    This essay re-considers Karl Mannheim’s notion of democratic behaviour in the context of mass society. Although the term ‘mass society’ seems archaic, it is still the precondition of democracy today. Mannheim conceptualized mass society as irrational, disintegrating Great Society and presented the remedy of Planning for Freedom to counter the crisis of mass democracy. In his remedy Mannheim advocated social education that fosters citizens’ democratic interaction, and the keywords of his education were ‘integrative behaviour’ and ‘creative tolerance’.     This article argues that all-affected principle needs to be reconceptualized to account for the differences in the historical and current social position of those who are or who should be making legitimacy claims. Drawing on Butler’s theory of vulnerability, this article advances a new and more robust all-affected principle that affords a stronger claim to legitimacy to those most-deeply affected by both the current decision in question and the historical process and practices shaping the choices available.     Political egalitarians tend to defend equal distributions of voting power at specific times, as in ‘one election, one vote’. Appealing as it is, the principle seems incompatible with distributing power proportionally to the stakes voters have at different elections, as in ‘one stake, one vote’.     For the purpose of clarity I offer an operational definition of Islamic thought which is Sunni-based. The public sphere is placed in the context of deliberative politics as an ethical frame in which the following elements are assumed: freedom, equality, reciprocity, reasoning, choice, fraternity and solidarity. Three Islamic models are identified: model, the Sufi/individualist model; model, shariah-legal-religious nationalism; and model, the ethical model.
