the authors, shows the place of each country in the world community as to their intellectual capital. Considering the continued deployment of R&D progress, the growing role of high-tech production and the complexity of social and economic relations, AINEI can serve as a reliable indicator of the macroeconomic environment intellectualization state. Therefore, the following organizations, bodies and individuals can use the comparative results of this study: the international organizations while developing international economic development programs; the state authorities of the countries in foreign and domestic policy forming; companies that create innovative and investment policy; migrants, tourists and persons who perform professional and transit activity for the formation of human potential and capital; scientists and teachers who develop mechanisms of intellectualization. The paper argues that while the Serbian society and political elite are known for treating their country’s accession to the EU in terms of pragmatic utility maximisation, they generally conceive of Serbian relations with Russia, contrariwise, as an identity-laden issue. To prove it, the author analyses Serbia’s behaviour toward Russia along the features of emotion-driven cooperation, found in the literature on identity and emotions in foreign policy. In particular, the paper focuses on Serbians’ especially strong friendliness vis-à-vis Russia, the (...) parallel existence of the Other (the West) in their identity and the particularly strong intensity of their attraction to Russia during Serbia-West conflicts, the reinforcement of their affection to Russia by national traumas, the endurance of the affection’s strength despite conflicting rational interests and negative experiences in bilateral interaction, the frequent occurrence of references to Russia in Serbia’s domestic discourse and decisional justifications and a large use of historical analogies concerning Russia. Finally, the author ponders over the implications of the existent configuration of emotional and pragmatic forces in Serbian politics for the country’s current and future conduct toward Russia and the EU. This article advances a critical analysis of John Rawls’s justification of liberal democratic nuclear deterrence in the post-Cold War era as found in The Law of Peoples. Rawls’s justification overlooked how nuclear-armed liberal democracies are ensnared in two intransigent ethical dilemmas: one in which the mandate to secure liberal constitutionalism requires both the preservation and violation of important constitutional provisions in domestic affairs, and the other in which this same mandate requires both the preservation and violation of the liberal commitment (...) to international legal arrangements and to the rule of law generally. On this view, the choice to violate constitutional provisions and international legal arrangements is evidence of nuclear despotism. Moreover, this choice does not imply that the ethical foreign policy dilemmas were resolved. Instead, it implies that the dilemmas force liberal democratic governments into implementing ethically paradoxical policy outcomes. (shrink)

I develop a contractualist theory of just intelligence collection based on the collective moral responsibility to deliver security to a community and use the theory to justify certain kinds of signals interception. I also consider the rights of various intelligence targets like intelligence officers, service personnel, government employees, militants, and family members of all of these groups in order to consider how targets' waivers or forfeitures might create the moral space for just surveillance. Even people who are not doing anything (...) prejudicial to other states' security can be modeled as ceding rights against diagnostic collection--light touch collection limited to ascertaining if someone is likely an intelligence threat--as part of their duty to support just foreign institutions. Foreign intelligence officers could not perform the same job potential targets can reasonably demand their intelligence agencies perform on their behalf without this ceding of rights. More invasive forms of collection can only be justified if officers can reasonably model their citizens consenting to being the target of the same sort of collection by adversary states. (shrink)

This chapter criticizes several methods of responding to the techniques foreign powers are widely acknowledged to be using to subvert U.S. elections. It suggests that countries do this when they have a legitimate stake in each other’s political deliberations, but no formal voice in them. It also suggests that if they accord each other such a voice, they will engage as co-deliberators with arguments, rather than trying to undermine each other’s deliberative processes; and that this will be salutary for (...) all parties. It moots several methods for giving nations such a voice, ranging from inviting representatives of foreign powers to participate in debates in each other’s high-level elections, to having representatives of all nations vote in each other’s key elections or legislative bodies, or in international bodies constituted in recognition of the need for binding global deliberation about shared issues. The discrimination observed today mirrors wider trends of marginalization and racial bias shaped by a lengthy history of suppressing Haiti's contributions to the American narrative. Background: The feeding modalities used in school meal programs—such as breakfast, lunch, dinner, snacks, and take-home rations—are influenced by various factors, including supply chain constraints and technical challenges in food distribution. The methods of supply sourcing, whether through domestic or foreign food reserves via in-kind donations or purchases, play a critical role in shaping the feeding options provided. Aim: This study aims to examine the association between supply-sourcing strategies, i.e., domestic and foreign in-kind donations and national-international purchases, with (...) the feeding modalities applied in school meal programs. Methods: The Bayesian Mindsponge Framework, combining the reasoning strengths of Mindsponge Theory and inference advantages of Bayesian analysis, was employed on a dataset of government representatives who manage large-scale school meal programs across 126 countries. Results: The findings revealed that sourcing supplies through in-kind donations from neighboring or distant countries showed a highly reliable negative association with the feeding modalities of school meal programs, while those from the national bodies showed an ambiguous relationship. The purchasing methods—whether domestic or foreign—tended to exhibit positive associations with feeding modalities, though these associations were