Current methods of operationalizing concepts of misinformation in machine learning are often problematic given idiosyncrasies in their success conditions compared to other models employed in the natural and social sciences. The intrinsic value-ladenness of misinformation and the dynamic relationship between citizens' and social scientists' concepts of misinformation jointly suggest that both the construct legitimacy and the construct validity of these models needs to be assessed via more democratic criteria than has previously been recognized.

Resumen El objetivo de este trabajo es determinar la relevancia de la teoría informacional del conocimiento para el problema de la suerte epistémica. Argumento que el clásico enfoque de Dretske es equivalente a la condición de seguridad de Pritchard. Sin embargo, considero que esta manera de eludir la suerte epistémica exige lidiar con el llamado "problema de la generalidad". Argumento que una respuesta a este problema requiere una noción de seguridad diferente y propongo un enfoque informacional equivalente a esta versión (...) del requisito. Concluyo que este enfoque es preferible a la condición de seguridad propuesta porque desvela relaciones conceptuales entre los elementos que constituyen el conocimiento.The aim of this paper is to determine the relevance of an informational theory of knowledge to address recently discussed epistemic problems. I argue that Dretske's classical approach is equivalent to the safety condition proposed by Pritchard to avoid epistemic luck. However, I claim that Pritchard's condition has to be modified to avoid the so-called "generality problem" for reliabilism. I propose an alternative version of the requirement to deal with these problems and provide an equivalent informational condition. In this paper I look at Fred Dretske’s account of information and knowledge as developed in Knowledge and The Flow of Information. In particular, I translate Dretske’s probabilistic definition of information to a modal logical framework and subsequently use this to explicate the conception of information and its flow which is central to his account, including the notions of channel conditions and relevant alternatives. This book is conceived as an introductory text into the theory of syntactic and semantic information, and information flow.

What is the relationship between information and representation? Dating back at least to Dretske (1981), an influential answer has been that information is a rung on a ladder that gets one to representation. Representation is information, or representation is information plus some other ingredient. In this paper, I argue that this approach oversimplifies the relationship between information and representation. If one takes current probabilistic models of cognition seriously, information is connected to representation in a new way. It enters as a (...) property of the represented content as well as a property of the vehicles that carry that content. This offers a new, conceptually and logically distinct way in which information and representation are intertwined in cognition. (shrink)

Dretske proposes a theory of knowledge in terms of a theory of information, but wishes to deny that empirical knowledge settles the large question of scepticism. This leads him to deny the closure of knowledge under known entailment. In a recent paper Jäger argues that Dretske's theory of information entails closure for knowledge, 'at least for the kind of propositions here at issue'. If Jäger is right, Dretske is seriously embarrassed and must give something up. In this paper I show (...) that there are two flaws in Jäger's argument. The principle of informational closure considered by Jäger is incompatible with Dretske's theory of information, and Jäger's argument that Dretske is committed to a certain kind of substitution instance of that principle of informational closure is invalid. I propose adequacy conditions on signalled information and use them to motivate a formulation of a general closure principle for signalled information. I show that Dretske's account of information satisfies the adequacy conditions, but in a way which commits him to an instance of the general closure principle. I argue that Dretske is consequently committed to closure for some cases of knowledge for which he wishes to deny closure. Finally, I sketch how, on the basis of the closure principle to which Dretske is committed, Jäger's broader argument may yet go through. (shrink)

