Cognition, or scientific knowledge, is the fulcrum of Gellner’s philosophy of history. Science, for Gellner, is central to understanding the rise of the West and also to his defence of Enlightenment rationality against postmodernism and other forms of relativism. This way of thinking has recently been challenged, first, by global historians who locate the ‘great divergence’ in the 19th century rather than earlier, and second, by those who assign to the Enlightenment a pernicious role and argue that rationality and scientific (...) knowledge are inextricably bound to particular social contexts, for good or ill. Gellner’s ideas can be defended against these challenges, but this requires, first, distinguishing between rationality and science and, second, tracing the course of science and technology outside of the West. Once this defence is in place, Gellner’s ideas about the relation between cognition on one side and production and coercion can also be re-examined: here, too, his account requires revision since the idea that rationality ‘trumps’ the other two orders needs to be specified on the ground: in everyday life, for example, scientific knowledge is rather remote, and so often does not supersede other social dynamics. This also relates to other tensions in the relation between science, technology and everyday life: as Gellner noted, technology yields rubber as well as iron cages, but consumer technologies are now in some respects on a path towards unsustainable growth. Separating this problem from cognition is a further task. These refinements to Gellner’s ideas provide a basis for rethinking the connection he makes between liberalism and modern cognition. This article discusses relations among the multiple levels of analysis present in macro-sociological explanation—i.e., relations of individual, structural, and institutional processes. It also criticizes the doctrinal insistence upon single-level individualistic explanation found in some prominent contemporary sociological theory. For illustrative material the article returns to intellectual uses of Weber's "Protestant Ethic thesis," showing how an artificial version has been employed as a kind of proof text for the alleged scientific necessity of individualist explanation. Our alternative exposition renders the discussion of (...) Protestantism and capitalism in an explicitly multilevel way, distinguishing possible individual-level, social-organizational, and institutional linkages. The causal processes involved are distinct ones, with the more structural and institutional forms neither captured nor attainable by individual-level thinking. We argue more generally that "methodological individualisms" confuse issues of explanation with issues about microfoundations. This persistent intellectual conflation may be rooted in the broader folk models of liberal individualism. (shrink)

Major changes in the governance of higher education and the public sciences have taken place over the past 40 or so years in many OECD countries. These have affected the nature of authority relationships governing research priorities and the evaluation of results. In particular, the increasing exogeneity, formalisation and substantive nature of governance mechanisms, as well as the strength and extent of their enforcement, have altered the relative authority of different groups and organisations over research priorities and evaluations, as well (...) as creating some new ones. These shifts in authority have occurred to different degrees in differently organised public science systems. As a result, the diversity and longevity of many research projects, the intensity of competition for disciplinary reputations and the coordination of research goals and outcomes across universities and national boundaries have changed to different degrees in different countries. In this paper, I propose a new way to integrate historical accounts of social interaction in scientific practice with philosophical examination of scientific knowledge. The relation between descriptive accounts of scientific practice, on the one hand, and normative accounts of scientific knowledge, on the other, is a vexed one. This vexatiousness is one instance of the gap between normative and descriptive domains. The general problem of the normative/descriptive divide takes striking and problematic form in the case of social aspects of (...) scientific knowledge. With respect to this issue, history and philosophy of science appear starkly incompatible. I show how this dualism can be overcome, drawing on social action theory and the recent history of cellular immunology. (shrink)

A persistent sociological thesis posits that the spread of formal education causes an inevitable decline in religion as a social institution and diminishes adherence to religious beliefs in postindustrial society. Now that worldwide advanced education is a central agent in developing and disseminating Western rationality emphasizing science as the ultimate truth claim about a humanly constructed society and the natural world this seems an ever more relevant thesis. Yet in the face of a robust “education revolution,” religion and spirituality endure, (...) and in certain respects thrive, thus creating a sociological paradox: How can both expanding education and mass religion coexist? The solution proposed here is that instead of educational development setting the conditions for the decline and eventual death of religion, the two institutions have been, and continue to be, more compatible and even surprisingly symbiotic than is often assumed. This contributes to a culture of mass education and mass religion that is unique in the history of human society, exemplified by the heavily educated and churched United States. After a brief review of the empirical trends behind the paradox, a new confluence of streams of research on compatible worldviews, overlapping ideologies, and their enactments in educational and religious social movements illustrates the plausibility of an affinity argument and its impact on theory about post-secular society. Diffusion and institutionalization are of prime sociological importance, as both processes unfold at the intersections of relations and structures, as well as persistence and change. Yet they are often confounded, leading to theoretical and methodological biases that hinder the development of generalizable arguments. We look at diffusion and institutionalization distinctively, each as both a process and an outcome in terms of three dimensions: the objects that flow or stick; the subjects who adopt or influence; and the social settings through which (...) an innovation travels. We offer examples to flesh out these dimensions, and formulate testable propositions from our analytic framework that could lead to further theoretical refinement and progress. (shrink)

