    This article examines Sagoff's criticisms of 'Four Dogmas of Environmental Economies' and argues that none of them are fatal. Many of the criticisms appear to rest on general misunderstandings about welfare economics. One misunderstanding is that transaction costs are theoretically indistinguishable from regular production costs. The theoretical distinction is that transaction costs vary under alternative policies and institutions whereas production costs are fixed by tastes, technology and endowments.     In the management of common property resources, privatization is often advocated as the surest path to sustainability because of its reliance on human self-interest in natural resources decision making. This article demonstrates that the motive of self-interest, though powerful, does not necessarily lead to environmental outcomes that promote the common good. The key to avoiding the Tragedy of the Commons is not private ownership but controlling access.
