This paper pays attention to colonial strategies that were deployed to fight against the influenza pandemic among the Asante of Ghana. It does a comparative analysis of the outbreak and mode of spread of COVID-19 and influenza pandemics in Ghana and Asante, in particular. Based on the theory of lesson-drawing, the authors aimed to ascertain whether the strategies adopted to fight the current COVID-19 pandemic reminisce the earlier strategies deployed during the influenza pandemic of 1918. Based on (...) primary and secondary data, the authors have constructed a history that proffers some insights into the fight against COVID-19. Authors conclude that the various health interventions toward the prevention and control of influenza in Asante during the colonial period were skewed in favor of Europeans and natives who worked within the colonial civil service. This did not support relevant strategies and efforts to reduce the spread of the disease at a faster pace. Despite several efforts made to curtail the spread of the disease, the colonial administration together with traditional authorities encountered challenges of inadequate health personnel, culture conflict ad financial challenges. The role of security agencies and the collaboration between the colonial administration and traditional authorities offer a very significant lesson for confronting the COVID-19 pandemic in Ghana. Influenza virus (H1N1) caused seasonal influenza, is an acute respiratory infection that spreads to whole worldwide. The first case of influenza A virus pandemics in India came to light in May 2009 in Hyderabad city of Telangana. Human-to-human transmission led to considerable morbidity and mortality within the country until December.The total number of seasonal influenza cases in India from the year 2010 to 31st July 2020 is 1,73,488. Decreasing ambient temperature is often associated with influenza (...) weather. The viral particle's ability to survive long term in cold temperatures also plays an important role. Besides, coagulation during winter serves as a co-contributing factor in facilitating the spread of the influenza virus. The environmental temperature leads to physical stress and energy loss due to thermal regulation, which weakens the immune system and thereby increases the host's likelihood of infection. The prevention of epidemics in India was possible only by quick and efficient measures taken by the Government.Soon after cases were registered at Pune, Maharashtra, and other places across the country, steps were taken to revise the guidelines for the control of the disease in India.Classification of cases in health facilities and home environments, classification of cases, providing treatment to appropriate persons, public education, and other appropriate measures proved to be very effective in due course of time. In this paper, we discussed the total cases and mortality due to seasonal influenza virus in the states and union territories in India from the year 2010 to the year 2020. (shrink)

Research in infection biology aims to understand the complex nature of host–pathogen interactions. While this knowledge facilitates strategies for preventing and treating diseases, it can also be intentionally misused to cause harm. Such dual-use risk is potentially high for highly pathogenic microbes such as Risk Group-3 (RG3) bacteria and RG4 viruses, which could be used in bioterrorism attacks. However, other pathogens such as influenza virus (IV) and enterohemorrhagic Escherichia coli (EHEC), usually classified as RG2 pathogens, also demonstrate high dual-use (...) risk. As the currently approved therapeutics against these pathogens are not satisfactorily effective, previous outbreaks of these pathogens caused enormous public fear, media attention and economic burden. In this interdisciplinary review, we summarize the current perspectives of dual-use research on IV and EHEC, and further highlight the dual-use risk associated with evolutionary experiments with these infectious pathogens. We support the need to carry out experiments pertaining to pathogen evolution, including to gain predictive insights on their evolutionary trajectories, which cannot be otherwise achieved with stand-alone theoretical models and epidemiological data. However, we also advocate for increased awareness and assessment strategies to better quantify the risks-versus-benefits associated with such evolutionary experiments. In addition to building public trust in dual-use research, we propose that these approaches can be extended to other pathogens currently classified as low risk, but bearing high dual-use potential, given the particular pressing nature of their rapid evolutionary potential. Outbreaks of novel influenza viruses are continually occurring on many places on our planet, with the ultimate and most extreme consequence being a full-scale pandemic. Modern communication technology is widely used for risk communication regarding recommended change in behavior patterns and other precautions in order to mitigate the transmission. However, the assumption and bias that modern communication technology constitutes the norm causes vulnerable groups to be at possible risk of systematic exclusion to correct and updated information. Through conducting a (...) literature- and case analysis, the aim of this study is to identify insufficient or inadequate risk communication efforts in South Korea and Vietnam during influenza outbreaks, especially with concern of vulnerable groups. Further, to analyze how national influenza preparedness plans observe or ignore these insufficiencies. Results show that vulnerable groups are explicitly recognized in the preparedness plan of Vietnam. However, the South Korean preparedness plan show a more homogenous approach. Both South Korea and Vietnam showed a broad variety of channels used in their risk communication strategies which could be positive in terms of a broad outreach to a heterogenous population, including vulnerable groups. Four key factors that moderate the outcomes of risk communication were identified: Channels, Messages, Transparency and Trust. (shrink)

A recent controversy over the US National Science Advisory Board for Biosecurity's recommendation to censor two publications on genetically modified H5N1 avian influenza has generated concern over the threat to scientific freedom such censorship presents. In this paper, I argue that in the case of these studies, appeals to scientific freedom are not sufficient to motivate a rejection of censorship. I then use this conclusion to draw broader concerns about the ethics of dual-use research.