This paper demonstrates how the application of New Public Management (NPM) and the accompanying rise of academic capitalism in allocating research funds in the German academic field have interacted with a change from federal pluralism to a more stratified system of universities and departments. From this change, a tendency to build cartel-like structures of allocating symbolic capital resulting in oligopolistic structures of appropriating research funds has emerged. This macro level structure is complemented by the strengthening of the traditional oligarchic structures (...) of research, carried out by an increasing number of assistants under the direction of a professor on the meso level. The outcome of this institutional setting is a significant gap between the appropriation of research funds according to the allocation of symbolic capital and the production of knowledge in publications. The application of NPM therefore needs to be explained more as a result of the normative pressure of a globally established model of “rational” administration, and less as a result of its functional effectiveness. This is demonstrated by an empirical analysis with simple and multiple regressions using data on the allocation of research grants and publication records of German chemistry departments. (shrink)

This article critically engages a recent essay Jeffrey Alexander has published on ‘societalization’, whose conceptualization it finds problematic; first, because in contrast to the impression conveyed by the essay, the term itself is anything but new (as shown in a summary of six theories of societalization which precede Alexander’s by decades, in two cases, by more than a century), and, second, because the way Alexander employs the term is highly aporetic, while also being emblematic of much deeper problems that afflict (...) the whole discipline. Following a reconstruction of the term’s morphology and the transmutations it underwent during its gradual incorporation into the English language, the article identifies an undertheorized concept of society as the root cause behind the difficulties into which Alexander maneuvers himself. It concludes with a brief sketch of an alternative that can contribute to overcoming these difficulties. (shrink)

The expansion of the higher education system and the rationalization of universities in South Korea, while broadly following the global patterns, reflect the characteristics of the national political system. We show the rapid growth of universities and document core organizational changes among universities: the elaboration of faculty performance evaluation rules, the expansion and differentiation of central administrations, and the emergence of engagement in vision statements. These changes, constructing universities as organizational actors, parallel the changes in higher education systems elsewhere. However, (...) the uniqueness of the Korean experience lies with the role of the state as a catalyst guiding the overall direction and the structure and strategy of universities. We discuss the implications of our research for the rationalization of universities in a highly centralized system. (shrink)

