International migration is increasing not only in absolute terms but also as a percentage of the global population. In 2019, international migrants made up 3.5 per cent of the global population, compared to 2.8 per cent in the year 2000. Over the past two decades, a philosophical literature has emerged to investigate what justice requires with respect to these vast migrant flows. My article criticizes much of this philosophical work. Building on the work of Charles Mills (2015), I argue that (...) the terms in which many Anglo-American philosophers presently debate migration justice neglect and even obscure consideration of the ways in which current migration flows may be shaped by Euro-American colonialism and neo-colonialism. Such exclusions produce systematic biases in much of our philosophical literature. To develop less biased understandings of migration justice, I propose that Anglo-American philosophers should revise our methods and our conceptual frameworks to enable exploring the possible extent and ethical implications of colonial and neo-colonial influence. This is one part of the much larger task of decolonizing our political philosophy. (shrink)

Cet article propose de retracer les transformations historiographiques concernant le champ des études migratoires depuis quatre décennies, en distinguant quatre périodes différentes mais non étanches, à partir des cas (largement similaires) états-unien et français. Dans un premier temps, la « découverte » des travailleurs immigrés dans les années 1960-1970 permit de questionner l’homogénéité de la classe ouvrière nationale. Mais assez vite, s’imposa une autre « découverte », celle des femmes immigrées, qui donna lieu à un second âge historiographique à partir (...) des années 1970-1980. Ensuite, comme dans l’historiographie plus générale, le genre apparut comme une catégorie d’analyse essentielle dans ce qu’on pourrait appeler le troisième âge de l’histoire des migrations. Encore opératoire aujourd’hui, il permet d’analyser ensemble le politique et l’économique, en portant attention à la façon dont les politiques migratoires comme les marchés du travail nationaux et internationaux affectent la mobilité des hommes et des femmes. Cependant, un quatrième âge s’intéresse désormais à la sexualité des migrants, comme objet d’inquiétude pour les États (peur de la prostitution ou de l’homosexualité) ou comme espace d’intimité (libération sexuelle comme conséquence, voire comme cause, de la migration). L’article s’achève par une réflexion sur l’approche intersectionnelle, inhérente à l’histoire des migrations qui a toujours croisé appartenances sociales et origines. Il souligne également l’importance d’examiner à la fois l’impact du genre sur la migration et celui de la migration sur les rôles genrés. (shrink)

This paper critically explores what is meant by integration and the expectations that come with it, and how the ‘right’ kind of economic citizen (homo economicus – defined as the subject of neoliberalism) gets produced through social work practice with immigrants. Specifically, this paper engages in critical reflection on a participant's narrative that is derived from a larger study by probing the expansion of immigrant selection in Canada, the policy of multiculturalism as Canada's most recognized policy as it pertains to (...) integration, and how they coalesce and shape settlement work with immigrants. This paper concludes with a discussion on how to begin to address concerns that surround social work practice with immigrants by way of (a) critical interrogation of neoliberal discourse especially how the interlocking architecture of individualism and capitalism have developed to shape how social workers are positioned and newcomers are constructed (i.e. made into a neoliberal subject); (b) how this could promote the discourse of integration through practice that is embued in discourses of pathology; and (c) how to incorporate social work interventions that are policy related and situated at a macro-systems level. The paper is aimed at the analysis of the latest approaches to research in the social sciences including mobility paradigm, the transnational perspective and the gendered approach to the study of social phenomenа. The research problem addressed in the paper is the possibility of examining these innovative approaches to social phenomena in a dialectical nexus. The paper draws from the analysis of secondary theoretical sources backed up by the findings of a multi-cited field research focused on the study of gendered (...) implications of Ukrainian labour migration using a mixed-method approach. The paper illustrates the possibilities of applying the transnational paradigm to migration and mobilities studies, placing special emphasis on its advantages. It traces existing approaches to the research on transnational family and cross-border parenthood, using the Ukraine as the case in point. The heuristic and social relevance of the paper consists in casting light on the specificities of gendered approach to the study of economic mobility and labour migration in Ukraine, in outlining the effect of migration and transnationalism on families of Ukrainian transmigrants, in showcasing the specificity of independent female migration in the context of global care chains, and in examining its gender effect on the transformations of mentality and identities of Ukrainian labour migrants.
