    What sort of claims do scientific models make and how do these claims then underwrite empirical successes such as explanations and reliable policy interventions? In this paper I propose answers to these questions for the class of models used throughout the social and biological sciences, namely idealized deductive ones with a causal interpretation.     The present work is focussed on the completeness of physics, or what is here called the Completeness Thesis: the claim that the domain of the physical is causally closed. Two major questions are tackled: How best is the Completeness Thesis to be formulated? What can be said in defence of the Completeness Thesis?     This paper examines the relation between Cartwright's concept of 'capacities' and Mill's concept of 'tendencies' and argues that they are not equivalent. Cartwright's concept of 'capacities' and her motivation to adopt it as a central notion in her philosophy of science are described. It is argued that the Millian concept of 'tendencies' is distinct because Mill restricts its use to a set of special cases. These are the cases in which causes combine 'mechanically'.
