It is widely recognized that the innate versus acquired distinction is a false dichotomy. Yet many scientists continue to describe certain traits as “innate” and take this to imply that those traits are not acquired, or “unlearned.” This article asks what cognitive role, if any, the concept of innateness should play in the psychological and behavioural sciences. I consider three arguments for eliminating innateness from scientific discourse. First, the classification of a trait as innate is thought to discourage empirical research (...) into its developmental origin. Second, this concept lumps together a number of different biological properties that ought to be treated as distinct. Third, innateness is associated with the outmoded folk biological theory of essentialism. In response to these objections, I consider two attempts to revise the concept of innateness which aim to make it more suitable for scientific explanation and research. One proposal is that innateness can be defined in terms of the biological property of environmental canalization. On this view, a trait is innate to the extent that it is developmentally buffered against a range of different environments. Another proposal is that innateness serves as an explanatory primitive for cognitive science. This view holds that there exist a sharp boundary between psychological and biological explanations and that to identify a trait as innate means that it falls into the latter explanatory domain. It is a widely accepted thesis in the cognitive sciences and in naturalistic philosophy of mind that the contents of at least some mental representations are innate. A question that has popped up in discussions concerning innate mental representations is this. Are externalist theories of mental content applicable to the content of innate representations? Views on the matter vary and sometimes conflict. To date, there has been no comprehensive assessment of the relationship between content externalism and content innateness. The aim (...) of this paper is to provide such an assessment. I focus on the notions of innateness that are employed in innateness hypotheses within the cognitive sciences and adjacent fields of philosophy, and on causal externalist theories of content. I distinguish between three accounts of what being innate might amount to in innateness hypotheses within the cognitive sciences, and between three types of causal externalism. I explain what the possibility of innate externalistically individuated representations depends upon given all nine combinations. I explain why causal externalism can be true of innate mental representations, given but one of these combinations. (shrink)

This account borrows from recent work on causation in order to make rigorous the notion of quantitative contributions to traits by different factors in development. We avoid the (...) pitfalls of previous accounts and argue that the distinction between innate and acquired traits is scientifically useful. We therefore address not only previous accounts of innateness but also skeptics about any account.
