In their respective commentaries to my article “Postphenomenology and the Politics of Sustainable Technology” both Robert Scharff and Michel Puech take issue with my postphenomenological inroad into the politics of technology. In a first step I try to accommodate the suggestions and objections raised by Scharff by making my account of the political more explicit. Consequently, I argue how an antagonistic relational conceptualisation of the political allows me to address head on Puech’s plea to leave politics behind and move towards (...) an ethically informed, post-political approach to sustainability. “But perhaps the question philosophy is confronted with—through the question of the political—might be whether not all reasoning, including a purely theoretical reasoning, can truly only be a political reasoning, resulting in an inevitable, indeed necessary circular structure” (Boehm 2002; author’s translation). In a footnote to my original article ‘Postphenomenology and the Politics of Sustainable Technology’, I wrote that “for the purpose of this paper, it suffices to say that I use the adjective ‘political’ to indicate all aspects of human and non-human agency that are related to ‘shaping the good life’ (Goeminne 2011a).” With hindsight, brought about by the commentaries of Scharff (2011) and Puech (2011), I now see that I could not have been more optimistic. Or should I say naïve? Indeed, although coming from different angles and resulting in very different suggestions, both commentaries precisely target my postphenomenological inroad into the ‘politics’ of technology. In challenging my grounding of the politics of technology in a postphenomenological perspective, Scharff in particular invites me to make my notion of the political more explicit. In what follows, I will therefore first elaborate my take on the political dimension of technology in dialogue with Scharff’s comments and suggestions. Armed with this deepened concept of the political, I will then address Puech’s plea to leave politics behind and move towards an ethically informed, post-political approach to sustainability. Evidently, within the limits of this piece, I can only indicate the broader direction my conceptualisation of the political takes. It suffices perhaps to say that, partly induced by the commentaries of Scharff and Puech, the question of the political has meanwhile taken a much more prominent place in my research as can be seen from a few recent publications [e.g. Goeminne (2012) and Goeminne (forthcoming)]. In the reflection on organisations there is a tradition that focuses on the dimensions of power within organisations. Generally in that tradition, organisations are interpreted as complex unities of individuals and coalitions who try to influence the functioning of organisations with a view to their values and interests. This tradition presents itself in opposition to mainstream thinking about organisations in which they are interpreted as technical systems for making profits through efficient ways of production. This dichotomy of tradition reflects more (...) or less Habermas's dichotomy of communicative and instrumental reason. In this article I develop a perspective that goes beyond this dichotomy. I try to show by means of a critical analysis of organisations from a "technological" perspective that organisations are necessarily open to democratic actions. This can be considered as an unforeseen application or example of the Habermasian communicative reason. (shrink)

The main contribution of this article is to apply Herbert Marcuse’s work in contemporary neoliberal society. Specifically, this article will focus on Marcuse’s critique of advanced industrial society and the role that technology plays in the quantification of the self. In this article, I will argue that in recent years, the development of technology has created the possibility to measure, calculate and quantify even the most trivial aspects of our lives, reducing people to numbers. The quantification of people is done (...) with the specific purpose of enhancing efficacy and productivity. I will unpack this notion by first looking to Marcuse’s critique of an advanced industrial society which he argues has the unique purpose of quantifying people to achieve a universal norm of calculated efficiency. Specifically, I will refer to Marcuse’s critique of industrial rationality as the prevailing rationality in advanced industrial societies which encourages the quantification of people. Secondly, I argue that Marcuse’s critique has evolved in the work of contemporary thinkers such as political economist Wendy Brown and cultural theorist Byung-Chul Han. I argue that Brown expands on Marcuse’s theories and contextualises those theories in contemporary neoliberalism. Specifically, I will focus on the concept of governmentality as a political rationality in neoliberal societies and how it advances a one-dimensional political passivity in neoliberal subjects. Finally, I refer to Han, whose theories explore the influence of new forms of technology in a neoliberal society and the development of the neoliberal subject as a “quantified self”. (shrink)