Charting significant growth in science production over the 20th century in four European Union member states, this neo-institutional analysis describes the development and current state of universities and research institutes that bolster Europe’s position as a key region in global science. On-going internationalization and Europeanization of higher education and science has been accompanied by increasing competition as well as collaboration. Despite the policy goals to foster innovation and further expand research capacity, in cross-national and historical comparison neither the level of (...) R&D investments nor country size accounts completely for the differential growth of scientific productivity. Based on a comprehensive historical database from 1900 to 2010, this analysis uncovers both stable and dynamic patterns of production and productivity in Germany, France, Belgium, and Luxembourg. Measured in peer-reviewed research articles collected in Thomson Reuters’ Science Citation Index Expanded, which includes journals in the fields of Science, Technology, Engineering, Mathematics, and Health, we show the varying contributions of different organizational forms, especially research universities and research institutes. Comparing the institutionalization pathways that created the conditions necessary for continuous and strong growth in scientific productivity in the European center of global science emphasizes that the research university is the key organizational form across countries. What role do science and scientists play in the transition between food regimes? Scientific communities are integral to understanding political struggle during food regime transitions in part due to the broader scientization of politics since the late 1800s. While social movements contest the rules of the game in explicitly value-laden terms, scientific communities make claims to the truth based on boundary work, or efforts to mark some science and scientists as legitimate while marking others as illegitimate. In doing so, scientific (...) communities attempt to establish and maintain the privileged position of science in contests over policy. In this paper, we situate scientific boundary work within its world historical context in order to ask two key questions: (1) how does scientific boundary work vary across food regimes; and, in turn, (2) what role does scientific boundary work play in the political contestation that drives transitions between food regimes? We explore these questions through the case of one scientific community—the AOAC (Association of Official Analytical Communities)—involved in food safety regulation across the British, US, and corporate food regimes. We argue that scientific boundary work is shaped by historically specific patterns of social conflict within food regimes and, in particular, the double-movement dynamics that Polanyi (The great transformation: the political and economic origins of our times. Boston: Beacon, 1957[1944]) theorizes. Moreover, as scientific communities reconstruct their internal rules, norms, and procedures to claim their own legitimacy in relation to prevailing forms of social conflict, they also reshape who sets scientific agendas and thus the knowledge available for making new rules within periods of food regime transition. To elaborate this argument in theoretical terms, we build on recent efforts to integrate a neo-Polanyian perspective into food regime analysis and link this to research on scientific boundary work by scholars in science and technology studies. For centuries, the processes of social differentiation associated with Modernity have often been thought to intensify the need for site-specific forms of role training and knowledge production, threatening the university’s survival either through fragmentation or through failure to adapt. Other lines of argument emphasize the extent to which the Modern system creates and relies on an integrated knowledge system, but most of the literature stresses functional differentiation and putative threats to the university. And yet over this period the university has (...) flourished. In our view, this seeming paradox is explained by the fact that modern society rests as much on universalistic cosmological bases as it does on differentiation. The university expands over recent centuries because – as it has from its religious origins – it casts cultural and human materials in universalistic terms. Our view helps explain empirical phenomena that confound standard accounts: the university’s extraordinary expansion and global diffusion, its curricular and structural isomorphism, and its relatively unified structure. All of this holds increasingly true after World War II, as national state societies made up of citizens are increasingly embedded in a world society constituted of empowered individuals. The redefinition of society in global and individual terms reduces nationally bounded models of nature and culture, extends the pool of university beneficiaries and investigators, and empowers the human persons who are understood to root it all. The changes intensify universalization and the university’s rate of worldwide growth. For the university’s knowledge and “knowers,” and for the pedagogy that joins them together, the implications are many. The emerging societal context intensifies longstanding processes of cultural rationalization and ontological elaboration, yielding great expansions in what can and should be known, and in who can and should know. These changes in turn alter the menu of approved techniques for joining knowledge and knower as one. The “knowledge society” that results is distinguished by the extraordinary degree to which the university is linked to society. But it is also distinguished by the degree to which society is organized around the university’s abstracted and universalized understandings of the world and its degree-certified graduates. (shrink)

In this chapter I investigate the prospects of integrated history and philosophy of science, by examining how philosophical issues raised by “hidden entities”, entities that are not accessible to unmediated observation, can enrich the historical investigation of their careers. Conversely, I suggest that the history of those entities has important lessons to teach to the philosophy of science. Hidden entities have played a crucial role in the development of the natural sciences. Despite their centrality to past scientific practice, however, several (...) of them (e.g., phlogiston, caloric, and the ether) turned out to be fictitious. For this reason, they have figured prominently in recent debates on scientific realism. The issues I explore in this paper are entangled with those debates. I argue that our understanding of hidden entities and their role in experimental practice can be enhanced by adopting an integrated historical-cum-philosophical approach. On the one hand, philosophical reflection on the reality of those entities has a lot to gain by examining historically how they were ntroduced and investigated. On the other hand, the historical reconstruction of the careers of those entities may profit from philosophical reflection on their existence. (shrink)

This research was inspired by Werner Callebaut's (1993) classic in which he interviewed major contemporary philosophers of science (specifically of biology) at a time when the interdisciplinary label of "science studies" had hardly been invented. The "real" in his title, Taking the Naturalistic Turn: How Real Philosophy of Science is Done, was a playful reference to debates over realism in Philosophy—the title as a whole drawing attention to his intent to study science studies empirically. In the vast literature on human rights and natural law one finds arguments that draw on science or mathematics to support claims to universality and objectivity. Here are two such arguments: 1) Human rights are as universal (i.e., valid independently of their specific historical and cultural Western origin) as the laws and theories of science; and 2) principles of natural law have the same objective (metahistorical) validity as mathematical principles. In what follows I will examine these arguments in some detail (...) and argue that both are misplaced. A section of the paper will be devoted to a discussion of arguments relying on the historical and cultural specificity (and intrinsic superiority) of Western science. The conclusion is that both science and mathematics offer little help to anyone wanting to make use of them as paradigms of universality, objectivity, and rationality. Finally, I will draw some consequences for the idea of human rights. (shrink)