only weakly reliable. Conclusions: The findings reveal substantial rooms to improve the effectiveness of supply purchasing strategies in enhancing school meal program feeding modalities. Further research is needed to examine the impact of sourcing supplies through domestic in-kind donations on feeding outcomes. Additionally, developing strategic plans to optimize the use of in-kind donations from international organizations is strongly recommended to avoid its negative consequences and further enhance program effectiveness. ABSTRACT: BACKGROUND: The governments and citizens of the developed nations are increasingly called upon to contribute financially to health initiatives outside their borders. Although international development assistance for health has grown rapidly over the last two decades, austerity measures related to the 2008 and 2011 global financial crises may impact negatively on aid expenditures. The competition between national priorities and foreign aid commitments raises important ethical questions for donor nations. This paper aims to foster individual reflection and public debate (...) on donor responsibilities for global health. METHODS: We undertook a critical review of contemporary accounts of justice. We selected theories that: (i) articulate important and widely held moral intuitions; (ii) have had extensive impact on debates about global justice; (iii) represent diverse approaches to moral reasoning; and (iv) present distinct stances on the normative importance of national borders. Due to space limitations we limit the discussion to four frameworks. RESULTS: Consequentialist, relational, human rights, and social contract approaches were considered. Responsibilities to provide international assistance were seen as significant by all four theories and place limits on the scope of acceptable national autonomy. Among the range of potential aid foci, interventions for health enjoyed consistent prominence. The four theories concur that there are important ethical responsibilities to support initiatives to improve the health of the worst off worldwide, but offer different rationales for intervention and suggest different implicit limits on responsibilities. CONCLUSIONS: Despite significant theoretical disagreements, four influential accounts of justice offer important reasons to support many current initiatives to promote global health. Ethical argumentation can complement pragmatic reasons to support global health interventions and provide an important foundation to strengthen collective action. (shrink)

Political violence is a major impediment to Nigeria's national development. With the restoration to democratic rule in May 1999, high expectations were raised that the new democratic dispensation would resolve the risk of Nigeria's political violence, while speeding the country's economic and social transformation. It's worrying that since democratic rule returned, Nigeria has experienced a degree of unprecedented political violence that has crippled the efforts of national development. The fundamental thrust of this paper is to investigate the incidence of Nigeria's (...) political violence and assess its national development consequences. The paper shows that political violence dissuades domestic and foreign investment in our economy, triggers government loss of revenue and resources, and results in the election of unqualified representatives to the detriment of the country's economic and social progress. This paper proposes reducing wages paid to political office holders, and politicians should strive to achieve national unity instead of growing religious and ethnic tensions. The Role of Taxes, Borrowing, and Modern Monetary Theory (MMT) in National Budgets -/- The financing of a country’s annual budget is a complex process that involves multiple mechanisms, such as taxes, borrowing, and, in some cases, money creation. The exact mix of these mechanisms can vary depending on the country’s fiscal and monetary policies. While taxes and borrowing have traditionally been the primary sources of revenue for most governments, the principles of Modern Monetary Theory (MMT) have sparked a debate (...) about the role of money creation in financing government spending. This essay will explore the traditional methods of funding national budgets, the principles of MMT, and how some countries might incorporate aspects of MMT into their fiscal policies. -/- Traditional Sources of Funding: Taxes and Borrowing -/- For most countries, taxes represent the primary source of revenue for the national budget. Taxes are collected from individuals, businesses, and other entities, and they provide the government with the financial resources needed to fund public goods and services. In many cases, taxes are categorized into various types, such as income taxes, corporate taxes, sales taxes, and excise taxes, each contributing to the government's ability to meet its financial obligations. -/- However, taxes alone are often insufficient to cover all of a country’s expenditures, especially in times of economic downturns, during periods of significant public investment, or when dealing with large-scale crises, such as natural disasters or pandemics. To bridge the gap between income and expenditures, governments typically turn to borrowing. Borrowing is usually done through the issuance of government bonds, which are sold to investors, both domestic and foreign. These bonds represent a promise to repay the borrowed amount with interest over a set period. Governments must manage their finances carefully to ensure that borrowing does not become excessive and lead to unsustainable debt levels. This is why many countries set fiscal rules that aim to limit the amount of debt relative to GDP and require that budget deficits be kept within manageable limits. -/- The Rise of Modern Monetary Theory (MMT) -/- Modern Monetary Theory (MMT) offers an alternative perspective on government finance. MMT challenges the traditional view by proposing that governments with sovereign control over their currency can finance their spending not just through taxes and borrowing, but also by creating money. According to MMT, a government that issues its own currency can create as much money as it needs to finance its expenditures, provided that inflation is kept under control. -/- The central tenet of MMT is that a country that issues its own currency cannot “run out” of money in the same way a household or business might. Unlike households, which must balance their income and spending, or businesses, which must ensure their revenue exceeds their expenses, a government can print money to fund its spending. Therefore, according to MMT, money creation should be used strategically, in coordination with other fiscal policies, to avoid destabilizing the