This paper analyzes a contemporary conception of digital despotism through themes drawn from classical Greek philosophy. By taking as a measure some of the most radically excluded categories of human existence, Aristotle’s slave and slavish types, I offer a way to understand digital despotism as a syndrome of overlapping risks to human impairment, brought about by the advent of automated data processing technologies, which dispossesses people along i) ontological and ii) cognitive dimensions. This conception aims to balance the appeal to (...) the _language_ of slavery in recent global historical, Marxist, republican, and postcolonial discourses on digital technology, while distinguishing itself from the coercive, material violence involved in the experiences of slavery itself. Unlike prior conceptions, this thematic idea of digital despotism moreover suggests political vulnerability to forms of despotic rule and integrates various risk factors that can therefore be better recognized in both policy intervention, and individual and/or collective resistance. In the aftermath of the 2008 financial crisis, Bitcoin emerged as an alternative monetary system that could circumvent political and financial authorities. A practice in libertarian prefigurative politics, Bitcoin demonstrates the capacity for online subgroups to creatively appropriate internet-based technologies to enact alternative futures. Andrew Feenberg’s critical theory of technology clarifies this capacity and outlines the significance of agency in technical action. As technology mediates many social relations, it has a significant role in the reproduction of social power. Technological agency (...) is therefore a crucial site of resistance in which users can form alternative, democratic rationalizations of technology. Yet are such instances of agency intrinsically democratic? In analysing this aspect of Feenberg’s theory, this article argues that Bitcoin represents a ‘popular rationalization’ of technology – a creative appropriation of technology that empowers some groups while lacking the ethical justification necessary to be considered democratic. Technologies for mitigating and adapting to climate change are inherently political. Their development, diffusion and deployment will have uneven impacts within and across national borders. Bringing the governance of climate technologies under democratic control is imperative but impeded by the global scale of governance and its polycentric nature. This article draws on innovative theorising in the deliberative democracy tradition to map possibilities for global democratic governance of climate technologies. It is argued that this domain is not beyond the reach of (...) democracy. Civil society has a unique and expanded role to play in generating democratic legitimacy by fostering public deliberation; translating and transmitting concepts, ideas and messages; and promoting and facilitating deliberative accountability. This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it is argued that in both (...) the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

This paper explores the sense in which modern societies can be said to be rational. Social rationality cannot be understood on the model of an idealized image of scientific method. Neither science nor society conforms to this image. Nevertheless, critique is routinely silenced by neo-liberal and technocratic arguments that appeal to social simulacra of science. This paper develops a critical strategy for addressing the resistance of rationality to rational critique. Romantic rejection of reason has proven less effective than strategies that (...) conceptualize modern artefacts, systems, and organizations as rationally underdetermined. This approach first appears in Marx's analysis of capitalist economics. Although he lacks the concept of underdetermination, Marx gets around the silencing effect of social rationality with something very much like it in his discussion of the length of the working day. Frankfurt School Critical Theory later blended romantic elements with Marxian ones in a suggestive but ambiguous mixture. The concept of underdetermination reappears in contemporary science and technology studies, now clearly articulated and philosophically and sociologically elaborated. But somewhere along the way the critical thrust was diluted. Critical theory of technology attempts to recover that thrust. Here its approach is generalized to cover the three main forms of social rationality. (shrink)

In this paper, I elaborate on the very political dimension of epistemology that is opened up by the radical change of focus initiated by constructivism: from science as knowledge to science as practice. In a first step, this brings me to claim that science is political in its own right, thereby drawing on Mouffe and Laclau’s framework of radical democracy and its central notion of antagonism to make explicit what is meant by ‘the political.’ Secondly, I begin to explore what (...) this intrinsic political dimension of science might entail for democratic thought. I do so by connecting my preliminary explorations in the field of science with Andrew Feenberg’s elaborate frame of thought on the democratization of technology. Interestingly, Feenberg is one of the few thinkers who have connected questions of power and ideology, typically treated of within the field of political theory, with a constructivist approach to technological progress. In this sense, this paper can be seen as a first attempt to expand Feenberg’s framework of democratic rationalization from the world of technology to the world of science. (shrink)

The free and open source software (Foss) movement deserves to be placed in an historico-ethical perspective that emphasizes the end user. Such an emphasis is able to enhance and support the Foss movement by arguing the ways it is heir to a tradition of professional ethical idealism and potentially related to important issues in the history of science, technology, and society relations. The focus on software from an end-user’s perspective also leads to the concept of program conviviality. From a non-technical (...) perspective, however, software is simply a new example of technology, and the effort to assure that technology is developed in a socially responsible manner has a significant history. The argument thus begins with observations about the history of technology. This leads to critical reflections on the development of professional engineering ethics, and to a discussion of the alternative technology movement. Finally, it concludes by indicating some criteria to consider when imagining the design of convivial software. (shrink)

On several occasions Michel Foucault advocated a methodological turn towards what he called a ‘happy positivism’. Foucault’s emphasis on the surface does not deny the importance of structures of hiding, but understands it as a game in which the structures of hiding are viewed as contingently given. In this paper, I will analyse the conflict between the hacker movement and the field of corporate interests. I argue that the introduction of graphical user interfaces and the maintaining of copyright interests are (...) the contingent background of the ongoing conflict. By bracketing the analyses of hidden intentional structures, the happy positivist is thus able to facilitate deeper understandings of the prevailing structures of hiding. (shrink)

