The Politics of Military Force uses discourse theory to examine the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that (...) result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally. It is a truism that the design and deployment of information and communication technologies is vital to everyday life, the conduct of work and to social order. But how are individual, organisational and societal choices made? What might it mean to invoke a politics and an ethics of information technology design and use? This editorial paper situates these questions within the trajectory of preoccupations and approaches to the design and deployment of information technology since computerisation began in the 1940s. Focusing (...) upon the dominant concerns over the last three decades, the paper delineates an interest in design and use in relation to socio-technical theories, situated practices and actor-network theory. It is argued that each of these approaches is concerned with a particular form of politics that does not explicitly engage with ethics. In order to introduce ethics into contemporary debates about information technology, and to frame the papers in the special issue, it is argued that Levinas’ ethics is particularly valuable in problematising the relationship between politics and ethics. Levinas provides a critique of modernity’s emphasis on politics and the egocentric self. It is from a Levinasian concern with the Other and the primacy of the ethical that a general rethinking of the relationship between politics, ethics and justice in relation to information and communication technologies can be invoked. The article revisits the theory of hegemony of Ernesto Laclau and Chantal Mouffe and shows how a normative injunction, which according to Laclau is not compatible with the hegemonic logic, is not only possible but a necessary condition for hegemony to function. The article claims that the path to demonstrate this involves rethinking the relationship between the theory of hegemony and Derridean deconstruction. Following criticisms that the theory of hegemony overlooks the aporetic nature of Derridean undecidability that it nevertheless relies (...) upon, the hegemonic logic is submitted to a deconstructive reading, which reveals an internal aporia in it. It is further argued that the unaccounted aporia in the logic of hegemony explains the theory’s inability to satisfactorily account for its essential theoretical underpinning, the radical exclusion. However, the article also demonstrates that the aporia does not destroy hegemonic logic but, instead, supplements it by a normative dimension, by a demand of opening to the other as other. (shrink)

This paper will address the question of the morality of technology. I believe this is an important question for our contemporary society in which technology, especially information technology, is increasingly becoming the default mode of social ordering. I want to suggest that the conventional manner of conceptualising the morality of technology is inadequate – even dangerous. The conventional view of technology is that technology represents technical means to achieve social ends. Thus, the moral problem of technology, from this perspective, is (...) the way in which the given technical means are applied to particular (good or bad) social ends. In opposition to this I want to suggest that the assumed separation, of this approach, between technical means and social ends are inappropriate. It only serves to hide the most important political and ethical dimensions of technology. I want to suggest that the morality of technology is much more embedded and implicit than such a view would suggest. In order to critique this approach I will draw on phenomenology and the more recent work of Bruno Latour. With these intellectual resources in mind I will propose disclosive ethics as a way to make the morality of technology visible. I will give a brief account of this approach and show how it might guide our␣understanding of the ethics and politics of technology by considering two examples of contemporary information technology: search engines and plagiarism detection systems. Two major developments of the last two decades have radically undermined traditional justifications of leftist politics: the failure of 20th-century `socialist' experiments, and what might be termed the deessentializing movement in contemporary philosophy. However, the social injustices that animated revolutionary thinkers in many respects remain, and some have arguably worsened in the era of globalized capitalism. This article investigates whether it is possible to articulate a new theoretical underpinning for progressive politics that nevertheless avoids the essentialist moves of Marxism. Ethico-political (...) readings of Derrida — one of the most influential anti-essentialist thinkers — are compared to Ernesto Laclau's attempts at formulating a post-Marxist progressive politics built around the notions of `hegemony' and `radical democracy'. Laclau's intervention in the Marxist tradition is to deconstruct its traditional categories so as to take account of contingency; his intervention in deconstruction