This article sheds light on managing and utilizing scientific and technological funds (Sci-Tech funds) in Vietnam.

Abstract: An indirect report typically takes the form of a speaker using the locution “said that” to report an earlier utterance. In what follows, I introduce the principal philosophical and pragmatic points of interest in the study of indirect reports, including the extent to which context sensitivity affects the content of an indirect report, the constraints on the substitution of co-referential terms in reports, the extent of felicitous paraphrase and translation, the way in which indirect reports are opaque, and the (...) use of indirect reports as pragmatic vehicles for other speech acts such as humor, insult, or irony. Throughout I develop several positions: (i) that a semantic analysis of indirect reports is insufficient, (ii) that the distinction between direct and indirect reports is not clear and that indirect reports are the predominate way of reporting while direct reports may be a para-linguistic variation on them, (iii) that most questions about the semantics and pragmatics of indirect reports will rely on a full understanding of the nature of what is reported and how it gets reported, (iv) that an analysis of reporting requires the pragmatic tools of metarepresentation and a social, inter-personal understanding of relevance and shared knowledge. Abstract: This chapter discusses speakers’ conceptions of reported entities as evident in reporting practices. Pragmatic analyses will be offered to explain the diversity of permissible reporting practices. Several candidate theses on speakers’ conceptions of reported entities will be introduced. The possibility that there can be a unified analysis of direct and indirect reporting practices will be considered. Several theorists have observed that attitude reports have what we call “revisionist” uses. For example, even if Pete has never met Ann and has no idea that she exists, Jane can still say to Jim ‘Pete believes Ann can learn to play tennis in ten lessons’ if Pete believes all 6-year-olds can learn to play tennis in ten lessons and it is part of Jane and Jim’s background knowledge that Ann is a 6-year-old. Jane’s assertion seems acceptable because the claim (...) she reports Pete as believing is entailed by Pete’s beliefs if they are revised in light of Jane and Jim’s background knowledge. We provide a semantic theory of revisionist reports based on this idea. We observe that the admissible “revisions” are limited in a striking way. Jane cannot say ‘Pete thinks Ann is a 6-year-old and can play tennis in ten lessons’ in the same context that she can say ‘Pete believes Ann can learn to play tennis ten lessons’, even though this too follows from Jane and Jim’s background knowledge together with what Pete believes. Our theory predicts the infelicity of these latter reports. It also has the resources to predict the truth of “exported” attitude reports and casts the relationship between these reports and “singular thought” in a new light. We conclude by discussing how revisionist reports make trouble for a simplistic view of the connection between the relations expressed by attitude verbs in natural language and the relations of most interest to philosophers of mind and cognitive science. Whether the prefrontal cortex is part of the neural substrates of consciousness is currently debated. Against prefrontal theories of consciousness, many have argued that neural activity in the prefrontal cortex does not correlate with consciousness but with subjective reports. We defend prefrontal theories of consciousness against this argument. We surmise that the requirement for reports is not a satisfying explanation of the difference in neural activity between conscious and unconscious trials, and that prefrontal theories of consciousness come out of this (...) debate unscathed. We advocate and develop a states-based semantics for both nominal and adjectival confidence reports, as in "Ann is confident/has confidence that it's raining", and their comparatives "Ann is more confident/has more confidence that it's raining than that it's snowing". Other examples of adjectives that can report confidence include "sure" and "certain". Our account adapts Wellwood's account of adjectival comparatives in which the adjectives denote properties of states, and measure functions are introduced compositionally. We further explore the prospects of applying these (...) tools to the semantics of probability operators. We emphasize three desirable and novel features of our semantics: (i) probability claims only exploit qualitative resources unless there is explicit compositional pressure for quantitative resources; (ii) the semantics applies to both probabilistic adjectives (e.g., "likely") and probabilistic nouns (e.g., "probability"); (iii) the semantics can be combined with an account of belief reports that allows thinkers to have incoherent probabilistic beliefs (e.g. thinking that A & B is more likely than A) even while validating the relevant purely probabilistic claims (e.g. validating the claim that A & B is never more likely than A). Finally, we explore the interaction between confidence-reporting discourse (e.g., "I am confident that...") and belief-reports about probabilistic discourse (e.g.,"I think it's likely that.."). Pragmatic modulation makes contextual information necessary for interpretation. This poses a problem for homophonic reports and inter-contextual communication in general: of co-situated interlocutors, we can expect some common ground, but non-co-situated interpreters lack access to the context of utterance. Here I argue that we can nonetheless share modulated contents via homophonic reports. First, occasion-unspecific information is often sufficient for the recovery of modulated content. Second, interpreters can recover what is said with different degrees of accuracy. Homophonic reports and inter-contextual communication (...) are often successful because the reporting context does not demand full accuracy. (shrink)

