Science and technology (S&T) policy studies has explored the relationship between the structure of scientific research and the attainment of desired outcomes. Due to the difficulty of measuring them directly, S&T policy scholars have traditionally equated “outcomes” with several proxies for evaluation, including economic impact, and academic output such as papers published and citations received. More recently, scholars have evaluated science policies through the lens of Public Value Mapping, which assesses scientific programs against societal values. Missing from these approaches is (...) an examination of the social activities within the scientific enterprise that affect research outputs and outcomes. We contend that activities that significantly affect research trajectories take place at the levels of individual researchers and their communities, and that S&T policy scholars must take heed of this activity in their work in order to better inform policy. Based on primary research of two scientific communities—ecologists and sustainability scientists—we demonstrate that research agendas are actively shaped by parochial epistemic and normative concerns of the scientists and their disciplines. S&T policy scholarship that explores how scientists balance these concerns, alongside more formal science policies and incentive structures, will enhance understanding of why certain science policies fail or succeed and how to more effectively link science to beneficial social outcomes. With the demand for “counter-knowledge” in the social movements of the 1970s and 1980s, “counter-experts” became an integral part of politics. In the field of environmental activism, counter-experts were particularly well represented in regions and agglomerations with high levels of industrial pollution. This essay argues that awareness correlated with a mode of knowledge production that was typical for the environmental sciences in the twentieth century. The history of the environmental sciences throughout that period was shaped by regional epistemologies, often emerging (...) in the context of large-scale infrastructural projects. Many counter-experts therefore had strong ties with the field of the environmental sciences. The article traces three influential counter-experts in the Frankfurt Main region by 1980: the pastor Kurt Oeser; scientific green activist Jutta Ditfurth; and the project of a “social natural science” related to the Darmstadt philosopher Gernot Böhme. Arguments implicating nature and science can arise in the most unlikely places. At the supermarket smoked salmon awaits shoppers: chinook salmon from British Columbia, and Atlantic salmon from B.C., New Brunswick, or Norway. They are priced the same, and look similar, but embedded in their diverse provenance is a controversy thirty years in the making. The “wild” chinook salmon were caught in the open ocean; the “farmed” Atlantic salmon were raised in pens in coastal inlets. The distinction has spawned an (...) intense debate over salmon farming —nowhere more so than in British Columbia. In some ways this coastal controversy is unique, epitomizing the symbolic significance of all things marine to British Columbians. But it shares a crucial feature with other controversies, such as those involving genetically modified organisms, nanotechnology, or climate change. Since the debate began, science has played an essential role as a source of information and authority. Scientific knowledge and practice can be said to have contributed to creating the controversy, have added to its intractability, and, perhaps hold some keys to its resolution. (shrink)

Stakeholder participation is an increasingly popular ingredient within environmental management and decision-making. While much has been written about its purported benefits, a question that has been largely neglected is whether decision-making informed through stakeholder participation is actually likely to yield decisions that are morally justified in their own right. Using moral methodology as a starting point, we argue that stakeholder participation in environmental decision-making may indeed be an appropriate means to produce morally justified decisions, the reason being that such participation (...) may constitute an efficient way to satisfy the standard requirements on moral reasoning and moral justification. ArgumentCreated in 1884, the U.S. Bureau of Labor Statistics has been the major federal source for data in the United States on labor-related topics such as prices, unemployment, compensation, productivity, and family expenditures. This essay traces the development and transformation of formal and informal consulting relationships between the BLS and external groups over the twentieth century. Though such a history cannot, of course, provide a comprehensive analysis of how political values have shaped the construction of labor statistics during this period, (...) ArgumentThis paper challenges three assumptions common in the literature on expertise: that expertise is linearly derived from scientific knowledge; that experts always align with the established institutional order; and that expertise is a property acquired by individuals. We criticize these ideas by juxtaposing three distinct expert practices involved with flood risk management in England. Virtual engineering is associated with commercial consultancy and relies on standardized software packages to assess local flood inundation. Mathematical experimentation refers to academic scientists creating new digital (...) renderings of the physical dynamics of flooding. Participatory modeling denotes research projects that aim to transform the relationships between experts and local communities. Focusing on different modes of modeling we contribute an analysis of how particular models articulate with specific politics of knowledge as experts form relationships with flood risk management actors. Our empirical study also shows how models can contribute to re-distribution of expertise in local flood risk management. (shrink)
