It is common in cognitive science to equate computation (and in particular digital computation) with information processing. Yet, it is hard to find a comprehensive explicit account of concrete digital computation in information processing terms. An information processing account seems like a natural candidate to explain digital computation. But when ‘information’ comes under scrutiny, this account becomes a less obvious candidate. Four interpretations of information are examined here as the basis for an information processing account of digital computation, namely Shannon (...) information, algorithmic information, factual information and instructional information. I argue that any plausible account of concrete computation has to be capable of explaining at least the three key algorithmic notions of input, output and procedures. Whist algorithmic information fares better than Shannon information, the most plausible candidate for an information processing account is instructional information. (shrink)

This paper deals with the question: how is computation best individuated? -/- 1. The semantic view of computation: computation is best individuated by its semantic properties. 2. The causal view of computation: computation is best individuated by its causal properties. 3. The functional view of computation: computation is best individuated by its functional properties. -/- Some scientific theories explain the capacities of brains by appealing to computations that they supposedly perform. The reason for that is usually that computation is individuated (...) semantically. I criticize the reasons in support of this view and its presupposition of representation and semantics. Furthermore, I argue that the only justified appeal to a representational individuation of computation might be that it is partly individuated by implicit intrinsic representations. (shrink)

This paper addresses the question whether introspection plus externalism about mental content warrant an a priori refutation of external-world skepticism and ontological solipsism. The suggestion is that if thought content is partly determined by affairs in the environment and if we can have non-empirical knowledge of our current thought contents, we can, just by reflection, know about the world around us -- we can know that our environment is populated with content-determining entities. After examining this type of transcendental argument and (...) discussing various objections found in the literature, I argue that the notion of privileged self-knowledge underlying this argument presupposes that we can learn, via introspection, that our so-called thoughts are propositional attitudes rather than contentless states. If, however, externalism is correct and thought content consists in the systematic dependency of internal states on relational properties, we cannot know non-empirically whether or not we have propositional attitudes. Self-knowledge (apropositional attitude) is consistent with us lacking the ability to rule out, via introspection, the possibility that we don't have any propositional attitudes. Self-knowledge provides us with knowledge of what is in our minds, but not that we have minds. Hence, the combination of externalism with the doctrine of privileged self-knowledge does not allow for an a priori refutation of skepticism and is therefore unproblematic. (shrink)

From artistic performances in the visual arts and in music to motor control in gymnastics, from tool use to chess and language, humans excel in a variety of skills. On the plausible assumption that skillful behavior is a visible manifestation of intelligence, a theory of intelligence—whether human or not—should be informed by a theory of skills. More controversial is the question as to whether, in order to theorize about intelligence, we should study certain skills in particular. My target is the (...) view that only a particular class/kind of skill (i.e., ‘theoretical’, or ‘intellectual’ skills, versus ‘practical’, or ‘embodied’ skills) manifests intelligence, or especially does so. I call this view ‘Intelligence Elitism’. Intelligence Elitism is pervasive in popular culture, in academic culture, as well as in psychometrics. It has, arguably, a long pedigree in philosophy (though explicit arguments for it are rare). But it is a substantive view which, if false, can promote unfairness. In this article, I defend Intelligence Socialism—the claim that intelligent behavior is everywhere skillful behavior is. I go on to isolate the best case for the further Elitist claim that, even if all skillful behavior is intelligent in some modest sense of ‘intelligence’, there is a principled difference in intelligence between theoretical, or intellectual, skills, on one side, and practical, or embodied skills, on the other, and I show it wanting. There is an apparent connection between reinforcement learning and agency. Artificial entities controlled by reinforcement learning algorithms are standardly referred to as agents, and the mainstream view in the psychology and neuroscience of agency is that humans and other animals are reinforcement learners. This article examines this connection, focusing on artificial reinforcement learning systems and assuming that there are various forms of agency. Artificial reinforcement learning systems satisfy plausible conditions for minimal agency, and those which use models of the environment (...) to perform forward search are capable of a form of agency which may reasonably be called action for reasons. The present paper looks at one of the most thorough articles on the intelligence of GPT, research conducted by engineers at Microsoft. Although there is a great deal of value in their work, I will argue that, for familiar philosophical reasons, their methodology, ‘Black-box Interpretability’ is wrongheaded. But there is a better way. There is an exciting and emerging discipline of ‘Inner Interpretability’ (also sometimes called ‘White-box Interpretability’) that aims to uncover the internal activations and weights of models in order (...) to understand what they represent and the algorithms they implement. In my view, a crucial mistake in Black-box Interpretability is the failure to appreciate that how processes are carried out matters when it comes to intelligence and understanding. I can’t pretend to have a full story that provides both necessary and sufficient conditions for being intelligent, but I do think that Inner Interpretability dovetails nicely with plausible philosophical views of what intelligence requires. So the conclusion is modest, but the important point in my view is seeing how to get the research on the right track. Towards the end of the paper, I will show how some of the philosophical concepts can be used to further refine how Inner Interpretability is approached, so the paper helps draw out a profitable, future two-way exchange between Philosophers and Computer Scientists. Le projet philosophique puise ses sources dans la volonté de proposer une explication rationnelle des phénomènes naturels et culturels qui constituent le monde dans lequel l’être humain prend place. Il a servi de trame culturelle à l’Occident et amené le déploiement d’appareils conceptuels où l’on distingue théorie et pratique. On doit toutefois reconnaître qu’une philosophie théorique peut avoir une portée pratique et l’inverse, puisque toute pratique suppose un ancrage théorique pour légitimer la connaissance et les systèmes normatifs à partir desquels (...) les explications sont avancées. Cela fait dire à certains que la distinction est désormais surannée et qu’une théorie philosophique réunifiée s’impose. Que l’on soit tenant de la tradition ou des nouvelles approches, la philosophie pratique s’impose désormais comme un passage obligé pour réfléchir les problèmes et articuler de nouvelles théories faisant écho à l’état actuel de notre monde. Le présent ouvrage revient sur la notion de philosophie pratique afin d’en faire voir les différentes acceptions et manières de la mobiliser pour réfléchir à des problèmes actuels. (shrink)