economy. -/- How Some Countries Integrate MMT Principles -/- While few countries fully embrace MMT, some aspects of the theory can be seen in modern fiscal and monetary policies. One clear example of money creation is quantitative easing (QE), a policy adopted by central banks in several countries, particularly after the 2008 global financial crisis. QE involves the central bank purchasing government bonds or other financial assets to inject money into the economy. This increase in the money supply can stimulate demand, lower interest rates, and support economic growth, even when traditional monetary policy tools, such as lowering short-term interest rates, have reached their limits. -/- In addition, the low interest rates maintained by central banks in many developed countries in recent years can be seen as a form of “money creation” designed to encourage borrowing and spending. While this is not the same as directly printing money for government spending, it is an indirect form of expanding the money supply that can influence the economy in ways similar to MMT’s proposal for funding public spending. -/- Country Examples Incorporating MMT Principles -/- Several countries have implemented policies that reflect some elements of MMT, even if they do not fully adopt the theory. -/- 1. United States The United States has seen aspects of MMT in action, particularly in the years following the 2008 financial crisis and the COVID-19 pandemic. During these periods, the Federal Reserve implemented massive monetary interventions, such as quantitative easing (QE), to increase the money supply and lower interest rates. Additionally, the U.S. government passed large stimulus packages to support individuals and businesses, such as the CARES Act in response to the COVID-19 pandemic. These stimulus measures reflect some of the ideas of MMT in that they used government spending and money creation to stimulate the economy, even without a corresponding immediate increase in taxes. -/- 2. Japan Japan is another country where aspects of MMT can be seen. Since the 1990s, Japan has pursued aggressive monetary easing policies to combat deflation and stimulate economic growth. The Bank of Japan has engaged in quantitative easing, and the government has run substantial budget deficits, with public debt reaching more than 200% of GDP. Despite this, Japan has not faced runaway inflation, a concern of critics of MMT. Japan’s experience has led some to suggest that the country’s extensive money creation and deficit spending policies resemble those proposed by MMT. -/- 3. United Kingdom The United Kingdom’s response to the financial crisis of 2008 and the COVID-19 pandemic also incorporated some elements of MMT. The Bank of England engaged in quantitative easing to inject liquidity into the economy. The UK government also ran large fiscal deficits to support businesses and individuals during the pandemic. The debate around MMT has gained traction in the UK, especially as the country faced challenges in funding its public health and welfare systems during economic crises. -/- 4. Australia Australia has followed a more conventional path in financing its budget but has occasionally incorporated elements of MMT during times of economic stress. For example, during the COVID-19 pandemic, the Australian government significantly increased public spending to support workers and businesses, and the Reserve Bank of Australia reduced interest rates to stimulate the economy. While not fully aligned with MMT, these measures reflected some of its principles in terms of prioritizing government spending to ensure economic stability. -/- 5. Argentina Argentina has experimented with aspects of MMT, particularly in its attempts to combat inflation and manage sovereign debt. The government has often resorted to printing money to finance public spending, leading to high inflation and a weakening of the Argentine peso. Critics of this approach argue that the unchecked creation of money can exacerbate inflation, a concern central to the debate around MMT. However, Argentina’s ongoing fiscal challenges highlight the complexities of balancing money creation with inflation control. -/- Taxes, Borrowing, and the Philippine Example -/- In the Philippines, as in most countries, taxes remain the primary source of revenue for the national budget. According to the Philippine government’s budgetary framework, the taxes collected from individuals, businesses, and other sectors provide the main funding for national expenditures, including infrastructure projects, social programs, and public services. The country’s tax system is built around income taxes, corporate taxes, value-added taxes, and excise taxes, among others. -/- In addition to tax revenues, the Philippine government borrows money by issuing government bonds. These bonds are purchased by domestic and foreign investors, and the government commits to repaying them over time, with interest. Borrowing allows the government to invest in long-term projects without having to rely solely on taxes, which may fluctuate due to economic conditions. -/- While the Philippines does not fully adopt MMT principles, there are instances where the central bank’s actions indirectly align with some of the ideas of MMT. For example, the Philippine Central Bank has engaged in liquidity support measures and adjusted interest rates to ensure economic stability, which can have similar effects to the money-creation approach outlined by MMT. However, the government remains cautious about the potential inflationary effects of money creation and continues to rely on taxes and borrowing as the main pillars of financing its budget. -/- Conclusion -/- In conclusion, the financing of a country’s budget is primarily achieved through a mix of taxes, borrowing, and money creation. While the traditional approach emphasizes the role of taxes and borrowing in funding government spending, Modern Monetary Theory offers an alternative view by proposing that governments with sovereign control over their currency can create money to meet their financial needs. While few countries fully embrace MMT, some of its principles, particularly money creation through central bank policies like quantitative easing, have been incorporated into fiscal and monetary practices. The balance between taxes, borrowing, and money creation remains an important consideration for governments worldwide, as they strive to meet the financial needs of their citizens while maintaining economic stability. -/- . The complexity of population ageing effect is a significant challenge at a regional and local level. Adaptation activities require the cooperation of local governments, business entities and non-governmental organizations. The article describes the dimensions of interventions, typology of “shrinking regions” and two initiatives: Regions for All Ages and SEN@ER - Silver Economy Network of European Regions. In addition, essay discusses the dilemmas of creating special regional strategies with their implementation factors and barriers in the construction of silver economies. Many multinational corporations develop business operations in Europe. The current research attempts to fill the gap on how corporations can increase their political influence in this geography by exploring the joint effect of corporate political activity(CPA) and social responsibility (CSR) on political embeddedness and financial performance. Based on institutional theory and on a sample of autochthonous (European Union [EU]) and allochthonous (non-EU) firms with declared EU lobbying (from 2008to 2019) we conducted two studies. Based on a multi-level model, Study 1 (...) finds strong and robust evidence that boardroom gender diversity and EU lobbyists inter-actively increase EU political embeddedness. Complementarily, Study 2, which relies on general linear Modeling, suggests that allochthonous corporations are more profit-able when they display high-level political embeddedness and lobbying expenditures, combined with adoption of United Nations (UN) guidelines. Overall, findings show that lobbying in Europe pays off, especially when corporations strive to be aligned with EU ethical values and aspirations. Hiring lobbyists to be based in Brussels and promoting gender equality help establish EU political connections. Subsequently, findings highlight the role that EU political embeddedness, lobbying expenditures, and UN guidelines play in leveraging financial performance, especially across non-EU corporations. Regarding EU corporations, results show that a firm-level investment on CPA-CSR is particularly important. How to Spot a Potentially Dangerous Future Leader -/- Leadership plays a critical role in shaping the future of societies, nations, and even the world. While great leaders bring stability, progress, and balance, dangerous leaders can lead to authoritarianism, oppression, and societal collapse. History has shown that early warning signs of destructive leadership are often ignored until it is too late. Understanding these warning signs can help prevent the rise of leaders who threaten human rights, democracy, and the well-being of (...) their people. This essay explores the key characteristics of a potentially dangerous future leader and how individuals and societies can recognize and respond to them. -/- 1. Extreme Authoritarian Traits -/- One of the most obvious signs of a dangerous leader is a strong inclination toward authoritarianism. Such individuals often seek to centralize power, dismantling institutions that limit their authority. They may show a disregard for the rule of law, manipulating or bypassing legal systems to consolidate their control. A dangerous leader is intolerant of dissent, using censorship, intimidation, or direct repression to silence critics. They often work to weaken checks and balances, eliminating opposition parties, controlling the judiciary, or suppressing the media. By doing so, they remove any obstacles to their absolute authority, creating a system that serves their personal interests rather than the public good. -/- 2. Background: The feeding modalities applied in countries with school meal programs are varied because these are shaped not only by the national commitments to alleviate food insecurity among children but also by resource availability from national and international agencies. In terms of financial resources, the USA plays a consistent role in providing donations, grants, loans, and loan guarantee programs to support global school feeding. The U.S. Department of Agriculture (USDA) oversees these funding sources for international school meal programs. Aim: This (...) study aims to examine the moderating effect of USDA funding on the relationship between supply purchasing methods and feeding modalities among countries implementing school meal programs. Methods: The Bayesian Mindsponge Framework, combining the reasoning strengths of Mindsponge Theory and inference advantages of Bayesian analysis, was employed on a dataset of 126 government representatives who manage large-scale school meal programs in 126 different countries. Results: The findings indicated that USDA funding has the potential to positively moderate the relationship between foreign supply purchases and the feeding modalities of school meal programs. However, the direct association between foreign purchases and feeding modalities was unclear. Conversely, while USDA funding was found to have a negative moderation effect on the relationship between domestic supply purchases and feeding modalities, it is these domestic purchases that show potential for positively influencing the feeding modalities. Conclusions: Findings underscore the importance of supporting the World Bank and World Food Programme’s recommendation to rely more on local resources and capacities for developing long-term and sustainable school meal programs. Further exploration of the impact of foreign supply purchases on feeding modalities is needed. Formulating strategic plans to better leverage USDA funding for enhancing domestic supply purchases is highly recommended. (shrink)

A questão dos imigrantes internacionais aflora atualmente nos mais distintos campos da sociedade. Entretanto, o foco da discussão aqui não é somente o ato de cruzar as fronteiras – ponto central de grande parte das publicações filosóficas sobre imigração. O cerne é a diferença entre direitos e obrigações de imigrantes internacionais e cidadãos nacionais. Não se trata de (...) cidadãos de um ou outro país, mas da categoria ‘cidadão nacional’ frente à categoria ‘estrangeiro’, independentemente do país. Será discutido o conceito de discriminação, a fim de que, sobre o pano de fundo deste conceito, sejam debatidas as restrições aos direitos dos estrangeiros. Com isso, pretende-se demonstrar que este tratamento diferenciado caracterizaria uma discriminação, pois os argumentos que sustentariam a diferenciação são insuficientes para justificá-la. -/- This paper aims to analyze whether the differential treatment dedicated to national citizens and immigrants would be discriminatory. The issue of international migrants arises today in very different fields of society. However, the core of the discussion here is not only the act of crossing borders – focus of much of the philosophical publications about immigration. The focus of the analysis is the difference of rights and obligations between international migrants and national citizens. It is not about one country or another, but the discussion concern the category ‘national citizen’ in relation to the ‘foreign’, regardless of the country. We