Presupponendo l’influenza di alcune tesi dell’idealismo di Kant su alcune tesi di Wittgenstein non solo attraverso la lettura di Schopenhauer, questo contributo prova a ripercorrere alcune contiguità e differenze tra il dispositivo autoreferenziale dell’appercezione trascendentale e certi aspetti emersi dal dibattito contemporaneo sul carattere irriducibile dell’autoascrizione dei pensieri che contengono un riferimento in prima persona, i cosiddetti I-thoughts, dibattito ispirato da Wittgenstein e dalla sua analisi filosofico-linguistica della grammatica del termine “Io”.

One of the best-known members of the United Nations Commission which drafted the 1948 "Universal Declaration of Human Rights," Jacques Maritain, famously held that the "natural rights" or "human rights" possessed by every human being are grounded and justified by reference to the natural law.' In many quarters today, the notion of the natural law, and arguments for a set of natural rights grounded in the natural law, have come under fierce attack. One common line of attack is illustrated by (...) the arguments of some utilitarians, for whom "natural law thinking" is mistaken insofar as it implies that there is an absolute moral prohibition against violating any human being's "natural rights." Even if there is such a thing as "natural rights," these utilitarians argue, such rights - including even the natural "right to life" - are necessarily relational, and thus have meaning only within the context of a larger social whole. As a result, the argument goes, the supposed "natural rights" possessed by individual human beings are never inviolable or unconditional, but instead always negotiable and subject to being "traded away" for the sake of greater social utility. Consider just one alleged counter-example to the notion that there are inviolable or unconditional "natural rights": it is well-known that approximately 36,000 people in the United States die every year as a result of influenza infections or influenza-related complications.' There is little doubt that hundreds, and probably even thousands, of human lives would be saved every year if local governments were to pass laws requiring flu vaccinations for all members of at-risk populations (e.g., the very young and the very elderly). It would seem that there would be broad support for mandated flu vaccinations- no matter what the expense - if human lives would be saved and if the natural "right to life" is inviolable or unconditional.' And yet no such life-saving laws exist, apparently because citizens and legislators believe that the social costs and inconveniences would be too great. According to the utilitarian position, this demonstrates - contrary to what Ronald Dworkin and others say about rights' - that rights do not trump utility, but in fact are quite regularly and reasonably trumped by utility. In light of such contemporary understandings and policies, can natural law thinking about natural rights be made credible? In what follows, I shall argue that utilitarian thinkers are correct to hold that rights are intrinsically relational; but they are wrong to conclude that the relational character of rights entails that "natural rights" are not inviolable or not unconditional. Abstract: In recent years, the outbreak of various poultry diseases has posed a significant threat to the global poultry industry. Therefore, the accurate and timely detection of chicken diseases is critical to reduce economic losses and prevent the spread of diseases. In this study, we propose a method for classifying chicken diseases using a convolutional neural network (CNN). The proposed method involves preprocessing the chicken images, building and training a CNN model, and evaluating the performance of the model. The dataset (...) used in this study comprises chicken images of three different diseases: Newcastle disease, avian influenza, and infectious bursal disease. The proposed method achieved an overall F1-score of 99.04% in classifying the chicken diseases. The results demonstrate the effectiveness of using CNN in classifying chicken diseases and provide a promising approach for early detection and diagnosis of poultry diseases. (shrink)

