This article contributes to Science and Technology Studies on vulnerability by putting cyborgs at center stage. What vulnerabilities emerge when technologies move under the skin? I argue that cyborgs face new forms of vulnerability because they have to live with a continuous, inextricable intertwinement of technologies and their bodies. Inspired by recent feminist studies on the lived intimate relationships between bodies and technologies, I suggest that sensory experiences, material practices, and cartographies of power are important heuristic tools to understand the (...) vulnerabilities of hybrid bodies. Based on an analysis of how patients in the Netherlands and the United States cope with appropriate and inappropriate implantable cardioverter defibrillator shocks, I describe how defibrillators introduce two new kinds of vulnerabilities: vulnerability as an internal rather than an external threat, and as harm you may try to anticipate but can never escape. Despite these vulnerabilities, some heart patients don’t position themselves as passive victims of faulty machines. They actively engage in material practices of resilience by using magnets to stop inappropriate shocks. I conclude that anticipating and taming the improper working of technologies inside bodies constitutes a new form of invisible labor that is crucial to diminishing the existential uncertainties of cyborgs. The goal of Transhumanism is to change the human condition through radical enhancement of its positive traits and through AI (Artificial Intelligence). Among these traits the transhumanists highlight creativity. Here we first describe human creativity at more fundamental levels than those related to the arts and sciences when, for example, childhood is taken into account. We then admit that creativity is experienced on both its bright and dark sides. In a second moment we describe attempts to improve creativity both at (...) the bodily level and in the emulation of human behavior in AI. These developments are presented both as effective results in laboratories and as transhumanist proposals emerging from them. Third, we have introduced the work of some theologians and ethicists, who study such proposals through the lens of the "created co-creator" metaphor. Finally, we analyze these developments through a reflection on the nature of creativity. We identify three problems in the current ideas about enhancement: first, they are bound to Western standards of creativity; second, the tempo and mode of evolution (involving an extended childhood) are not taken into account; third, the enhancement of creativity develops both its healthy and the perverse side. Proponents of the created co-creator metaphor also have difficulties with the problems pointed out. Concerning AI, there is a promising perspective of approaching human creativity, but there are some intrinsic limits: Human emotions are ambiguous, contradictory and far from rational control; human creativity is iconoclastic, thus highlighting the importance of youth and new generations; we do not expect from AI beings to present the perverse side of creativity. Our conclusions are: First, procreation and the new generations are essential to human creativity; in the same way, the wheat does not grow without the chaff; and finally, that birth breaks with causal connections and allows us to act forgiving--at birth, God's creative act is re-enacted. The work of Jacques Ellul is useful in understanding and evaluating the implications of rapidly changing technologies for human values and democracy. Ellul developed three powerful theses about technology: technological autonomy, technological determinism, and technological bluff. In this essay, the authors explicate these views of technology, and place the work of Ellul in dialogue with the ides of other important theorists of technology. Ellul’s too-often overlooked theses about technology are relevant to our present technological society.

This paper argues that a number of entrenched posthumanist positions are seriously flawed as a result of their dependence on a technical interpretive approach that creates more problems than it solves. During the course of our discussion we consider in particular the question of personhood. After all, until we can determine what it means to be a person we cannot really discuss what it means to improve a person. What kinds of enhancements would even constitute improvements? This in turn leads (...) to an examination of the technical model of analysis and the recurring tendency to approach notions like personhood using this technical model. In looking to sketch a Heideggerian account of personhood, we are reaffirming what we take to be a Platonic skepticism concerning technical models of inquiry when it comes to certain subjects. Finally we examine the question as to whether the posthumanist looks to apply technology’s benefits in ways that we have reflectively determined to be useful or desirable or whether it is technology itself (or to speak as Heidegger would – the “essence” of technology) which prompts many posthumanists to rely on an excessively reductionist view of the human being. This paper investigates cognitive enhancement, specifically biological cognitive enhancement (BCE), as a converging technology, and its implications for public policy. With an increasing rate of technological advancements, the legal, social, and economic frameworks lag behind the scientific advancements that they support. This lag poses significant challenges for policymakers if it is not dealt with sufficiently within the right analytical context. Therefore, the driving question behind this paper is, “What contingencies inform the advancement of biological cognitive enhancement, and what would society (...) look like under this set of assumptions?” The paper is divided into five components: (1) defining the current policy context for BCEs, (2) analyzing the current social and economic outcomes to BCEs, (3) investigating the context of cost-benefit arguments in relation to BCEs, (4) proposing an analytical model for evaluating contingencies for BCE development, and (5) evaluating a simulated policy, social, technological, and economic context given the contingencies. In order to manage the risk and uncertainty inherent in technological change, BCEs’ drivers must be scrutinized and evaluated. (shrink)