is to introduce what in this article is described as `contestation', so as to provide a more coherent account of the political. The article concludes that neither deconstruction nor radical democracy provides an adequate basis for poltical action, but that the latter's account of the political is a meaningful development of the theoretical schema articulated by the former and does point to the possibility of a non-essentialist progressive politics. This paper examines the marketization of higher education. It takes the curriculum development for a degree sponsored by industry as a focus for exploring the involvement of industry and, more specifically, prospective employers, in shaping higher education provision. Empirical material gathered from a three and a half-year ethnographic study is used to illustrate how mundane promotional work associated with sponsored curricula operates to reconstitute higher education. It is shown how, in the process of introducing sponsored curricula into the university, a (...) market relevance discourse is merged with traditional discourse to promote a new discursive order and thereby contribute to the reformation of university education. This hybrid discourse (of tradition and relevance) makes traditional resistance to the encroachment of "relevance" into university education more difficult to justify, and perhaps impossible to sustain. Nonetheless, it produces new antagonisms that provide future sites of resistance. (shrink)

This paper examines the response to this question by Italian philosopher, Gianni Vattimo, who for over two decades has defended the emancipatory prospects of what he terms ‘nihilism’. Vattimo conceives the retreat of metaphysics as a progressive weakening of ontological claims and an opening towards new and diverse modes of being. In his view, far from an exclusively tragic experience of loss or meaninglessness, nihilism (...) is a steadily expanding narrative that invites us to face up to our own radical freedom. The paper sets out Vattimo's central arguments and contrasts the ethical thrust of his ‘emancipatory nihilism’ with the distinctly political take on emancipation presented by Ernesto Laclau. While the two converge on the withdrawal of metaphysics as the premise for a radical and democratic freedom, Vattimo's vision remains insufficiently focused on the dynamics of contestation that a generalized nihilism implies. Both Judith Butler and Chantal Mouffe challenge liberal conceptions of politics based on their ontological descriptions of the political. Mouffe argues that the failure of liberalism to grasp the agonistic character of political life means that properly political conflicts get translated into moral terms. Mouffe thinks that the way to correct our “post-political” problems is to avoid translating political conflicts into a moral register. I challenge Mouffe’s separation of ethics and politics by invoking Butler’s more nuanced account of the ethical (...) sphere. I demonstrate that Mouffe does not consider that there are different orders of moral claims ; nor does Mouffe consider that there are different orders of affect, some of which cannot be simply opposed to rationality. The importance of Deleuze and Deleuze and Guattari's development of ‘encounter’ is brought into sharp relief as key to the notion of ‘athleticism’. Here, each is developed as indispensable to the other, forming an a-radical/ana-material groundless ground to power, politics, literary sensibility, indeed sense itself. This nuanced encounter produces an acephaletic knowledge, a body-knowledge, without the Ego-I. In an age of massifying systems, drone warfare and horrific migrations, where corporate tentacles bend the rules akimbo, one finds that this turn to (...) a Deleuzian athleticism offers a different kind of political analysis, a radical difference, which, despite the odds, enables a politics of hope and indeed, of a ‘becoming-human’. This article begins with a theoretical tension. Radical democracy, in the joint work of Ernesto Laclau and Chantal Mouffe, can be understood as a joint articulation of a post-foundational ontology of contingency and a politics of autonomy of ‘democratic struggles’ within a hegemonic bloc as loci of antagonisms in their own right, while Laclau’s theory of populism marks a shift from the autonomy of struggles to the representative function of the empty signifier as a constitutive dimension. This tension between a (...) horizontal logic of autonomy and a vertical logic of representation comes to the fore not least in the manifold attempts to combine radical-democratic and populist practices in the wake of the ‘movements of the squares.’ This argument is illustrated empirically in the cases of two party projects situating themselves in contexts of social protest—‘Social Movement’ in Ukraine and Podemos in Spain—both of which seek to combine a left-populist discursive strategy with some form of radical-democratic politics of autonomy, either by supporting local alliances independent from the party or by integrating trade union representatives into the organizational center, which in turn finds expression in a representative logic.