Es probable que las vacunas contra COVID-19 sean escasas en los próximos años. Muchos países, desde la India hasta el Reino Unido, han adoptado el nacionalismo de las vacunas. ¿Cuáles son los límites éticos de este nacionalismo de vacunas? Ni el nacionalismo extremo ni el cosmopolitismo extremo son éticamente justificables. En cambio, proponemos el marco de prioridad justa para quienes residen en un país (PJR, por sus siglas en español), en el que los gobiernos pueden retener las dosis de la (...) vacuna COVID-19 para quienes residen en el país solo en la medida en que sean necesarias para mantener un nivel de mortalidad que no sea de crisis mientras están implementando intervenciones razonables de salud pública. En la práctica, un nivel de mortalidad sin crisis es el experimentado durante una mala temporada de gripe, el cual la sociedad considera un riesgo de fondo aceptable. Los gobiernos toman medidas para limitar la mortalidad por influenza, pero no existe una emergencia que incluya confinamientos severos. Este "estándar de riesgo de gripe" es una heurística no arbitraria y generalmente aceptada. La mortalidad por encima del estándar de riesgo de gripe justifica mayores intervenciones gubernamentales, incluida la retención de vacunas para quienes residen en un país por sobre la necesidad global. El nivel preciso de vacunación necesario para cumplir con el estándar de riesgo de influenza dependerá de factores empíricos relacionados con la pandemia. Esto vincula los principios éticos a los datos científicos que surgen de la emergencia. Por lo tanto, el marco PJR reconoce que los gobiernos deben priorizar la adquisición de vacunas para su país cuando sea necesario para reducir la mortalidad a niveles similares a los de la gripe sin crisis. Pero después de eso, un gobierno está obligado a hacer su parte para compartir vacunas para reducir los riesgos de mortalidad de las personas en otros países. Consideramos y rechazamos las objeciones al marco PJR basadas en que un país (1) haya desarrollado una vacuna, (2) haya aumentado los impuestos para pagar la investigación y compra de vacunas, (3) quiera eliminar las cargas económicas y sociales, y (4) sea ineficaz para combatir el COVID-19 a través de intervenciones de salud pública. Statistics play a critical role in biological and clinical research. However, most reports of scientific results in the published literature make it difficult for the reader to reproduce the statistical analyses performed in achieving those results because they provide inadequate documentation of the statistical tests and algorithms applied. The Ontology of Biological and Clinical Statistics (OBCS) is put forward here as a step towards solving this problem. Terms in OBCS, including ‘data collection’, ‘data transformation in statistics’, ‘data visualization’, ‘statistical data (...) analysis’, and ‘drawing a conclusion based on data’, cover the major types of statistical processes used in basic biological research and clinical outcome studies. OBCS is aligned with the Basic Formal Ontology (BFO) and extends the Ontology of Biomedical Investigations (OBI), an OBO (Open Biological and Biomedical Ontologies) Foundry ontology supported by over 20 research communities. We discuss two examples illustrating how the ontology is being applied. In the first (biological) use case, we describe how OBCS was applied to represent the high throughput microarray data analysis of immunological transcriptional profiles in human subjects vaccinated with an influenza vaccine. In the second (clinical outcomes) use case, we applied OBCS to represent the processing of electronic health care data to determine the associations between hospital staffing levels and patient mortality. Our case studies were designed to show how OBCS can be used for the consistent representation of statistical analysis pipelines under two different research paradigms. By representing statistics-related terms and their relations in a rigorous fashion, OBCS facilitates standard data analysis and integration, and supports reproducible biological and clinical research. Il breve saggio si propone di esaminare la centralità della figura materna nell’opera di un ingegnoso costruttore di storie della letteratura italiana del Novecento: Alberto Moravia. La scelta dell’Autore nasce dalla rilevanza della tematica nella sua opera, in cui peraltro è quasi sempre assente il punto di vista femminile delle “voci” delle donne. Ciò sembra paradossale e questa circostanza è di grande interesse critico. In particolare, a dispetto delle interpretazioni più canoniche, secondo cui Moravia – negli scritti realizzati tra il (...) 1929 e il 1964 – ha inteso compiere una “distruzione” dell’immagine materna nel quadro di una visione pessimista della famiglia borghese, dovremo considerare un più complesso e articolato universo materno nello scrittore romano, in cui è possibile ricostruire cinque modelli – la “madre autoritaria”, la “madre-non madre”, la “madre padrona”, la “madre-angelo custode” e la “madre-seduttrice” –, ben esemplificati nei principali romanzi ma che si ritrovano nei racconti che Moravia scrive ininterrottamente dagli anni Trenta agli anni Sessanta, la cui mole ha determinato, ancor oggi, una mancanza di studi sistematici. In secondo luogo, la tematica della madre sarà esaminata nelle trasposizioni cinematografiche italiane delle opere letterarie di Moravia. Va ricordato che il rapporto dello