Generative AI technologies have the potential to be socially and politically transformative. In this paper, we focus on exploring the potential impacts that Generative AI could have on the functioning of our democracies and the nature of citizenship. We do so by drawing on accounts of deliberative democracy and the deliberative virtues associated with it, as well as the reciprocal impacts that social media and Generative AI will have on each other and the broader information landscape. Drawing on this background (...) theory, we outline some of the key positive and negative impacts that Generative AI is likely to have on democratic citizenship. The political significance of these impacts suggests the need for further regulation. (shrink)

In this paper, I approach the power of digital platforms by using the republican concept of domination. More specifically, I argue that the traditional, agent-relative interpretation of domination, in the case of digital domination, is best supplemented by a more radical version, on which republicans ought to give priority to structural elements. I show how radical republicanism draws attention to (1) the economic rationales and the socio-technical infrastructures that underlie and support digital platforms and to (2) the forms of influence (...) that are directed at cognitive dimensions, such as habituation and routinisation, which are particularly relevant for the power of digital platforms. These insights also imply that republicans have reason to favour a more structural response to digital platforms over more direct and individualised forms of control that fit with a ‘standard’ republican approach, such as securing exit options and requiring user consent. This paper proposes a new normative framework to think about Big Tech reform. Focusing on the case of digital communication, I argue that rethinking the corporate purpose of social media companies is a distinctive entry point to the debate on how to render the powers of tech corporations democratically legitimate. I contend that we need to strive for a reform that redefines the corporate purpose of social media companies. In this view, their purpose should be to create and maintain a (...) free, egalitarian, and democratic public sphere rather than profit seeking. This political reform democratically contains corporate power in two ways: first, the legally enforceable fiduciary duties of corporate boards are reconceptualized in relation to democratic purposes rather than shareholder interests. Second, corporate governance structures should be redesigned to ensure that the abstract purpose is realized through representatives whose incentives align with the existence of a democratic public sphere. My argument complements radical proposals such as platform socialism by drawing a connection between democratizing social media governance and identifying the proper purpose of social media companies. While the challenges workers face in the gig economy are now well-known, reflections on emancipatory solutions in political philosophy are still underdeveloped. Some have pleaded for enhancing workers' bargaining power through unionisation; others for enhancing exit options in the labour market. Both strategies, however, come with unin-tended side-effects and do not exhaust the full potential for worker self-government present in the digital gig economy. Using the republican theory of freedom as non-domination , I argue that G.D.H. Cole's 20th-century defence of (...) guild socialism offers a promising avenue for enhancing worker autonomy in the gig economy. Platform companies rely on relational and structural domination to undermine worker autonomy, but Cole's guild socialism was specifically designed to enhance autonomy in the workplace. Following Cole's advice today would amount to a defence of worker-owned cooperative platforms. By putting workers in control of platform design and governance, cooperative platforms create new opportunities for worker autonomy. However, platform coopera-tivism faces serious challenges if it plans on becoming a realistic alternative to the traditional gig economy. (shrink)

Critics of Big Tech often describe ‘surveillance capitalism’ in grim terms, blaming it for all kinds of political and social ills. This article counters this pessimistic narrative, offering a more favorable take on companies like Google, YouTube, and Twitter/X. It argues that the downsides of surveillance capitalism are overstated, while the benefits are largely overlooked. Specifically, the article examines six critical areas: i) targeted advertising, ii) the influence of surveillance capitalism on politics, iii) its impact on mental health, iv) its (...) connection with government surveillance, v) its effects on the rule of law and social trust, and vi) privacy concerns. For each area, it will be argued that concerns about surveillance capitalism are unfounded or exaggerated. The article also explores some benefits of the services provided by these technology companies and concludes with a discussion of the practical implications. Throughout, the article draws on empirical evidence relating to the societal and political impact of digital technologies. (shrink)

This paper analyzes a contemporary conception of digital despotism through themes drawn from classical Greek philosophy. By taking as a measure some of the most radically excluded categories of human existence, Aristotle’s slave and slavish types, I offer a way to understand digital despotism as a syndrome of overlapping risks to human impairment, brought about by the advent of automated data processing technologies, which dispossesses people along i) ontological and ii) cognitive dimensions. This conception aims to balance the appeal to (...) the _language_ of slavery in recent global historical, Marxist, republican, and postcolonial discourses on digital technology, while distinguishing itself from the coercive, material violence involved in the experiences of slavery itself. Unlike prior conceptions, this thematic idea of digital despotism moreover suggests political vulnerability to forms of despotic rule and integrates various risk factors that can therefore be better recognized in both policy intervention, and individual and/or collective resistance. Demokratien geraten zunehmend unter Druck. Dabei wird die Bedeutung von Demokratie selbst zum Gegenstand der Auseinandersetzung. Diese Auseinandersetzungen nimmt der vorliegende Band zum Anlass, die Bedeutung von Demokratie grundsätzlich zu untersuchen. Mit dem Begriff der Konstituenzien sind dabei jene wesentlichen Bedingungen gemeint, die Demokratie ausmachen. Die meisten dieser Bedingungen sind normativ. Was Demokratie ist, wird auch und gerade dadurch bestimmt, was Demokratie sein sollte. Damit geht es um jene Normen, deren Verwirklichung politische Praktiken zu demokratischen Praktiken macht. Sind diese Normen (...) nur eingeschränkt verwirklicht, mindert sich der demokratische Gehalt von Politik. Inwieweit ist dann nun aber eigentlich der Fall? Und was können wir dagegen tun? Antworten auf diese Fragen geben einschlägige Vertreterinnen und Vertreter aus Philosophie, Politik- und Rechtswissenschaft. (shrink)