will discuss the concept of discrimination, in order to debate the restrictions over the rights of the strangers on the background of this conceptualization. The objections to scientific methods are thus overcome by the logic of international oppositions, in other words a model takes several paradigms into account and considers three kinds of foreign relation (enemy, friend, and rival) in the light of three main questions: what is IR about (ontology); (...) what does relate therein (epistemology); and how to assess such a relation (logic). Owing to the escalating regional rivalries and the conventional arms race, Iran’s post-revolutionary hostilities towards the West, in addition to the crucial geopolitical and economic significance of the region, the complex Iranian nuclear crisis has made the global leaders to brood over the multilateral Iranian negotiations with the P5+1 and the International Atomic Energy Agency, which led to finalization and adoption of the Joint Comprehensive Plan of Action in 2015. The United Kingdom as a permanent member of the United Nations (...) Security Council, a nuclear state, the bridge to the Cross-Atlantic relations, in addition to its noted ‘special relationship’ with the United States, and having over two centuries of political ties with Iran has constantly played a crucial role in all stages of the negotiations and tightening the imposed embargoes. Indeed, ever since the 1979 Revolution the Anglo-Iranian relations have been volatile and have suffered from tension, instability, and upheavals; despite reconciliation in 1998 and some prominent diplomatic accomplishments in nuclear negotiations the sour relations had strained by several incidents in the past two decades. This study addresses the Anglo-Iranian relations and attempts to provide theoretical scrutiny of the UK foreign policy on the Iranian nuclear program and clarify the British approach through the lens of game theories with respect to neorealism, classical realism, neoclassical realism, and liberalism perspectives. After the West Papua National Liberation Army, the armed wing of OPM (Free Papua movement), burned a small plane and kidnapped its New Zealand pilot on February 7, 2023. The dark clouds that sealed this frontier war opened to the outside world. Across the globe, media outlets shared this information, causing people to condemn this act as evil terrorism, while others view it as stratagem used by OPM fighters to open deaf ears of the world’s communities. But at least this (...) incident exposed a half-century-old war waged by the Indonesian military government against the original Papuans. After the kidnapping, Egianus Kogoya, OPM TPNPB, and foreign intruders living off this ancient land's lifeblood became embroiled in a world of contradictory morality, ethics, and justice. There are those who regard Egianus Kogoya as a hero for the Papuans and on the other hand, there are those who view him as a criminal, depending on who is telling the story and why. ‘Metaphysics of a hero’ is a topic I wish to discuss in the following paragraphs. It may challenge your morals and ethical comfort zone and perhaps allow you to see the larger picture of human suffering that you may not have been aware of. It may help us to understand whether and how such suffering can be caused by or linked to global civilisational greed and power structures - sucking up the innocent blood of the oppressed; justified by its unconscious pathological notions of justice, morality, and peace. In a world like this (oppressor and oppressed), how can we distinguish between good and bad morality and virtue? Who defines their meaning and value and who determines how they apply to a society that is divided by racism, hatred, and injustice? It is, therefore, essential that we understand how and why concepts of 'morality, justice, and peace' function in a world where one group of society oppresses another, and how and why someone like Egianus Kogoya emerges and responds to such conditions in the manner he does, and the actions condoned by some and praised by others. The following paragraphs will be a brief discussion of how morality and virtue operate (within or apply) to human beings between the oppressors and oppressed. The kind of morality and virtue a hero must possess to meet these challenges, and what it costs to be a hero. As a conclusion, I will resolve whether Egianus Kogoya is a hero or villain in West Papua's National Liberation story, and how innocent individuals like Philip became as academic, Camellia Webb-Gannon describes as a 'pawn' in a conflict that can only be resolved by international engagement. The article deals with the integration of Vietnamese science into the global scientific community in a scientometric aspect. In the course of the study, we have seen that Vietnamese scientists are actively involved in the integration process, in particular in the field of presenting their research in international scientometric databases. It is shown that international integration of science is supported at the state policy level both in the form of directives and in the form of financial support for research. A (...) comparative study of WoS and Scopus international scientometric databases, as well as the regional ACI database and the national V-CitationGate, has determined that the level of Vietnamese scientific journals in these databases is currently low. Regarding the indexing of scientific publications by Vietnamese researchers, there is an annual increase in Vietnamese articles in the international WoS and Scopus databases. Vietnam has the highest trend of increasing the number of articles in these bases in the region. It is determined that the reasons for the increase are directives for applicants for academic degrees and academic titles, requirements of employers of science and education, various types of incentives, requirements of grantors, participation in international projects and cooperation with foreign colleagues. It is found that scientometric measurements of labor productivity are used not only in Vietnam’s scientific institutions, but also actively involved in universities, which strengthen their position not only as educational but also as scientific centers. It is revealed that the educational institutions that have the most publications in international science databases are the Vietnam Academy of Science and Technology and the largest Vietnamese universities. Regarding to the distribution of publications by the fields of knowledge, the science are leading by a large margin, and the amount of the art and humanities among the Vietnamese publications still is very few. In this article, I present some worries about the possible impact of global efforts to aid the needy in some of the world’s most desperate regions. Among