The work consists in political and legal analysis of the preparation and inclusion of Northern Bukovina to the Soviet Ukraine by strengthening institutional and procedural mechanisms of formation of the Soviet political system. Initial theoretical and methodological basics of research include consideration of the concepts of «political system», «political regime», «totalitarianism», «Stalinism». The author reveals international political situation, which resulted in evacuation of Romanian troops from Northern Bukovina and entry of the Red Army in June 28, 1940, according to the (...) Soviet leaders’ military doctrine developed in the 30-s that was based on the indivisibility principles of the Soviet Union and «revolution exports». It is indicated that in June-August 1940 the Red Army carried out signifiant agitation and propaganda as well as ideological education work, especially in the initial period, substituting a party and offiial authorities. The author gives separate analyses of peculiarities of procedural practices of political activity in response to impulses emanating from the political system and its institutions; participation in activities related to delegation of authority; participation in political and socio-political organizations; performance of political functions within the institutions that are part of the political system or act against it; direct action; activity in non-institutional political movements against the existing political system, seeking its radical restructuring and form of political mobilization through mass events as the basic elements of the implementation of the Soviet mass society model. The work includes the results of massive political mobilization in support of the totalitarian regime, manifested in the results of the electoral practice - elections of the Supreme Council of the USSR and Ukrainian SSR 12 January 1941. The main attention is paid to the political and legal analysis of the formation and staffig of the party and repressive-punitive organs in the region in general and involvement of local, mostly Ukrainian population into management bodies, almost exclusively at lower levels of administrative political leadership. The author points to a clear repressive and punitive nature of the Stalinist variety of totalitarian assertion that was deployed in arrests, extrajudicial persecution, deportation of the local population of Chernivtsi region, which did not show much loyalty to new government and its local representatives. У статті запропоновано соціально-філософський аналіз сутності, структури, принципів, функцій оцінки ефективності військово-правового виховання військовослужбовців Збройних Сил України. Особлива увага зосереджена на розгляді методологічних основ оцінки, виходячи з її ролі та місця у структурі процесу військово-правового виховання та типологізаціі оцінки.

У науковій статті проаналізовано політику банківських установ із надання послуг добровільного медичного страхування. У дослідженні визначено загальні тенденції упровадження можливостей добровільного медичного страхування в контексті здійснення медичної реформи в Україні. Констатовано, що нині в Україні відсутня система загальнообов’язкового медичного страхування, а наявна лише віддалена перспективність її упровадження. З’ясовано, що метою добровільного медичного страхування є надання фінансових та медико-соціальних гарантій громадянам у разі виникнення страхового випадку, повної або часткової компенсації страховиком вартості медичної допомоги за рахунок коштів страхових резервів, а також фінансування (...) профілактичних заходів. У статті означено, що юридичною підставою дії індивідуального добровільного медичного страхування є укладання полісу страхування. У дослідженні висвітлено страхові пропозиції банків щодо надання послуг з оформлення добровільного медичного страхування осіб. Добровільне медичне страхування банками складається із пропозицій клієнтам можливості отримання програми страхування життя і здоров’я, програми медичного страхування, що пропонує захист на кожен день, послуги «Цілодобового медичного диспетчера». Зазначено привабливу перспективність подальшого удосконалення добровільного медичного страхування не тільки у сфері послуг банків, а і його розвитку в системі страхових компаній. Добровільне медичне страхування стане важливою передумовою розробки дієвих механізмів упровадження страхової медицини в Україні. Перспективою подальших досліджень є комплексний аналіз системи добровільного медичного страхування щодо встановлення її якості й доступності для пільгових категорій населення. (shrink)

The theoretical aspects of the use in scientifi literature of term are analysed «political management». Kinds and forms of political management, which can be used in political process control, are examined. Author vision of essence of political management is offered.

