Arrow's Independence of Irrelevant Alternatives (IIA) has been under criticism for decades for not taking account of preference intensities. Computer-simulation results by Aki Lehtinen concerning strategic voting under various voting rules show that this intensity argument does not need to rest on mere intuition. Voters may express intensities by voting strategically, and that this has beneficial aggregate-level consequences: utilitarian efficiency is higher if voters engage in strategic behaviour than if they always vote sincerely. Strategic voting is thus unambiguously beneficial under (...) a utilitarian evaluation of outcomes. What has been considered the main argument for IIA turns out to be one against it. This paper assesses the implications of these results for interpretations of Arrow's theorem and the Gibbard-Satterthwaite theorem in a discussion on the methodological and philosophical arguments concerning preference intensities and IIA. The current discussion on the relationship of epistemic justice to democracy focuses on its relationship to deliberative democracy. This article concerns the relationship of epistemic justice—specifically, testimonial justice which I call “epistemic fairness”—to aggregative democracy or democracy by voting. The aim of this article is to establish that in a good theory of democracy, epistemic fairness is one of the founding principles of the democratic institution of voting, that is, the principles by which the democratic institution of voting is organized. (...) Under an arguably plausible interpretation, the democratic institution of voting turns out to be committed to realizing epistemic fairness. If a theory of democracy implies that epistemic fairness is a founding principle of the democratic institution of voting, a number of implications follow with respect to the issues related to the practice of voting in actual democracies, such as the problem of gerrymandering or the fairness of the aggregation rule. It is argued in this paper that amalgamating confirmation from various sources is relevantly different from social-choice contexts, and that proving an impossibility theorem for aggregating confirmation measures directs attention to irrelevant issues.

The fact that most of us are ignorant on politically relevant matters presents a problem for democracy. In light of this, some have suggested that we should impose epistemic constraints on democratic participation, and specifically that the franchise be restricted along competency lines – a suggestion that in turn runs the risk of violating a long-standing condition on political legitimacy to the effect that legitimate political arrangements cannot be open to reasonable objections. The present paper therefore outlines a way to (...) solve the problem of public ignorance without restricting the franchise. The proposal involves filtering the electoral input of a universal franchise through a statistical model that simulates what the public's political preferences would have been, had they been informed on politically relevant matters. The result is modelled democracy. A case is made that such democracy both solves the problem of public ignorance and satisfies the aforementioned condition on legitimacy. (shrink)