In this paper I develop and present a unified account of information, misinformation, and disinformation and their interconnections. The unified account is rooted in Paul Grice’s notions of natural and non-natural meaning (in: Grice (ed) Studies in the way of words. Harvard University Press, Cambridge, pp 213–223, 1957) and a corresponding distinction between natural and non-natural information (Scarantino and Piccinini in Metaphilosophy 41(3):313–330, 2010). I argue that we can specify at least three specific kinds of non-natural information. Thus, as varieties (...) of non-natural information there is intentionally non-misleading information, unintentionally misleading information—i.e. misinformation—and intentionally misleading information—i.e. disinformation. By shifting the focus from the truth-values of content to the intention/intentionality and misleadingness/non-misleadingness of that content I obtain a unified account that makes room for the potential misleadingness of true content (true disinformation), the potential non-misleadingness of false content (irony), and everything in between. By virtue of what do alarm calls and facial expressions carry natural information? The answer I defend in this paper is that they carry natural information by virtue of changing the probabilities of various states of affairs, relative to background data. The Probabilistic Difference Maker Theory of natural information that I introduce here is inspired by Dretske's [1981] seminal analysis of natural information, but parts ways with it by eschewing the requirements that information transmission must be nomically underwritten, mind-independent, and (...) knowledge-yielding. PDMT includes both a qualitative account of information transmission and a measure of natural information in keeping with the basic principles of Shannon's communication theory and Bayesian confirmation theory. It also includes a new account of the informational content of a signal, understood as the combination of the incremental and overall support that the signal provides for all states of affairs at the source. We argue for a naturalistic account for appraising scientific methods that carries non-trivial normative force. We develop our approach by comparison with Laudan’s (American Philosophical Quarterly 24:19–31, 1987, Philosophy of Science 57:20–33, 1990) “normative naturalism” based on correlating means (various scientific methods) with ends (e.g., reliability). We argue that such a meta-methodology based on means–ends correlations is unreliable and cannot achieve its normative goals. We suggest another approach for meta-methodology based on a conglomeration of tools and strategies (from statistical modeling, (...) experimental design, and related fields) that affords forward looking procedures for learning from error and for controlling error. The resulting “error statistical” appraisal is empirical—methods are appraised by examining their capacities to control error. At the same time, this account is normative, in that the strategies that pass muster are claims about how actually to proceed in given contexts to reach reliable inferences from limited data. The disjunction problem and the distality problem each presents a challenge that any theory of mental content must address. Here we consider their bearing on purely probabilistic causal theories. In addition to considering these problems separately, we consider a third challenge—that a theory must solve both. We call this “the hard problem.” We consider 8 basic ppc theories along with 240 hybrids of them, and show that some can handle the disjunction problem and some can handle the distality problem, but (...) none can handle the hard problem. This paper holds an evolutionary approach to musical semantics. Revolving around the nature/nurture dichotomy, it considers the role of the dispositional machinery to respond to sounding stimuli. Conceiving of music as organized sound, it stresses the dynamic tension between music as a collection of vibrational events and their potential of being structured. This structuring, however, is not gratuitous. It depends on levels of processing that rely on evolutionary older levels of reacting to the sounds as well as higher-level functions of (...) the brain, which allow listeners to emancipate themselves from mere acoustic processing of sounds to the level of epistemic interactions with the sounding music. These interactions are partly autonomous and partly constrained, but they all stress the realization of systemic cognition in the context of a living system‘s interactions with the environment. As such, listeners can be conceived as adaptive devices, which can build up new semiotic linkages with the sounding world. (shrink)

I defend a theory of mental representation that satisfies naturalistic constraints. Briefly, we begin by distinguishing (i) what makes something a representation from (ii) given that a thing is a representation, what determines what it represents. Representations are states of biological organisms, so we should expect a unified theoretical framework for explaining both what it is to be a representation as well as what it is to be a heart or a kidney. I follow Millikan in explaining (i) in terms (...) of teleofunction, explicated in terms of natural selection. -/- To explain (ii), we begin by recognizing that representational states do not have content, that is, they are neither true nor false except insofar as they both “point to” or “refer” to something, as well as “say” something regarding whatever it is they are about. To distinguish veridical from false representations, there must be a way for these separate aspects to come apart; hence, we explain (ii) by providing independent theories of what I call f-reference and f-predication (the ‘f’ simply connotes ‘fundamental’, to distinguish these things from their natural language counterparts). -/- Causal theories of representation typically founder on error, or on what Fodor has called the disjunction problem. Resemblance or isomorphism theories typically founder on what I’ve called the non-uniqueness problem, which is that isomorphisms and resemblance are practically unconstrained and so representational content cannot be uniquely determined. These traditional problems provide the motivation for my theory, the structural preservation theory, as follows. F-reference, like reference, is a specific, asymmetric relation, as is causation. F-predication, like predication, is a non-specific relation, as predicates typically apply to many things, just as many relational systems can be isomorphic to any given relational system. Putting these observations together, a promising strategy is to explain f-reference via causal history and f-predication via something like isomorphism between relational systems. -/- This dissertation should be conceptualized as having three parts. After motivating and characterizing the problem in chapter 1, the first part is the negative project, where I review and critique Dretske’s, Fodor’s, and Millikan’s theories in chapters 2-4. Second, I construct my theory about the nature of representation in chapter 5 and defend it from objections in chapter 6. In chapters 7-8, which constitute the third and final part, I address the question of how representation is implemented in biological systems. In chapter 7 I argue that single-cell intracortical recordings taken from awake Macaque monkeys performing a cognitive task provide empirical evidence for structural preservation theory, and in chapter 8 I use the empirical results to illustrate, clarify, and refine the theory. Fred Dretske's "Knowledge and the Flow of Information" is an extended attempt to develop a philosophically useful theory of information. Dretske adapts central ideas from Shannon and Weaver's mathematical theory of communication, and applies them to some traditional problems in epistemology. In doing so, he succeeds in building for philosophers a much-needed bridge to important work in cognitive science. The pay-off for epistemologists is that Dretske promises a way out of a long-standing impasse -- the Gettier problem. He offers an (...) alternative model of knowledge as information-based belief, which purports to avoid the problems justificatory accounts face. This essay looks closely at Dretske's theory. I argue that while the information-theoretic framework is attractive, it does not provide an adequate account of knowledge. And there seems to be no way of tightening the theory without introducing some version of a theory of justification -- the very notion Dretske's theory was designed to avoid. (shrink)

