    American democracy is not unconstrained or autonomous, but instead achieves what could be termed value representation. Rather than affording representation on policy issues, elections transmit priorities among competing normative ends, while elite politics address the more complex matching of ends and means within the value boundaries established by voters. This results in neither policy representation nor state autonomy, but instead in a specific and limited form of democratic representation.

    This article compares the ‘enfranchisement lottery’, a novel method for allocating the right to vote, with universal suffrage. The comparison is conducted exclusively on the basis of the expected consequences of the two systems. Each scheme seems to have a relative advantage. On the one hand, the enfranchisement lottery would create a better informed electorate and thus improve the quality of electoral outcomes.     In a certain sense, voluntary communities and market relationships are relatively less coercive than democracy and bureaucracy: they offer more positive freedom. In that respect, they are more like romantic relationships or friendships than are democracies and bureaucracies. This tends to make voluntary communities and markets not only more pleasant forms of interaction, but more effective ones—contrary to Weber's confidence in the superior rationality of bureaucratic control.

    Agencies of the modern state, democratic and otherwise, manufacture pliant publics through sophisticated social‐scientific technologies ranging from wealth redistribution (which defines the contours of social relations) to the institutionalization of ethnicity (which exploits sociocultural cleavages for a variety of often contradictory purposes). The very sophistication of these technologies defies comprehension; that is, it engenders and exacerbates public ignorance. As a result, democratic surveillance of state power is more enabling myth than fact.