– The purpose of this paper is to present a brief history of the information society and a research framework addressing the challenges of ensuring that information and communication technologies are applied in ways that are enabling and responsive to the varied contexts in which people live their lives., – Examination of why insights arising from research that is critical of the mainstream vision of the information society are rarely influential in debates on ICT policies, of the outstanding research questions (...) around the promotion of investment in ICTs in support of sustainable development goals, and of the components of an alternative research framework that could be pursued by those concerned with social and technological innovation., – The analysis of policy discussion in this area indicates that there may now be an opportunity to re‐enter some of these debates, particularly those in which it is clear that there are many important issues that are reappearing on the ICT policy agenda. Some of the most difficult issues are highlighted including the need to give greater attention to measures supporting more differentiated information or knowledge societies., – The paper demonstrates that there are signs of learning and an awareness of unequal power relationships among stakeholders in ICT policy debates that may contribute to a shift in priorities towards a more context sensitive research framework that would be of value to those who are preoccupied by efforts to improve the material conditions of people's lives. In recent years several approaches—philosophical, sociological, psychological—have been developed to come to grips with our profoundly technologically mediated world. However, notwithstanding the vast merit of each, they illuminate only certain aspects of technological mediation. This paper is a preliminary attempt at a philosophical reflection on technological mediation as such—deploying the concepts of ‘transparency’ and ‘opacity’ as heuristic instruments. Hence, we locate a ‘theory of transparency’ within several theoretical frameworks—respectively classic phenomenology, media theory, Actor Network Theory, postphenomenology, several ethnographical, psychological, and (...) sociological perspectives, and finally, the Critical Theory of Technology. Subsequently, we render a general, systematic overview of these theories, thereby conjecturing what a broad analysis of technological mediation in and of itself might look like—finding, at last, an essential contradiction between transparency of ‘use’ and transparency of social origins and effects. ABSTRACTWhile there have been numerous critiques of the ideology of technology, it is useful to situate technology within both a liberal and a conspiratorial framework. The early work of Auguste Comte offers an ideal vehicle for this kind of analysis. Liberalism’s embrace of technology is developed in Comte to produce a theory of scientific and technical elites intent on reinventing society and the individual. This “technological conspiracy” reads very much like elements of a Silicon Valley manifesto describing the cyber-utopia of (...) a near tomorrow. For these reasons Comte is relevant to a discussion of conspiracy today. (shrink)

In recent decades, debate on the quality and safety of healthcare has been dominated by a measure and manage administrative rationality. More recently, this rationality has been overlaid by ideas from human factors, ergonomics and systems engineering. Little critical attention has been given in the nursing literature to how risk of harm is understood and actioned, or how patients can be subjectified and marginalised through these discourses. The problem of assuring safety for particular patient groups, and the dominance of technical (...) forms of rationality, has seen the word ‘unavoidable’ used in connection with intractable forms of patient harm. Employing pressure injury policy as an exemplar, and critically reviewing notions of risk and unavoidable harm, we problematise the concept of unavoidable patient harm, highlighting how this dominant safety rationality risks perverse and taken‐for‐granted assumptions about patients, care processes and the nature of risk and harm. In this orthodoxy, those who specify or measure risk are positioned as having more insight into the nature of risk, compared to those who simply experience risk. Driven almost exclusively as a technical and administrative pursuit, the patient safety agenda risks decentring the focus from patients and patient care. (shrink)

In a world that is becoming more ‘networked’ than ever, especially on the personal-everyday level—with for example digital media pervading our lives and the Internet of Things now being on the rise—we need to increasingly account for ‘networked realities’. But are we as human beings actually well-equipped enough, epistemologically speaking, to do so? Multiple approaches within the philosophy of technology suggest our usage of technologies to be in the first instance oriented towards efficiency and the achievement of goals. We thereby (...) neglect the actual systemic, networked nature of technology, or its wider impacts. With regard to the pressing issue of how to cross the ‘gap’ between these two ‘modes,’ the paper at hand engages with the work of Gregory Bateson, reading him as a philosopher of technology. Bateson’s notions of “conscious purpose” and “learning” offer excellent tools to understand our predicament of living in a networked world but being partly unable to sufficiently grasp and come to terms with this situation. Moreover, as the article endeavors to demonstrate, Bateson’s thought is to be cast as a crucial addition to the body of theory being developed in the philosophy of technology. (shrink)
