Animal welfare and the ethical issues it raises have been discussed intensively for a couple of decades. The emphasis has been on the direct effects of housing and husbandry, but more attention is now being given to problems originating in selective breeding. European attempts to adjust animal welfare legislation to deal with these problems have been largely unsuccessful, but the fact that selective breeding can introduce welfare problems continues to place an ethical responsibility on the animal breeding industry. Since breeding (...) decisions are made centrally and, increasingly, internationally, strategic change is only likely to occur if it is embedded in an international agreement of some kind. The aim of this paper is to describe the key ethical issues facing animal breeding and assess the suggestion that the breeding industry itself can deal with ethical issues by means of an ethical code. Procedures that increase the sustainability of agriculture often result in animals being treated more humanely:both livestock in animal and mixed farming and wildlife in arable farming. Equally, procedures ensuring humane treatment of farm animals often increase sustainability, for example in disease control and manure management. This overlap between sustainability and humaneness is not coincidental. Both approaches can be said to be animal centered, to be based on the fact that animal production is primarily a biological process. Proponents of both will (...) gain from recognition of commonality and development of cooperation. A collaborative approach to humane sustainable agriculture will benefit animals, people, and the environment. (shrink)

Over the last decade many emerging economies, and in particular Brazil, have established themselves as major players in global food animal production. Within these countries much of the increase in food animal production has been achieved by the adoption of intensive housing systems similar to those found in most industrialized countries. However, it is now well established that many of these systems are associated with numerous welfare problems, particularly with respect to restriction of movement. Previous work has shown that people (...) living in industrialized’ countries broadly support farm animal welfare reform, and that similar criticisms may be voiced from citizens living in developing countries as they become more aware of confinement housing and potentially contentious husbandry practices. Given the developments that have taken place in other countries, there are lessons that could be learned and applied by emerging economies that would undoubtedly ease or prevent the challenges observed in other countries. Thus, we briefly describe the vehicles used by different countries when addressing animal welfare that may provide insights into identifying possible challenges and potential solutions for Brazil and other emerging economies. Where available we review the associated science and identify gaps where more research is needed. We conclude by providing a possible roadmap on how farm animal welfare reform may be addressed in emerging countries. Solutions will need to be tailored, culturally relevant, and science must play a key role in supporting animal welfare reform in the emerging countries. (shrink)

The public can influence animal welfare law and regulation. However what constitutes ‘the public’ is not a straightforward matter. A variety of different publics have an interest in animal use and this has implications for the governance of animal welfare. This article presents an ethnographic content analysis of how the concept of a public is mobilized in animal welfare journals from 2003 to 2012. The study was undertaken to explore how experts in the discipline define and regard the role of (...) the public in determining animal welfare standards. Analysis indicates that experts in animal welfare constitute different types of citizen and consumer publics around specific types of animal use, framed by different theories of value. These results suggest a need for greater clarity about the roles and responsibilities of experts and publics in animal welfare reform processes. Clearly citizens and consumers can both contribute to promoting higher welfare standards, but an over-reliance on market mechanisms and consumer behaviour to assign value is beset by moral hazards, foremost being the risk of disarticulating the concept of animal welfare from the public good.