Global science expansion and the ‘skills premium’ in labor markets have been extensively discussed in the literature on the global knowledge economy, yet the focus on, broadly-speaking, knowledge-related personnel as a key factor is surprisingly absent. This article draws on UIS and OECD data on research and development personnel for the period 1980 to 2015 for up to N = 82 countries to gauge cross-national trends and to test a wide range of educational, economic, political and institutional determinants of general (...) expansion as well as expansion by specific sectors and country groups. Findings show that, worldwide, the number of personnel involved in the creation of novel and original knowledge has risen dramatically in the past three decades, across sectors, with only a few countries reporting decrease. Educational and economic predictors show strong effects. Expansion is also strongest in those countries embedded in global institutional networks, yet regardless of a democratic polity. I discuss the emergence of ‘knowledge work’ as a mass-scale and worldwide phenomenon and map out consequences for the analysis of such a profound transformation, which involves both an educated workforce and the strong role of the state. The political liberalism of professors—an important occupational group and anomaly according to traditional theories of class politics—has long puzzled sociologists. This article sheds new light on the subject by employing a two-step analytic procedure. In the first step, we assess the explanatory power of the main hypotheses proposed over the last half century to account for professors’ liberal views. To do so, we examine hypothesized predictors of the political gap between professors and other Americans using General Social Survey data pooled (...) from 1974–2008. Results indicate that professors are more liberal than other Americans because a higher proportion possess advanced educational credentials, exhibit a disparity between their levels of education and income, identify as Jewish, non-religious, or non-theologically conservative Protestant, and express greater tolerance for controversial ideas. In the second step of our article, we develop a new theory of professors’ politics on the basis of these findings (though not directly testable with our data) that we think holds more explanatory promise than existing approaches and that sets an agenda for future research. Has the Internet changed the pattern of social relations? More specifically, have social relations undergone any systematic change during the recent widespread diffusion of new communications technology? This question is addressed using a unique longitudinal survey that bookends the entire period of Internet diffusion in two African nations and one Indian state. We analyze data on nine professional linkages reported by a population of agricultural and environmental scientists in Kenya, Ghana, and Kerala over a sixteen-year period. Factor analysis reveals two (...) clusters of relationships, one interpretable as traditional scientific exchange, the other indicating mediated forms of collaboration. While collaboration increases in frequency, friendship declines. We interpret this shift as a consequence of communications technology that facilitates formal projects, reducing the affective dimension of professional association. (shrink)

This essay presents the first analysis of gender differences in productivity using panel data on scientists in low-income countries. About 540 researchers in Ghana, Kenya, and Kerala were studied using the same survey instrument in 2001 and 2005. Results indicate very few gender disparities in outcomes at either period of the study with one exception: productivity in international journals. The authors show that substantial gains in access to technology and higher education by women have not reduced the gender gap on (...) this important career dimension. (shrink)

The past three decades have witnessed a sharp reduction in the rate of growth of public research funding, and sometimes an actual decline in its level. In many countries, this decline has been accompanied by substantial changes in the ways that such funding has been allocated and monitored. In addition, the institutions governing how research is directed and conducted underwent significant reforms. In this paper we examine how these changes have affected scientists’ research goals and practices by comparing the development (...) of three scientific innovations in four European countries, namely Germany, the Netherlands, Switzerland, and Sweden. We find that the increased number of actors exercising authority over research goals does not necessarily lead to a greater diversity of interests funding research. A narrowing of goals and frameworks is especially probable when the increasing importance of external project funding is combined with reductions in state financing of universities and public research institutes. Finally, the growing standardisation of project cycle times and resource packages across funding agencies and scientific communities make it more difficult for researchers to pursue projects that deviate from these norms, especially, if they challenge mainstream beliefs and assessment criteria. A new approach in science policy making named the innovation system approach has been developed during the past three decades. Its primary goal is to better understand the processes through which scientific knowledge is produced and transferred to businesses to improve their competitiveness and develop national and/or regional economies. This approach has been adopted as an analytical framework and guideline for science policy making by numerous public sector organizations around the world. Using a case study of the Canadian and Québec (...) public sectors, our research seeks to understand why the IS approach has gained the adherence of government employees and how it has been disseminated from international organizations down to regional civil servants. Findings show that adherence to the IS approach stems from the prestige of the Organisation for Economic Cooperation and Development and its associated epistemic community, and from the cultural authority science exerts on government employees; these two factors bestow cultural authority onto the IS approach. The perceived scientific validity of the IS approach also leads government employees to consider its underlying economistic worldview as an unquestionable reality. (shrink)

The article concerns itself with normative aspects of public health in light of recent debates. It starts out by introducing a few terminological and conceptual distinctions that set the stage for the subsequent discussion. This is followed by critical remarks on two proposals for developing an adequate public health ethics and the way that the growing health inequalities observed in much of the OECD-world are dealt with in parts of the pertinent literature. The article concludes with a cautionary note on (...) the ‘dangers’ of over-identification with a public health agenda and of over-moralization of empirical findings that give cause for concern.