scrittore con il cinema fu particolarmente intenso. Per un verso, la “settima arte” rivestì un ruolo non secondario nella formazione ed esperienza estetica dell’Autore romano, che al cinema si interessò anche professionalmente nelle vesti di critico cinematografico, a partire dal primo dopoguerra, dapprima, per La nuova Europa e Libera stampa, poi, per L’Europeo e L’Espresso, a cui dobbiamo aggiungere l’attività di saggista per numerose riviste specializzate. Per altro verso, il cinema italiano non solo ha attinto a “mani basse” dall’opera di Moravia per sceneggiature di pellicole, che furono pietre miliari della sua storia. L’elenco dei romanzi e racconti adattati al grande schermo rende conto della grande influenza nella cultura italiana degli anni Cinquanta e Sessanta: La provinciale (1953) di Mario Soldati, La romana (1954) di Luigi Zampa, Peccato che sia una canaglia (1954) di Alessandro Blasetti, Racconti romani (1955) di Gianni Franciolini, La ciociara (1960) di Vittorio de Sica, La giornata balorda (1960) di Mauro Bolognini, Risate di gioia (1960) di Mario Monicelli, Agostino (o la perdita dell’innocenza) (1962) di Mauro Bolognini, La noia (1963) di Damiano Damiani, Gli indifferenti (1964) di Francesco Maselli, Le ore nude (1964) di Marco Vicario, La donna invisibile (1969) di Paolo Spinola, Una ragazza piuttosto complicata (1969) di Damiano Damiani, L’amore coniugale (1970) di Dacia Maraini, Il conformista (1970) di Bernardo Bertolucci, e molti altri ancora. Come avremo modo soltanto di accennare, il successo della letteratura moraviana nel mondo del cinema italiano si deve a molteplici fattori, tra cui la raffigurazione dei personaggi e degli ambienti, la focalizzazione su certe tematiche e, non da ultimo, lo stile narrativo, particolarmente adatto alle trasposizioni cinematografiche. Come caso di studio, ci soffermeremo, infine, sulla figura materna della versione filmica de La noia di Damiani, con l’obiettivo di verificare se nel passaggio dal libro alla pellicola, quella particolare connotazione della madre autoritaria abbia subito delle alterazioni. L’ipotesi che muove l’analisi è che la stesura delle sceneggiature, la raffigurazione dei personaggi e la messa in scena delle sequenze filmiche facciano emergere un riadattamento adeguato al largo pubblico, con il sovvertimento dell’andamento cronologico, alcune “lacune” di ordine psicologico nella raffigurazione dei protagonisti e un certo cedimento moralistico alla cultura ancora dominante negli anni ’50 e ’60, in cui la figura materna, sia quando è incattivita dalla povertà che quando è inaridita dalla ricchezza, anela comunque agli affetti familiari, trovando in essi una qualche forma di redenzione. Jürgen Habermas (Düsseldorf, 18 giugno 1929) è tra gli studiosi più importanti nel campo delle scienze sociali e della filosofia. La reputazione internazionale si accompagna all’influenza degli interventi politici sulla formazione delle opinioni pubbliche, soprattutto nel riformismo liberal-socialista europeo e americano. Licenziarne in poche pagine l’itinerario intellettuale è un’impresa ardua, considerando che non si riduce alle pubblicazioni ma rimanda a un contesto storico e culturale a cui l’opera e la biografia sono intessute a doppio filo. Proviamo a dare conto (...) della vastità e ricchezza dei suoi interessi, nell’intento di mostrare l’originalità della riflessione teorica, delle analisi sociali e dell’impegno critico di Habermas, ben oltre l’etichetta impropria di maggior esponente della seconda generazione della scuola di Francoforte. In occasione del bimillenario della morte del poeta latino Ovidio, l’articolo analizza l’influenza del poema delle Metamorfosi come fonte primaria di Giordano Bruno. L’esposizione della dottrina pitagorica, esposta nel libro XV del poema, si adatta perfettamente all’ontologia del Nolano e alla sua fede nella metempsicosi. In particolare il mito di Diana e Atteone viene adottato dal filosofo, nel De gl’Heroici furori, come ideale rappresentazione della propria esperienza conoscitiva. La tormentosa vicenda del cacciatore Atteone, tramutato in cervo per aver sorpreso (...) la Diana nuda, simboleggia in Bruno il passaggio dall’amore profano a quello divino. -/- On the occasion of the two thousandth anniversary of the death of the Latin poet Ovid, the article analyzes the influence of the poem of the Metamorphoses as a primary source of Giordano Bruno. The exposition of the Pythagorean doctrine, contained in the XV book of the poem, fits perfectly with the ontology of the Nolan and his faith in metempsychosis. In particular, the myth of Diana and Actaeon is adopted by the philosopher, in De gl'Heroici furori, as an ideal representation of his own cognitive experience. The tormenting story of the hunter Atteone, turned into a deer for having surprised the “naked Diana”, symbolizes in Bruno the passage from the profane love to the divine one. (shrink)