the worries I address are possible unintended negative consequences that may occur elsewhere in a society when aid agencies hire highly qualified local people to promote their agendas; the possibility that foreign interests and priorities may have undue influence on a country’s direction and priorities, negatively impacting local authority and autonomy; and the (...) related problem of outside interventions undermining the responsiveness of local and national governments to their citizens. -/- Another issue I discuss is the possibility that efforts to aid the needy may involve an Each-We Dilemma, in which case conflicts may arise between what is individually rational or moral, and what is collectively rational or moral. Unfortunately, it is possible that if each of us does what we have most reason to do, morally, in aiding the needy, we together will bring about an outcome which is worse, morally, in terms of its overall impact on the global needy. -/- The article ends by briefly noting a number of claims and arguments that I made in my 2017 Uehiro Lectures regarding how good people should respond in a world of need. As I have long argued, I have no doubt that those who are well off are open to serious moral criticism if they ignore the plight of the needy. Unfortunately, however, for a host of both empirical and philosophical reasons, what one should do in light of that truth is much more complex, and murky, than most people have realized. (shrink)

This essay explores the intersection of racism, racial embodiment theory and the recent hostility aimed at immigrants and foreigners in the United States, especially the targeting of people of Latin American descent and Latino/as. Anti-immigrant and anti-foreigner sentiment is racist. It is the embodiment of racial privilege for those who wield it and the materiality of racial difference for those it is used against. This manifestation of racial privilege and difference rests upon a redrawing of the color line that is (...) meant towards preserving exclusive categories of political membership. The charge of racism, however, is elided by the fact that this hostility takes the form of a specious embracement of law and lawfulness. “Illegal” in this sense not only captures the actions of those who enter the United States through clandestine or informal means, but, in light of the history of immigration and citizen- ship law, the term operates as a racial trope that designates non-white status, thus marginalizing and alienating certain immigrants from ongoing nation-formation processes. I explain the source for anti-immigrant hostility in the United States, which I take to be connected to the longevity of white normativity as the basis for American identity. I then critically assess how the idea of national belonging is crucial to the perpetuation of white-ways-of-being, especially when citizenship has historically been a venue for the embodiment of racial and even colonial privilege. I conclude by posing several questions about the nature of racial identities and racism that suggest new avenues for further research on racial embodiment in a “postracial” era. pp. 65–90. (shrink)

This paper argues that one of the most valuable insights that Muslim-Americans ought to bring into the political arena is our affective response to the government of the United States' internal and foreign policies regarding Muslims. I posit the concept of empathy as one such response that ought to inform our foreign policy in a manner inclusive of Muslim-Americans. The scope of our epistemic privilege encompasses the affective response that crosses borders of the nation-state in virtue of our (...) propinquity to the narratives of Muslims globally. Such an affective response is crucial to our selves remaining multiplicitous and whole. Furthermore, I argue that we ought to access and assess those aspects of our identity that make us subject to suspicions of disloyalty, because it is precisely those aspects that can inform our social and political discourse in a more morally adequate and responsive way. Political realism remains a powerful theoretical framework for thinking about international relations, including the war on terrorism. For Morgenthau and other realists, foreign policy is a matter of national interest defined in terms of power. Some writers view this tenet as weakening, if not severing, realism's link with morality. I take up the contrary view that morality is embedded in realist thought, as well as the possibility of realism being thinly and thickly moralised depending on the moral psychology of (...) the agents. I argue that a prima facie case can be made within a thinly moralised realism for a relatively weak ally like Bosnia to enter the war on terrorism. An inflationary model of morality, however, explains how the moral horror of genocide in an ally's past may lead to a thickened moralised realism such that allied policy-makers question their country's entry into the war. The set of symbols of success is a set of cultural determinants of activity and their functioning is connected with the fundamental functions of culture as a system of historically developing supra-biological programs of life. The relevance of considering the symbolization of success in modern cinema is due to several factors. First, according to the majority of art historians and film theorists, cinema remains the leading, most widespread form of art throughout the 20th and 21st centuries. If we understand art (...) as a figurative comprehension of reality, its process and result, which is expressed in works, then the symbolization of success in cinema can be considered one of the most common practices for representing the determinants of activity through a figurative comprehension of reality. An analysis of this process in modern cinematography reveals the mechanisms of functioning of one of the elements of the totality of joint life programs as a segment of modern culture, limited by the boundaries of film communication. Secondly, the development of cinematography largely determines the fundamental changes in the culture of the 20th century. and there is no reason to believe that its influence is diminishing in recent times. Consequently, modern cinema remains one of the most important areas of cultural life, the study of which allows expanding scientific understanding of the patterns of changes taking place in culture. Thirdly, the development of information and communication technologies at the end of the 20th century. led to the fact that the value complexes of traditional cultures of different peoples of the world and expansive global neoplasms of a supranational nature (mass, elite, corporate, fandom, etc.) are simultaneously transmitted into the space of personal culture. Cinema in the new conditions