In this paper, I explore Bach’s idea (Bach, 2000) that null appositives, intended as expanded qua-clauses, can resolve the puzzles of belief reports. These puzzles are crucial in understanding the semantics and pragmatics of belief reports and are presented in a section. I propose that Bach’s strategy is not only a way of dealing with puzzles, but also an ideal way of dealing with belief reports. I argue that even simple unproblematic cases of belief reports are cases of pragmatic intrusion, (...) involving null appositives, or to use the words of Bach, ‘qua-clauses’. The main difference between my pragmatic approach and the one by Salmon (1986) is that this author uses the notion of conversational implicature, whereas I use the notion of pragmatic intrusion and explicature. From my point of view, statements such as ‘‘John believes that Cicero is clever’’ and ‘‘John believes that Tully is clever’’ have got distinct truth-values. In other words, I claim that belief reports in the default case illuminate the hearer on the mental life of the believer, that includes specific modes of presentation of the referents talked about. Furthermore, while in the other pragmatic approaches, it is mysterious how a mode of presentation is assumed to be the main filter of the believer’s mental life, here I provide an explanatory account in terms of relevance, cognitive effects, and processing efforts. The most important part of the paper is devoted to showing that null appositives are required, in the case of belief reports, to explain certain anaphoric effects, which would otherwise be mysterious. My examples show that null appositives are not necessitated at logical form, but only at the level of the explicature, in line with the standard assumptions by Carston and Recanati on pragmatic intrusion. I develop a potentially useful analysis of belief reports by exploiting syntactic and semantic considerations on presuppositional clitics in Romance. (shrink)

The interpretation and the indirect reporting of a speaker’s communicative intentions lie at the crossroad between pragmatics, argumentation theory, and forensic linguistics. Since the leading case Masson v. New Yorker Magazine, Inc., in the United States the legal problem of determining the truth of a quotation is essentially equated with the correctness of its indirect reporting, i.e. the representation of the speaker’s intentions. For this reason, indirect reports are treated as interpretations of what the speaker intends to communicate. (...) Theoretical considerations, aimed at establishing the pragmatic meaning of an utterance and differentiating between presumptive and non-presumptive interpretation, are thus interwoven with the practical legal need of distinguishing a correct indirect report from an indirect one or a misquotation. An incorrect report or a misquotation has the dialectical effect of attributing to the misquoted party commitments that he never held, which the latter needs to rebut. This shifting of the burden of persuasion can be increased by using strategically the conflict between the presumptive interpretation of an utterance and the non-presumptive one, i.e. the different types of pragmatic ambiguity. When an interpreter is confronted with an utterance taken out of its dialogical context, his interpretative process is not guided by the actual context or intention, but rather the most frequent or prototypical dialogical setting or the most typical individual purpose that it could have served to achieve. This presumptive reconstruction can be used to provide a prima facie case that the other party needs to reject. The stronger the interpretative presumptions a speaker needs to rebut, the more effective the misquotation strategy. The conflict between the systematic and the presumptive process of interpretation can be represented as an argumentative mechanism of reconstruction of the individual intention, which allows one to assess the reasonableness of the interpretative reasoning. Doctors must now take a fifth vital sign from their patients: pain reports. I use this as a case study to discuss how different schools of psychology (introspectionism, behaviorism, cognitive psychology) have treated verbal reports about the contents of consciousness. After examining these differences, I suggest that, with new methods of mapping data about neurobiological states with behavioral data and with verbal reports about conscious experience, we should reconsider some of the introspectionists' goals and methods. I discuss examples from cognitive (...) psychology, including pain researchers' attempts to develop self-reports of pain so that they can be, like other vital signs, reliable indicators of internal states. A country report describing the teaching of philosophy in Singapore's primary and secondary schools.

