During the second half of the twentieth century, several philosophers of technology argued that their predecessors had reflected too abstractly and pessimistically on technology. In the view of these critics, one should study technologies empirically in order to fully understand them. They developed several strategies to empirically inform the philosophy of technology and called their new approach the empirical turn. However, they provide insufficient indications of what exactly is meant by empirical study in their work. This leads to the critical (...) question of what counts as an empirically informed philosophy of technology in the empirical turn. In order to answer this question, we first elaborate on the problems that the empirical turn philosophers tried to address; secondly, we sketch their solutions, and, thirdly, we critically discuss their conceptions of empirical study. This book explores what it means to exist in virtual worlds. Chiefly drawing on the philosophical traditions of existentialism, it articulates the idea that — by means of our technical equipment and coordinated practices — human beings disclose contexts or worlds in which they can perceive, feel, act, and think. More specifically, this book discusses how virtual worlds allow human beings to take new perspectives on their values and beliefs, and explore previously unexperienced ways of being. Despite widespread recognition of an emergent politics of data in our midst, we strikingly lack a political theory of data. We readily acknowledge the presence of data across our political lives, but we often do not know how to conceptualize the politics of all those data points—the forms of power they constitute and the kinds of political subjects they implicate. Recent work in numerous academic disciplines is evidence of the first steps toward a political theory of data. This article maps (...) some limits of this emergent literature with an eye to enriching its theoretical range. The literature on data politics, both within political theory and elsewhere, has thus far focused almost exclusively on the algorithm. This article locates a further dimension of data politics in the work of formatting technology or, more simply, formats. Formats are simultaneously conceptual and technical in the ways they define what can even count as data, and by extension who can count as data and how they can count. A focus on formats is of theoretical value because it provides a bridge between work on the conceptual contours of categories and the technology-centric literature on algorithms that tends to ignore the more conceptual dimensions of data technology. The political insight enabled by format theory is shown in the context of an extended interrogation of the politics of racialized redlining. (shrink)

As technology has the ability to displace power and politics, it needs to be at the centre of political concern. This article develops the idea that technological citizenship is an important concept in cultivating political sensitivity to technology. Rather than straightforwardly correcting for the displacement of power, technological citizenship must cultivate this displacement and engage with it through contestation. Drawing on insights from the critical theory of technology, this article reconceptualizes the political effects of technology as internal to both politics (...) and technology design, rather than externalities. By recontextualizing, the critical theory aims to reshape the input space of technology design, and include a broader range of values. This conflation of the political and the technical shows remarkable parallels with the generic concept of sustainability. It is thus concluded that technological citizenship is essentially sustainable citizenship. (shrink)

One determining characteristic of contemporary sociopolitical systems is their power over increasingly large and diverse populations. This raises questions about power relations between heterogeneous individuals and increasingly dominant and homogenizing system objectives. This article crosses epistemic boundaries by integrating computer engineering and a historicalphilosophical approach making the general organization of individuals within large-scale systems and corresponding individual homogenization intelligible. From a versatile archeological-genealogical perspective, an analysis of computer and social architectures is conducted that reinterprets Foucault’s disciplines and political anatomy to (...) establish the notion of politics for a purely technical system. This permits an understanding of system organization as modern technology with application to technical and social systems alike. Connecting to Heidegger’s notions of the enframing (Gestell) and a more primal truth (anfänglicheren Wahrheit), the recognition of politics in differently developing systems then challenges the immutability of contemporary organization. Following this critique of modernity and within the conceptualization of system organization, Derrida’s democracy to come (à venir) is then reformulated more abstractly as organizations to come. Through the integration of the discussed concepts, the framework of Large-Scale Systems Composed of Homogeneous Individuals (LSSCHI) is proposed, problematizing the relationships between individuals, structure, activity, and power within large-scale systems. The LSSCHI framework highlights the conflict of homogenizing system-level objectives and individual heterogeneity, and outlines power relations and mechanisms of control shared across different social and technical systems. For more than 20 years, sustainable development has been advocated as a way of tackling growing global environmental and social problems. The sustainable development discourse has always had a strong technological component and the literature boasts an enormous amount of debate on which technologies should be developed and employed and how this can most efficiently be done. The mainstream discourse in sustainable development argues for an eco-efficiency approach in which a technology push strategy boosts efficiency levels by a factor 10 (...) and more in industrialised and developing countries. A minority argues for a socio-cultural lifestyle switch, relying on new values, quality of life, sufficiency and redistribution strategies, with calls for appropriate and soft technologies. It is remarkable, however, that the articles, books and policy debates on sustainability seldom explicitly draw in a discussion of the nature of technology, how technology influences and is influenced by society, and what this implies for sustainable development. The mainstream interprets technology as neutral and instrumental: technology is no more than an instrument to reach a goal; it cannot be judged on its intrinsic characteristics, only on its use. The alternative view often builds on an autonomous and substantive interpretation of technology: technology is an