In philosophy of mind, zombies are imaginary creatures that are exact physical duplicates of conscious subjects but for whom there is no first-personal experience. Zombies are meant to show that physicalism—the theory that the universe is made up entirely out of physical components—is false. In this paper, I apply the zombie thought experiment to the realm of morality to assess whether moral agency is something independent from sentience. Algorithms, I argue, are a kind of functional moral zombie, such that thinking (...) about the latter can help us better understand and regulate the former. I contend that the main reason why algorithms can be neither autonomous nor accountable is that they lack sentience. Moral zombies and algorithms are incoherent as moral agents because they lack the necessary moral understanding to be morally responsible. To understand what it means to inflict pain on someone, it is necessary to have experiential knowledge of pain. At most, for an algorithm that feels nothing, ‘values’ will be items on a list, possibly prioritised in a certain way according to a number that represents weightiness. But entities that do not feel cannot value, and beings that do not value cannot act for moral reasons. (shrink)

The introduction of self-driving vehicles gives rise to a large number of ethical issues that go beyond the common, extremely narrow, focus on improbable dilemma-like scenarios. This article provides a broad overview of realistic ethical issues related to self-driving vehicles. Some of the major topics covered are as follows: Strong opinions for and against driverless cars may give rise to severe social and political conflicts. A low tolerance for accidents caused by driverless vehicles may delay the introduction of driverless systems (...) that would substantially reduce the risks. Trade-offs will arise between safety and other requirement on the road traffic system. Over-reliance on the swift collision-avoiding reactions of self-driving vehicles can induce people to take dangerous actions, such as stepping out in front of a car, relying on its fast braking. Children travelling alone can violate safety instructions such as the use of seatbelts. Digital information about routes and destinations can be used to convey commercial and political messages to car users. If fast passage can be bought, then socio-economic segregation of road traffic may result. Terrorists and other criminals can hack into a vehicle and make it crash. They can also use self-driving vehicles for instance to carry bombs to their designed places of detonation or to wreak havoc on a country’s road system. (shrink)

Through modern driver assistant systems, algorithmic decisions already have a significant impact on the behavior of vehicles in everyday traffic. This will become even more prominent in the near future considering the development of autonomous driving functionality. The need to consider ethical principles in the design of such systems is generally acknowledged. However, scope, principles and strategies for their implementations are not yet clear. Most of the current discussions concentrate on situations of unavoidable crashes in which the life of human (...) beings is existentially affected. In this paper, we argue that ethical considerations should be mandatory for any algorithmic decision of autonomous vehicles, instead of a limitation to hazard situations. Such an ethically aligned behavior is relevant because autonomous vehicles, like any other traffic participants, operate in a shared public space, where every behavioral decision impacts the operational possibilities of others. These possibilities concern the fulfillment of a road-user’s safety, utility and comfort needs. We propose that, to operate ethically in such space, an autonomous vehicle will have to take its behavior decisions according to a just distribution of operational possibilities among all traffic participants. Using an application on a partially-autonomous prototype vehicle, we describe how to apply and implement concepts of distributive justice to the driving environment and demonstrate the impact on its behavior in comparison to an advanced but egoistic decision maker. The literature on ethics and user attitudes towards AVs discusses user concerns in relation to automation; however, we show that there are additional relevant issues at stake. To assess adolescents’ attitudes regarding the ‘car of the future’ as presented by car manufacturers, we conducted two studies with over 400 participants altogether. We used a mixed methods approach in which we combined qualitative and quantitative methods. In the first study, our respondents appeared to be more concerned about other aspects of AVs (...) than automation. Instead, their most commonly raised concerns were the extensive use of AI, recommender systems, and related issues of autonomy, invasiveness and personal privacy. The second study confirmed that several AV impacts were negatively perceived. The responses were, however, ambivalent. This confirms previous research on AV attitudes. On one hand, the AV features were perceived as useful, while on the other hand, their impacts were negatively assessed. We followed theoretical insights form futures studies and responsible research and innovation, which helped to identify that there are additional user concerns than what has been previously discussed in the literature on public attitudes and ethics of AVs, as well what has been envisioned by car manufactures. Responsibility gaps occur when autonomous machines cause harms for which nobody can be justifiably held morally responsible. The debate around responsibility gaps has focused primarily on the question of responsibility, but other approaches focus on the victims of the associated harms. In this paper I consider how the victims of ‘AI-harm’—by which I mean harms implicated in responsibility gap cases and caused by AI-agents—can make sense of what has happened to them. The reactive attitudes have an important role here. I (...) argue that regulating our reactive attitudes—withdrawing or sustaining them as our understanding of the actions, motives, status, and character of others develops—is an important part of the way in which we make sense of the harms we suffer. But, I argue, AI-agents can disrupt standard practices of regulating the reactive attitudes. This can lead victims of AI-harm to suffer a secondary hermeneutic harm (in addition to the primary AI-harm). This harm, which the responsibility gap and AI ethics literatures have neglected, can occur whether responsibility gaps are real or not. (shrink)

In the present article we exploit the logical notions of correctness and completeness to provide an analysis of some fundamental problems that can be encountered by a software developer when transforming norms for traffic circulation into programming instructions. Relying on this analysis, we then introduce a question and answer procedure that can be helpful, in case of an accident, to clarify which components of an existing framework should be revised and to what extent software developers can be held responsible.

