Ideal carbon tax policy is internationally coordinated, fully internalizes externalities, redistributes revenues to those harmed, and is politically acceptable, generating predictable market signals. Climate change can be construed as a question of collective responsibility from two different viewpoints: climate change being inherently a collective problem, or collective entities bearing responsibility for climate change. The three main types of policies for addressing climate change are command and control regulation, carbon taxes (or price instruments), and cap and trade (or quantity instruments). The Polluter Pays Principle (PPP) states that polluters should bear the burdens as- sociated with their pollution. This principle has been highly contested because of the pu- tative impossibility of considering individuals morally responsible for an important amount of their emissions. Existing institutions do not seem well-designed to address paradigmatically global, intergenerational and ecological problems, such as climate change. 1 In particular, they tend to crowd out intergenerational concern, and thereby facilitate a “tyranny of the contemporary” in which successive generations exploit the future to their own advantage in morally indefensible ways (albeit perhaps unintentionally). In this paper, we argue that rationing has been neglected as a policy option for mitigating climate change. There is a broad scientific consensus that avoiding the most severe impacts of climate change requires a rapid reduction in global emissions. We argue that rationing could help states reduce emissions rapidly and fairly. Debates about individual responsibility for climate change revolve mainly around individual mitigation duties. Mitigation duties concern future impacts of climate change. Unfortunately, climate change has already caused important harms and it is foreseeable that it will cause more in the future, in spite of our best efforts. The aim of the article is to give an outline of a value theory suitable for climate ethics, based on a perfectionist account on the convergence between prudential values and moral responsibility. I claim that such a convergence may generate a system of values that specify norms and obligations and attribute responsibility towards future generations, and thereby provides us with a measure of acceptable political action. |

ABSTRACT In Debating Climate Ethics, David Weisbach and I offer contrasting views of the importance of ethics and justice for climate policy. I argue that ethics is central. Weisbach advocates for climate policy based purely on narrow forms of self-interest. For this symposium, I summarize the major themes, and extend my basic argument. This paper argues that extortion is a clear threat in intergenerational relations, and that the threat is manifest in some existing proposals in climate policy and latent in some background tendencies in mainstream moral and political philosophy.
