La idea de progreso es una de las nociones más influyentes, pero también más polémicas, del mundo moderno. Ello se debe en buena medida al carácter ideológico que subyace a su empleo en diferentes contextos. En este artículo se examinan cuatro paradojas que ha generado la aplicación de la idea de progreso, cuyos efectos negativos se hacen sentir cada vez con más fuerza hoy en día. This essay presents a skeleton of a potential conceptual framework for human flourishing in a free society. Its aim is to present a diagram that illustrates the ways in which its topics relate to one another and why they do. It argues for a plan of conceptualization rather than for the topics themselves. It emphasizes the interconnections among the components of the schema presented. It sees an essential interconnection between objective concepts, arguing that all of the disciplines of human action (...) can be integrated into a paradigm of human flourishing based on the nature of man and the world. Several stages can be identified in Darwin's effort to formulate natural selection. The first stage corresponded, roughly speaking, to the period up to 1844. It was characterized by Darwin's attempt to base his model of geographic speciation on an individualistic dynamics, with species understood as reproductively isolated populations. Toward the end of this period, Darwin's ignorance of the laws of variations and heredity led him to adopt varieties and species as the units of variations. This had the extremely important effect (...) of stimulating him to consider the process of speciation as involving populations. At the end of this period, Darwin also began to regard adaptation as being exclusively toward places in the economy of nature. Thus he faced the problem of integrating the process of natural selection with the process of speciation. Individual variants were the units that fueled the first process, whereas varieties produced new speices. There was no link between adaptation and speciation, except whatever could be supplied by a quasi-historical, developmental idea of optimizing the amount of life.In the second stage, I contend, Darwin's reading of Milne-Edwards crystallized his previous insights into a coherent whole. Milne-Edwards' comments on the advantage of functional specialization could readily be understood in terms of the advantage accruing to the individual, relative to other members of its species, from occupying a different niche. Milne-Edwards' discussion of the division of labor suggested that organisms which moved into unoccupied niches would enjoy reduced competition, and hence a differential advantage in survival and reproduction; thus they would induce the species to do likewise. Rather than base his explanation on an analogy with the artificial economy, Darwin chose the principle of the optimalization of the amount of life per unit area as the overall explanatory principle. The difficulties connected with integrating different levels of description were therefore circumvented, insofar as the problem of diversity and speciation was concerned. Although natural selection considered individuals as the units of selection, and the units of variations were varieties and species, the dynamics of the process understood in terms of natural selection, competition, division of labor and niches could give a plausible account of how individual advantage could be transferred to the species, and how diversity resulted from this mechanism. The problem of the different levels of descriptions was confined to how the properties of variations in individuals (in particular, the frequency of variations and their transmission) were responsible for the assumed variability characteristic of varieties and species. This problem Darwin never solved.A third stage occurred in 1858 with the amalgamation of the tree-of-life vizualization of the process of speciation. Speciation, geographic distribution, and systematics were all then embedded in a conceptual matrix with vast explanatory powers. (shrink)

La teoría evolucionista de Darwin, en la fecha de la publicación de El origen de las especies, atrajo inmediatamente la atención, pero no recibió unánime aceptación. Muchos la consideraron contraria a la ortodoxia religiosa y una amenaza que atentaba contra el orden ideológico tradicional. Otros la aceptaron con restricciones y otros la tomaron como verdad absoluta. Hay que reconocer que la opinión culta de la época victoriana era fuertemente conservadora y hostil a todo lo que se desviara de la ortodoxia. (...) A esto hay que añadir que el planteamiento de Darwin violaba el concepto de Naturaleza hasta entonces reconocido; de tal forma que por parte de amplios sectores de la iglesia la reacción fue muy agresiva. Notwithstanding the notion of progress, the social and environmental record of our age poses serious doubts for the present and the future. Technology, being the mainspring of progress, may be seen, accordingly, as the master of history more than the servant of society. In line with this view, a case can be made to strengthen the value of technology and to weaken the deterministic character of history. To do so, the paper canvasses the use of artificial markets designed to improve (...) compliance of technology with environmental or social standards. The emerging interest in following this path poses a radical departure from the traditional policy approach to technology assessment. The traditional approach may be described asex ante, relying on cost-benefit analysis to anticipate the welfare effects of technology, combining this analysis with bureaucratic management based on command and control. Cost-benefit analysis, however, is piecemeal and shortsighted and, in a dynamic and synergistic world, can be considered of limited value to ensure longer-term goals. On the other hand, artificial markets operateex post and on the basis of ambient standards. As such, they constitute an artificial device that does not require discretion and a predictive capacity that social science cannot offer. Nonetheless, and given political will, this new approach offers the potential to ensure efficient and sustainable outcomes under conditions of uncertainty. (shrink)
