    The basic contention of this article is that, contrary to a widely held and influential view, the Chalkis Decree does not constitute evidence that Athens tried to impose democracies on rebellious allies after their subjugation. It contains an exchange of oaths between Athens and Chalkis, confirming an 'agreement' (homologia), the contents of which are lost.