The paper addresses the problem of the place of deconstruction in the history of transcendental philosophy. J. Derrida’s project is considered as one of the most representative and consistent realizations of theoretical foundations of transcendentalism along with prominent conceptions such as Kant’s critique and Husserl’s phenomenology. The author suggests a number of attributes of transcendental thinking that allow historical reconstruction of the transcendental paradigm. Derridian approach is considered as a turn towards this tradition, conceived as a transcendental tradition par exellence, (...) guided by the attitude of «turning. Historical legacy of deconstructive «turning» is analyzed with respect to Husserlian Rückfrage: return-inquiry as method, idea and attitude, reproducing in deconstructive strategy of interpretative critique. A concept of hyperbolic transcendentalism is introduced in order to (1) define a deconstructive version of transcendental philosophy and (2) indicate an immanent tendency in the transcendental thought, constitutive for both Kantian critical project and Husserlian strive towards intellectual radicalism extending from methodological hyperboles (reduction and epoche) to radicalization of «transcendental motive». The author relies upon the concept of quasi-transcendental (thematized by Derrida himself), which defines a mode of de-dogmatization, critical purifying and preservation of proper transcendental foundations of philosophical thinking. The urgency of the study of the formation of the concept of information and communication society in the context of theoretical and methodological analysis is conditioned by the development of information and communication technologies and the Internet in the XXI century. One of the results of the development of Internet technologies is the emergence of an information and communicative society through the Internet as a social system that needs a theoretical and methodological context of measurement. In today's conditions of the (...) information revolution, the communicative clarification of social reality, the place and role in it of the individual, the study of communicative actions and communicative competences of the individual is important. The central problem is the phenomenon of an information and communication society as a complex social phenomenon. The problem of the research is to analyze theoretical and methodological principles of the formation of the concept of an information and communication society, based on advanced information and communication technologies. Methods and approaches - synergistic, anthropological, axiological, which allowed penetrating the essence of the information and communication society, analyze the socio-anthropological, socio-economic and socio-cultural dimensions of the information and communication society. The result of the research - the modern information world, informationalism and the economy are completely dependent on networks and are created by information technologies, which in general forms an information and communication paradigm of society. Information resources are presented digitally or electronically using electronic means. Conclusion. The intensive use of information and computer technologies has been acquired at the present stage of social development of a global nature, which forms new contours of modern civilization. Information and communicative development of society as a civilizational paradigm of the XXI century forms such a kind of society, which was called the informational, determined by the informatization of life, caused by information and computer revolution. It is analyzed the social and political cleavages as a factor of party-political development of Slovakia after the collapse of the communist regime. The author used the analytical toolkit for the theory of social and political cleavages for the study of social splits and their party representation. The analogical conformity of the classical socio-political cleavages is traced to the Slovak socio-structural context. Non-standard conflict lines that were situationally and conjuncture aggravated in the conditions of Slovakia's transition to democracy were singled (...) out: «communism – anti-communism», «radical – moderate economic reform», «meciarismus – anti-meciarismus», «slovaks – hungarians», «eurooptimizm – euroskepticism», «mainstream – protest parties», etc. The fall of the communist regime and the pluralization of socio-political life in the beginning of the 1990's had led to the institutionalization of numerous socio-political cleavages. The operation of the hybrid political regime in the Slovak Republic in the mid-1990s contributed to the domination of the non-standard conflict line «meciarismus – anti-meciarismus». Consolidation of the democratic political regime contributed to the easing of social and political tension in Slovakia and updated the standard contradictions in the socio-economic, ethnic, liberal-conservative level. The standardization of lines of separation, reduction of their severity in the 2000's showed that the Slovak Republic is approaching the countries of liberal democracy. It was concluded that the presence of traditional and non-standard conflicting social lines, their mutual plating and situational updating led to the complexity of the post-communist social and political development of the Slovak Republic and the risks to stabilize its party system. Present international relations are a complex of relatively particular varieties, especially political, diplomatic, economic, religious, cultural and media relations. Integration is a versatile and complex phenomenon. It is quite diffiult process which does not have defiitive typology. Integration determines patterns of development of the modern world, because it inflences the global structure, global governance. At the present, the development of integration organizations has great importance in international relations. These organizations exist in all regions. They have a great inflence on the (...) development of political, economic, social and cultural relations between states that are members of these associations. New integration structure should ensure an active human development in general. This is the main criteria and principles of the modern world, and according to this criteria, it is also an institutional functional mechanism. In particular, the process of integration is very popular in Latin America. In Latin America, there are a large number of different integration organizations. Among them are: Latin American Integration Association, Andean Community of Nations, Central American Integration System. All of these organizations inflence the development of integration processes on the continent. Latin American integration has one feature. The cooperation between states has an economic basis. The above organizations have not only economic interests, but also common political, cultural, eco and social projects. It can be argued that the process of integration in Latin America is developing rapidly and has great prospects. But there are some problems. First of all, there is no unity among the states. Different countries have different integration strategy. Also, Latin American countries do not develop uniformly. Argentina and Brazil are developing faster rate than other countries. Thus, it is obvious that the integration of Latin America has some problems. But there are many organizations that are developing and increase their potential. (shrink)

The article shows the heuristic possibilities of «legal life» concept in the ontological aspect. Sense measurements are considered as the basis of the measurement-effects, which together form the structure of legal life. It is shown that the main measurement-legal phe- nomenon of life is a legal entity. That it forms various ways of interpreting the legal life and advocates a legal condition for life. Phenomenological approach to determine the legal entity as a legal person, which has its own praovovoe consciousness (...) and is able to take an active part in the legal life poserdstvom legal communication. Legal awareness is defined as a multifaceted phenomenon, the core of which is the will to into practice. Analyzed the relationship between the characteristics of an entity, such as «carrier be justice» and «figure to be legal». It is proved that a phenomenological ap- proach allows us to represent the legal norm as a form of meaningful communication between the legal entity and the legal givens of life. Discloses a polymorphism of legal norms through its substantial manifestations – logo, Nomos, ethos. It is shown that the concept of the rule of law reflects the diversity of the legal life and involves a set of values. Examined the legal judgment as the basis of existence of legal norms. Their role – a representation of the given legal life and to ensure communication between the subjects of law. Legal judgments can be formal, logical constructions, and also take the form of sudzheny legal entity. The first type judgment accordingly relates to performative. The second type – motivating judgment. The possibilities of social experience as the measurement-phenomena of legal life. Firstly, in a repeat of the social experience of resistance expressed manifestations of legal life. In turn, the correlation with the specific pattern of conduct is a prerequisite for the identification of the subject of law. Secondly, in the context of the social experience of legal life is presented as a multi-level system of norms and values, based not only on ra- tional but also irrational basis. Third, the social experience is understood as a form of unfolding scheme of activities in space and time. It is concluded that the measurement-events are part of the content of the legal concept of life. They allow you to define the legal life as a set of legal phenomena, which are due to activity of the subject of law, related to the social experience and embodied in legal norms and values. (shrink)