I elaborated a bibliographic report for the last issue of "Estudios Nietzsche," which is a monographic issue on Nietzsche and Women. -/- I aimed to select and combine important publications from multiple traditions and schools within Nietzsche scholarship. I hope it becomes a valuable resource to find literature on the topic for both teaching and research purposes.

Much recent work in philosophy of memory discusses the question whether episodic remembering is continuous with imagining. This paper contributes to the debate between continuists and discontinuists by considering a previously neglected source of evidence for continuism: the linguistic properties of overt memory and imagination reports (e.g. sentences of the form ‘x remembers/imagines p’). I argue that the distribution and truth-conditional contribution of episodic uses of the English verb 'remember' is surprisingly similar to that of the verb 'imagine'. This holds (...) despite the presence of some remarkable truth-conditional differences between 'remember' and 'imagine'. I show how these differences can be explained by a continuist account of remembering on which remembering is past-directed, referential, and accurate experiential imagining. (shrink)

This report highlights and explores five questions that arose from the Network for Sensory Research workshop on perceptual learning and perceptual recognition at the University of York on March 19th and 20th, 2012: 1. What is perceptual learning? 2. Can perceptual experience be modified by reason? 3. How does perceptual learning alter perceptual phenomenology? 4. How does perceptual learning alter the contents of perception? 5. How is perceptual learning coordinated with action?

This report highlights and explores five questions which arose from the workshop on perceptual learning and perceptual recognition at the University of Toronto, Mississauga on May 10th and 11th, 2012: 1. How should we demarcate perceptual learning from perceptual development? 2. What are the origins of multimodal associations? 3. Does our representation of time provide an amodal framework for multi-sensory integration? 4. What counts as cognitive penetration? 5. How can philosophers and psychologists most fruitfully collaborate?

This document provides a brief report on initial research into how argument presentation affects susceptibility to confirmation bias as well as feelings toward political opponents.

In ancient Greek the line between direct and indirect discourse appears blurred. In this essay I examine the tendency of Greek writers to slip from indirect into direct speech. I explain the apparent difference between modern English and ancient Greek speech reporting in terms of a development from orality to literacy.

Indirect speech reports can be true even if they attribute to the speaker the saying of something weaker than what she in fact expressed, yet not all weakenings of what the speaker expressed yield true reports. For example, if Anna utters ‘Bob and Carla passed the exam’, we can accurately report her as having said that Carla passed the exam, but we can not accurately report her as having said that either it rains or it does not, or that either (...) Carla passed the exam or pandas are cute. This paper offers an analysis of speech reports that distinguishes weakenings of what the speaker expressed that yield true reports from weakenings that do not. According to this analysis, speech reports are not only sensitive to the informational content of what the speaker expressed, but also to the possibilities a speaker raises in making an utterance. As I argue, this analysis has significant advantages over its most promising competitors, including views based on work by Barwise and Perry : 668–691, 1981), views appealing to recent work on the notion of content parthood by Fine :199–226, 2016) and Yablo, and Richard’s : 605–616, 1998) proposal appealing to structured propositions. In a range of recent and not so recent work, I have developed a novel semantics of attitude reports on which the notion of an attitudinal object or cognitive product takes center stage, that is, entities such as thoughts claims and decisions. The purpose of this note is to give a brief summary of this account against the background of the standard semantics of attitude reports and to show that the various sorts of criticism that Felappi recently advanced against it (...) are mistaken. Preconditions of the integrated reporting genesis are defined, which include institutional theory development and institutional investors emergence, whose activities are based on the following principles: socially responsible investment; movement of Ukraine to the European Union; increasing the requirements for the disclosure of accounts by stock exchanges; (...) international cooperation in ecological safety issues; modern information and communication technologies development. An overview of the basic foundations of the integrated reporting compilation is presented, difficulties of its formation and popularization among Ukrainian companies are revealed. Perspective directions of activity on the integrated reporting implementation in Ukraine are determined. This country report provides an update on the status of Pre-University Philosophy education in Singapore.