Background: Earlier study without actual trial indicated that caregivers needed delivery of information about outbreak situations independently of their job status. This report describes, for about two months in winter, actual delivery outbreak information to families with preschool children. The study objective was to confirm the usefulness of this information delivery. Method: Participants receiving outbreak information were recruited from the Child Care Support Service in a ward in Tokyo, Japan. Outbreak information was obtained from the Nursery School Absenteeism Surveillance System (...) (NSASSy) covering approximately 40% of all nursery schools in Japan, prescription surveillance and other resources. Delivery of outbreak information started in December 2017 and ceased at the end of February in 2018. After the delivery period, a questionnaire survey was administered to participants. Results: For this area, NSASSy showed the most dominant disease was influenza, with 707 patients, followed by group A streptococcal pharyngitis with 98 patients. The outbreak peak was inferred to be as Monday, 22 January, and it was announced by e-mail on 23 January. Of the 202 persons joined this trial, 60 participants responded to the questionnaire survey after the delivery period. Of those respondents, 98% wanted delivery of that information to continue. Conclusion: We found that almost all respondents confirmed usefulness of the information about infectious diseases which was delivered. (shrink)

Although it is well known that Gestalt theory had an important impact on Merleau-Ponty’s philosophy throughout his career, there is still no detailed study either of its influence on his ideas or of his own understanding of the notoriously polysemic notion of Gestalt. Yet, this notion is a key to Merleau-Ponty’s fundamental project of overcoming “objective thought” and its inherent dichotomies. By indicating how signification or ideality can be immanent in, rather than opposed to, matter, it compels us to redefine (...) both consciousness and the world it is bound up with. The aim of this article is to clarify Merleau-Ponty’s notion of Gestalt against the historical background that he refers to, including Kurt Goldstein’s theory of the organism that was crucial for his interpretation of it. -/- On sait que la théorie de la Gestalt a eu un impact majeur sur la philosophie merleaupontienne. Il n’existe pourtant pas d’étude extensive de l’influence de cette théorie sur les thèses de Merleau-Ponty ou sur sa compréhension propre de la notion fort polysémique de Gestalt. Or cette notion s’avère être l’une des meilleures clés pour comprendre le projet fondamental du dépassement merleau-pontien de la « pensée objective » et de ses dichotomies. En effet, en montrant comment le sens ou l’idéalité sont immanents, plutôt qu’opposés, à la matière, la Gestalt conduit à définir à nouveaux frais la conscience et le monde auquel elle est liée. L’article vise à clarifier la conception de la Gestalt chez Merleau-Ponty à partir de son fond historique. On étudie en particulier la théorie de l’organisme de Kurt Goldstein, qui a été essentielle pour l’interprétation merleaupontienne de la notion de Gestalt. -/- Benché sia noto che la Gestalttheorie abbia avuto un impatto rilevante sull’intero tragitto della filosofia di Merleau-Ponty, non esiste ancora uno studio dettagliato dell’influenza del gestaltismo sulle sue idee né sulla sua comprensione di un concetto notoriamente sfaccettato come quello di Gestalt. Tuttavia proprio questa nozione costituisce una chiave d’accesso fondamentale al grande progetto merleaupontyano di oltrepassare il “pensiero oggettivo” insieme alle dicotomie che lo accompagnano. Indicando come il significato o l’idealità possano essere immanenti, anziché opposti, alla materia, tale nozione ci obbliga a ridefinire tanto la coscienza quanto il mondo a cui essa è legata. L’obiettivo di questo articolo è quello di chiarire la nozione merleaupontyana di Gestalt nel suo contesto storico, con particolare riferimento alla teoria dell’organismo elaborata da Kurt Goldstein, determinante per l’interpretazione merleaupontyana della nozione di Gestalt. COVID-19 began in China in December 2019. As of January 2021, over a hundred million instances had been reported worldwide, leaving a deep socio-economic impact globally. Current investigation studies determined that artificial intelligence (AI) can play a key role in reducing the effect of the virus spread. The prediction of COVID-19 incidence in different countries and territories is important because it serves as a guide for governments, healthcare providers, and the general public in developing management strategies to battle the disease.
