How these assumptions work is demonstrated on the example of Gary Becker’s economic approach which is analyzed from the perspective of scientific research programme.     The fact that people engage in collective action is one of the more puzzling aspects of political behavior. If one assumes that people rationally weigh benefits and costs, then analysis concludes that most people will choose inaction. Since we observe many more members of the public participate than predicted, there is a contradiction, often thought of as a paradox.