The objective of Working Group 4 of the COST Action NET4Age-Friendly is to examine existing policies, advocacy, and funding opportunities and to build up relations with policy makers and funding organisations. Also, to synthesize and improve existing knowledge and models to develop from effective business and evaluation models, as well as to guarantee quality and education, proper dissemination and ensure the future of the Action. The Working Group further aims to enable capacity building to improve interdisciplinary participation, to promote knowledge (...) exchange and to foster a cross-European interdisciplinary research capacity, to improve cooperation and co-creation with cross-sectors stakeholders and to introduce and educate students SHAFE implementation and sustainability. To enable the achievement of the objectives of Working Group 4, the Leader of the Working Group, the Chair and Vice-Chair, in close cooperation with the Science Communication Coordinator, developed a template to map the current state of SHAFE policies, funding opportunities and networking in the COST member countries of the Action. On invitation, the Working Group lead received contributions from 37 countries, in a total of 85 Action members. The contributions provide an overview of the diversity of SHAFE policies and opportunities in Europe and beyond. These were not edited or revised and are a result of the main areas of expertise and knowledge of the contributors; thus, gaps in areas or content are possible and these shall be further explored in the following works and reports of this WG. But this preliminary mapping is of huge importance to proceed with the WG activities. In the following chapters, an introduction on the need of SHAFE policies is presented, followed by a summary of the main approaches to be pursued for the next period of work. The deliverable finishes with the opportunities of capacity building, networking and funding that will be relevant to undertake within the frame of Working Group 4 and the total COST Action. Sadler, Pilot Project Coordinator to Sonya Brown, WAC Activity Director, Fayetteville State University, June 28 2011. -/- A Pilot program focused on improving student performance in carrying out Close Readings in humanities-based discipline courses was developed and implemented under the auspices of Writing Across the Curriculum and Title III at Fayetteville State University in Winter and Spring 2011. Five faculty were involved in the Pilot, myself as the coordinator, and four other faculty from four different (...) disciplines as participants. -/- The central idea behind the Pilot was that by focusing on the lower-order skills which are scaffolded as components into the higher-order activity of Close Reading of texts, and redesigning courses to emphasize development of these lower-order skills, student performances in Close Readings would also be improved. This did turn out to be the case. Most of the supporting data is qualitative rather than quantitative. -/- It is recommended that similar activities be continued, but that participating faculty be required to provide much more prescriptively structured and detailed assessment data and information about their course design. The 21st century, otherwise unremarkable after the Great Climate Change Scare of its early decades was revealed to be a hoax, is remembered for its solution to an age-old problem.

Although much has been written about the truth-conditions of de re attitude reports, little attention has been paid to certain ‘ultra-liberal’ uses of those reports. We believe that if these uses are legitimate, then a number of interesting consequences for various theses in philosophical semantics follow. The majority of the paper involves describing these consequences. In short, we argue that, if true, ultra-liberal reports: bring counterexamples to a popular approach to de re attitude ascriptions, which we will call ‘descriptivism’; and (...) combine with independently plausible principles about the logic of belief to imply that subjects can achieve omniscience about what exists from the armchair. Although we are not committed to the view that ultra-liberal reports are false, in the final part of the paper we discuss the prospects of pursuing a line according to which the acceptability of such reports ought not be taken at face value. We conclude by arguing that those who are sympathetic with this move might have reason to doubt the truth of an even broader class of acceptable de re attitude reports, namely those that have been taken to undermine orthodox accounts of de re attitude ascriptions. The Nineteenth Annual Biosemotics Gathering was hosted by the Philosophy Faculty of Lomonsov Moscow State University. That it was hosted by a philosophy faculty rather than a science faculty, and that it was hosted in Russia, are both significant. Biosemiotics is a challenge to mainstream biology, still struggling to gain acceptance despite the work of a great many researchers and a great many publications, along with nineteen annual biosemiotics gatherings. But it is much more than this, and this accounts for (...) why gaining acceptance is so difficult. In Thomas Kuhn’s terminology, it is revolutionary science, not normal science. It has not yet achieved a consensus on philosophical issues, basic concepts and methods that allows its practitioners to get on with the business of puzzle solving and forget about philosophy. More importantly, it is a challenge not only to mainstream assumptions in biology but also a challenge to deeper assumptions about what counts as science, what is science, and what is the relationship between science and other cultural fields. It is also a challenge to the broader culture of modernity with its tacit acceptance of Cartesian dualism, manifest in the division between the sciences and the humanities. (shrink)