Recent years have seen a renewed interest in the philosophical study of information. In this paper a two-part analysis of information gain—objective and subjective—in the context of doxastic change is presented and discussed. Objective information gain is analyzed in terms of doxastic movement towards true belief, while subjective information gain is analyzed as an agent’s expectation value of her objective information gain for a given doxastic change. The resulting expression for subjective information gain turns out to be a familiar one (...) with well-known formal properties: the Kullback–Leibler divergence. The two notions of information are discussed and the suggested measure of subjective information gain is then compared with the widely held view that information gain equals uncertainty reduction. One argument for the moving spotlight theory is that it better explains certain aspects of our temporal phenomenology than does any static theory of time. Call this the argument from passage phenomenology. In this paper it is argued that insofar as moving spotlight theorists take this to be a sound argument they ought embrace a new version of the moving spotlight theory according to which the moving spotlight is a cresting wave of causal efficacy. On this view it is more (...) than just presentness that is temporary: a range of other fundamental properties are also temporary because presentness synchronically changes the fundamental properties that are instantiated in the present moment, from those instantiated when that moment is future, or past. On this view having experiences as of presentness co-varies with the presence of presentness, allowing the moving spotlight theorist to provide a compelling explanation for why we have the temporal phenomenology we do, and to explain how we can know that we are present by reflecting on the nature of said phenomenology. This paper aims to establish several interconnected points. First, a particular interpretation of the mathematical definition of information, known as the causal interpretation, is supported largely by misunderstandings of the engineering context from which it was taken. A better interpretation, which makes the definition and quantification of information relative to the function of its user, is outlined. The first half of the paper is given over to introducing communication theory and its competing interpretations. The second half explores three consequences of (...) the main thesis. First, a popular claim that the quantification of information in a signal is irrelevant for the meaning of that signal is exposed as fallacious. Second, a popular distinction between causal and semantic information is shown to be misleading, and I argue it should be replaced with a related distinction between natural and intentional signs. Finally, I argue that recent empirical work from microbiology and cognitive science drawing on resources of mathematical communication theory is best interpreted by the functional account. Overall, a functional approach is shown to be both theoretically and empirically well-supported. (shrink)

This article establishes grounds on which attributions of information and encoding in animal signals are warranted. As common interest increases between evolutionary agents, the theoretical approach best suited to describing their interaction shifts from evolutionary game theory to communication theory, which warrants informational language. The take-home positive message is that in cooperative settings, signals can appropriately be described as transmitting encoded information, regardless of the cognitive powers of signalers. The canonical example is the honeybee waggle dance, which is discussed extensively (...) in the second and third sections. The take-home negative message is that signals are not always a consequence of coadaptation. The communication theory approach is just one end of a continuum explored more thoroughly by evolutionary game theory. The fourth and fifth sections explore this wider framework, as well as overturning some widely held misconceptions about information theory. (shrink)

According to Fred Dretske's externalist theory of knowledge a subject knows that p if and only if she believes that p and this belief is caused or causally sustained by the information that p. Another famous feature of Dretske's epistemology is his denial that knowledge is closed under known entailment. I argue that, given Dretske's construal of information, he is in fact committed to the view that both information and knowledge are closed under known entailment. Hence, if it is true (...) that, as Dretske also believes, accepting closure leads to skepticism, he must either embrace skepticism or abandon his information theory of knowledge. (shrink)

Many philosophers and scientists rightly take hallucinations to be phenomena that challenge in a most pressing way our theories of perception and cognition, and epistemology in general. However, very few challenge the received views on the hallucinatory experience and even fewer critically delve into the subject with both breadth and depth. There are all kinds of problems concerning hallucinations—including conceptual, methodological, and empirical issues—that call for a multilevel analysis and an interdisciplinary approach which in turn provide the detail and scope (...) that the subject demands. In this paper, I present and briefly discuss four interrelated problems: (1) definitions, (2) dependence on perception, (3) two views on hallucinations, and (4) methodology. Neglect or underestimation of these problems, among other things, continue to prevent a proper understanding of the concept and the corresponding experience, giving rise to misconceptions and even plain myths on the subject. Hallucinations do occur; but in order to productively investigate them (for whatever end), we first need to get clear on the concept and develop a suitable epistemological framework for their analysis. What is the content of a mental state? This question poses the problem of intentionality: to explain how mental states can be about other things, where being about them is understood as representing them. A framework that integrates predictive coding and signaling systems theories of cognitive processing offers a new perspective on intentionality. On this view, at least some mental states are evaluations, which differ in function, operation, and normativity from representations. A complete naturalistic theory of intentionality must account for (...) both types of intentional state. (shrink)