only strengthened its position as the leading relay of value complexes. The special socio-forming qualities of cinema were noted both by its pioneers (L. Delluk, A. Dovzhenko, Ch. Chaplin, S. Eisenstein, etc.), scientists (B. Balash, V. A. Gottwald, E. M. Samuylenko, etc.) , and the ideologists of cultural revolutions at the beginning of the 20th century. G. Turner, in particular, drew attention to the fact that “to achieve control over the everyday representation of the world for a nation means to acquire strong power over the representation of individuals about themselves and about each other”, referring to the threat to the integrity and coherence of an individual’s understanding of the world under the pressure of foreign cultural domination over film communication. In this regard, the search for ways to relevantly measure the trends in the development of modern culture by marking in cinema the cultural determinants of activity, which are the symbols of success, seems to be an urgent theoretical and scientific-practical task, the solution of which expands the predictive potential of culture and its projective possibilities. The paper problematizes the national soft power strategies of authoritarian states arguing that many of their features stem from those countries’ political regime. In particular, the author focuses on such features as actors involved in soft power policies, the public media’s international and domestic rhetoric, the presence or absence of ideological commitments, strategies’ proactiveness/reactiveness as well as their long- and short-termness. The author presents his argumentation in a fashion similar to what is called theory-building process tracing: first, he shows causal (...) links between an autocratic political regime and each of those features, and then illustrates them with relevant examples taken from case studies and media publications on the soft power strategies of contemporary Russia and China. A pecuária brasileira tem destaque acentuado quanto a sua participação no produto interno Bruto nacional (PIB), entretanto, dentro da cadeia produtiva das proteínas de origem animal, a ovinocultura ainda se apresenta como uma atividade com pouca expressividade e tecnificação frente a outras espécies animais domésticas, desta forma seu fomento e próspero desenvolvimento é dependente de inúmeros fatores, sendo que destes o correto manejo reprodutivo de espécies , a escolha de raças autóctones ou do exterior com boa adaptabilidade para serem criadas (...) em regiões de clima tropical e subtropical encontrados no Brasil e a correta seleção quanto a características reprodutivas de matrizes e principalmente de jovens carneiros cujos quais se deseja utilizar como reprodutores em rebanhos que buscam a constante evolução produtiva se faz muito importante. Tal cenário traz à tona a importância da realização de estudos referentes a suplementação de elementos como vitaminas e microminerais, que embora não sejam os maiores constituintes das dietas ofertadas aos animais de interesse zootécnico, exercem grande influência não só no crescimento e desenvolvimento do tecido muscular como também podem estar positivamente correlacionados quanto aos aspectos reprodutivos . O presente trabalho objetivou a avaliação da qualidade seminal e morfometria testicular de carneiros púberes submetidos a suplementação injetável de minerais e vitaminas, sendo utilizados 30 reprodutores divididos em três grupos de dez animais cada, com delineamento dos grupos inteiramente casualizado. Ao primeiro grupo foi administrada suplementação vitamínica e mineral (Grupo VM), no segundo grupo houve apenas suplementação vitamínica (Grupo VIT) e no terceiro grupo a suplementação mineral (Grupo MIN). No presente trabalho buscou-se avaliar os efeitos da aplicação de complexo vitamínico e mineral sobre a qualidade do sêmen ovino, medidas morfométricas testiculares e alteração nas concentrações dos hormônios cortisol e testosterona. Palavras chave: elementos-traço, hormônios, nutracêutico, ovinos, sêmen -/- Brazilian livestock has a strong emphasis in terms of its participation in the Gross National Product (GDP), however, within the production chain of animal proteins, sheep farming still presents itself as an activity with little expressiveness and technology compared to other domestic animal species. in this way its promotion and development depends on the correct methods, which are the reproductive of sheep species, the choice of indigenous or foreign breeds with good adaptability to be created in tropical and subtropical regions found in Brazil and the correct selection of selected animals and selection of products that are very important for the demand for products of constant breeding. This scenario leads to the development of important studies for the supplementation of such vitamins and trace minerals, which, although not the largest components of diets, exert a great influence not only on the growth of muscle tissues but can also be positively correlated with their reproductive aspects. The present evaluation of seminal quality and testicular morphometric of pubertal animals includes an injectable supplement of vitamins and minerals, using 30 sires distributed in three groups of animals each, with a completely random design of the products. The first supplementary group was given the mineral supplement (VM Group) in the second group only vitamin supplementation (VM Group) and the mineral supplementation group (MIN Group). The construction of railways has been one of the symbols of advanced technology and modernity in various societies and is known as a means of expanding and transferring goods, men, and their ideas. During the political-economic circumstances of the second half of the 19th century, the first rail line of Iran was built under the Qajar rule. This was an 8 km railway to connect Tehran to Rey with some small wagons, most local people tended to call it Mashin-Doodi, which (...) translates as Smokey Machine. The railway then appeared in southwest Iran as a means of transport for the oil industry which was booming after oil discoveries in Khuzestan. The intercity railway started to operate in 1923 and was 57 km long, connecting Masjed-i-Soleyman to Dar-i-Kahzineh. It was established for exploitative purposes of foreign states resulting in a few small-scale and temporary projects, but the idea of constructing and expanding rail lines based on national investments finally materialized with the first national railroad. In this paper, the author considers the concepts of xenophobia and nationalism. He distinguishes between three diferent forms of nationalism: 1) classical nationalism, 2) anti-colonial nationalism, and 3) identitarian nationalism. The frst is based on a belief in the racial and civilizational superiority of one’s