Is the civic duty to report crime and corruption a genuine moral duty? After clarifying the nature of the duty, I consider a couple of negative answers to the question, and turn to an attractive and commonly held view, according to which this civic duty is a genuine moral duty. On this view, crime and corruption threaten political stability, and citizens have a moral duty to report crime and corruption to the government in order to help the government’s law enforcement (...) efforts. The resulting duty is triply general in that it applies to everyone, everywhere, and covers all criminal and corrupt activity. In this paper, I challenge the general scope of this argument. I argue that that the civic duty to report crime and corruption to the authorities is much narrower than the government claims and people might think, for it only arises when the state (i) condemns genuine wrongdoing and serious ethical offenses as “crime” and “corruption,” and (ii) constitutes a dependable “disclosure recipient,” showing the will and power to hold wrongdoers accountable. I further defend a robust duty to directly report to the public—one that is weightier and wider than people usually assume. When condition (ii) fails to obtain, I submit, citizens are released of the duty to report crime and corruption to the authorities, but are bound to report to the public, even when the denunciation targets the government and is risky or illegal. Schiffer has given an argument against supervaluationist accounts of vagueness, based on reports of vague contents. Suppose that Al tells Bob ‘Ben was there’, pointing to a certain place, and later Bob says, ‘Al said that Ben was there’, pointing in the same direction. According to supervaluationist semantics, Schiffer contends, both Al’s and Bob’s utterances of ‘there’ indeterminately refer to myriad precise regions of space; Al’s utterance is true just in case Ben was in any of those precisely bounded regions (...) of space, and Bob’s is true just in case Al said of each of them that it is where Ben was. However, while the supervaluationist truth-conditions for Al’s utterance might be satisfied, those for Bob’s cannot; for Al didn’t say, of any of those precisely delimited regions of space, that it is where Ben was. In an earlier version of the material presented here (García-Carpintero 2000) I replied to Schiffer’s argument that supervaluationism has an independently well-motivated defense. The response is essentially based on the point that the occurrence of ‘there’ in Bob’s utterance (and of ‘tall’ in Wright’s argument) occurs in indirect discourse, and supervaluationists may allow that it shifts its referent there. Schiffer’s reply to this response shows that it was not made sufficiently clearly. In this paper I will try to improve on that score. In his more recent reply, Schiffer (2000b, 325) dismisses a proposal like the one I will make, mainly because it “undermines … a leading virtue of supervaluationism … its implication that vagueness is … not a feature of the world.” I will argue that my reply does not undermine the fundamental contentions of the supervaluationist account. What challenges are you experiencing in ensuring the protection and security of your project data, and compliance with the GDPR, within existing data management processes/systems? Can supervaluationism successfully handle indirect speech reports? This chapter considers, and rejects, Schiffer’s claim that they cannot. One alleged problem with indirect speech reports is that the truth of “Carla said that Bob is tall” implausibly requires that Carla said all of a huge number of precise things (i.e. that Bob was over n feet tall, for values of n corresponding to precisifications of “tall”). The paper shows why the supervaluationist is not committed to this. Vague singular terms are no (...) particular problem for supervaluationism within indirect speech reports, it is argued, but there remain some issues surrounding certain vague demonstratives. The supervaluationist has good responses available, however, and any remaining questions face all theories of vagueness and are more appropriately addressed within a theory of demonstratives rather than a theory of vagueness. We will explore ecumenical collaboration for the sake of mission in the 21st century in this region. In this sense, we will consider ecumenical relations, theological education, migration and diaspora, and present challenges, and will try to identify the vision of the future. We will do this by focusing on four countries from the region as critical studies: the Czech Republic, Poland, Romania, and Serbia.