A number of recent theories of quantum gravity lack a one-dimensional structure of ordered temporal instants. Instead, according to many of these views, our world is either best represented as a single three-dimensional object, or as a configuration space composed of such three-dimensional objects, none of which bear temporal relations to one another. Such theories will be empirically self-refuting unless they can accommodate the existence of conscious beings capable of representation. For if representation itself is impossible in a timeless world, (...) then no being in such a world could entertain the thought that a timeless theory is true, let alone believe such a theory or rationally believe it. This paper investigates the options for understanding representation in a three-dimensional, timeless, world. Ultimately it concludes that the only viable option is one according to which representation is taken to be deeply non-naturalistic. Ironically then we are left with two seemingly very unattractive options. Either a very naturalistic motivation—taking seriously a live view in fundamental physics—leads us to a very non-naturalistic view of the mental, or else views in the philosophy of mind partly dictate what is an acceptable theory in physics. The sociotechnical domain is the realm of scientists, the communities and institutions they form, and the tools and instruments they use to create, disseminate, and preserve knowledge. This paper reviews current scientonomic theory concerning this domain. A core scientonomic concept is that of an epistemic agent. Generally, an agent is an entity capable of intentional action—action that has content or meaning due to its purposeful direction towards a goal. An epistemic agent is one whose actions are the taking of epistemic (...) stances, such as acceptance or rejection, towards epistemic elements, like theories or questions. An epistemic agent must semantically understand the propositions in question, and their alternatives, and choose among them with reason, with the motive of acquiring knowledge. The most obvious example of an epistemic agent is an individual human being. Rejecting the network of practitioners view, current scientonomic theory argues that appropriately organized communities of scientists can also function as epistemic agents. Communal epistemic agents are of particular scientonomic importance. Whereas the methods of theory assessment of individual scientists can be idiosyncratic, scientonomic theory contends that the taking of epistemic stances by scientific communities is a lawful, rule governed process. A second concept of central importance is that of an epistemic tool. A physical object or system is an epistemic tool for some epistemic agent if there is a procedure by which the tool can provide an acceptable source of knowledge under the method employed by that agent. What is the role of the environment, and of the information it provides, in cognition? More specifically, may there be a role for certain artefacts to play in this context? These are questions that motivate "4E" theories of cognition (as being embodied, embedded, extended, enactive). In his take on that family of views, Hajo Greif first defends and refines a concept of information as primarily natural, environmentally embedded in character, which had been eclipsed by information-processing views of cognition. This chapter describes the conceptual foundations of cognitive science during its establishment as a science in the 20th century. It is organized around the core ideas of individual agency as its basic explanans and information-processing as its basic explanandum. The latter consists of a package of ideas that provide a mathematico-engineering framework for the philosophical theory of materialism.

Dramatic changes or revolutions in a field of science are often made by outsiders or 'trespassers,' who are not limited by the established, 'expert' approaches. Each essay in this diverse collection shows the fruits of intellectual trespassing and poaching among fields such as economics, Kantian ethics, Platonic philosophy, category theory, double-entry accounting, arbitrage, algebraic logic, series-parallel duality, and financial arithmetic.

This thesis aims to develop a psychologically plausible account of concepts by integrating key insights from philosophy (on the metaphysical basis for concept possession) and psychology (on the mechanisms underlying concept acquisition). I adopt an approach known as informational atomism, developed by Jerry Fodor. Informational atomism is the conjunction of two theses: (i) informational semantics, according to which conceptual content is constituted exhaustively by nomological mind–world relations; and (ii) conceptual atomism, according to which (lexical) concepts have no internal structure. I (...) argue that informational semantics needs to be supplemented by allowing content-constitutive rules of inference (“meaning postulates”). This is because the content of one important class of concepts, the logical terms, is not plausibly informational. And since, it is argued, no principled distinction can be drawn between logical concepts and the rest, the problem that this raises is a general one. An immediate difficulty is that Quine’s classic arguments against the analytic/synthetic distinction suggest that there can be no principled basis for distinguishing content-constitutive rules from the rest. I show that this concern can be overcome by taking a psychological approach: there is a fact of the matter as to whether or not a particular inference is governed by a mentally-represented inference rule, albeit one that analytic philosophy does not have the resources to determine. I then consider the implications of this approach for concept acquisition. One mechanism underlying concept acquisition is the development of perceptual detectors for the objects that we encounter. I investigate how this might work, by drawing on recent ideas in ethology on ‘learning instincts’, and recent insights into the neurological basis for perceptual learning. What emerges is a view of concept acquisition as involving a complex interplay between innate constraints and environmental input. This supports Fodor’s recent move away from radical concept nativism: concept acquisition requires innate mechanisms, but does not require that concepts themselves be innate. (shrink)