Seen as contributing to human enhancement, implanted technologies have recently been receiving a lot of attention. However, reflections on these technologies have taken the shape of rather speculative ethical judgments on “hyped” technological devices. On the other hand, while science and technology studies and philosophy of technology have a long tradition of analyzing how technological artifacts and tools transform and configure our lives, they tend to focus on use configurations rather than the intimate relations brought about by implanted technologies. Even (...) the cyborg has lost some of its hermeneutic power as it has been detached from its material grounds, becoming a discursive entity. In this article, I reclaim the importance of materiality and explore how people live with spinal cord stimulation, which is a type of neuromodulation technology. Implanted in bodies and seemingly out of sight, this technology does not cease to matter. Embodiment and incorporation are crucial for people to live well with SCS. Embodying the neuromodulation technology entails groping processes in which gestures are central and an increased intimacy with one’s bodily materiality. Incorporating it is highly relational and entangled with the bodies of loved and distant ones, humans and nonhumans. (shrink)

An intellectual and cultural movement advocating a radical enhancement of human performance via technoscientific and biomedical advances, transhumanism has grown in notoriety in recent years. Grouping engineers, philosophers, sociologists, and entrepreneurs, the movement and its ideals of enhanced humans have a strong social resonance, be it doping in sport, the use of smart drugs, or the biomedical battle against aging. This article sheds theoretical and critical light on transhumanism through the lens of human perfectibility. It particularly aims to show how (...) the movement marks a significant reversal of the humanist conception of human perfectibility inherited from the Enlightenment. Far from working for the social and political emancipation of humans and the human condition, transhumanism is emblematic of a depoliticized conception of human perfectibility focused on the technoscientific adaptation of the human being. Transhumanism thus marks a major rupture with the modern democratic project of autonomy. (shrink)

Human beings are in the midst of very powerful shifts in our understanding of what it means to be a human. There is a non-trivial chance that sometime in the future humanity will transform itself, leading to an emergence of posthumans with God-like qualities – Homo Deificatio. Such a transformation has great potential for both good and bad. Posthumanism seeks to improve human nature, increase the human life- and health-span, extend its cognitive and physical capacities, and broaden its mastery over (...) the environment. As such, the notion of posthumanism implies a radical breaking off from, and reconceptualisation of, the state of being human. As neuroscientists, we aim to bring a neuroscientific perspective to this debate. Current scientific and technologic developments (related to brain and its augmentation) clearly demonstrate that what was formerly considered to be science fiction is slowly but firmly becoming a scientific reality. The debate over the propriety of cognitive enhancement evokes both enthusiasm and worry. To gain further insight into the reasons that people may have for endorsing or eschewing pharmacological enhancement, we used empirical tools to explore public attitudes towards PE of twelve cognitive, affective, and social domains. Participants from Canada and the United States were recruited using Mechanical Turk and were randomly assigned to read one vignette that described an individual who uses a pill to enhance a single domain. After (...) reading the vignette, participants were asked how comfortable they were with the individual using the enhancement. People were significantly more comfortable when they read about enhancement of certain CAS domains than others. We found a modest negative correlation between comfort level and the degree to which the PE was perceived as changing core features of the person. We also found a modest correlation between comfort level and the degree to which the PE was perceived as improving success in life. Finally, using a sequential mixed method technique, we found that participants who felt uncomfortable about PE use overwhelmingly focused on a lack of need and, to a lesser degree, expressed concerns about safety; those who felt comfortable about PE use most frequently mentioned the safety of the pill and its ability to provide a positive outcome. The data provide novel insights into public enthusiasms and concerns over the use of PE. (shrink)