Self‐driving cars hold out the promise of being much safer than regular cars. Yet they cannot be 100% safe. Accordingly, they need to be programmed for how to deal with crash scenarios. Should cars be programmed to always prioritize their owners, to minimize harm, or to respond to crashes on the basis of some other type of principle? The article first discusses whether everyone should have the same “ethics settings.” Next, the oft‐made analogy with the trolley problem is examined. Then (...) follows an assessment of recent empirical work on lay‐people's attitudes about crash algorithms relevant to the ethical issue of crash optimization. Finally, the article discusses what traditional ethical theories such as utilitarianism, Kantianism, virtue ethics, and contractualism imply about how cars should handle crash scenarios. The aim of the article is to provide an overview of the existing literature on these topics and to assess how far the discussion has gotten so far. (shrink)

Self‐driving cars hold out the promise of being much safer than regular cars. Yet they cannot be 100% safe. Accordingly, we need to think about who should be held responsible when self‐driving cars crash and people are injured or killed. We also need to examine what new ethical obligations might be created for car users by the safety potential of self‐driving cars. The article first considers what lessons might be learned from the growing legal literature on responsibility for crashes with (...) self‐driving cars. Next, worries about responsibility gaps and retribution gaps from the philosophical literature are introduced. This leads to a discussion of whether self‐driving cars are a form of agents that act independently of human agents. It is suggested that it is better to analyze their apparent agency in terms of human–robot collaborations, within which humans play the most important roles. The next topic is the idea that the safety potential of self‐driving cars might create a duty to either switch to self‐driving cars or seek means of making conventional cars safer. Lastly, there is a short discussion of ethical issues related to safe human–robot coordination within mixed traffic featuring both self‐driving cars and conventional cars. (shrink)

Many ethicists writing about automated systems attribute agency to these systems. Not only that; they seemingly attribute an autonomous or independent form of agency to these machines. This leads some ethicists to worry about responsibility-gaps and retribution-gaps in cases where automated systems harm or kill human beings. In this paper, I consider what sorts of agency it makes sense to attribute to most current forms of automated systems, in particular automated cars and military robots. I argue that whereas it indeed (...) makes sense to attribute different forms of fairly sophisticated agency to these machines, we ought not to regard them as acting on their own, independently of any human beings. Rather, the right way to understand the agency exercised by these machines is in terms of human–robot collaborations, where the humans involved initiate, supervise, and manage the agency of their robotic collaborators. This means, I argue, that there is much less room for justified worries about responsibility-gaps and retribution-gaps than many ethicists think. (shrink)

The goal of this article is to deepen the concept of emerging urban mobility technology. Drawing on philosophical everyday and urban aesthetics, as well as the postphenomenological strand in the philosophy of technology, we explicate the relation between everyday aesthetic experience and urban mobility commoning. Thus, we shed light on the central role of aesthetics for providing depth to the important experiential and value-driven meaning of contemporary urban mobility. We use the example of self-driving vehicle (SDV), as potentially mundane, public, (...) dynamic, and social urban robots, for expanding the range of perspectives relevant for our relations to urban mobility technology. We present the range of existing SDV conceptualizations and contrast them with experiential and aesthetic understanding of urban mobility. In conclusion, we reflect on the potential undesired consequences from the depolitization of technological development, and potential new pathways for speculative thinking concerning urban mobility futures in responsible innovation processes. Advances in artificial intelligence research allow us to build fairly sophisticated agents: robots and computer programs capable of acting and deciding on their own. These systems raise questions about who is responsible when something goes wrong—when such systems harm or kill humans. In a recent paper, Sven Nyholm has suggested that, because current AI will likely possess what we might call “supervised agency”, the theory of responsibility for individual agency is the wrong place to look for an answer to the (...) question of responsibility. Instead, or so argues Nyholm, because supervised agency is a form of collaborative agency—of acting together—the right place to look is the theory of collaborative responsibility—responsibility in cases of acting together. This paper concedes that current AI will possess supervised agency, but argues that it is nevertheless wrong to think of the relevant human-AI interactions as a form of collaborative agency and, hence, that responsibility in cases of collaborative agency is not the right place to look for the responsibility-grounding relation in human-AI interactions. It also suggests that the right place to look for this responsibility-grounding relation in human-AI interactions is the use of certain sorts of agents as instruments. (shrink)

