The importance of engagement with political interests and processes of not only socio-demographic groups, but also concrete individuals is discussed. Studied the institutional environment of developing countries, agents of democratic change are considered in a broad sense. Investigated the participation of women as agents of change in the processes of democratization in connection with the peculiarities of the behavior of the political elite and the transfer of political responsibility to it.