Donepezil, an acetylcholinesterase inhibitor used in the treatment of Alzheimer's disease, has been widely cited in media and bioethics literature on cognitive enhancement (CE) as having the potential to improve the cognitive ability of healthy individuals. In both literatures, this claim has been repeatedly supported by the results of a small study published by Yesavage et al. in 2002 on non-demented pilots (30-70 years old). The factors contributing to this specific interpretation of this study's results are unclear.

Pharmacological cognitive enhancements nontherapeutically improve cognitive functioning, though recent critics have challenged their use by claiming that cognitive success, aided by the use of cognitive enhancement, is less valuable than otherwise. We criticize two recent responses to this objection, due to Carter and Pritchard and Wang, and propose a different response on behalf of proponents of cognitive enhancement that is shown to be more promising.

Emerging developments in communications and computing technology may transform the nature of human identity, in the process rendering obsolete the traditional philosophical and scientific frameworks for understanding the nature of individuals and groups. Progress toward an evaluation of this possibility and an appropriate conceptual basis for analyzing it may be derived from two very different but ultimately connected social movements that promote this radical change. One is the governmentally supported exploration of Converging Technologies, based in the unification of nanoscience, biology, (...) information science and cognitive science. The other is the Transhumanist movement, which has been criticized as excessively radical yet is primarily conducted as a dignified intellectual discussion within a new school of philosophy about human enhancement. Together, NBIC and Transhumanism suggest the immense transformative power of today’s technologies, through which individuals may explore multiple identities by means of online avatars, semi-autonomous intelligent agents, and other identity expansions. The idea of cognitive enhancement refers to multifaceted and interdisciplinary approach aimed at improving human mental processes. Cognitive enhancement is the amplification or extension of core mind capacities through improvement or augmentation of either internal or external information processing systems. This includes improvements of intelligence and attention, reinforcement of creativity and memory, or extension of perception range. The main feature of cognitive enhancement is voluntariness of use for overcoming natural mental limitations. This article is a synthesis of current trends in (...) cognitive enhancement from the perspective of transhumanism. The article presents various definitions of cognitive enhancement, methods of cognitive enhancement (biotechnological methods, non-pharmacological methods, IT methods) as well as challenges and questions concerning improving human mental processes. : This article focuses on cognitive enhancement technologies and their possible anthropological implications, and argues for a reconsideration of the human-technology relation so as to be able to better understand and assess these implications. Current debates on cognitive enhancement consistently disregard the intimate intertwinement of humans and technology as well as the fundamentally technogenic nature of anthropogenesis. Yet, an adequate assessment of CET requires an in-depth and up-to-date re-conceptualization of both. Employing insights from the work of Bernard Stiegler, this article (...) proposes an organology and pharmacology of CE. What is typical about new CET is their interiorizing nature, which can be expected to fundamentally reshape organological configurations. Starting from the premise that CE is a phenomenon that predominantly unfolds within the current conjuncture of cognitive capitalism, I will present the issue of cognitive proletarianization as being of crucial importance for considering CE. I conclude by providing some methodological guidelines for the development of a positive pharmacology of CET and by suggesting that CET should be considered as technologies of the self sensu Michel Foucault. Although applications are being developed and have reached the market, nanopharmacy to date is generally still conceived as an emerging technology. Its concept is ill-defined. Nanopharmacy can also be construed as a converging technology, which combines features of multiple technologies, ranging from nanotechnology to medicine and ICT. It is still debated whether its features give rise to new ethical issues or that issues associated with nanopharma are merely an extension of existing issues in the underlying fields. We argue here that, (...) regardless of the alleged newness of the ethical issues involved, developments occasioned by technological advances affect the roles played by stakeholders in the field of nanopharmacy to such an extent that this calls for a different approach to responsible innovation in this field. Specific features associated with nanopharmacy itself and features introduced to the associated converging technologies- bring about a shift in the roles of stakeholders that call for a different approach to responsibility. We suggest that Value Sensitive Design is a suitable framework to involve stakeholders in addressing moral issues responsibly at an early stage of development of new nanopharmaceuticals. (shrink)