Autonomous vehicles, and the larger socio-technical systems that they are a part of are likely to have a deep and lasting impact on our societies. Trust is a key value that will play a role in the development of autonomous driving systems. This paper suggests that trust of autonomous driving systems will impact the ways that these systems are taken up, the norms and laws that guide them and the design of the systems themselves. Further to this, in order to (...) have autonomous driving systems that are worthy of our trust, we need a superstructure of oversight and a process that designs trust into these systems from the outset. Rather than banning or avoiding all autonomous vehicles should a tragedy occur, despite these systems having some level of risk, we want resilient systems that can survive tragedies, and indeed, improve from them. I will argue that trust plays a role in developing these resilient systems. (shrink)

This paper advocates for an ethical analysis of autonomous vehicle systems (AVSs) based on a moral epistemic pluralism. This paper contends that approaching the design of intricate social technologies, such as AVSs, is most effective when acknowledging a diverse range of values. Additionally, a comprehensive ethical framework for autonomous vehicles should be applied across two interconnected layers. The first layer centers on the individual level, where each autonomous vehicle becomes a unit of moral consideration. The second layer focuses on the (...) system level, directing moral attention toward the intricate autonomous vehicle system as a whole. Distinguishing the approach from metaphysical pluralism, the paper responds to counterarguments from a moral relativist and value monist perspectives. It concludes by emphasizing the necessity of embracing epistemic pluralism to navigate the complex ethical landscape of AVSs, urging a holistic understanding that transcends individual events and integrates system-level considerations. Automated technologies and robots make decisions that cannot always be fully controlled or predicted. In addition to that, they cannot respond to punishment and blame in the ways humans do. Therefore, when automated cars harm or kill people, for example, this gives rise to concerns about responsibility-gaps and retribution-gaps. According to Sven Nyholm, however, automated cars do not pose a challenge on human responsibility, as long as humans can control them and update them. He argues that the agency exercised in (...) automated cars should be understood in terms of human–robot collaborations. This brief note focuses on the problem that arises when there are multiple people involved, but there is no obvious shared collaboration among them. Building on John Danaher’s discussion of command responsibility, it is argued that, although Nyholm might be right that autonomous cars cannot be regarded as acting on their own, independently of any human beings, worries about responsibility-gaps and retribution-gaps are still justified, because it often remains unclear how to allocate or distribute responsibility satisfactorily among the key humans involved after they have been successfully identified. Dreyfus’s work is widely known for its critique of artificial intelligence and still stands as an example of how to do excellent philosophical work that is at the same time relevant to contemporary technological and scientific developments. But for philosophers of technology, especially for those sympathetic to using Heidegger, Merleau-Ponty, and Wittgenstein as sources of inspiration, it has much more to offer. This paper outlines Dreyfus’s account of skillful coping and critically evaluates its potential for thinking about technology. First, it (...) is argued that his account of skillful coping can be developed into a general view about handling technology which gives due attention to know-how/implicit knowledge and embodiment. Then a number of outstanding challenges are identified that are difficult to cope with if one remains entirely within the world of Dreyfus’s writings. They concern questions regarding other conceptualizations of technology and human–technology relations, issues concerning how to conceptualize the social and the relation between skill, meaning, and practices, and the question about the ethical and political implications of his view, including how virtue and skill are related. Acknowledging some known discussions about Dreyfus’s work, but also drawing on other material and on the author’s previous writings, the paper suggests that to address these challenges and develop the account of skillful coping into a wider scoped, Dreyfus-inspired philosophy of technology, it could take more distance from Heidegger’s conceptions of technology and benefit from engagement with work in postphenomenology, pragmatism, the later Wittgenstein, and virtue ethics. The ethics of emerging forms of artificial intelligence has become a prolific subject in both academic and public spheres. A great deal of these concerns flow from the need to ensure that these technologies do not cause harm—physical, emotional or otherwise—to the human agents with which they will interact. In the literature, this challenge has been met with the creation of artificial moral agents: embodied or virtual forms of artificial intelligence whose decision procedures are constrained by explicit normative principles, requiring (...) the implementation of what is commonly called artificial morality into these agents. To date, the types of reasoning structures and principles which inform artificial morality have been of two kinds: first, an ethically maximal vision of artificial morality which relies on the strict implementation of traditional moral theories such as Kantian deontology or Utilitarianism, and second, a more minimalist vision which applies stochastic AI techniques to large data sets of human moral preferences so as to illicit or intuit general principles and preferences for the design of artificial morality. Taken individually, each approach is unable to fully answer the challenge of producing inoffensive behavior in artificial moral agents, most especially since both forms are unable to strike a balance between the ideal set of constraints which morality imposes on one hand, and the types of constraints public acceptability imposes, on the other. We provide an alternative approach to the design of artificial morality, the Ethical Valence Theory, whose purpose is to accommodate this balance, and apply this approach to the case of autonomous vehicles.