This is a report of the international workshop «Transcendental Turn in Contemporary Philosophy 2: Kant’s Appearance, Its Ontological and Epistemic Status» (April 27—29, 2017, Moscow), the tasks of which was (1) to discuss the specificity of transcendental idealism, (2) to study the nature of one of Kant’s important concepts — that of appearance — within the framework of the essential conceptual triad of transcendentalism: thing in itself (Ding an sich) — appearance (Erscheinung) — representation (Vorstellung), (3) to analyse the distinction (...) between Kant’s concepts of appearance and phenomenon, and (4) to examine the concepts of appearance and phenomenon in relation to Husserl’s transcendental phenomenology. The term ’risk’ is used in a wide range of situations, but there is no real consensus of what it means. ‘Risk ‘is often stipulatively defined as “a probability for the occurrence of a negative event” or something similar. This formulation is however not very informative, and it fails to capture many of our intuitions about the concept or risk. One way of trying to find a common definition of a term within a group is to use a Socratic Dialogue (...) (SD). This method is fairly new, and it is rather different from the original Socratic dialogues (at least if we are to judge from how they are described by Plato). The best explanation for the name ought to be that it is inspired by the original Socratic dialogues. The SD in its modern form was originally developed as a tool for enabling laymen to perform rather advanced concept analyses under the supervision of a professional philosopher. The formal goal of the method is to find a common way of perceiving of a particular term, or at least to find out exactly how the members of the group differ in their understandings of the term, and why. The largest gain from the process has in practice turned out to be a higher awareness among the participants of different ways of understanding the term, and the ideas and intuitions behind it. This has turned out to be very useful in educational settings, but the method has also been used with great success both in research, and in e.g. business, public administration and nongovernmental organisations. In the present case, a Socratic dialogue on the concept of risk was performed within the framework of a Ph D-course about risk and uncertainty at the Swedish University of Agriculture in Alnarp, Sweden. This article examines the reporting requirements in four jurisdictions in which assisted dying (euthanasia and/or assisted suicide) is legally regulated: the Netherlands, Belgium, Oregon and Switzerland. These jurisdictions were chosen because each had a substantial amount of empirical evidence available. We assess the available empirical evidence on reporting and what it tells us about the effectiveness of such requirements in encouraging reporting. Collaborative economies are business models whose activities have their origins in the use of digital platforms. There, shared consumption is practised in various forms of peers with either profit or non-for-profit outcomes. By means of several EU-wide studies, this report takes a closer look at the CE in Austria. Apart from the accommodation sector, Austria presents an EU-below average use of services offered on sharing platforms. Examples portray a field of tension from activities of low-threshold initiatives at the local level (...) to capital-oriented actors. Such global players have established themselves the sharing economy and now represent a lot of challenges impacting the state regulatory systems and domestic market participants nationally. Thus, Austria is currently dealing with questions of regulation and tax legislation of CE. Looking at national CE initiatives, the capital region of Vienna is at the forefront of consolidation while omitting the majority of Austrians living in rural regions. Further research is needed to raise questions about law challenges, to address the strong tendencies of precarisation of service work, evoked by sharing platforms, to face the current constraints in managing this vigorous dynamic of economic transformation processes. Throughout the biological and biomedical sciences there is a growing need for, prescriptive ‘minimum information’ (MI) checklists specifying the key information to include when reporting experimental results are beginning to find favor with experimentalists, analysts, publishers and funders alike. Such checklists aim to ensure that methods, data, analyses and results are described to a level sufficient to support the unambiguous interpretation, sophisticated search, reanalysis and experimental corroboration and reuse of data sets, facilitating the extraction of maximum value from data (...) sets them. However, such ‘minimum information’ MI checklists are usually developed independently by groups working within representatives of particular biologically- or technologically-delineated domains. Consequently, an overview of the full range of checklists can be difficult to establish without intensive searching, and even tracking thetheir individual evolution of single checklists may be a non-trivial exercise. Checklists are also inevitably partially redundant when measured one against another, and where they overlap is far from straightforward. Furthermore, conflicts in scope and arbitrary decisions on wording and sub-structuring make integration difficult. This presents inhibit their use in combination. Overall, these issues present significant difficulties for the users of checklists, especially those in areas such as systems biology, who routinely combine information from multiple biological domains and technology platforms. To address all of the above, we present MIBBI (Minimum Information for Biological and Biomedical Investigations); a web-based communal resource for such checklists, designed to act as a ‘one-stop shop’ for those exploring the range of extant checklist projects, and to foster collaborative, integrative development and ultimately promote gradual integration of checklists. We use psychological concepts (e.g., intention and desire) when we ascribe psychological states to others for purposes of describing, explaining, and predicting their actions. Does the evidence reported by Knobe show, as he thinks, that moral evaluation shapes our mastery of psychological concepts? We argue that the evidence so far shows instead that moral evaluation shapes the way we report, not the way we think about, others' psychological states.