The epistemological consequences of the increasing popularity of artificial cognitive enhancements are still confined to the margins of philosophical exploration, with priority given instead to ethical problems requiring urgent practical solutions. In this paper, I examine the less popular, yet still important, problem of the threats to which the very knowledge-forming process is exposed when its subject uses artificial cognitive enhancers. The theory of knowledge I call upon is borrowed from virtue epistemologists who, together with proponents of active externalism, seek (...) to define the conditions that will protect artificially enhanced agents from a loss of epistemic agency. I invoke three such conditions, rejecting the last one. Incorporating active externalism into virtue epistemology points to the possibility of treating extended systems, composed of humans and artifacts, as extended subjects of knowledge. In the final part, however, I present two arguments against such an extension of epistemic agency. (shrink)

Animal models are used in experiments in the behavioural neurosciences that aim to contribute to the prevention and treatment of cognitive and affective disorders in human beings, such as anxiety and depression. Ironically, those animals that are likely to be the best models for psychopathology are also likely to be considered the ones that are most morally problematic to use, if it seems probable that (and if indeed they are initially selected as models because) they have experiences that are similar (...) to human experiences that we have strong reasons to avoid causing, and indeed aim to alleviate (such as pain, anxiety or sadness). In this paper, against the background of contemporary discussions in animal ethics and the philosophy of animal minds, we discuss the views that it is morally permissible to use animals in these kinds of experiments, and that it is better to use less cognitively complex animals (such as zebrafish) than more complex animals (such as dogs). First, we criticise some justifications for the claim that human beings and more complex animals have higher moral status. We argue that contemporary approaches that attribute equal moral status to all beings that are capable of conscious strivings (e.g. avoiding pain and anxiety; aiming to eat and play) are based on more plausible assumptions. Second, we argue that it is problematic to assume that less cognitively complex animals have a lesser sensory and emotional experience than more complex beings across the board. In specific cases, there might be good reasons to assume that more complex beings would be harmed more by a specific physical or environmental intervention, but it might also be that they sometimes are harmed less because of a better ability to cope. Determining whether a specific experiment is justified is therefore a complex issue. Our aim in this chapter is to stimulate further reflection on these common assumptions behind the use of animal models for psychopathologies. In order to be able to draw more definite conclusions, more research will have to be done on the influence of cognitive complexity on the experience of (human and non-human) animals. (shrink)

This article examines how a class of emerging technologies—specifically, radical cognitive enhancements and artificial intelligence—has the potential to influence the future of philosophy. The article argues that progress in philosophy has been impeded, in part, by two specific constraints imposed on us by the natural architecture of our cognitive systems. Both of these constraints, though, could in principle be overcome by certain cognitive technologies currently being researched and/or developed. It surveys a number of these technologies, and then looks at a (...) particular metaphilosophical stance (called “inflationism”) that advocates amplifying the abilities of philosophers rather than reducing the ambitions of philosophy, given the apparent “teleological gap” between philosophy's ultimate goal (i.e., “the truth”) and the limited capacities of our evolved mental machinery.
