An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Further legal analysis is required to ensure this checklist complies with relevant domestic laws. (shrink)

Investigating an actual case that occurred in a New York state hospital where an Orthodox Jewish patient’s legal proxy demands that the clinicians and hospital administrators should provide aggressive treatment with all available technological resources for the seemingly brain-dead patient with a medically futile condition. The authors argue that a health care policy or regulation should be developed to limit patient’s access to technology in critical care. Otherwise, we will be allowing society to issue a carte blanche to religious autonomy (...) by technology abuse. It is argued that religious autonomy should be restricted when its demand exhibits apparent logical absurdity and/or goes against the common survival of the entire population. (shrink)

This review of Ellul's The Technological System plus a book of essays that attempt to interpret Ellul notes how negatively his earlier work was received by English-speaking readers and how poorly he wins them over in this book. He argues that there is "a technological system" that is embedded in society and cannot be controlled however much government may try. Government may be deemed the villain of this book and computers the heroes. The Third World, not yet subject (...) to the system, will in time become so. According to the essays in the other book, the best way to view technology is from the perspective of Christian theology, and Ellul agrees. (shrink)

This paper will focus Jacques Ellul’s insights onto the manner in which our modern technological society is deeply ingrained in the subordination of both humanity and nature to efficient use. Ellul maintains that our way of life is characterised by structural instrumentalism, which is in turn underpinned by a distorted theological outlook. The paper asserts that these aforementioned factors together form the key drivers that propel us towards environmental desolation. This paper asserts that no adequate fine tuning of (...) our present way of life will be possible to address issues such as climate change. What is needed instead is the comprehensive sociological and theological conversion of our society. This paper will conclude by tentatively exploring ways in which the church might proclaim and embody a prophetic message of repentance and conversion in this and other socio-cultural matters. In this paper, I wish to show how new technologies come to alter one’s initial enjoyment and comportment towards a hobby. What I show is that new technologies serve to transform leisurely activities into a technique, in the Ellulian sense of the term. I begin from the outside in, as it were, by first articulating what I take a hobby to be. Secondly, I then examine the time-honoured pastime of fishing to show that new technologies, if utilized, either cause the (...) hobby to take on aspects of traditional work or in other cases, causes the hobbyist to quit the activity because the hobby is now deemed undesirable; the technological advancement makes the hobby too easy. Thirdly and finally, I turn my attention to another kind of hobby or leisurely activity, which some have called “Facebooking.” Looking at Facebook through an Ellulian lens, there are, to be sure, some rather unsettling aspects of the activity, but despite this, all is not lost; Facebook may be used as a tool to practice the Ellulian virtue of non-selectivity. An interruption. Rethinking the first three chapters of this book, I have come to suspect that, not unlike Iris Murdoch and Emmanuel Levinas, the way I imagine ‘ethics’ floats on an idea that any ethical substantive position or ethical theory is always shaped through our existential condition and our embodied encounter with others. To Murdoch, existence is the disposition for our responses to the ways in which we perceive reality, and yet, although these responses are always part of who we (...) are, they are not always part of what we do, and so, we set ourselves ethical tasks when we desire to act ethically. As scholar Bridget Clarke argues, “to attend to something [for Murdoch] is to approach it with a just and loving eye, and therewith to perceive it in its unbounded particularity and complexity, and so, as it truly is.” Or as I argue, to attend to the other ‘justly and lovingly’, Murdoch would instruct, is not merely to accurately collect details about the other and then arrive at an approximation of its being, but also to apprehend the other as ‘distinctly singular’ and ‘distinctly foreign’ from oneself–which at once forgoes any assimilation of the other into oneself, incidentally. The recognition of the other as ‘one who embodies human otherness and dignity’ becomes the condition for and coherent way of imagining and accessing moral reality. Moreover, for Diane Davis, this “being-for-the-other names a pre-originary obligation to respond to the other [and] it is in this response that both the self and the other emerge as existents” whose ethical projects are each challenged by the markedly different and infinitely other being. This obligation, Levinas might also say, is an ‘authority’ that is experienced like the effect of the other upon me, so that I am subsequently motivated to enact ethical task-making. I am not, therefore, “pulling everything other into the same, the known, the comprehended,” nor am I looking to any normative theories as authoritative templates from which I act ethically. And so, unlike Husserl, I am not “joining the philosophical tradition in its fundamental disrespect for all things other,” but instead, by dispositioning myself between these theories in responsible Levinasian fashion, I will be tracking them in response to their confronting me, and not as normative theories that are applicable to real and lived experiences. Most of the recent work on propaganda in philosophy has come from a narrowly epistemological standpoint that sees it as flawed messaging that negatively impacts public reasonableness and deliberation. This article posits two problems with this approach: first, it obscures the full range of propaganda's activities; and second, it prevents effective ameliorative measures by offering an overly truncated assessment of the problems to be addressed. Following Ellul and Hyska, I argue that propaganda aims at shaping actions and not just (...) beliefs, and that the propaganda activities that shape action include modifying beliefs but also much more. Examining this larger set of activities results in a shift in how we conceptualize the way that propaganda works. In particular, I add a novel argument that propaganda works by creating and reshaping publics, transforming who they are and their characteristic action. This article concludes that a more complete philosophical account of propaganda cannot just draw on epistemology but must also call on the tools of social ontology and political philosophy to create a more robust critical account. Starting from a critical evalutaion of the current mainstream in the philosophy of technology, this paper aims to outilne a historical and theoretical overview of the technology as philosophical question. The outocme of this overview is a taxonomy of the different ideas of a "philosophy of technology", that represents the basis for a brand new approach to this topic. It is a philosophical anthropology of technology, namely a Philosophy of Technology in the Nominative Case (filosofia della tecnica al nominativo - (...) TECNOM), grounded in turn on the twin concepts of neonvironmentality (neoambientalità) and feralization of human being (ferinizzazione dell'essere umano). (shrink)

Technological determinism, as a position on the nature and effects of technology/technologies can be divided into optimistic and critical forms. The optimistic variety, of which contemporary cyber-utopianism is an instance, holds that the development of technology shapes or at least facilitates ameliorative alterations in society. The critical variety, on the other hand, tends to problematise or condemn the positive narrative of technological impact on human existence. Whilst the optimistic form still retains some academic credibility, especially concerning digital technologies, the critical (...) variety tends to be viewed as reductionist, essentialist and pessimistic. Furthermore, the fact that many of its leading proponents base their critiques on the analysis of industrial technology, reinforces the impression that critical technological determinism is outdated. I argue that focussing on the specific forms of technology analysed by classic technological determinists is to miss the key point of their arguments. Critical determinism warns that with the increasing integration of technology into everyday life, we run the risk of idealising technological organisation and making sociotechnical relations a model for all social relations. Drawing upon Rendueles’s (2017) analysis of the sociophobic tendencies of the online public sphere, I argue for the continuing relevance of so-called ‘Classic’ technological determinism. The danger posed by the ubiquity of the internet on this account is not that it possesses some innate quality that imposes a particular social pattern on humanity, but that the way in which we interact in cyberspace becomes the norm for social relations outside the cybersphere.