autonomous, almost uncontrollable power that fundamentally reshapes our culture. A more balanced approach seems to be growing in the research on socio-technical sustainability transitions where the focus shifts to the co-evolution of technology and society, and to the networks, seamless webs and complex multi-actor processes that may carry a sustainability transition forward. This approach builds on insights from recent traditions in the philosophy and sociology of technology, in particular the social construction of technology (SCOT) and actor-network theory (ANT). While this provides for a better understanding of the nature and potential role of technology in sustainability policies, it remains to be seen whether it will actually influence the choice between technologies. This article investigates the different conceptualisations of technology in the sustainability debate. It first distinguishes between different approaches of sustainability and how these are related to differing views on technology. It then moves on to how the socio-technical transitions research incorporates insights from contemporary philosophy and sociology of technology. It reflects on the potential of transitions research to give guidance in technology choices, suggesting that the transition approach might be strengthened by drawing in insights from critical theory of technology and by taking a more political stance in defining sustainable development. Developers are often the engine behind the creation and implementation of new technologies, including in the artificial intelligence surge that is currently underway. In many cases these new technologies introduce significant risk to affected stakeholders; risks that can be reduced and mitigated by such a dominant party. This is fully recognized by texts that analyze risks in the current AI transformation, which suggest voluntary adoption of ethical standards and imposing ethical standards via regulation and oversight as tools to compel developers (...) to reduce such risks. However, what these texts usually sidestep is the question of how aware developers are to the risks they are creating with these new AI technologies, and what their attitudes are towards such risks. This paper asks to rectify this gap in research, by analyzing an ongoing case study. Focusing on six Israeli AI startups in the field of radiology, I carry out a content analysis of their online material in order to examine these companies’ stances towards the potential threat their automated tools pose to patient safety and to the work-standing of healthcare professionals. Results show that these developers are aware of the risks their AI products pose, but tend to deny their own role in the technological transformation and dismiss or downplay the risks to stakeholders. I conclude by tying these findings back to current risk-reduction recommendations with regards to advanced AI technologies, and suggest which of them hold more promise in light of developers’ attitudes. This article expands upon the notion of ideology as a material phenomenon, usually in the form of institutionalized, taken-for-granted practices. It draws on Herbert Marcuse and related thinkers to conceptualize technological solutions to environmental problems as materialized ideological responses to social-ecological contradictions, which, by concealing these contradictions, reproduce existing social conditions. This article outlines a method of technology assessment as ideology critique that draws attention to: (1) the social determinants of the given technology; (2) whether the technology conceals or masks (...) social-ecological contradictions; (3) whether the technology reproduces existing social conditions; and (4) whether the technology may be used for more rational or emancipatory ends in different social conditions. The examples of solar geoengineering and agricultural biotechnology are examined and it is found that, in each case, these technological solutions conceal social-ecological contradictions and support the current economic system and those benefiting from it, while precluding other alternatives. The aim of this paper is to analyse teledildonics from a phenomenological perspective in order to show the possible effects they will have on ourselves and on our society. The new way of using digital technologies is to merge digital activities with our everyday praxes, and there are already devices which enable subjects to be digitally connected in every moment of their lives. Even the most intimate ones are becoming mediated by devices such as teledildonics which digitally provide a tactual (...) stimulation allowing users to have sexual intercourse through them. The efforts made in order to provide such an intertwinement of our everyday lives and digital technologies are evident, but the effects produced by them are not clear at all. This paper will analyse these technologies from a phenomenological perspective in order to understand their effects on the constitution of the subjects and on our society at the intimate level. This paper examines the relationship between identities and the bicycle as portrayed in films. The analysis finds that taking the viewpoint of the bicycle emancipates the bicycle from being subjected to closure, as the constructionists would have it, and thus articulates the differences with which the bicycle can communicate to its rider. The paper examines the bicycle as depicted in three films: Premium Rush, A Sunday in Hell and Life on Earth. It engages with the concept of ‘interpretative flexibility’ and (...) the development of the bicycle, as examined by Wiebe Bijker and others, and argues that the interpretative flexibility of bicycles does not cease just because the high-wheeler was abandoned and the ‘safety’ bicycle was universally accepted. The fight for the role of the bicycle continues and the bicycle is subject to constant transformations in order to reconstruct it according to human needs. Andrew Feenberg’s modified constructivism is applied to re-examine the technical development of the bicycle, claiming that technology is dependent on specific social structures as well as human agency. The paper argues that just as social structures are negotiable and unfixed at any point in time, the bicycle too is never neutral but remains negotiable and unfixed. Consequently, since the bicycle constantly ‘speaks’ back to the user, there is never closure in the technical development of the bicycle. Drawing on the writings of Bruno Latour and the Deleuzian idea of assemblages, the bicycle and its rider are considered as an organic entity that is constantly forged and un-forged. Understanding the rhetoric of the bicycle machine helps the convergence of a bicycle becoming with becoming a rider, marking the bicycle as equal to its rider. Viewed in this way, the hierarchy of agency collapses and a crystallization emerges out of the rider and bicycle entwinement. (shrink)