nation, and is used to justify colonialism as a kind of messianic civilizing of the “inferior” Other. The second type emerges as a reaction to the frst one and acts as a defense against the cultural (...) subordination carried out by colonizers. To these two categories, the author adds a new kind of nationalism: identitarian nationalism. This type of nationalism shares with anti-colonial nationalism a defensive rhetoric, but it also advocates the preservation of the home culture’s specifcity, which is believed to be threatened by impoverished immigrants. In today’s Europe, we see this in the reaction to Muslim immigrants. The author argues that the right of foreigners to settle in other countries as immigrants cannot be unlimited, but also suggests that the demand of identitarian nationalists to preserve their own cultural identity from foreigners who change it does not apply in the case of wealthy foreigners who contribute to the economy of the country they come to. Cosmopolis A Review of Cosmopolitics -/- 2015/3-4 -/- Editorial Dominique de Courcelles & Paul Ghils -/- This issue addresses the general concept of “spirituality” as it appears in various cultural contexts and timeframes, through contrasting ideological views. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. Despite centuries of progress in science, technology, and diplomacy, military conflict remains a recurring phenomenon in modern civilization. However, through the application of a universal formula grounded in the laws of nature, we can clearly understand why wars occur — and more importantly, how they can be prevented. This essay explains the phenomenon (...) of military war using my universal formula composed of three interrelated natural laws: the Law of Karma, the Law of Homeostasis, and the Law of Feedback Mechanism between Conscious Minds. -/- I. The Law of Karma: Systemic Cause and Effect -/- The first universal law reveals that everything operates within a system governed by cause and effect. Any defect or error within a system — whether it is a political, economic, or social institution — inevitably leads to imbalance and dysfunction. War is a consequence of such systemic defects. -/- Example: The Iraq War (2003) The U.S. invasion of Iraq was justified by the belief that Iraq possessed weapons of mass destruction (WMDs). Later investigations by the Iraq Survey Group found no such weapons, revealing a fundamental failure in intelligence and political judgment (Duelfer, 2004). This systemic error led to instability in the Middle East, thousands of civilian deaths, and the rise of extremist groups like ISIS. -/- Example: World War I World War I was triggered by the assassination of Archduke Franz Ferdinand, but its true causes lay in the militarization of Europe, entangled alliances, and imperial competition (Clark, 2012). These long-term systemic defects made the war inevitable once a small trigger occurred — a clear example of karma in complex systems. -/- II. The Law of Homeostasis: The Balance of Nature -/- The second universal law is the law of balance, or homeostasis. Nature functions through balance — and the same applies to human societies. When nations or leaders act in a way that disrupts equilibrium, nature reacts. Military war represents a violent attempt to restore or assert balance, but one that ironically worsens the imbalance. -/- Example: The Russian-Ukrainian War (2022–present) Russia’s justification for the invasion of Ukraine involved security concerns about NATO’s expansion (Mearsheimer, 2014). However, the resulting war led to massive destruction, economic sanctions, and global instability in food and energy supply chains (UN News, 2022). The attempt to assert geopolitical balance only deepened global imbalance. -/- Example: The Vietnam War The Vietnam War was fought under the U.S. doctrine of “containment” to stop the spread of communism. However, the war destabilized the region, caused millions of deaths, and led to internal unrest in the U.S. (Herring, 2002). The U.S. intervention upset both regional and domestic balance. -/- III. The Law of Feedback Mechanism: Conscious Minds and Collective Decision-Making -/- The third universal law states that conscious minds act as feedback mechanisms, continuously influencing and responding to one another. When these minds interact with ignorance, fear, or ideology, they produce escalating conflict. -/- Example: The Israeli-Palestinian Conflict The enduring conflict between Israelis and Palestinians is driven by cycles of retaliation, differing historical narratives, and deeply rooted trauma (Khalidi, 2020). Each act of aggression or defense feeds a feedback loop of mistrust, with generations growing up in an environment of conflict. Education, empathy, and historical truth are essential to break this pattern. -/- Example: North Korea’s Militarization North Korea continues to develop nuclear weapons partly in response to perceived threats from the West. This leads to counter-responses such as sanctions and military drills from the U.S. and allies. These feedback loops, lacking constructive communication, reinforce mistrust and increase the potential for war (Revere, 2017). -/- Conclusion -/- Military war is not a mystery, nor is it an unsolvable problem. Through the lens of the universal formula — the Law of Karma, the Law of Homeostasis, and the Law of Feedback Mechanism — we can clearly see that war is the product of systemic defects, imbalance in nature, and broken feedback between conscious minds. It is a preventable outcome, not a natural necessity. -/- By teaching this universal formula in all levels of education and applying it to leadership, governance, and global cooperation, we can replace the culture of war with a culture of balance, truth, and harmony. The international relations curriculum has long presented a dichotomy between the so-called “realist” and “idealist” positions. Idealists seek to embody universal norms of justice in foreign policy. Realists, by contrast, see competition between states, the balance of power, and relative advantage as basic to international politics. Though considered polar opposites, both the realist and idealist affirm the primacy of the nation state as a sovereign political unit, and so neither embraces cosmopolitanism in the strongest sense, i.e., the transcendence of (...) national divisions as such. Opening up the IR curriculum to such a radical possibility requires its reframing in terms of underlying, ethical worldviews. Under this lens, it becomes evident that the realist and idealist share far more in common than contemporary policy debates would suggest. It also points us toward the space for an alternate ethical worldview, provided by Stoic rationalism, which is more viable for grounding cosmopolitan thought. (shrink)
